I. PRELIMINARIES 15

The 6th Division Management Committee (ManCom) Meeting commenced at 8:28 17
in the morning with the singing of the Philippine National Anthem through the 18
baton of Mr. Elvin B. Monroy. Followed thereafter was the Opening Prayer which 19
was led by Ms. Emma B. Naguna. The Assistant Schools Division Superintendent 20
Cecile C. Ferro, focused her Opening Remarks on her sharing of some thoughts on 21
the CES Conference she attended with the theme, Resilience 4.0. Among others she 22
highlighted that we have to adopt agility at all times. She further stressed that we 23
have to love what we do and learn to bring out the best from each other. We have 24
to remember that extraordinary team does not happen on an overnight basis. It must 25
be nurtured, that life will teach us a lesson if we only listen to it because all have its 26
hits and misses. 27

Moreover, she expressed her sincerest appreciation to everyone for having the 29
meeting on a face-to-face basis. She further dwelt on the best practices adopted by 30
some agencies like Industrial Revolution 4.0 where costumers are placed at the 31
center and the passion for invention has to be taken into consideration. With that, 32
we could be able to attain the organization’s objectives. 33

The checking of attendance and determination of quorum was done by Ms. Mary 37
Ann B. Rosauro (Administrative Officer V). Thirty-two are online, 4-5 are on 38
official business and the rest are physically present. Needless to say, that 39
substantial majority were in attendance to the meeting, both online and physically 40

Committee (ManCom) Meeting after declaring that there was a quorum. He 181
reminded everyone that that there is no need to read the minutes of the previous 182

SDS de Guzman praised ASDS Ferro for sharing the gist of the CES Conference which 222
they both have attended. With that, he stressed that the learners should be considered 223
in all kinds of planning. 224
The SDS addressed the group starting with a statement that the primary consideration 225
is to think what is best for the clients. These are our learners. 226

The SDS also announced that the Division has 4 elementary and 1 secondary school 248
vacant positions since Naga City has no principal passers at the moment. 249

o Covid 19 Updates 251
In anticipation of the possible face-to-face mode of gatherings, SDS Manny de 252
Guzman discussed how to hold face to face activities. He mentioned that on 253
that day there are 1,500+ Covid 19 cases nationwide; 0 in Naga; and 3 in 254
Camarines Sur. Vaccination data from Ms. Hazel L. Sumpay shows that 2,234 255
DepEd Naga City personnel are already vaccinated. The details are as follow: 256

o Distance Learning Delivery Modality 262
The Division is still using printed modular, online, Radio-Based Instruction 263
(RBI)for SY 2020-2021. RBI was originally spearheaded by OIC-Chief Anna 264
Liza F. Abuloc. On November 16, 2021 there was the launching of Radyo 265
Aralan sa Naga Season 2 with coordinators Mr. Jarme D. Taumatorgo for 266
elementary and Ms. Josefina DLC. Solis for secondary are the new leads of 267
Radio Based Instruction. Radio stations Brigada News FM and Idol FM .5, 268
respectively, are our primary partners in RBI. SDS De Guzman emphatically 269
lauded the personnel involved in the production and showing of RBI series. 270
TV-Based Instruction (TBI), on the other hand, is also doing well. TBI needs 271
production of daily series thus there is an approved proposal with the LGU for 272
the construction of studios. There will be one in CNHS, another in NCS HS and 273
at the Division Office. 274

Modular instruction and online modality will go on this SY 2021-2022. It had 276
been observed mainly by parents that pure online learning is not feasible. There 277
is still a need for modules thus we adopt blended learning. It was also mentioned 278
that there is a need to contextualize modules, worksheets, learner’s packets and 279
other instructional materials. Furthermore, school heads were advised to give 280
priority attention to the allocation of MOOE funds to the reproduction of these 281
learners’ materials. Funds for repairs must be given last priority. But if the 282
school has sufficient fund then they can proceed with the repairs. 283 284

o IT in Naga THRIVES-IT 287
SDS De Guzman also explained about the Divisions priorities found in the 288
acronym NAGA THRIVES (Networking and Alignment for Greater 289
Achievement - Task-orientation and alignment, Health and nutrition, Reading 290
and numeracy, Innovative learning materials and pedagogy, Vitality of human 291
and physical resources, Exit of graduates, Sports, arts and culture). It had been 292
adjusted to NAGA THRIVES-IT (Incessant affirmation and participatory 293
compliance to health standards and protocol; Technological creativity for 294
Learning Continuity) as response to the Covid 19 challenges. He advised that 295
school heads use this in their documents appropriately. 296

The ISO Certification is further mentioned by SDS De Guzman as the peak of 298
task-orientation and alignment. And under Technological creativity for 299
Learning Continuity, everyone is enjoined to anticipate the coming of the 300
limited face-to-face. 301

o Partnership 303
Various linkages with stakeholders were mentioned by SDS De Guzman. He 304
enumerated the documented partnership (with Memorandum Of Agreement) 305
with Security Bank, Idol FM, Channel, BISCAT along ALS and research, LGU-306
Naga for the printing equipment, hiring of learner support aids, additional 12 307
SPED locally funded teachers, procurement of equipment for TV production 308
studio, community WiFi, continuous construction of buildings and 309
establishment of new schools. He expressed his gratitude for all the assistance 310
that we get from our partners. And he informed the body that if ever they are 311
able to forge partnerships, they have to coordinate with Dr. Jerome H. 312
Baldemoro to formalize such alliance. The documentation is also needed in the 313
participation in the Brigada Eskwela. 314

At this point Mr. Jarme D. Taumatorgo voiced out the suggestion of Mr. 316
Sulpicio C. Alferez, III to arrange a linkage with Radio Station DZRH for the 317
Radio Aralan sa Naga. Mr. Taumatorgo was advised to take the lead and to 318
coordinate with Mr. Baldemoro to formalize the contract. 319

o School Improvement Plan – SIP, AIP, OPCRF, IPCRF 321
According to SDS De Guzman, these plans need to be constantly reviewed, even 322
placed on the tables for constant referencing. They need to be treated as 323
working documents which could be adjusted and recorded in case of 324
modifications. 325

SDS De Guzman observed that the group only focus on the 2 phases of the cycle 327
instead of 4 – just Stage 1 (Performance Planning and Commitment) and Stage 3 328
(Performance Review and Evaluation). He added that there is a need for 329
continuous communication between the rater and ratee. There is a need for 330
Stage 2 (Performance Monitoring and Coaching) and Stage 4 (Performance 331 Rewarding and Development Planning). 332 333 In connection with Stage 4, SDS De Guzman commended NCS 2 and its School 334
Head for periodically giving recognition to teaching and non-teaching 335
personnel. Awardees in this level could vie for the division, regional and 336
national levels. He further added that it is important to have an award system 337
in an organization. This is not limited to the systematic awards but may come 338
in the form of praises and recognitions of the efforts done by the personnel. 339

o ISO Certification 341
DepEd Naga City Division is already at the middle of having itself certified. 342
This venture will be continued, as beseeched by the SDS, with the support and 343
participation of everybody for the certification. He dubbed the certification 344
process as the “illusive dream” since it was started long ago under the leadership 345
of former SDS William E. Gando. 346

o Reopening of Schools 348
SDS De Guzman asked the school heads to prepare transition plan on how to 349
cross the bridge between new and better normal. They will be having a sharing 350
session on a scheduled day and that they will all submit their plans on Nov. 23-351
24, 2021. Not everyone will share their plan but those who will not will 352
participate in the discussion. 353

o Number of Schools 355
Officially there are now 29 elementary schools and 12 secondary schools. 356
Originally there were only 8 then we now have Del Rosario NHS, San Isidro 357
NHS, Sta. Cruz NHS and Balatas NHS. DepEd Naga City now has 41 358
SCHOOLS. Naga City SPED Center is part of NCS 2 with 1 principal but it 359
has its own MOOE and school ID. 360

o Teacher:Pupil Ratio 362
SDS De Guzman said that he asked Ms. Michelle Lo to compute for the 363
teacher:pupil ratio. He explained that Ms. Lo used the lowest parameter which 364
is 1:45 thus it appears in paper that the Division needs a lot of teachers. But as 365
of November 2, 2021 the Office have sent a letter to the Central Office 366
requesting for additional teachers – 95 teachers for JHS; 13 for SRHS and 8 for 367

ALS. According to the data the Division still needs 1 teacher for elementary 368
but it was not anymore included in the request. 369

The SDS further recalled in 2015 when he and former SDS Gando assumed 371
office in Naga City wherein locally funded teachers were no longer allowed by 372
DepEd. He further added that there was an instance when the former DepEd 373
Secretary Armin A. Luistro was asked by a teacher why this was so since there 374
is lack of teachers. Former Secretary Luistro’s response was on the importance 375
of early enrolment wherein the data will be used in determining the number of 376
teachers, classrooms, chairs and the likes. 377

Dr. Alferez asked to be recognized and expressed an appeal from SRHS teachers 379
for Master Teacher positions. There are 108 of them but none of them has 380
designation or position of an MT. 381

SDS De Guzman responded that on the third to the last Regional ManCom 383
Meeting he had made representation for the reclassification for MTs in the 384
SRHS. Regional Director Gilbert T. Sadsad, according to the SDS, said that the 385
RD will represent it to the National MANCOM Meeting. 386

Other ManCom members also stated their concerns about teachers. Mr. 388

Ms. Bulanon expressed her worry about the procurement of Covid essentials. Their 418
MOOE was still pending since there was no BTR processing going on. She was 419
waiting for her certificate after filing on October 7, 2021. Ms. Raquel Papa and Ms. 420
Sherell Bue expressed the same concern. SDS De Guzman assured them that the 421
Division Office can procure for them. He then asked said new school heads with 422
similar concerns to write him a request in coordination with Ms. Verona. 423

Elizabeth Caraig inquired online if their school is included in the purchase of Covid 429
Essentials. SDS de Guzman advised her to write a letter of request to be recommended 430
by him then the fund will be requested from SEF. Other schools in similar situation 431
were also advised to do the same. He elaborated that at first the new schools do not 432
have funds yet. The opening of schools starts with resolution from barangay then 433
resolution from the LGU including a statement that there is available funding for the 434
initial operation of the school. Just like Ms. Caraig, school heads of the new schools 435
need to prepare list of needs to be submitted to the mayor then for approval. 436

II for their possible bill and set aside the amount. They will then get the fund from 451
January 2022 MOOE. In addition, they need to inform Landbank about their 452
outstanding checks and that these will not be paid yet because they will be postdated. 453
And since this is a new process, the Accounting Office will give School Heads 454
orientation on Landbank processes since there are new ones. 455

SDS de Guzman then acknowledged Mr. Baldoza to personally inquire about the 457
manner of deducting the withholding of the tax. Mr. Baldoza mentioned that he noticed 458
the jack up of withholding tax on October and suggested that the Accounting Office to 459
equally distribute said withholding tax since it is already computed on how much will 460
be deducted from the employees. Ms. Encila replied that the Payroll Services Unit 461
deducts the tax. There is a need to coordinate with the Payroll Services Unit. 462
Another factor is the tranche. HR has to forward concern and to coordinate to the head 463
of this Unit. 464

The matter was further followed up by Dr. Laureles. He stated that since the amount 466
of tax has already been computed, he inquired if the Accounting Office can do 467
something about it. Ms. Encila addressed this query and informed the group that the 468
Accounting Office does not have the data. But the Human Resource Division has it. 469
SDS De Guzman shared his thoughts about the matter. He advised the body to look at 470
the issue positively. Furthermore, according to him, we are receiving more than 471
expected. We enjoy our salary from January to September then expect for more 472
deductions. 473

these will be received by the schools. He also presented the details of the liquidation of 481
this amount. He also mentioned about the challenges of suppliers in meeting the needs 482
of those who are purchasing from them. 483
The Division’s submitted SOE (Summary of Expenditures) to the Central Office is 484
P 687M wherein 94% was already utilized. 485

Chief Gavino also reported on the Division partnerships, building inspections, data 502
from the Form 6 from schools, School Based Management concerns, SIP/AIP/eSRC 503
submissions, and the upcoming activities. 504

Dr. Renato L. Gavino informed the body about the submission of status reports. He 506
highlighted those who did not submit. SDS De Guzman instructed the group that data 507
have to be available for progress checking; knowing details, reasons why learners have 508
left, dropped out, not enrolled and so on. School heads can assign one of the teachers 509
for them to know their problems. After knowing the situation, they will ask why and 510
what they are doing with it. 511

SDS De Guzman added that there is no status and no data from the school heads. He 513
asked Ms. Lo to show the reason behind the significance of the data and what is being 514
done about them. He added that these are not part of standard forms in schools. 515

with college students may borrow up to P 500,000.00 to be paid after the children have 543
finished. But the GSIS member is not about to retire. 544

Ms. Rosauro continued her report that under PAG-IBIG, the borrower is assessed if 546
eligible when: s/he is permanent, with contribution; and has enough net pay for monthly 547
amortization. For Public Lending Institution they require the following: 1 year 548
employment; and net pay for monthly amortization. Upon death, MTMAS does not 549
anymore consider the loan. 550

SDS de Guzman reviewed that two of the agenda included had been addressed – that 573
of Mr. Aguilar’s on Accounting Matters on what to do with funds beyond the cutoff for 574
CY 2021; and that of Mr. Baldoza’s on the manner of withholding tax. The SDS then 575
called for the next topic. 576

The next topic was on the concern of Mr. Carandang on the implementation of the 578
policy on innovation and best practices. SDS mentioned that he is waiting for the recent 579
feedback and the two chiefs were asked to respond. Mr. Carandang, however, 580
volunteered to state his side. He said that from what he gathered from the earlier 581
discussion; it seems that he is a proponent but that he is not part of the validation. At 582
the school level, they have to certify that it was implemented. He said that the process 583
is long and tedious in the school and that the policy is presumed valid and worthy of 584
compliance. He then pleaded if they, the proponents, be included in the validation 585
process. He added that due to the tedious process he had withdrawn his proposal for 586
innovation. 587

SDS de Guzman affirmed that he knows about the matter. He lauded that Mr. 589
Carandang was the first who submitted a proposal in pursuant to the Division 590
Memorandum. He then asked updates from Chief Gavino. Chief Gavino replied that 591
the Office is in the process of refining the policy based on the consultation of the 592
validating committee. It had been presented for suggestions and comments. Said policy 593
will also be presented to the school heads for further suggestions and recommendations. 594
The SDS then stated that the policy cannot be changed while there are still submissions 595
of proposals and that there will only be refinement of the afore-cited policy. He further 596
thanked Mr. Carandang for raising the matter to the body. Moreover, he recommended 597
the stronger interfacing of CID and SGOD on this matter. Furthermore Mr. Carandang 598
will be informed about the updates. 599

In connection with this, Ms. Avila inquired if there is a need to wait for the policy. The 601
answer was affirmative but meanwhile the SDS advised the body to continue with the 602

She also mentioned about the submission of project proposals. She observed that at 612
times completion reports come in 2 years after the implementation. She is then 613
wondering if the submissions are new or resubmitted. As a result, she declared that 614
said documents must be submitted within the month of project completion. The format 615
also needs to be simplified wherein the transmittal letter should already include the 616
approval and validation process. There should also be consistency of signatories, and 617
number of copies. She cited an example that some submit one copy while others turned 618
in seven copies. 619

Another concern that she discussed was on the practice of giving invitation to their 621
offices on events. She noticed that invitations come to her office just hours before the 622
event. At times, the name of the SDS and hers are included in the invitation but they 623
are not informed about it. It had been declared then that those invitations have to be 624
given three (3) days before the event. If they are not included in the program their 625
names should not be included also. Furthermore, the proponent should also include the 626
objectives, audience, number of attendees and other important details that will guide 627
them in contextualizing their messages. 628
