012. WILL the Minister for Environment and Climate Change be pleased to

(a) furnish details of Biodiversity Heritage Sites declared by the

Government with name of the site, survey no., location with

lat./long, name of the Village within which the site is located,

taluka and the reasons for declaring the sites;

(b) the details of other site earmarked to be declared as BHS in the

State;

(c) whether any sites are earmarked in Chicalim & Sancoale Villages

in Mormugao Taluka, if so, the details of names of the said sites

and location;

(d) whether the respective Village Panchayats have endorsed and

approved the respective BHS proposals;

(e) if so, furnish details of dates on which the said proposal was

approved and dates on which the communication from Village

Panchayats was submitted to the Government to declare the sites as

BHS; and

(f) whether the Government is in the process of declaring these sites as

(a) whether the construction of the 4 – lane New Zuari Bridge is

going on at very slow pace causing under traffic problems for

commuters and vehicles besides resulting in hurdles for smooth

movement of ambulances transporting critically sick patients ; and

bridge and related works, provide necessary documents setting new

deadlines and related completion schedules ?

014. WILL the Minister for Revenue be pleased to state:

(a) the total area and survey numbers of land granted by

Communidade of Sancoale to Birla Gwalior Pvt Ltd for setting up

Fertilizer Plant;

(b) furnish copy of Deed of Sale or other conveyance Deeds under

which the land was transferred ;

(c) whether the Government and /or the Communidade had imposed a

condition in the Sale Deed that the land would be utilized only for

Fertilizer Plant and ancillary units and also reservation of job for

Goans, if so, the details thereof may be furnished ;

(d) whether Government is aware that the successors of Birla Gwalior

Pvt Ltd are intending to dispose/ transfer/ develop about 17 lakh

square meters for commercial / residential purposes having no

connection with the Fertilizer Plant ; and

(e) if so, the details thereof and steps Government has taken or intends

to take in the matter ?

(b) if so, whether such development has been authorized by the

Administrator of Commnidade of South Zone, and whether prior

Government approval was obtained, if not, details of criminal and

disciplinary action initiated or proposed to be initiated in the

matter;

(c) whether Government is aware of Sale Deeds of plots in Survey

number 143/30, 142/1 and 142/1-A have been executed by the

Communidate of Quelossim in blatant violation of Communidade

law, if so, furnish details of all such deeds executed from year 2000

onwards ; and

(d) the steps the Government has taken or proposes to take to restore

the possession of the land to the Communidade of Quelossim ?

(b) whether any traffic survey has been conducted or is proposed to be

(c) whether any over bridge or underpass is proposed to mitigate the

MES College road and if any measures are taken to protect human

lives and vehicles at this junction ; and

(a) details and maps of sand dunes in Cortalim Constituency (

Issorcim, Sancoale, Pale – Velsao, Casaulim and Arossim villages

) as shown in draft CZMP 2011 ;

(b) the details of all suggestions and objections received from the

public or NGO’s during public consultation on draft CZMP w.r.t.

sand dunes in Cortalim constituency ;

(c) whether any ground truthing or verification of objections /

suggestions was done, if so, dates on which such truthing was

done, survey numbers of the properties visited and name and

designation of concerned officials ;

(d) details of all new sand dunes identified in Cortalim Constituency

during ground truthing ; and

(e) steps taken or proposed to be taken to incorporate the new

identified sand dunes on final CZMP ?

022. WILL the Minister for Civil Supplies and Consumer Affairs be pleased to

in Quepem Constituency from March,2017 till date with

Panchayat wise details?


TAP WATER CONNECTIONS IN THE STATE

(a) furnish taluka wise details of tap water connections to households

in the State;

(b) furnish village wise details of tap water connections in Quepem

Constituency ;and

(c) whether Goa covered 100 percent with tap water connections to

households ?


SUGARCANE PRODUCTION IN THE STATE


(a) furnish details of sugarcane production in 2020-21 and 2021-22

in the State;

(b) furnish taluka wise details of sugarcane land cultivated in the

State;

(c) whether the Government is aware that dues outstanding to

sugarcane farmers are still pending with the Department;

(d) how much sugarcane was harvested so far in current season and

how standing crops awaiting for harvesting in the State ;and

(e) any plans worked out by the Government to ensure livelihood of

sugarcane growers in the State?

SAGARMALA PROJECT IN THE STATE


state:

(a) what does the reports prepared for Sagarmala Projects state about

coal transportation through Goa; the quantum of coal proposed to

be transported through Goa; give details and documents in support;

with copy of reports

(b) what does the reports of Sagarmala Project state about Tourism in

Goa and the impact of Sagarmala Project on the quality and

quantity of tourists; furnish copies of the relevant documents;

(c) whether the Sagarmala Project for Goa states that MPT will handle

51 MTPA of coal; if so, what is the impact of this on the fishing

communities living at Baina and Khariwada and the impact on our

beaches, rivers and fishing which are already suffering from coal

pollution; how will the coal be transported and where it will be

used;

(d) the Sagarmala Report for Goa shows that the total quantity of coal

to be transported from Goa is 137 MTPA, out of which 51 MTPA

will be transported from MPT and therefore whether the rest is to

be transported from our rivers and khazans; the reasons why the

Government has not consulted local people or elected

representatives before deciding to support Sagarmala Project and

make Goa a coal hub?

NATIONAL REHABILITATION AND RESETTLEMENT POLICY 2007


(a) the National Rehabilitation and Resettlement Policy, 2007 requires

numerous steps to be taken for the benefit of the affected persons

in the case of acquisition of land for projects, especially when they

affect more than 400 families, such as the double tracking project;

(b) the reasons for National Rehabilitation and Resettlement Policy,

2007 not being complied with in the case of the double tracking

project, the National Highway project and the Mopa Airport

project among others with details thereof;

(c) whether the master plan for MPT states that the State Government

should be pressurized by the center for the completion of the

double tracking of the Vasco-Hospet railway line if so, is true that

the State Government is acting against the interests of Goa under

pressure from the center;

(d) whether it is true that the forcible land acquisition under the

Railway Act and the recent decision to continue with the

construction works outside the Wildlife Sanctuary are due to

pressure from the center; and

(e) the cost benefit analysis for the double tracking project from the

perspective of Goa State and Goan people vis-à-vis environment

degradation with costs of the project in terms of environment,

economy and society and the benefits for the local communities?


IMPACT OF COAL TRANSPORTATION


state:

(a) the impact of the coal transportation infrastructure and resultant

pollution on Goa’s tourism as Goa is totally dependent on tourism;

(b) the impact of the river dredging and removal of sand from

our rivers and coal transportation on our beaches, beach-based

tourism; our waters, lands and food, our tourism industry and our

local residents;

(c) the quantity of vegetables, coal, other goods/commodities and

the number of passengers, tourists and naval forces transported by

SWR on the Vasco-Hospet line (both ways) annually in the past 5

years and the capacity utilization for each of these goods and

passengers;

(d) the number, names and destinations of passenger trains that operate

weekly on the SWR line from Vasco to Castlerock and beyond,

and the percentage of seats and berths that are vacant on each of

these trains annually for the last 5 years; and

(e) whether any hydrogeology studies been done of the double

tracking project which requires 23 tunnels, 7 major and 74 minor

bridges to be constructed around Dudhsagar and its impacts on the

Dudhsagar Waterfalls, the massive tourism industry based on this

waterfall, the water resources of our State and the livelihoods

of the locals; and

(f) the studies done to prove that the massive tunnelling, digging and

hill cutting for the double tracking project in highly erosion prone

steep upper slopes of our Western Ghats will not lead to landslides

and such great disasters?


UTILISATION OF COAL FOR THE STATE


state:

(a) the quantum of coal that was brought into Goa in the years 2018-

19, 2019-20, 2020-21 and 2021-22, and the coal brought into Goa

was consumed in Goa, and where was the rest of the coal

transported;

(b) the quantum of the coal brought into Goa in the years 2018-19,

2019-20, 2020-21 and 2021-22 was used by industries and steel

plants and was used for generating electricity for the public in Goa

and in other States; and

(c) the Public Purpose behind import of coal by private

corporations, only to be burnt in India, to produce steel from our

best iron ore reserves for export to western countries?
