Director's DeskINFLIBNET'sinterdisciplinary resources arebeing phenomenal and its activities on R&O, and services areconsidered still substantial. Its· pursuits continue to enjoyacademic and professional goodwill especially due to the focuson quality. INFLIBNEThas risen as a leading player within theIndian Library and Information Network and is frequently citednowadays as emblematic of the country's IT-domain. Thesuccess of the INFLIBNEThas been attributed to the systematicdevelopment of professional management and strategiccompetencies. In the recent past INFLIBNETis sincerely movingtowards excelling in revolutionizing its information services.Despite a bleak scenario against many odds, at some point oftime, it would be na·iveand presumptuous to rate its performancelow. It has made quantum jump in upgrading the skills of libraryprofessionals, besides addressing several issues of semanticsports of library domain.

Further the comprehensive library software designed anddeveloped suited to Indian academic libraries is an outstandingmilestone in the annals of the INFLIBNET. It now takes asuperhighway and maps many university and college librariesacross the country despite facing the challenges of differentsoftwares, which are of no match to its strength in terms ofbattery of scientific talent as a backup. This SOUL software iscoming up with new version, compatible with MARC-21, withdriven conceptual navigation. The response is encouraging fromall parts of the country further outsourcing of the software aftersale is being considered actively. We also plan to have theCALIBER-2003 in the North Eastern Region and the topictentatively chosen is 'Mapping Technology on Libraries andPeople". We look forward for your valued interaction.

The ninth Convention on Automation of Libraries inEducation and Research Institutes (CALIBER) wasinaugurated on Feb 14, 2002 by Shri SubashMahariya, the Minister of State for RuralDevelopment, Govt., of India at the HCM RajasthanInstitute of Public Administration, Jaipur, Rajasthan.Two hundred and sixty two library and informationprofessionals from all over the country attended theevent, sponsored jointly by the Information andLibrary Network (INFLIBNET) Centre, RajasthanUniversity and the Directorate of College Education,Govt. of Rajasthan.

The Convention started off on Feb 14, 2002 with. Saraswati Vandana rendered by the students of theDepartment of Music, University of Rajasthan,followed by an introduction to INFLIBNET andCALIBER by its Director Dr T.A.V. Murthy. Thiswas followed by an inspiring Presidential address bythe Vice-Chancellor Prof K.L.Kamal, who calledupon the librarians to contribute their mite in thetask of transforming educational scene in the country.He also released the conference volume. The Ministerof the state made an appeal to the librarians to reachout to rural areas. He also announced a package forthe upliftment of rural libraries. Shri Saksena, JointDirector of College Education, Govt., of Rajasthanreleased the Souvenir. Prof Shabir Hussain, Dept.of Library and Information Science, Aligarh MuslimUniversity, a senior professional, underlined how theabsence of librarians in the top positions in universitylibraries was coming in the way of achieving theenvisaged goals of INFLIBNET in modernizing thelibraries. Prof Ashwini Kumar, Director, RajasthanUniversity Library and Organizing Secretary ofCALIBER-2002 who earlier welcomed the delegates,proposed the vote of thanks.

On this occasion a very comprehensive and a thoughtprovoking keynote address on "Digital LibraryTechnology" was delivered by Padmashree AwardeeProf N. Balakrishnan of the Indian Institute of

Science, Bangalore, giving a panoramic view of theKnowledge Management of the future.

The inaugural function came to close with aninvigorating folk music and dance performance bythe artists of Rajasthan Culture Department ~ithassistance from Prof. Maya Tank.

The deliberations of the Convention were spread overtwo days, Feb 15 and Feb 16, 2002 in four sessionsdevoted to themes of 'Internet Based LibraryManagement', 'Content Management', 'Internet inthe changing education scenario', 'e-publishing ande-documentary sources' respectively. Each sessionhad invited theme papers by an experienced librarian,having specialized expertise in the field. Out of the100 papers including 50 in abstract form, which wereincluded in the conference volume, around 50 paperswere actually presented by the authors there of, someof which invited detailed discussion by theparticipants.

Dr. A R Sethi acted as the Rapporteur General andSmt. Lucy Bendang acted as the Associate RapporteurGeneral. The different sessions were chaired andreported by the following:

There were two presentations of information productsmade by the teams ofInformatics India, Pvt. Limited,Bangalore and IBM, on Feb 15 and Feb16respectively.

Prof K. L. Kamal, Vice-Chancellor of RajasthanUniversity was the chief guest for the concludingsession and delivered the valedictory address. DrAbhijit Lahiri (NISSAT), Dr H K Kaul (DELNET)and Dr T A V Murthy also spoke in the concluding

session. Dr. A R Sethi, the Rapporteur Generalproposed the recommendations of the conference.

The following recommendations emerged out of thepapers and the deliberations:

1. With a view to bring all the universities into themainstream of automation, this Convention callsupon the librarians to:

Frame time bound programme for databasecreation, latest by 2005.Acquire and access material in electronicform, particularly the reference sourcesavailable in public domain.To acquire necessary skills to exploitincreasingly the potential offered by Internetaccess.

2. Considering the rapid development in the fieldof Information technology, which has influencedlibraries and library services, this Conventionimplores the Departments of Library andInformation Science in the country to upgradethe curriculum on the lines suggested by.the UGC.

3. The Convention calls upon the librarians engagedin content creation to evolve effective securitysystems for data protection, especially ofindigenous origin.

4. With a view to conserve the already scarceresources, the Convention advises librarians toresort to consortia approach wherever feasible.

1. Considering that the SOUL as developed byINFUBNET meets more or less all the requirementsof the library management, the Conventionrecommends that INFUBNET should ensure:

marketing of the SOUL in an aggressivemanner all over the country;provide a mechanism for support service;institute diversified training facilities throughRegional Centers, to be set up for the purpose;develop SOUL by incorporating thesuggestions received from its users andprovide more features in it;incorporate the provision for creatingdatabases of material in regional languages.

2. Considering the need to bring college librarieslocated in rural areas at par with their counterpartsin urban areas, this Convention recommends thatspecial attention needs to be paid by providingthem necessary infrastructure, and trainingfacilities.

3. Taking note of the fact that, only about 50 % ofthe university libraries in the country, have beencovered under the INFUBNET Programme, thisConvention emphasizes the need to take rest ofthem under its ambit.

4. Since many agencies, such as NISSAT, NAAC,NASSDOC, DELNET are involved in creatingDatabases of Experts, this Conventionrecommends to INFUBNET to coordinate theseefforts to avoid duplication.

5. Since the document delivery service expectedfrom the Document Delivery Centres, is notwidely known in the academic circles due to lackof publicity and support, the Convention callsupon the INFUBNET to give wide publicity to thisservice and provide backup grants for the purpose,and increase the number of Document DeliveryCentres.

6. The Convention recommends the establishmentof INFUBNET Regional Centers in different partsof the country for the purpose of helping thelibraries in the region in computerization andcreation of specialized databases, and formanpower development.

7. Considering that printed sources of information,periodicals in particular, are the mainstay forstudy and research, the Convention recommendsthat the INFLIBNET identify Resource Centresfor supplementing their collection.

8. This Convention recommends to INFLIBNET tosponsor series of lectures on specialized ~opicsof the day, viz. Intellectual Property Rights,Knowledge Management, and on otherdevelopments related to library and informationservices.

9. Promote training Programmes specially targetedat the use of Internet.

1. Considering the fact that majority of universitylibraries have vacant positions of universitylibrarians, which is hampering their growth aswell as the pace of modernization of libraries,this Convention calls upon the UGC to ensurethat the top posts in the university libraries arefilled up by March, 2003 positively, which is thetime limit set by the NAAC for accreditation.

2. Taking into account the ageing of infrastructureprovided to some of the university libraries morethan half-a-decade back, this Convention callsupon UGC to provide such libraries necessaryfunds to replace obsolete equipments.

3. The Convention implores the UGC to be pr9mptand regular in the release of non-recurring andrecurring grants.

4. Taking note of the fact that adequate bandwidthfor surfing Internet is a problem in many parts ofthe country, the Convention recommends that theemerging UGC Net is provided with sufficientbandwidth for accessing enormous data which isavailable and will be generated as more and morelibraries come under the purview of the Network.

OCLC - a pioneering institution had invited .~r. ~ AV Murthy, Director INFLIBNET for partlclpatmgin the 20th Annual OCLC International Conferenceof Research Library Directors during March 3-7,2002 at Dublin, Ohio, USA.

The entire theme of the conference was revolvingaround:

+ Building the Global Digital Library: Access,Transform, Create, Integrate

+ Conversation with OCLC Senior Staff+ Round table discussions+ Interaction among the International Communities

like: Asia Pacific Group, Latin America andCaribbean Group.

Further, the entire Conference deliberated on veryrelevant issues like:

.:. Net Library and OCLC

.:. Learning in Digital age

.:. Place in space: Developing Library Servicesin a Shared Net~ork Space

On issues relating to Research Libraries, their roleand moving towards building the Global DigitalLibrary was the main theme of the conference. Inaddition to this, round table discussions covered.• Building cooperative relationship internationally• Distance education and library activities• Information seeking behaviour• Marketing libraries content and services• Preservation issues• Staffing issues

There were more than 100 delegates who attendedthe conference out of which 80 were from, USArepresenting different academic research libraries.INFLIBNET had the distinction of being onlyrepresentative from India along with Australia, Brazil,

Canada, China, Denmark, Hong Kong, Japan, Korea,Mexico, New Zeeland, Singapore, Taiwan, Thailand,Trinidad and Tobago and UK. There was also aspecial lecture in one of the events on "Blurring theBoundaries of Cultural Institutions: Collaborating toserve a Nation of Learners - by Dr. Robert Martin,Director, Institute of Museum and Library Services,USA, which was well attended.

The last day was exclusively devoted for thepresentation of the networking activities in differentcountries. Director had the privilege to give a totalscenario about Indian library automation picture,UGC and INFLIBNET.

This drew the attention of all the delegates and wasreceived with great inquisitiveness and there wasappreciation of the gigantic task undertaken byINFLIBNET.

Dr. Murthy also had discussions with different Group-heads of OCLC and spent considerable time ininteracting with various activities like: Research,Marketing, Computerization looked after by them inOCLC and also briefed them about our future plansand the directions in which we are moving inINFLIBNET.

On the whole, the trip was very rewarding and highlybeneficial to INFLIBNETand OCLC in establishingcollaborative ventures especially in the area ofConsortia, Digital Archiving, Electronic transfer ofDatabases and e-Iearning.

Dr. Andrew Wang, Executive Director and Ms. Shu-En Tsai, Manager, Asia Pacific Services, OCLC,Dublin, Ohio, USA visited INFLIBNETCentre onMarch 14, 2002. Purpose of the visit was to explorethe possibilities of establishing mutual collaborationbetween two organizations. This visit was incontinuation to the discussions that Dr. T S Kumbarhad with key officials during his six months Fulbright

Fellowship at OCLC and Dr. T A V Murthy,Director, INFLIBNET'srecent visit to OCLC and wideranging discussions he had with senior officials atOCLC.

On this occasion a special meeting of INFLIBNETstaffwas convened by the Director to have a detaileddiscussions with the visiting OCLC officials.

Director, INFLIBNETextended a warm welcome andintroduced the entire team of colleagues to thevisitors. The discussion began with the presentationsby the respective group leaders of the following 8groups at INFLIBNET.

- Database Development & Maintenance- Database R & D- Software R & D- Informatics- Human Resource Development & Consultancy- Networking, testing & Quality Control- E-Education- Web Development

These presentations provided the visiting dignitariesthe background information about INFLIBNETcentreand its services etc and also led to some discussionsand clarifications.

Later, Dr. Murthy requested Dr. Andrew Wang andMs. Shu- En to make a brief presentation on the areasthat OCLC feels feasible for both organizations tocome together and work to extend the services to ouracademic community.

Dr. Wang described the following services in orderof priority at a great length.- OCLCFirstSearch Service- OCLC Electronic Collections online- OCLC E-Books- BioOne- E-Iearning

This presentation was followed by number ofquestions and answers which provided clarity about

the services, cost involved and usefulness of theseservices to Indian academic community. There wasalso a discussion about extending these services toall the university libraries covered under theINFLIBNET. Dr. Wang suggested that it will becheaper if these services are subscribed centrally byINFLIBNET and access is provided to respectiveuniversities. He gave number of examples of differentnetworks and consortia which have availed of suchbenefits. Dr. Murthy agreed to the suggestion andmentioned that INFLIBNET is in the process offorming a consortium and subscribing to number ofbibliographic databases and full text of journals. Hefurther stated that OCLC being a non- profit serviceorganization, INFLIBNET will certainly considersubscribing to services offered by OCLC.

Visiting dignitaries were impressed with the workbeing carried out by INFLIBNET and expressedtheir keen interest to work with INFLIBNET in futurein several areas of common interest.

A five-day workshop on "Library Management inthe Age of Computers" was organised at INFLIBNETfrom 7 - 11 January, 2002. This workshop wasorganised by the Regional Training Institute (Pro g) ,All India Radio in collaboration with INFLIBNETCentre, Ahmedabad. This course was meantexclusively for the Librarians working in All IndiaRadio Stations in states of Gujarat, Rajasthan,Madhya Pradesh, Uttar Pradesh, Maharashtra,Jammu & Kashmir and Andhra Pradesh. It wasattended by 22 participants. Shri S M Salgar,Scientist-G inaugurated the programme and ShriParesh Mankad, Director, RTI (AIR) presided overthe function.

The main objective of this particular workshop wasto provide an exposure to the librarians in the area ofapplication of information technology in AIR

libraries. This was the second in series of intensiveworkshops devoted for imparting practical training.INFLIBNET Scientists acted as the faculty membersfor the course and Shri H G Hosamani Scientist -B,INFLIBNET acted as the course coordinator.

On the concluding day, Dr T AV Murthy, DirectorINFLIBNET delivered valedictory address anddistributed certificates to the participants.

INFLIBNET Regional Training Programme forLibrary Automation (IRTPLA), the series of trainingprogrammes started in the second half of 2001, wasarranged for the following states during this period.

IRTPLA programme for the state of Delhi was heldat two places to cover more number of colleges. Firstprogramme was held at University of Delhi during8-11 January, 2002. The program was inauguratedby Dr. Yogendra Singh, Chief Librarian, lIT,Roorkee who delivered the inaugural address. 20persons participated in the programme. Dr. PravakarRath, Reader, Faculty of Library & Informati<?nScience, Indira Gandhi National Open University wasinvited for the valedictory function and distributedthe certificates to the participants. Prof. M L Sainiwas the coordinator of the programme. Shri PremChand and Shri S A Asif acted as resource personsfrom INFLIBNET.

The second programme in Delhi was held atJawaharalal Nehru University, New Delhi from 14-17 January, 2002. The programme was inauguratedby Prof. Asis Datta, Vice Chancellor, JawaharlalNehru University, New Delhi. Speaking on theoccasion Prof. Datta highlighted the changing roleof library in information society and emphasized that

that the users are time conscious and would like toaccess information at the earliest. 23 personsparticipated in the programme. Dr. S M Dhawan,Scientist-G, National Physical Laboratory was alsoinvited as resource person for the programme. Theprogramme was concluded by Prof. Kapil Kappor,Rector, JNU who also distributed the certificates.Dr. Krishan Gopal, Dy. Librarian was the coordinatorof the programme. Shri Prem Chand and Shri S AAsif acted as resource persons from INFLIBNET.

IRTPLA Programme for the state of Goa was held atGoa University Library during 21 - 24 January, 2002.The programme was Inaugurated by Prof. B. S.Sonde, Vice Chancellor, Goa University. Speakingon the occasion, Prof. Sonde called upon thelibrarians to make best use of the facilities extendedby INFLIBNET,which is the only nodal centre for allinformation requirements and automation activitiesfor the academic libraries in the country. 20 personsparticipated in the program. Prof. L. J. Haravu wasthe special guest invited by the library and handledfew sessions on automation and MARC standards.The programme was concluded by Prof. F AFernandes, Director, Academic Staff College whodistributed the certificates. Dr. P. V. Konnur wasthe coordinator of the programme. Shri V S Cholinand Shri Umesh Gohel acted as resource persons fromINFLIBNET. .

Second IRTPLA for the state of Karnataka was heldat Dept. of Library and Information Science, KarnatakUniversity, Dharwad during 2 - 6 March, 2002.Dr. A. M Pathan Vice-Chancellor, KarnatakUniversity inaugurated the workshop. Mr. N.V.Satyanarayana, Managing Director and Chairman ofInformatics India (Pvt.) Ltd, Bangalore was the ChiefGuest and Prof. C R Karisiddappa, UniversityLibrarian and Chairman, Dept. of Library and

Information Science, presided over the function. Dr.A.M. Pathan in his inaugural address stressed theneed for intensive training to the college librariansto cope up with the changing IT Scenario. 20librarians from different colleges under thejurisdiction of Karnatak University participated inthe programme. Four experts from outside wereinvited as resource persons in the absence ofINFLIBNETstaff due to disturbance in Gujarat. Thefaculty of the Department were also involved inteaching and training the participants. .

On the concluding day, Shri Y R Patil, IPS, Registrar,Karnatak University distributed the certificates.Participants expressed their satisfaction over theintensive training giving more emphasis on hands onexperience.

IRTPLA for Haryana state was held at KurukshetraUniversity, Kurukshetra from 20 - 23 March, 2002at Department of Library and Information Science,Kurukshetra University. Programme was inauguratedby Prof. Lalchand Gupth Mangal, Dean, Faculty ofArts, Kurukshetra Uni versity. Dr. (Mrs) AshuShokeen, Reader, Department of Library andInformation Science and Course Co-ordinatorwelcomed the gathering and described coursecontents. Dr. Yogendra Singh, Librarian, IndianInstitute of Technology, Roorkee, Ms Sangita Kaul,DELNET, Shri K Prakash and Shri Suresh Panwarfrom INFLIBNETwere the faculty members.

At concluding session, Dr. T A V Murthy, Director,INFLIBNETCentre was the Chief Guest and addressedthe gathering by highlighting about INFLIBNET'sfuturecourse of action and facilities required fordevelopment of University and College Libraries.Dean, Faculty of Arts also spoken on this occasion.Later, Certificates were distributed to the participants.There were 14 participants from different parts ofthe Haryana state representing colleges anduniversities.

IRTPLA for the states of Tamil Nadu and Pondicherrywas held at Pondicherry University during February26- March 1, 2002. ProfV. T. PatH, Vice-Chancellorof Pondicherry University inaugurated theprogramme and the keynote address was deliveredby Mr M. Manivannan, Technical Director, NIC-Pondicherry. Dr. P Ramanathan, UniversityLibrarian and coordinator of the programmewelcomed the gathering with an introduction to theprogramme and Shri J K Vijayakumar, INFLIBNETCentre proposed vote of thanks. 24 participantsattended the programme with representation from allregions of both the states. Dr R Vengan and Dr BRamesh Babu (both from University of Madras,Chennai), Dr S Venkatesan and Shri C Jayakumar(both from IGCAR, Chennai), Shri M. L. N. Charry(CIEFL, Hyderabad) and Shri Z Olirvel (PondicherryUniversity) were the external faculty members withShri J K Vijayakumar from INFLIBNET Centre.Practical on SOUL was arranged at the ComputerLab of University and sufficient time was devotedfor practices. At the concluding session, Prof S.Narayan, Dean of Faculty of Management and formerVC IIC, Pondicherry University delivered thevaledictory address and handed over the certificatesto the participants.

A Training Program on IT Application in Library &Information Management / Services was recentlyorganized by Central Library, R E C, Silchar during18-27 February, 2002. Library Member Code System in SOULCirculation Module

Library member code is provided by the library toits users when they become a member of library.It does help users to access the library and itsresources. No library is following any standard toassign member code to its users in the absence ofsuch national or international standards. The SOULsoftware developed at INFLIBNET has the feature ofgenerating the member code based on various criterialisted in the paper to have full-fledged twelve-digitAlpha numeric code (999999999999 orXXXXXX999999) code divided into five sectordigits. The Benefits and characteristics of each sectorare described. This article has been written to helpthe SOUL users to understap.d the member codesystem.

Always recognition of any library depends upon thenumber of users and its services. According to fifthlaw of library science of Dr. S R Ranganathan"Library is a growing organism". It has beenidentified that users increase as the library grows.To approach any library for using its resources, userneeds to get the authorization from the libraryauthority. In this regard, getting membership of thelibrary is a first step for the users. Member code is aunique number provided by the library, when oneapplies for becoming a member. In traditional library ,the member code is provided on the library membercard as per the defined privileges available to thatcategory of member. That is very expensive process

for poor libraries. But it is valuable tool for the libraryas It holds maximum information pertaining to theusers of the library.

SOUL member code system, which deals withscientifically self defined system generated membercode. The member code has been divided in fivesector digits with total 12 (twelve) alphanumeric digitsfrom left to right. Each and every sector containsspecific and valuable information pertaining to themember.

The structure is divided in following segments fromleft to right:

• Category of the User (Two digits either XX orX9 or 9X or 99)

• Subject /Department of the User (Two digiteither XX or X9 or 9X or 99)

• Course/Designation of the User (Two digiteither XX or X9 or 9X or 99)

• Joining year of the User (Two digit 99)• Serial No of the User (Four digit 9999)

Category of the user has own defined two-digitalphanumeric code. This code determine thecategory of user belongs to either student, staffor research scholar category etc. Some of theexamples are:

The next two alphanumeric digits represent the secondsector of member code system which will identifythe subject or the department for which the userbelongs. Library may assign the unique code aspracticed by the library. This code varies from libraryto library.

"The Directorate of Col-lege Education (DCE) issending a proposal of Rs400 lakh to the IT depart·ment for development of ITfacilities in 111 govern-ment college libraries." aDeE official said.

The step has been takenafter deliberations withthe officials of the Infor-mation and Library Net·work centre (INFt.JBNET),who have placed the cost of

getting each college libraryonline at Rs 3.75 lakh. theofficial said.

The State Governmenthas decided to set aside 2per cent of its 10th Planoutlay for IT expenditure.

The development of theonline libraries in tile statewould be coordinated withthe UGC Net..a national on·line network that wouldbring all the universitiesunder a single umbrella..

"This would enable dif-ferent universities accessJournals in possession of

their counterparts throughthe internet," said ChiefScientist INFLIBNET S MSalgar. The University ofRajasthan is among thosebeing aided by the lNFLIB·NET in developing its on·line infrastructure.

According to organisingsecretary and director ofthe RU central library, Ash·wini Kumar, the universitywas sanctioned Rs 6.5 lakhfor the development of thelibrary.

He said the universityhad installed a H;-node CDROM system with onedozen database developedover the years. "While70,000 of the 5 lakh booksin central library have al·ready been recorded in ourdatabase, all the thesis oflibrary have also been list·ed," he added. Besides, RUis also planning to reopenthe Children's Library,closed for more than a

decade. Salgar said thatUGC was seeking assis·tance from Education Re-search Network (ERNel), aMinistry of Informationand Broadcasting organi·sation to develop the sys-tem. If everything goes bythe platts then the projectwould be ready within acouple of months, headded.

Parallel to all this, theDCE and RD.in associationwith INFLIBNET, are hold·ing the 9th National confer-ence on Internet Engineer-ing for Library and Infor-mation Centres. 'Caliber-2002' in Jaipur from Febru·ary 14-16. "The conferencewould concentrate on thetheme, internet -engineer·ing for libraries and infor-mation centres," Kumarsaid. Around 350 delegatesfrom across the countryare expected to participatein the conference.
