The sub component "Modified scheme for Custom Hiring Service in AgncLrltLr r', ,

uuder State Sector Scheme "Mechanizing Agriculture in the State of Goa" is approvetl h,.

the Government for continuation during 2020-21. The Scheme shall be implen.rer.rted aspe/ the pattern and guideline indicated below.

Short title and commencement. - The scheme shalt be called "Modified scheme for'Custom Hiring Service ,.n Agriculture".

[iJ The scheme shall cover all talukas of the State of Goa.

(iil.The scheme shall con:e into force with immediate effect and shall remain in force till itis withdrawn or as amenrbd

7. Objectives:-

(i) Promote agricultural rnechanization to overcome shortage and high cost of manuailabour.

(iiJ To encourage optrmum tillage through custom service facility.

(iii) Enabb compbtion of agricultural operatrons in time.

(iv) To bring in mechanization within reach of common farmer.

2. Eligibility :-

(iJ All the farmers in Goa venturing for Ploughingl tansplanting /weeding/harvestil,,shail be eligibb for subsitty on hire charges of agricultural machineries.

[ii) Machinery should be hired from Government DepartrnenB or Government app-r1'1;,..'.;

agencies.

3. Pattern of Assistance:-

[i) 500/o subsidy on standard hire charges will be provided to farmers at source r,r,i-r,li

booking agriculture machineries on hire from Departnent of Agriculture. Whene.,'.;Government approved agencies hires out the machine by providing subsidy at source rrfarmers at the time of payment of hire charges, then the subsidy shall be reimbursecl tcsuch agencies after the work is completed and upon receipt of letter of authority,underEking and other documentation required as per the scheme.

Subsidy @ 50o/o of the standard hire charges per hour for various agricultur'..imachineries will be provided as per following limits :-

[e) Co-operatir,Societies' [fJ Deparrnent approved individuals hiring out machinei';r at approved rates.Ismanufacturing Companies custom hiring centres .

(iii) 60% subsidy for transplanting would be provided in case of colhctive farming l,,rmore than 04 nos. of farmers having less than thectare area of each individual farmers .\combined to do transplanting colbctively.

[a) The subsidy for raising nursery & transplanting wil] be maximum of Rs 15,00r-,,,per hectare for individual farmers as shown at 3 [iJ a e (ii1 in Pattern of Assistance aboveand subsidy for raising nursery and ffansphnting will be maximum of Rs 18,000/- per-hectare for colhctive farming as shown in Pattern of Assistance at 3 fiiiJ above.

[bJ Incase of individual farmers, there will be a subsidy cap of maximum ,lhectare area & for colhctive farming, individuals should be having maximum t hectarrarea' However higher area can be part of colhctive farming but belefit will be res6. ileiito t hectare area only.

The subsidy shall be rebased based on standard hire charges per hour fixed by

t of Agriculture for each type of machine except for transplanter. The sEndard

hire charges wouH be fixed by a committee nominated by Director of Agriculture wtth

approval of Finance departnent & Government .The committee will determine the cost ol

hire charges. Howe.rer in case of transplante4 committee will determine raising of nursen'

& tansplanting cost separately.

(vi] The subsidy for tilling soil shall be provided for cultrvation of all crops & shall cover all

operations.

(viiJ No subsidy shall be provided to the farmer who has been provided with tht'

airpropriate machine for ploughing, ffansphnting, weeding and harvesting.

(viii) Wherever the subsidy is provided at source to the farmers at the time of payn-reDt ol'

hire charges by Government, the subsidy will be book adjusted

4, Procedure and guifulines for ckim of subsidy:-

a) The agencies who are registered for providing custom hiring to the farmers will have a

cap on the number oi hours the machine would work in a season/year. The following

rnachines would work as follows:-

(v) Weeding machine

[vi) Harvesting Machine

:- 600 Hours per year

Any agency willing to do additional hours would be free to do so, however his bili

will not be considered ,or subsidY.

jj The bills & the other related documents of the farmers/Service providers shall 'be

scrutrnized as per the scheme guidelines and bills so submitted are to be certified and

retained at the Zonal Agriculture 0ffice/Mechanical Cultivation Office itself. The Zonal

Agriculture Officer/Mechanical Cultivation Officer, however need to send the statemen r:'

of custom service cases to the respective District Agriculture's Otfice as per the AnnexLtrr,:

enclosed (Annexure I and II), GAR-32 in duplicate duly signed by the farmers/sen'iCc

providers, mandate form & the certificate stating that "0riginal bills and relatecl

documents have been verified and retained in the office for record". The District

Agriculture offices shall sanction the subsidy cases accordingly.

The Expenditure under SSS for General and Scheduled Caste farmers shall be debiteti

to budget head "2401-00-102-02-33-subsidies"and the expenditure for Scheduled Trjbe

farmers shall be debited to budget head "2401-00-796-01-33-subsidies"
