SECTION 1. General

1.1. INTRODUCTION

1.1.1. This Emergency Manual sets out the responsibilities, organisations, procedures and actions to be taken within the Electrical and Mechanical Services Department (EMSD) in times of emergencies occasioned by:

(a) Tropical Cyclone/Natural Disaster (Section 2); (b) Landslip and Rainstorm Black Warning (Section 3); (c) Aircraft Crash (Section 4); (d) Activation of Daya Bay Contingency Plan; Response to Chemical, Biological,

Radiological and Nuclear (CBRN) Agent Attack; Internal Security (IS) Situations and Emergency Response Contingency Plan for Human Infectious Disease Outbreaks (Section 5); and

(e) Potentially Hazardous Installations at Tsing Yi Island (Section 6).

1.1.2. Under the HKSAR Emergency Response System in Security Bureau Circular No. 2/2000, EMSD is responsible for liaising with the utilities companies to ensure that, if electricity or piped gas supplies are interrupted during an emergency, these companies will, as quickly as practicable, carry out repair works to resume supplies. Upon receipt of such request, the Information Service Centre of EMSD will refer the request direct to Electricity Legislation Division (Tel. 2808 3610) or Gas Standards Office (Tel. 8105 5989 for town gas; or Tel. 8105 5722 for LPG) for follow up action.

1.1.3. Moreover, under the HKSAR Emergency Response System, EMSD will upon request provide special equipment to assist other Government Departments with search and rescue operations. Details of the organization and response of EMSD under different emergency situations are given in Sections 2 to 6.

1.1.4. Section 7 gives the list of E&M equipment that could be made available for use during emergency situations. Owing to the centralized location of the Kowloon Bay Depot, for the efficient management of the equipment, the majority of the E&M equipment for emergency uses are kept at the Kowloon Bay Depot, while the Hong Kong Vehicle Depot, Tuen Mun Vehicle Depot and Fan Garden Vehicle Depot and Siu Ho Wan Vehicle Depot will be equipped with recovery vehicles only. Regional Managers of the Transport, Security & Central Services Division, the Airport and Vehicle Engineering Division and the General Engineering Services Division should inform Technical Secretary, EMSD of any amendment to the list of E&M equipment for updating, whenever necessary.

1.1.5. Section 8 gives the strength of EMSTF’s Standby Emergency Crews (Standby Emergency Crews) required to provide the standby emergency support services as covered in this Emergency Manual. Should the Standby Emergency Crews be re-organized to suit operational needs, Regional Managers should obtain approval from the Controller, and then inform Technical Secretary accordingly.

1.1.6. The EMSD Emergency Control Centre (EMCC) will be set up at the Information Service Centre at EMSD Headquarters under some emergency situations. The Team Leaders of the Standby Emergency Crews as listed in Section 8 are required to report by phone, fax, email or personal visit the availability and readiness of their crews to the respective Officer-in-charge of Section (Officer-in-charge) as shown in Section 8. The Officers-in-charge shall report the same to the Assistant Controller at the EMCC.

1.2.

NOTIFICATION OF WARNINGS TO EMSD

1.2.1. In case of emergencies, EMSD will be notified by the following agencies: (a) For Tropical Cyclones/Natural Disasters, Landslip and Rainstorm Black

warnings -- Hong Kong Observatory and PCCW Limited (PCCW) (b) For Aircraft Crash within the Airport Boundary -- Airport Authority or

Highways Department Reporting Centre (c) For Aircraft Crash outside the Airport Boundary -- Highways Department

Reporting Centre (d) For Activation of Daya Bay Contingency Plan -- Hong Kong Observatory (e) For Chemical, Biological, Radiological and Nuclear (CBRN)Agent Attack --

Hong Kong Police (f) For Contingency Plan for Human Infectious Disease Outbreaks --

Department of Health (g) For Potentially Hazardous Installations (PHIs) on Tsing Yi Island -- Fire

Services Communication Centre.

1.2.2. Except for the warnings relating to the activation of Daya Bay Contingency Plan which are relayed to EMSD through the Duty Officer of the Electricity Legislation Division (Pager 71163828 Call 6603), all other warnings are relayed to EMSD through the EMSD Duty Officer in Information Service Centre of EMSD (Tel. 2333 3762). All these officers should then, depending on the nature of the warning, inform the appropriate senior officers in accordance with the procedures set out in the relevant sections of this Emergency Manual. In addition

, they should notify Director of Electrical and Mechanical Services for information in the following cases:

(a) Activation of the EMSD Emergency Control Centre (EMCC) for tropical cyclones/natural disasters, landslip and rainstorm black warnings;

(b) Aircraft crash; (c) Activation of Daya Bay Contingency Plan; (d) CBRN agent attack and internal security situation; (e) Human infectious disease outbreaks; and (f) Serious accident involving Potentially Hazardous Installations (PHIs) on

Tsing Yi Island

1.3.

EMCC REPORTS TO EMSC

Whenever the EMCC has been setup and is in operation, the Controller/Assistant Controller of EMCC shall report to the Security Bureau’s Emergency Monitoring Support Centre (EMSC) via the Bulletin Board System (BBS) as follows:

(a) Immediate after the setup and activation of the EMCC; (b) Incident report of the major incidents/actions taken under the purview of

EMSD/EMCC; (c) Hourly report on nil return, if applicable; and (d) Immediate before the stand down of the EMCC, after confirmed with EMSC that

EMCC could stand down.

1.4.

EMCC REPORTS TO DEVB

In addition to posting the incident reports and hourly reports on the BBS during the operation of EMCC, the Controller/Assistant Controller of EMCC shall copy the reports posted on the BBS to the following officers of DEVB by email for their information:

1.5.

EMERGENCY COMMAND SYSTEM

Under exceptional emergency incident, DEVB would activate the Emergency Command System (ECS) in accordance with DEVB Technical Circular (Works) No. 7/2011.

1.5.1. When a major disaster has occurred, Deputy Secretary for Development (Works)2 (DS(W)2), having regard to considerations such as the nature of the incident, scale and scope of relief and recovery work, impact on local community, media interest and public concern, may call for the ECS and designate a regional Project Manager of CEDD (PM) as the Works Commander.

Triggering of ECS

1.5.2.

The Works Commander’s main roles and duties are to closely liaise with the District Officer (DO); to mobilize resources within the entire works group of departments; to oversee works which do not readily fall under a department but are essential in the public interest; to provide support to DO in briefing the media or local communities; and to report concerted efforts to the DEVB and other Senior Officials. On the other hand, DS(W)2 is in charge of triggering the ECS and maintaining overall monitoring especially when more than one PM might be involved.

Roles and Duties

1.5.3.

Upon requested, the EMCC shall provide full support to the Works Commander(s) when the ECS is activated. The Controller/Assistant Controller shall closely monitor the activation of the ECS via BBS and to provide support to ECS as necessary.

1.6.

REPORTING OF TOPICAL, CONTENTIOUS AND CRISIS ISSUES

1.6.1. Topical, contentious issues which may arouse public or media interests shall be reported promptly to the senior management of the Department in accordance with EMSD General Circular No. 3/2000 - Reporting of Topical, Contentious Issues.

1.6.2. Accidents giving rise to death, ill health, injury, damage or other loss as well as events having the potential to lead to an accident shall be reported in accordance with EMSD Technical Circular No. 2/2002 – Reporting of Accidents/Incidents.

1.6.3. In respect of issues that may develop into crisis, they shall be reported in accordance with EMSD General Circular No. 3/2007 – Departmental Crisis Management Structure and Reporting Procedure.

1.6.4. In case of media enquiries, they shall be referred to Technical Secretary, EMSD (Tel. 2808 3633 / Mobile 9135 8225) for attention.

1.7.

AMENDMENTS

1.7.1. All proposed amendments to this Emergency Manual should be directed to Technical Secretary, EMSD who would arrange to issue amendment for distribution in the form of soft or printed copies to the holders of this Emergency Manual.

1.7.2. As this Emergency Manual will generally not be re-issued annually in full, holders are advised to retain their copies for their reference during emergencies.

SECTION 2.

Tropical Cyclone/Natural Disaster Emergency Organization

2.1. INTRODUCTION 2.1.1. This Section sets out the emergency organization which is to be activated in the

case of tropical cyclones/natural disasters which affect the territory. It should be read in conjunction with Security Bureau Circular No. 3/2009 on Contingency Plan for Natural Disasters (including those arising from severe weather conditions).

2.1.2. All departments and staff have a general responsibility to carry out their normal functions during an emergency. The principal duties to which Government departments of the HKSAR will give absolute priority within their own fields of responsibility are:

(a) generally to protect the community from the effects of the prevalent weather conditions;

(b) to meet any emergency situation created by the prevalent weather conditions;

(c) to administer relief measures; (d) to work towards a quick return to normal conditions; and (e) to protect Government property.

2.1.3. The results of storm surges, thunderstorms and heavy rains may not affect this

Department. In the event of assistance being required by other departments, the Assistant Controller will form task-forces as necessary from the Standby Emergency Crews listed in Section 8. Alternatively, if the storm is expected to be of such severity as to warrant a standby presence, the Controller may require Assistant Controller to place Standby Emergency Crews on standby and inform the following Duty Officers that such provision has been made:

2.1.4. Although most of the work undertaken by this department will be after a tropical cyclone has passed, it may be necessary for personnel to work in the open during the hoisting of the cyclones and Officers-in-charge must bear in mind that the safety of personnel is of first importance.

2.2. EMSD's RESPONSIBILITIES 2.2.1. The responsibilities of this department lie in the areas of electricity supply,

provision of temporary lighting at site and general provision of assistance in relief measures and protection of the Government property.

2.2.2. Electricity Supply – (a) the operation and maintenance of standby generating sets at Hospitals, the

Airport, Radio and Weather Stations, Police Headquarters, and certain People's Liberation Army establishments if circumstances require, and to make safe electrical faults;

(b) provision of standby crews to assist those departments which are responsible for the operation of their own emergency generating sets in cases of failure to start or breakdown; and

(c) provision of diesel generators, wiring and floodlights at the scene of any disaster.

2.2.3. Assistance – in relief measures and to enable the quick return to normal

conditions as requested by a responsible authority, including the provision of special equipment to assist other Government departments in search and rescue operations.

2.2.4. Protection – Government property, the operation of which is the responsibility of this Department and any other property as requested by a responsible authority.

2.2.5. Road Clearance – specialist equipment may be required in the case of fallen-tree and vehicle removal.

2.2.6. Fire Services Department – the Senior Electrical & Mechanical Engineer (Fire Services) will be on call as required by the Director of Fire Services; and resident electronics maintenance staff of TSCSD will stand by at the local electronics maintenance workshop of Tsim Tung FSD Headquarters. 2.3. ORGANIZATION 2.3.1. The organization charged with the responsibilities detailed in Section 2.2 above

will be activated on the hoisting of Tropical Cyclones Warning Signal No. 8 or higher and will consist of:

(d) Officers-in-charge and Team Leaders of Standby Emergency Crews

The contacts are given in Section 8. 2.3.2. The strength of the Standby Emergency Crews is given in Section 8. The

following notes are included for guidance on the strength and composition of the Standby Emergency Crews:

(a) Crews should be as small as is reasonable for carrying out the work, thus leaving a sufficiently large number of staff to take over clearing-up operations after the storm;

(b) In areas where machinery is being attended, crews must be composed of at least 2 members. This rule should also be applied in other areas wherever possible; and

(c) Crews are to be composed as far as possible of volunteer staff.

2.3.3. Lists of names and addresses of all members of the Standby Emergency Crews

are to be maintained by the Officer-in-charge of the respective Sections. These lists are to be kept up-to-date and posted on appropriate notice boards. "Call-out" procedures are to be established by Senior Engineers, Chief Technical Officers, etc., to ensure rapid and complete assembly of the Standby Emergency Crews.

2.4. PROCEDURE 2.4.1.

Hong Kong Observatory and PCCW will inform the Duty Officer in the Information Service Centre of EMSD, who will then inform by phone:

(a) the Controller (AD/1) or the Deputy Controller (i.e. CE/TSCS, CE/AVE, CE/Mun, CE/HS or CE/GES) appointed by the Controller;

(b) the Assistant Controller (i.e. SE/TSCS4 or SE/V); and (c) the Officers-in-charge of Standby Emergency Crews.

2.4.2.

At the hoisting of Tropical Cyclones Warning Signal No. 3 Officers-in-charge will ensure all emergency equipment as listed in Section 7 is

run up and/or made ready for immediate use, and boiler fuel storage tanks (at hospitals etc.), petrol tanks of emergency vehicles, diesel fuel tanks for generating sets and engine driven pumps are full and other equipment checked and ready for use.

2.4.3.

At the pre-warning of the imminent hoisting of Tropical Cyclones Warning Signal No. 8 or higher during normal working hours

(a) The Controller or the Deputy Controller appointed by the Controller, and the Assistant Controller appointed by the Controller will set up the EMSD Emergency Control Centre (EMCC) in the Information Service Centre at EMSD Headquarters.

(b) The Team Leaders of Standby Emergency Crews will report to their offices. (c) The Team Leaders of the Standby Emergency Crews will report to the

respective Officers-in-charge, who will then report to the Assistant Controller that all their Standby Emergency Crews have been available and ready to deliver their standby emergency services. The Assistant Controller shall check with the respective Officers-in-charge, should they fail to report the availability and readiness of their Standby Emergency Crews within one hour after the hoisting of No. 8 signal.

(d) The Assistant Controller will then report to the Controller the availability and readiness of the Standby Emergency Crews.

(e) The Assistant Controller shall inform EMSC, ISD, HyD, DSD, ArchSD, BD, WSD, and GEO/CEDD via BBS that EMCC has been set up.

(f) All communications with the EMCC, whether by telephone, fax, E-mail or personal visit shall be recorded in a log sheet by the Duty Officer at Information Service Centre as shown in Appendix A of Section 9. In case assistance is requested, the call should be referred to the Assistant Controller.

2.4.4.

At the pre-warning of the imminent hoisting of Tropical Cyclones Warning Signal No. 8 or higher, outside normal working hours

(a) The Controller/Deputy Controller and the Assistant Controller will set up the EMCC in the Information Service Centre at EMSD Headquarters.

(b) The Team Leaders of the Standby Emergency Crews will report for duty to the respective Officers-in-charge, who will ensure that all equipment and buildings are made safe as soon as possible. On completion, the Officers-in-charge will report to the Assistant Controller that all their Standby Emergency Crews have been available and ready to deliver their standby emergency services.

(c) The Assistant Controller will then report to the Controller the availability and readiness of the Standby Emergency Crews.

(d) The Assistant Controller shall inform EMSC, ISD, HyD, DSD, ArchSD, BD, WSD, and GEO/CEDD via BBS that EMCC has been set up.

(e) All communications with the EMSD Emergency Control Centre, whether by telephone, fax, E-mail or personal visit shall be recorded in a log sheet as shown in Appendix A of Section 9. In case assistance is requested, the call should be referred to the Assistant Controller.

(f) Personnel on shift duty must be prepared for an extended period of duty and are to await instruction from their Officer-in-charge. If no instructions have been received by the end of the normal shift, they will contact their Officer-in-charge or the Assistant Controller for instruction.

2.5. GENERAL DUTIES OF STANDBY EMERGENCY CREWS 2.5.1. Airport Section shall:

(a) ensure communication equipment including mobile telephone, radio, etc. in working operation;

(b) check and ensure all generators are in serviceable condition, check the fuel levels and inspect external exhaust pipe assembly;

(c) secure all outdoor equipment, make safe windows/doors and check the door/roller shutters of E&M plant rooms;

(d) make safe hanger doors at GFS HQs in conjunction with GFS staff; (e) get ready all the sump pump and drainage system, check and clear all

drainage facilities and ensure the strainers of the sump pumps are clear; (f) ensure full-tank fuel for diesel pumps and vehicles; (g) ensure fully charge for battery powered tools; (h) patrol the essential plants, equipment and HV/LV enclosures; (i) follow relevant emergency procedures of Airport Authority; and (j) standby to attend fault call and carry out emergency repair as and when

required.

2.5.2. GESD Sections shall: (a) operate the air-conditioning plant for attended venues as is required; (b) start up the air-conditioning plant for unattended venues as is required; (c) attend fault call and carry out emergency repair as and when required; (d) make safe electrical faults; and (e) provide temporary wiring and floodlights as and when required.

2.5.3. HSD Sections shall: (a) test run emergency generators and check fuel oil level; inspect

underground tanks and fuel oil pump rooms; (b) test run portable electrical/diesel driven water pump for emergency use; (c) check and ensure the anti-flood system, i.e. the sensors and the manual

pump in the plant room in good working condition; visit the plant room on hourly basis;

(d) inspect sumps and test run sump pumps; (e) secure all exposed plant and equipment such as cooling water towers,

etc.; (f) check the door/roller shutters of E & M plant rooms at exposed area; (g) patrol to essential plant, equipment and HV/LV enclosures; and (h) standby to attend fault call and carry out emergency repair as and when

required.

2.5.4. MunSD Sections shall:

(a) check and secure all exposed plant / equipment;

(b) ensure generators, sump pumps and flood alarm systems are in normal

status;

(c) check all places whether there are flooding or damaging occur and make

immediate remedial actions;

(d) continue to carry out operation of E&M equipment, air-conditioning

plant, stage equipment and film projection equipment for rehearsals

and/or scheduled function at performing venues as to cope with client’s

operational needs;

(e) check for water seepage inside main switch room, generator room,

hydraulic platform pit and its control room at HKCC and rectify as

necessary;

(f) switch off air-conditioning plant and sea water pumps at GPO and IMC;

(g) latch and anchor platforms and boarding ramps at typhoon position, and

ensure hoisting crane at home position at MFT & CFT;

(h) switch off electricity supply to on-shore and off-shore equipment at MFT

& CFT;

(i) continue to operate air-conditioning plant at AMC, MFT & CFT; and

(j) stand by to attend fault call and carry out emergency repair as and when

required.

(k) continue to provide cremation operation services for KCC, FSC, WHSC,

DHC and CCC.

2.5.5. TSCSD Sections shall: (a) check and secure all exposed plant/equipment; (b) ensure essential plants are ready to use; (c) provide standby services for emergency electricity generation plant in the

unattended venues; (d) check all places whether there are flooding or damaging occur and make

immediate remedial actions; (e) provide a mobile generating set with necessary wiring works when

required; (f) take immediate action to remedy with the failures of switchgears, traffic

signals, etc.; (g) provide temporary lighting when required; (h) continue to carry out operation of E&M equipment, air-conditioning plant

to cope with client’s operational needs; (i) standby to attend fault call and carry out emergency repair as and when

required; and

2.5.6. Vehicle Section shall: (a) test run the recovery vehicles and related accessories, and check their fuel

level; (b) check and ensure that all exposed plants and equipment in vehicle depots

are secured; and

(c) standby to attend fault calls and carry out emergency duties as and when required.

2.5.7. Senior Electrical & Mechanical Engineer (Fire Services) shall be on call as

required in Section 2.2.6 above. In the event of his inability to report duty due to weather condition, the Fire Services Department will directly call for assistance from the Controller.

2.5.8. Resident electronics maintenance staff at Tsim Tung FSD HQ shall remain on duty for the following tasks until replacement staff report for duty (to be picked up by Fire Services Vehicles): (a) monitor the status of Trunked Radio System via Badger Monitor Alarm

System (b) prepare and check the fallback radio equipment (c) perform visual inspection of central equipment at equipment room and

FSD control centre (d) stand by for carrying out emergency call and providing technical support

2.5.9. It is stressed that each section is NOT

a watertight compartment dealing only with work within its own operational sphere. Sections shall render assistance to each other as need arises. Team Leaders must also be prepared to interact with other Team Leaders in the case of loss of telephone communication with the EMCC.

2.6. DURATION OF EMERGENCY PERIOD 2.6.1. The duration of a tropical cyclones emergency period will normally extend from

the raising of a Tropical Cyclones Warning Signal No. 8 or higher to the lowering of a Tropical Cyclones Warning Signal No. 8.

2.6.2. If the Tropical Cyclones Warning Signal is lowered to No. 3 or below, the Officers-in-charge shall check the safety of all members of their Standby Emergency Crews and the venues are intact, then report to the Assistant Controller. The Assistant Controller will report to the Controller the safety of the Standby Emergency Crew members and all venues are intact. He then seek the permission from the Controller to stand down. The Controller shall seek EMSC’s endorsement for stand down of EMCC. Once permission is received, message of stand down will be dispatched to all Officers-in-charge by the Duty Officer of the Information Service Centre.

2.6.3. If the Tropical Cyclones Warning Signal is lowered to No. 3 or below during the

period commencing with the start of the normal working hours to two hours before the finish of normal working hours, all personnel shall report for duty as soon as practicable. Failure to report for duty within the most practicable time after the lowering of the Signal will be regarded as a breach of discipline unless the delay can be justified, since it is usually during the hours immediately after a tropical cyclone when this Department's services are in most urgent demand.

2.6.4. If the Tropical Cyclones Warning Signal is lowered to No. 3 or below one hour before the start of normal working hours, all personnel shall report for the normal period of duty as soon as practicable.

2.6.5. Personnel normally on shift work should regard "normal working hours" as referring to their normal shift hours.

2.6.6. Standby Emergency Crews shall remain on duty until they are relieved by the regular crews or until instructed to stand down by either the Controller or their respective Officer-in-charge.

2.7. REPORT OF DAMAGE CAUSED DURING EMERGENCY PERIODS 2.7.1. Officers-in-charge shall submit damage reports to the Controller through their

SBU/Divisional Heads as soon as possible on the damage caused by floods and tropical cyclones to the Government installations and properties. Major incidents should as a matter of course be reported by telephone in the first instance.

2.7.2. The Controller shall notify the Technical Secretary of EMSD of incidents likely to be of public interest. The Technical Secretary of EMSD shall then report such incidents to the Secretariat Press Office of Development Bureau, SPO(DEVB), which can be contacted during emergencies at Tel. 3509 7591/3509 7594 or ISD at Tel. 2842 8748. In the event of a very serious incident, a member of the SPO(DEVB) staff would go to the site to deal with the media, thus early reporting is vital for good media and public relations. Apart from details of the incident itself, SPO(DEVB) staff are also interested in what is being done by departments in the Works Group to minimise public inconvenience. For public relations impact, this information would also be reported.

2.8. COMMUNICATIONS 2.8.1. Officers-in-charge are to call in regularly by telephone to the

Controller/Assistant Controller thus enabling the Controller to be kept up-to-date with the general situation. In the event of reports not being received by the Controller, he will contact the Telephone Company to ascertain whether or not faults in the lines have developed.

2.8.2. In case of emergency and the above communication could not be established, message should be passed into any Fire or Police Station with a request that the message be transmitted to the EMSD Controller via the EMSC Feedback Telephone System for Emergency.

SECTION 3.

Precautionary Measures During Landslip & Rainstorm Black Warning

3.1. INTRODUCTION 3.1.1. This Section describes the emergency organization to be set up within Electrical

and Mechanical Services Department which is to be activated during the case of heavy rain possibly resulting in landslip and rainstorm black warning.

3.1.2. It should be read in conjunction with Security Bureau Circular No. 3/2009 on Contingency Plan for Natural Disasters (Including those arising from severe weather conditions).

3.2. WARNING SYSTEM AND DISSEMINATION OF WARNINGS 3.2.1. Prolonged heavy rain can create a danger of landslip. Criteria have been

established for landslip warnings to be disseminated through Government departments. When heavy rain has fallen and more is expected, Director of the Hong Kong Observatory will consult Director of Civil Engineering and Development and discuss whether it is necessary to issue a landslip warning.

3.2.2. Hong Kong Observatory and PCCW will inform the Duty Officer in the Information Service Centre of EMSD, who will then inform the Controller, AD/1 or Deputy Controller, CE/TSCS or CE/AVE, in case the Controller cannot be contacted. The emergency organization as detailed in Section 3.4 below may be activated depending on the situation at the discretion of the Controller/Deputy Controller.

3.3. RESPONSIBILITIES This department's responsibilities are the same as those listed in Sections 2.1.2 and 2.2. 3.4. ORGANIZATION 3.4.1. On receipt of a landslip or rainstorm black warning, the Controller/Deputy

Controller will alert the Assistant Controller (SE/TSCS4 or if he cannot be contacted, SE/V) and give them instructions. If the warning received signifies that the damage of landslip becomes imminent, the Controller/Deputy Controller may instruct the emergency standby organization to be activated. In such case, the Information Service Centre will inform the Assistant Controller and Officers-in-charge of TSCSD of the activation of the emergency standby organization. The EMSD Emergency Control Centre (EMCC) will be set up in accordance with Section 2.4.3/4.

3.4.2. Upon the setting up of the standby emergency organization, the Officers-in-charge of TSCSD should ensure that the rescue equipment as shown in Section 7 of this Emergency Manual is ready for immediate use and fuel tanks for emergency generators, engine-driven water pumps, compressors etc. are full.

3.4.3. When the workshop resources have been mobilised, the Officers-in-charge shall

inform the Assistant Controller and keep him informed of any requests for assistance.

3.4.4. In cases of a serious situation whereby additional staff and/or equipment are required, the Officer-in-charge should inform the Assistant Controller, who should arrange for necessary additional staff and/or equipment to be deployed immediately.

3.4.5. The Assistant Controller will maintain contact with the Officers-in-charge and be aware of all emergencies. If necessary, the Assistant Controller will personally take charge of operations and advise the Controller/Deputy Controller.

3.4.6. The Assistant Controller shall inform EMSC, ISD, HyD, DSD, ArchSD, BD, WSD, and GEO/CEDD via BBS that EMCC has been set up.

3.4.7. All messages received and actions taken are to be recorded using a log sheet as shown in Appendix A of Section 9.

SECTION 4.

Aircraft Crash and Salvage Procedures

4.1. INTRODUCTION 4.1.1. An aircraft crash in Hong Kong could result in a very large number of casualties

and considerable disruption to traffic and essential services.

4.1.2. This Section sets out the action to be taken within this department when an aircraft crash has occurred or is likely to occur on land, within or outside the Airport Boundary

. The organization structure with essential telephone and fax numbers are given in Section 4.5. It is to be read in conjunction with:

(a) SB Circular 1/2002 on Contingency Plan for Dealing with an Aircraft Crash in Hong Kong.

(b) SB Circular 4/2002 on Contingency Plans for the Salvage of Crashed Aircraft.

(c) WB Technical Circular No. 11/98 on Aircraft Crash and Salvage (same as PEL Bureau Technical Circular No. 7/98).

(d) Hong Kong International Airport Emergency Procedures Manual, Airport Authority.

4.1.3. This department's responsibilities lie in the provision of floodlighting, plant and

equipment including recovery vehicles at the scene of the crash for the rescue and salvage operation and the provision of urgent repairs to damaged aerodrome lighting and electrical facilities if the aircraft has crashed within the airport boundary.

4.2. ALERT SYSTEM 4.2.1.

When an aircraft accident has occurred or is likely to occur within the Airport Boundary, the Fault Response Team Management Office’s (FRTMO’s) Senior Operation Officer, Maintenance of AAHK or the Highways Department Reporting Centre will alert the EMSD Duty Officer in Information Service Centre on Telephone No. 2333 3762 or Fax No. 2330 1032, giving the details of the accident. The Duty Officer will record the message in the Critical Incident Report Form as shown at Appendix B of Section 9 and immediately inform the respective officers as listed in Appendix E of Section 9.

For Aircraft Crash within the Airport Boundary

4.2.2

When an aircraft accident has occurred or is likely to occur, Civil Aviation Department (CAD) will alert the Fire Service Communication Centre (FSCC) which will then alert the Highways Department Reporting Centre on Telephone No. 2762 3333 (Office Hours) / 2926 4333 (After Office Hours). The Highways Department Reporting Centre will immediately relay such information to the EMSD Duty Officer in the Information Service Centre on Telephone No. 2333 3762. The Duty Officer will record the message in the Aircraft Accident Report Form as shown at Appendix B of Section 9 and immediately inform the respective officers as listed in Appendix F of Section 9.

For Aircraft Crash outside the Airport Boundary

4.3. ORGANIZATION 4.3.1.

On receipt of the information from the Fault Response Team Management Office’s (FRTMO’s) Senior Operation Officer, Maintenance of AAHK or the Highways Department Reporting Centre, an emergency organization will be established, comprising the following officers:

4.4. RESPONSIBILITIES AND ACTIONS For Aircraft Crash within the Airport Boundary 4.4.1. In the event of an aircraft crash within the Airport boundary

, the Fault Response Team Management Office’s (FRTMO’s) Senior Operation Officer, Maintenance of AAHK will inform the Duty Officer in the Information Service Centre of EMSD who will:

(a) record the message received on the form shown in Appendix B of Section 9;

(b) pass the information received to the officers indicated in Appendix E of Section 9; and

(c) record all subsequent events and actions taken in the log sheet provided in Appendix A of Section 9.

4.4.2. Following the receipt of information from the Information Service Centre, the

Controller/Deputy Controller will: (a) ensure the Assistant Controller is alerted of the situation;

(b) ensure the emergency organization is established (c) inform DD/TS or DEMS; and (d) inform the Duty Officers of Information Services Department (Tel. 2842

8748) and EMSC [Tel. 3655 5300 (once activated) / Tel. 2524 4387 (24 hours)] that the EMCC has been set up.

4.4.3. The Assistant Controller will: (a) closely liaise with the Fault Response Team Management Office’s

(FRTMO’s) Senior Operation Officer, Maintenance of AAHK or the Highways Department Reporting Centre on any supporting service required;

(b) liaise with relevant sections for any assistance required; (c) arrange to provide urgent repairs to damaged airfield lighting, electrical

power supplies and related electrical/mechanical services;

(d) arrange to provide supporting services such as standby operation of the

power supplies and other plant and requirement of scene whenever required; and

(e) keep contact with Controller/Deputy Controller to inform the progress of the salvage operation.

For Aircraft Crash outside the Airport Boundary 4.4.4. In the event of an aircraft crash occurred outside the Airport boundary

, the Highways Reporting Centre will inform the Duty Officer in Information Service Centre of EMSD and will give the following information:

(a) the location of the crash This will be given as either "GRID" followed by a six-figure grid reference on the JMCP2 : The Territory of Hong Kong Map (1:100000 scale) (Appendix D, Section 9) (Note: The crash site will be controlled by the Senior Fire Services Officer responsible for fire-fighting and rescue services. The Police will secure and control the outside surrounding and representatives of other departments wishing to cross this will require passes obtainable from the Fire Services and Police Command Posts.)

(b) the number of persons on board (c) the time of the crash

4.4.5. The Duty Officer receiving the message will NOT disconnect the line until the above information has been received AND

recorded on the form given in Appendix F of Section 9. Separate forms are to be used for each message received.

4.4.6. Following the receipt of information from the Highways Reporting Centre, the following action will be taken:

During Working Hours

(a) Duty Officer in the Information Service Centre of EMSD will: (i) record the message(s) received on the form shown in Appendix B,

Section 9; (ii) pass the information received to the officers indicated in Appendix F,

Section 9;

(iii) record and pass all subsequent messages received to the

Controller/Deputy Controller using separate forms for each message; and

(iv) record all subsequent events and actions taken on the log sheet given in Appendix A of Section 9.

(b) Controller (or Deputy Controller) will:

(i) despatch the Site Controller to report to the Fire Services/Police Command Post at the scene of the crash, if on land. (If there is any difficulty in locating the Command Post, telephone Police Control (Tel. 999) to obtain location and route to it);

(ii) inform DEMS and DD/TS; and (iii) inform the Duty Officers of Information Services Department (Tel.

2842 8748) and EMSC [Tel. 3655 5300 (once activated) / Tel. 2524 4387 (24 hours)] that the EMCC has been set up.

(c) Site Controller will:

(i) report to the Command Post if the crash is on land; (ii) check with the Commanding Officer of the Command Post if recovery

vehicles and rescue equipment are required; (iii) if necessary call the following telephone number(s) for the service of

EMSD through the Police/Fire Services Communication network; 3113 0401 - Hong Kong Vehicle Depot 3155 4165 - Kowloon Bay Vehicle Main Workshop (iv) arrange, through the Assistant Controller, for any action or assistance

that may be required; (v) where the aircraft has to be salvaged, the Site Controller will take

charge of the operation under the direction of the CAD representative; and

(vi) maintain contact with the Controller to keep him informed of the progress of the salvage operation.

(d) Assistant Controller will:

(i) inform Co-ordinator to take necessary follow-up action; (ii) obtain plant and equipment from civilian firms as may be required by

Fire Services or Civil Aviation Department; and

(iii) ensure that the recovery vehicles and other rescue equipment are on standby with crew at appropriate workshops to await further instructions; and that the drivers, who should wait at the offices of CTO/V and RM/V, are clearly informed of the location of the Fire Services/Police Command Post.

(e) Co-ordinator will:

(i) marshal the resources as laid down in Section 7 of this Emergency Manual;

(ii) marshal any additional resources as requested by the Controller; and (iii) standby to await calls for the service of the recovery vehicles.

Outside Working Hours

(f) Duty Officer in the Information Service Centre of EMSD will:

(i) record the message received on the form shown in Appendix B of Section 9;

(ii) pass the information received to the Controller/Deputy Controller using Appendix F of Section 9. If the Controller cannot be contacted, pass the information received to the Assistant Controller; and

(iii) record and pass all subsequent messages received and actions taken in the same manner as in (i) and (ii) above, using separate forms for each message.

(g) Controller (or Deputy Controller) and Assistant Controller will set up the

EMCC in the Information Service Centre, and inform the following officers that the EMCC has been established:

(i) the Site Controller to report to the Fire Services/Police Command Post if the crash is on land;

(ii) DEMS and DD/TS; and (iii) Duty Officers of Information Services Department (Tel. 2842 8748)

and EMSC [Tel. 3655 5300 (once activated) / Tel. 2524 4387 (24 hours)]

(h) Site Controller will:

(i) report to the Command Post if the crash is on land; (ii) check with the Commanding Officer of the Command Post if recovery

vehicles and rescue equipment are required;

(iii) if necessary, call the following telephone number(s) for the service of EMSD through the Fire Services/Police Communication network;

(i) inform the Co-ordinator (RM/V or CTO/V) to report to the EMCC; (ii) obtain plant and equipment from civilian firms as may be required by

Fire Services or Civil Aviation Department; and (iii) ensure that the recovery vehicles and other rescue equipment are on

standby with crew at appropriate workshops/depots to await further instructions, and inform RM/V or CTO/V the location of the Fire Services / Police Command Post;

(j) Co-ordinator will:

(i) report to the office; (ii) marshal the resources as laid down in Section 7 of this Emergency

Activation of Daya Bay Contingency Plan; Responses to Chemical, Biological, Radiological and Nuclear (CBRN) Agent Attack and Internal Security (IS) Situations and Emergency Response Contingency Plan for Human Infectious Disease Outbreaks

PART A

Activation of Daya Bay Contingency Plan

5.1. INTRODUCTION 5.1.1. The Guangdong Nuclear Power Station (GNPS) and Lingao Nuclear Power

Station (LNPS) are located at Daya Bay which is about 24 km from the north-east coast of Hong Kong and 50 km from Kowloon.

5.1.2. In accordance with international practice, the Hong Kong SAR Government has drawn up the Daya Bay Contingency Plan (DBCP) which is a comprehensive contingency plan to ensure that there will be a quick and timely response to minimise any possible health risks to the public of Hong Kong in the unlikely event of an accident at the GNPS/LNPS leading to a radioactive release beyond the site boundary of the plant. The DBCP is downloadable from Security Bureau’s website.

5.1.3 The activation of DBCP is to provide an appropriate level of reassurance and protective measures to reduce the consequences of a nuclear incident or accident at the GNPS/LNPS. The Secretary for Security, or his designated representative, will determine the appropriate level of activation of the DBCP with the advice from Hong Kong Observatory, EMSD and/or Department of Health.

5.2. EMSD's RESPONSIBILITIES Main role of EMSD in the context of DBCP is to give advice on the technical

interpretation of information relating to the engineering aspects of any incident at the GNPS/LNPS, how it may develop and what the likely implications would be for Hong Kong in terms of both radiological hazard and loss of electricity supply. Besides, EMSD will provide emergency repair and servicing for all electrical, mechanical and electronic equipment employed in DBCP.

5.3. EMSD's ORGANISATION AND RESPONSE Details of the emergency organisation and response of EMSD are outlined in the

Departmental Plan for the Implementation of Daya Bay Contingency Plan prepared by the Electricity Legislation Division. When the DBCP is activated, an EMSD Co-ordination Office will be set up at Room 7215, EMSD Headquarters, (Telephone No. 2895 2439 and 2808 3158, Fax No. 2895 2801).

5.4. ENQUIRIES All enquiries on the Departmental Plan and related matters shall be referred to the

Responses to Chemical, Biological, Radiological and Nuclear (CBRN) Agent Attack and Internal Security (IS) Situations

5.5. INTRODUCTION 5.5.1. Most countries have subscribed to various United Nations treaties which

prohibit the development, production and use of CBRN weapons. However, valid concerns remain that some factions may try to gain access to CBRN weapons or agents for the purposes of terrorism.

5.5.2. The Government of the HKSAR is committed to providing an effective and efficient response to the use, threatened use, or possible use of CBRN weapons/agents for terrorist or criminal purposes.

5.5.3. The Government’s policy on combating a CBRN attack is to contain and resolve the overall situation, with the minimum loss of life and disruption to the community.

5.5.4. Hong Kong has had experienced various degree of civil disturbances which affected the public order in the past.

5.5.5. The Government of the HKSAR is committed to providing an effective and efficient response to all IS situations that threaten the stability of Hong Kong, or the life, property and security of its inhabitants.

5.6. EMSD's RESPONSIBILITIES

5.6.1. In close liaison with the utilities companies, EMSD will be responsible for ensuring that, if electricity and piped gas supplies are interrupted during a CBRN incident or an IS situation, those companies will, as quickly as practicable, carry out repair works to resume supplies. Upon request, EMSD will also provide special equipment to assist other Government Departments with search and rescue operations.

5.6.2. DEMS in his capacity as Director of Oil Supplies will assume the responsibility of liaison with the oil supply companies to ensure the security and availability of oil supplies throughout the course of any CBRN incident or IS situation.

5.7. EMSD's ORGANISATION AND RESPONSE

Details of the emergency organisation and response of EMSD are the same as those outlined in Section 2.3. When there is a need for EMSD’s assistance in the event of an CBRN incident and IS situation, the Technical Secretary should first be alerted (Telephone No. 2808 3633, Fax No. 2882 5132).

5.8. ENQUIRIES

All enquiries on the response to CBRN incident and IS situation shall be referred to the Technical Secretary at telephone no. 2808 3633.

EMSD Departmental Emergency Response Contingency Plan for Human Infectious Disease Outbreaks (DERCPFHIDO)

5.9. INTRODUCTION 5.9.1. In an effort to effectively coordinate the support from various

departments/organisations in the event of a likely or confirmed outbreak of Severe Acute Respiratory Syndrome (SARS) or other human infectious disease (HID) in Hong Kong, a clear command structure for making decisions and implementing decisions has been established under the Food and Health Bureau (FHB) of the Government of the HKSAR (For details, please refer to the EMSD DERCPFHIDO, of which the cover page is shown in Appendix C and the full version is available from EMSD Intranet (Path: Guidelines & Standards > Documents & Manuals > EMSD DERCPHIDO)

5.9.2. As part of the Government Emergency Organisation, a three-level SARS alert response system (defined by FHB) has been put into operation in 2003 and updated in June 2005. Further details on this response system can be found in the latest version (i.e. revision 6) of EMSD Departmental Emergency Response Contingency Plan for Human Infectious Disease Outbreaks (DERCPHIDO) issued by the Chief Engineer/Health Sector in April 2010.

5.9.3. The EMSD DERCPHIDO sets out the responsibilities, organisation and actions of EMSD in response to any likely or confirmed emergency situations EMSD may face during an outbreak of human infectious disease.

5.10 EMSD's RESPONSIBILITIES

5.10.1. EMSD will provide engineering support to the Multi-disciplinary Response Team, led by the Department of Health, which will take action to disinfect any household with a human infectious disease patient and to inspect and disinfect the building within 24 hours of confirmation of patient’s disease by Department of Health.

5.10.2. AD/2 will represent EMSD to participate in the Inter-departmental Action Co-ordinating Committee (IACC) for the provision of engineering support as necessary. The IACC may be convened when the Alert Response Level is activated and it is aimed to discuss and evaluate the preparedness and contingency measures.

Under the EMSD DERCPHIDO, AD/2 (Telephone No. 2808 3603, Fax No. 2890 7493) is the Controller, Chief Engineer/Health Sector (Telephone No. 2808 3562, Fax No. 2870 0074) is the Deputy Controller and Technical Secretary, EMSD (Telephone No. 2808 3633, Fax No. 2882 5132) is the point of contact.

5.11.2. The EMSD DERCPHIDO had been put into operation in March 2004. Details on its objectives, scope, strategy, emergency organisation etc. should be referred to the Plan.

SECTION 6.

Emergency Handling for Potentially Hazardous Installations (PHIs) on Tsing Yi Island

6.1. INTRODUCTION

6.1.1. All the Potentially Hazardous Installations (PHIs) on Tsing Yi Island are located at the south or south-western part of Tsing Yi Island which are segregated from the residential areas in the north-eastern part by mountain ridges. Therefore, Tsing Yi Island is no different from other developed townships in terms of risk of serious accidents of PHIs.

6.1.2. In accordance with Security Bureau Circular No. 7/2001 dated 17 August 2001

to deal with any major accidents at the PHIs on Tsing Yi Island, implementation of pertinent departmental operation instructions and plans is required and the policies, strategies and guidelines laid down in Security Bureau’s “Emergency Response System” shall be adopted.

6.1.3. This Section sets out the roles and procedures to be followed in the event of a

serious accident involving PHIs on Tsing Yi Island.

6.2. EMSD’s RESPONSIBILITES

EMSD handles the gas related incidents involving PHIs on Tsing Yi Island in accordance with Gas Safety Ordinance, Cap 51 and the corresponding divisional service procedure for handling gas related incidents has been developed and kept by Gas Standard Office (GasSO). EMSD will upon request provide technical advice on matters related to LPG risk to the departments carrying out emergency or recue work at the PHIs during gas incidents.

6.3. EMSD’s ORGANISATION AND RESPONSE

Details of the response of EMSD and emergency organisation are outlined in the service procedure mentioned in 6.2 above. All enquires shall be referred to the Senior Engineer / Gas Standards B2 at telephone number 2808 3245.
