The Home Minister was address- ing the senior police officers during a review meeting of Police Department on several important issues like crime prevention, detection, law and order situation late last evening here today. Expressing satisfaction over the performance of STF the Minister also gave in-principle approval to provide them new modern vehicles, latest technology equipments and software etc. It was informed in the meeting that Haryana Assembly had passed a stringent Haryana Control of Organ- ised Crime (HRCOC) Bill to check organised crime in the state. The same had been sent to the Central Govern- ment for the Presidential assent. It would be implemented in the entire state as soon as it was approved. While reviewing the crime sce- nario, Mr. Vij said that all the crimes are related to each other. No crime is small or big. If efforts are made to stop crime at the initial level, then it gives better results later. Giving clear instructions to the police officers, he asked to take immediate action against criminals and those disturbing law and order and be cordial and sen- sitive towards the public which wants to live in peace. He said that criminals and law vi- olators should have the fear of law while the public should have faith in the police. The fear of the police among criminals will increase only when the police will increase their efficiency and enhance their social interaction with the public. Mr. Vij said that the police department has an important role to play in building the image of any government. The attack on his convoy shattered the windows of Rakesh Tikait's car. The incident reportedly took place in the Tatarpur village of Rajasthan's Alwar district. AGENCY SRINAGAR, APR 2 Congratulating security forces for neutralising three militants involved in the Nowgam, Srinagar attack on BJP leaders house in which a policeman was killed, a sen- ior police officer said one of the militants might have en- tered Kashmir valley from Pakistan-Occupied-Kashmir (POK) via Nepal recently.The weapon snatched from the martyred policeman has been recov- ered from the slain militants clearly proving their involve- ment in Thursday's attack, In- spector General of Police (IGP), Kashmir range, Vijay Kumar told reporters. The Nowgam attack was jointly carried out by the mil- itants of Lashkher-e-Toiba (LeT) and Al-badr outfits, he said. Covid peak likely in mid April: Scientists AGENCY NEW DELHI, APRIL 2 Scientists have predicted that the ongoing second- wave of COVID-19 pan- demic across the country could peak by mid-April, following which the infec- tions may see a steep decline by the end of May. The scientists came to this conclusion using a mathematical model. During the first wave of COVID-19 infections across India, the mathematical ap- proach, named SUTRA, pre- dicted that the initial surge of infections in August would peak by September and lower in February 2021. Scientists, including Manindra Agrawal from In- dian Institute of Technology (IIT) Kanpur, applied the model to predict the trajecto- ry of the current surge in in- fections and found that the number of daily new infec- tions is likely to peak in mid- April for this ongoing pan- demic wave. "For the last several days, we have found that there is a reasonable chance that the cases in India could peak sometime between 15- 20 April. It is a sharp slope, but on the way down, it would likely be equally sharp, coming down very fast and by end of May may see a dramatic reduction," Agrawal told a news agency. "There is some uncer- tainty in predicting the peak value of daily new infections because of the sharp rise. Currently, it is coming to 1 lakh infections per day, but this can go up or down. But the timing remains the same between April 15-20," he added. Nation reports 81,466 new cases, 469 deaths NEW DELHI: India report- ed 81,466 new COVID-19 cases and 469 coron- avirus related deaths in the last 24 hours, in- formed the union health ministry on Friday. Highest single-day vaccine coverage NEW DELHI: More than 36.7 lakh COVID-19 vaccine dos- es were administered in the last 24 hours, the highest sin- gle-day coverage till now, the Union Health ministry said on Friday. Of the 36,71,242 vaccine doses, 33,65,597 beneficiaries were vaccinated across 51,215 sessions for the first dose and 3,05,645 beneficiaries received the second dose of vaccine, the Health ministry said in a statement. The min- istry said this is the highest single-day vaccine coverage till now. Delhi CM rules out possibility of lockdown AGENCY NEW DELHI, APRIL 2 There is no need for lock- down in the national capital as the COVID-19 situation is less serious as compared to the previous waves, said Del- hi Chief Minister Arvind Ke- jriwal on Friday amid a surge in coronavirus cases across the country. "In the last few days, COVID-19 cases have been increasing exponentially in Delhi. However, there is no need to worry. We are moni- toring the situation well. De- spite a surge in daily cases, the situation is less serious than compared to the last waveS due to a lower death rate. Last year in October, there were nearly 40-50 deaths per day due to Covid- 19. The situation is not the same now. The daily death toll due to the virus is around 10-12 persons. Thus, there is no need for a lockdown in Delhi," Kejriwal said while addressing a press confer- ence here. The Chief Minister in- formed that 3,583 new cases have been reported in Delhi in the last 24 hours, adding that the rise in cases now is the "fourth wave". NEW DELHI, APRIL 2 The Election Commission on Friday suspended four offi- cials after a video surfaced on social media purportedly showing an EVM being found in a BJP candidate's car in Patharkandi constituency fol- lowing the second round of polling in Assam. "The Pre- siding Officer was issued a show-cause notice for viola- tion of the transport protocol. Thereafter, the PO and three other officials have been placed under suspension." EC said in an official statement. "On examination, the polled EVM comprising of BU, CU, and VVPAT was found to be with its seal intact without any damage whatsoever. All the items have been deposited in the strong room," it said fur- ther. "In the last few days,COVID-19 cases have beenincreasing exponentially inDelhi. However, there is noneed to worry. We are moni-toring the situation well. De-spite a surge in daily cases,the situation is less seriousthan compared to the last

waveS due to a lower deathrate. Last year in October,there were nearly 40-50deaths per day due to Covid-19. The situation is not thesame now. The daily deathtoll due to the virus is around10-12 persons. Thus, there is

Despite the Covid-19 crisis, theHaryana government received rev-enue of Rs 1,022.63 crore from min-ing operations during financial year2020-21, which is 31 per cent morethan the previous financial year.

Stating this in a statement here onFriday, Mines and Geology MinisterMool Chand Sharma said that just ascorona pandemic has affected the en-tire world similarly it has also affect-ed the mining activities as well. How-ever, though no mining work wasdone for 26 days due to the lockdownlast year, getting revenue of Rs1,022.63 crore is commendable.

He said that this is the first time inthe history of the department, whenthe revenue from mining works hascrossed the Rs 1,000 crore mark. Dur-ing the year 2019-20, the revenuefrom mining works was Rs 702.25crore whereas during 2018-19, rev-enue was Rs 583.21 crore.

Mr Sharma said that the state gov-ernment aims to ensure availability ofconstruction material at reasonableprices for the common man in thestate, and also to curb illegal mining.The government has taken stringent

steps to bring illegal mining to zerolevel to prevent loss of revenue to theexchequer. He informed that monitor-ing and survey system has been en-hanced at every level in the depart-ment. The disposal of pending appealsat the government level has been ex-pedited. In addition, there is a focuson recovery of arrears on behalf ofcontractors and lease holders.

He said that a Special Enforce-ment Team (SET) consisting of 55 po-lice officers and employees of the de-partment has been constituted to pre-vent illegal mining in the state. Hesaid that the E-ravana system fortransportation of minerals is provingto be very effective in curbing illegalmining and transportation. In addi-tion, registration of mineral-filled ve-hicles has been made necessary. Now,the mineral loading will be done ac-

cording to the loading capacity of thevehicle, which will prevent the over-loading of the vehicles.

The Minister said that earlier con-tracts were awarded for big miningblocks, but the current governmenthas decided to give contracts to smallmining units or blocks with an inten-tion to increase competition in thisarea and to give opportunity to smallentrepreneurs as well. Also, to ensuretransparency in the process of leasingor contracting mining units, e-auctionhas been started.

He said that auctioning of fourmines in Faridabad where stocks ofYamuna sand is kept will be donesoon. Apart from this, the process ofauctioning the empty mines in otherdistricts is also being implemented.

He said that realizing the difficul-ties faced in the mining sector due tothe COVID-19 pandemic and the re-strictions imposed by the central gov-ernment, the state government hasawarded contract money / dead rentand rehabilitation for the period fromMarch 25, 2020 to April 19, 2020. Ithas been decided to waive the amountdue for the Restoration (R&R) fund.This will benefit those Mineral Con-cession Holders who operated themines during the lockdown.

According to a newstudy, mobile health tech-nology can be beneficial inencouraging lifestyle be-haviour changes and med-ication adherence amongadults aged 60 and olderwith existing heart disease.

The findings of thestudy were published inthe American Heart Asso-ciation journal 'Circula-tion: Cardiovascular Qual-ity and Outcomes'.

Mobile health technol-ogy -- the use of mobileand wireless technologiesto support the achievementof health objectives -- caninclude voice and shortmessaging services (textmessaging), global posi-tioning systems (GPS) andbluetooth technology, aswell as wearable devicesthat can monitor and in-form the user about specif-ic health measures or be-haviors to improve health.

"Over the last decade,mobile health technology,especially the wearabletechnology and mobilehealth application markets,has grown substantially,"said the chair of the state-ment writing committeeErica N. An estimated two-thirds of all people withheart disease are 60 yearsold and over, and the

prevalence of physical ac-tivity declines with aging,particularly in people whohave heart disease.

People who have expe-rienced a major cardiacevent, such as a heart at-tack or stroke, are at 20times the risk for futurecardiac events compared topeople without heart dis-ease, therefore more re-search is needed to identi-fy strategies to slow theprogression of heart dis-ease - secondary preven-tion strategies - in thispopulation.

The scientific state-ment highlighted researchfrom 26 studies from thepast 11 years that exam-ined mobile health tech-

nology for secondary heartdisease prevention inadults ages 60 and olderwith existing heart disease.

Studies that incorpo-rated text messaging andwebsite resource informa-tion showed improvementsin people's physical activi-ty and other lifestyle be-havioral changes afterthree months of enrollmentand led to an increase inmedication adherenceamong study participants.

Significant improve-ments in medication adher-ence have also been notedin some trials when studyparticipants used a mobileapp or received a text mes-saging reminder. A largesystematic review showed

that successful mobilehealth interventions in-clude frequent, person-alised, two-way messag-ing. "We know that con-trolling blood pressure,blood sugar and choles-terol are essential second-ary prevention strategiesand often require medica-tion management," addedSchorr.

Schorr further said,"Reducing sedentary time,increasing physical activi-ty, maintaining an optimalbody weight and adoptinga healthy diet are other sig-nificant lifestyle strategiesto optimise the health ofindividuals with cardiovas-cular disease. Wearable de-vices and mobile devices

Additionally, differ-ences among groups basedupon race, ethnicity, sex orage were not measured.Few of the identified stud-ies made a comparison be-tween behavioral interven-tions with mobile healthtechnology versus behav-ioral interventions with notechnology, so the resultsrelative to traditional inter-ventions are unknown.

In new research, scientists havefound for the first time that disrup-tions to a particular protein called

Akt can lead to the brain changescharacteristic of bipolar disorder.

The study was conducted by thescientists at the University of Wiscon-sin-Madison. The results offer a foun-dation for research into treating theoften-overlooked cognitive impair-ments of bipolar disorder, such asmemory loss and add to a growing un-derstanding of how the biochemistryof the brain affects health and disease.The Cahill lab and their colleagues atMichigan State University publishedtheir findings in Neuron.

Bipolar disorder affects millionsof Americans, causing dramaticswings in mood and, in some people,additional effects such as memory

problems. While bipolar disorder islinked to many genes, each one mak-

ing small contributions to the disease,scientists don't know just how those

genes ultimately give rise to the disor-der's effects.Akt is a kinase, a type ofprotein that adds tags of the moleculephosphate to other proteins. Thesephosphate tags can act as on or offswitches, changing how other proteinswork, ultimately influencing vitalfunctions. In neurons, those functionscan include how cells signal to oneanother, which can affect thinking andmood. When the Akt pathway isrevved up, a lot of other proteins getphosphate tags. When it's quieter,those phosphate tags are absent.

The researchers discovered thatmen with bipolar disorder have re-duced activity of this pathway, knownat Akt-mTOR, in a brain region cru-cial for attention and memory. Andwhen the researchers disrupted thepathway in mice, the rodents devel-

oped memory problems and crucialbrain connections withered away, sim-ulating changes in humans with bipo-lar disorder. "This loss of Akt path-way function in people with bipolardisorder is probably contributing tocognitive impairment," said MichaelCahill, a professor of neuroscience inthe UW-Madison School of Veteri-nary Medicine, who led the research."The idea is that maybe we can targetpathways like this one pharmacologi-cally to help alleviate core symptomsof bipolar disorder."

To assess the activity of the Aktpathway, the Cahill lab acquired braintissue samples from deceased donorswho had schizophrenia, bipolar disor-der without psychosis, and bipolardisorder with psychosis, as well ashealthy donors. The tissue samples

came from the prefrontal cortex,known to control high-level functions,which is affected by bipolar disorderand the related disorder schizophre-nia.

By measuring the number and va-riety of phosphate tags on proteinscontrolled by Akt in the tissue sam-ples, the researchers could get a senseof the overall activity of the Akt-mTOR pathway.

Although they were originally ex-pecting to see the biggest changes inpatients with schizophrenia -- whichhas the strongest genetic links to theAkt gene among the three related dis-orders -- the researchers found thatactivity of the Akt-mTOR pathwaywas diminished in just one group ofpatients: men with bipolar disorderwithout psychosis.

Pakistan Ap-parel Forum chairman Jawed Bilwani on Thursdaysaid the rejection by the country's cabinet of theEconomic Coordination Committee's (ECC) propos-al would convey a negative message to foreign buy-ers as the cotton yarn was not available in the coun-try, Pakistani newspaper Dawn reported.The textile export sector has been continuously de-manding duty-free import of cotton yarn from allover the world, including India, to avert any big lossto textile exports. Pakistan's federal cabinet onThursday back-tracked on the Economic Coordina-tion Committee's (ECC) decision to allow the importof sugar, cotton and cotton yarn from India throughland and sea routes. On Wednesday, Pakistan's new-ly-appointed finance minister Hammad Azhar an-nounced that the government had decided to allowthe import of sugar, cotton and yarn from India. Onallowing the import of cotton from India, Azhar hadsaid there was high demand for it because Pakistan'stextiles exports had increased but last year's cottoncrop was not good. "The price of the commodity inIndia is lower than what it is in Pakistan. The importof cotton and yarn through the Wagah border willhelp meet domestic requirements at reasonablerates," Azhar said, adding that import of cotton fromIndia for small industries would take place untilJune. According to Geo News, the decision to turndown the proposal was taken in a cabinet meetingchaired by Prime Minister Imran Khan in Islamabad,hours after Minister for Human Rights ShireenMazari said the cabinet will review the ECC's deci-sions related to trade with India. Bilwani claimedthat prices of cotton yarn had increased after the fed-eral cabinet's decision. The government must ensurethe availability of cotton yarn in the country if it didnot want to allow its import from India, he added.He feared massive textile exports decline if the im-port of cotton yarn from the neighbouring countrywas not allowed. In the current year, the countryfaced a 40 per cent plunge in cotton production andif it was compared with 15 million bales in 2014-2015, then the drop was 50 per cent this year, hesaid. Bilwani said if the government did not want topermit the import of cotton yarn from India then itmust impose a ban on the export of cotton and cot-ton yarn for at least the next six months.

Revenue collections surpass previousyear despite pandemic: Jai Ram

Total revenue collections ofExcise and Taxation Departmentin financial year 2020-21 hassurpassed the revenuecollections of previous financialyear by three percent despiteheavy disruptions caused byCOVID pandemic. This wasdisclosed by Chief Minister JaiRam Thakur here today. ChiefMinister said that revenuecollections in first quarter weredown by 52 percent, thereafter,shrugging off the disruptionscaused during initial months dueto pandemic induced lockdown,the revenue collections haveconstantly grown by fourpercent, 23 percent and 34percent in second, third andfourth quarters respectively. Hesaid that the revenue collectionshave registered a significantgrowth of 44 percent in month ofMarch 2021. Total revenuecollections for month of March2021 are Rs. 1006 crores againstRs. 699 crores during sameperiod of last financial year, he

added. Jai Ram Thakur said thatrevenue receipts under VAT andState GST registered significantgrowth of 182 percent and 31 percent respectively during saidmonth. He said that majorincrease in VAT collections wasprimarily due to success ofLegacy Cases ResolutionScheme (LCRS). Under thisscheme, the department hasoverall recovered Rs. 362 croresby disposing cases of subsumedtaxes, out of which Rs. 182

crores are collected in March2021 only, he said.

Chief Minister said that themajor reasons for overall growthin revenue receipts have beenrevival of economic activities,Government’s unlock strategy,better compliance by taxpayersand better administration by thedepartment. He said that further,new initiative of the departmentespecially monitoring of fieldunits through performance cardshas created a very healthy

CM farm conservation plan helpingpeople to save crops from wild animalsHAMIRPUR, APR 2

The Chief Minister farm conservationscheme has been doing a lot for helpingthe farmers of the district who wereearlier feeling the pinch from the wildanimals.

Under the scheme, the conservationof crops has been ensured in theHamirpur district through solar fencingand barbed wire fencing.

A spokesman of the agriculturedepartment said that under the scheme80 per cent grant was provided forindividual solar fencing, whereas it wasan 85 per cent subsidy being given forfarmer group based fencing. The barbedand chain link fencing has also beenincluded in the scheme, on which 50 percent grant is available. Similarly, 70 pcsubsidy is being given on compositefencing.

More than 312 farmers have takenadvantage of this scheme in the districtduring the last three years therebyspeaning a sum of seven and a half crorerupees by fencing their fields with solarfencing and barbed wire fencing.

This has made it possible forthem to protect their crops, and now theaddition of solar fencing as well as theprovision of barbed fencing has alsoprotected crops from other wild anddestitute animals.

He said that as many as 92 farmerswere benefited under the scheme byspending two crores 60 lakhs in the year2018-19. Two crore and four lakhrupees were spent in the year 2019-20.This year, the number of beneficiariesstood at 101. Despite the Corona crisisin the year 2020-21, in the district, inthe district, with the implementation ofthe scheme, an expenditure of 2.80crore rupees.

Main accused in Gharota blindmurder case arrested

Govt releases around Rs 7 cr for schools to raisestandard of educationCHANDIGARH: The Punjab School Education Department has decided to release anamount of around Rs seven crore to the government schools for taking various measuresto compensate the students for the loss of education due to closing of schools during Covid-19. Stating this here on Friday, a spokesperson of the department said on the directions ofEducation Minister Vijay Inder Singla an amount of Rs 6,97,01,00 is being released forraising the standard of education and to enhance the learning ability of students of differ-ent classes. He said schools had to be closed for a long duration in the last academic ses-sion due to Covid-19. So, the gap in learning has been identified in different subjects. Tofill this gap, funds are going to be released under Learning Enhancement Program (Secondary) for the Supplementary Materials / Practical and various activities.

The World Bank and Asian Infra-structure Investment Bank (AIIB)has approved 300 Million US dol-lars loan for canal based drinkingwater schemes under Punjab Mu-nicipal Services Improvement Pro-ject with a view to ensure qualitydrinking water 24x7 and minimizethe water losses for holy city Am-ritsar and industrial hub Ludhiana.

Notably, Punjab Chief MinisterCaptain Amarinder Singh had beenvigorously pursuing with the Cen-tre to secure World Bank and AIIBloan to ensure clean drinking waterto the residents in these cities. Theother two canal based water supplyprojects in Jalandhar and Patiala arealready under execution.

It may be recalled that at pres-ent, Amritsar and Ludhiana are be-ing supplied with ground watersource i.e. tube wells. As per theCentral Ground Water Board(CGWB) report, the ground waterhas been over exploited and the

quality of drinking water has dete-riorated causing health hazards.Therefore, it has been proposed tochange water supply from groundto canal water to ensure uninter-rupted potable drinking water sup-ply in the urban areas.

Giving the break up of the totalestimated project cost of 300 mil-lion US Dollars for the canal basedwater supply project at Amritsarand Ludhiana, the spokespersonsaid that the entire project would beco-financed by IBRD (WorldBank) Loan of 105 Million US Dol-lars and an Asian Infrastructure In-vestment Bank (AIIB) loan of 105

Million US Dollars alongwith Gov-ernment of Punjab (GoP) funds tothe tune of 90 Million US Dollars.

Pointing out further, thespokesperson said that in Amritsarproject, the source of surface watersupply is Upper Bari Doab Canaland thereafter a 440 MLD (MillionLitres per Day) Water TreatmentPlant would be constructed in vil-lage Vallah, Amritsar for treatingthe surface water.

After treatment, the clear waterwould be pumped to the Over HeadService Reservoirs (OHSR)whichwould further serve to the city resi-dents to maintain continuous sup-ply of water. The Infrastructure hasbeen designed to meet the water de-mand for 30 years. It would benefitthe residents of Amritsar with esti-mated population of 14.51 lakh for2025 and 22.11 lakh for 2055.

At present, the Canal BasedWater Supply Project for Amritsarhas been awarded to M/s Larsen &Toubro Limited at a contractamount of Rs.784.33 Crore. Like-wise, the source of water supply in

Ludhiana project is Sirhind Canaland thereafter a 580 MLD (MillionLitres per Day) Water TreatmentPlant would be constructed fortreating the surface water. Aftertreatment, the clear water would bepumped into the OHSR whichwould further cater to the city resi-dents to maintain continuous sup-ply of water.

The Infrastructure has been de-signed to meet the water demandfor 30 years. It would benefit theresidents of Ludhiana with estimat-ed population of 20.76 lakh for2025 and 29.35 lakh for 2055.

The total estimated DesignBuild Cost of Ludhiana Project isRs.1093.92 Crore and the periodfor completion of the same is 36months. The estimated Operation&Maintenance cost is Rs.270.73Crore for 10 years. The totalamount for the project comes out toRs.1364.65 Crore. At present, in theCanal Based Water Supply Projectfor Ludhiana, the Request for Pro-posal is under finalization andwould be floated shortly.
