SC grants bail to Kerala journalist Siddique Kappan NEW DELHI: The Supreme Court on Friday granted bail to Kerala journalist Siddique Kap- pan who was booked by the Uttar Pradesh govern- ment under the Unlawful Activities Prevention Act (UAPA) in 2020 while he was on his way to reach Hathras for covering the alleged gang-rape and murder of a 19-year-old Dalit girl. The top court has directed that Kappan shall be pro- duced before the trial court within three days and he shall then be re- leased on bail. AGENCY NEW DELHI, SEP 9 The disengagement process be- tween Indian and Chinese troops in the Gogra-Hot Springs (PP-15) area started on September 8 at 8.30 am and will be completed by September 12. The landforms will be re- stored to pre-stand-off period by both sides, the Ministry of Exter- nal Affairs said on Friday. "The two sides have agreed to cease forward deployments in this area in a phased, coordinated and verified manner, resulting in the return of the troops of both sides to their respective areas," said MEA official spokesperson Arindam Bagchi in response to media queries. "It has been agreed that all temporary structures and other al- lied infrastructure created in the area by both sides will be disman- tled and mutually verified. The landforms in the area will be re- stored to pre-stand-off period by both sides," he added. The spokesperson further said that the agreement reached be- tween the two countries ensures that the LAC in this area will be strictly observed and respected by both sides, and that "there will be no unilateral change in status quo." "With the resolution of stand- off at PP-15, both sides mutually agreed to take the talks forward and resolve the remaining issues along LAC and restore peace and tranquility in India-China border areas," Bagchi added. The 16th round of talks be- tween the Corps Commanders of India and China was held at Chushul Moldo Meeting Point on July 17 this year. Since then, the two sides had maintained regular contact to build on the progress achieved during the talks to resolve the rel- evant issues along the LAC in the Western Sector of India-China border areas. As a result, both sides have now agreed on disengagement in the Gogra-Hot Springs (PP-15) area and made the announcement to this effect on Thursday. After the July 17 talks, India and China issued a Joint Statement which said that the two sides "reaffirmed that the resolution of remaining issues would help in restoration of peace and tranquility along the LAC in the Western Sector and enable progress in bilateral rela- tions." The two sides had a frank and in-depth exchange of views in this regard, in keeping with the guidance provided by the State Leaders to work for the resolution of the remaining issues at the ear- liest, the Joint Statement added. The areas that still remain to be resolved in Eastern Ladakh are Demchok and Depsang where the Chinese have so far remained adamant. The lingering border standoff in Eastern Ladakh has entered in its third year. Altering the May 2020 status, the PLA has also carried out construction of in- frastructure near the LAC to en- sure long survival of troops in the high altitude area. India, China troops to complete disengagement by Monday BUREAU CHANDIGARH, SEPT 9 Haryana Chief Minister, Sh. Manohar Lal has urged the of- fice bearers of All India Nation- al Educational Federation, Haryana (Higher Education Cadre) to inculcate a sense of service among students by con- necting them directly with soci- ety. He said that students must be involved in verification, sur- vey, or other such activities un- der the welfare schemes being run by the state government. When students themselves be- come participants in welfare schemes, then they will develop a sense of service within them. The Chief Minister was meeting the delegation of All India National Educational Federation, Haryana (Higher Education Cadre) in Panchkula today during which the delega- tion put forward their demands. The Chief Minister accepted a few demands and directed the officers of the department to discuss the rest of them. The Chief Minister directed the officers of the Higher Edu- cation Department to conduct a survey regarding the prepara- tion of a new transfer policy of teachers, under which the teachers should be given the option of their preferred loca- tions. Accordingly, the policy will be prepared subject-wise and according to the demand. This policy will not only bene- fit the students as well as the teachers but will also con- tribute to enhancing the stan- dard of education. Recruitment of 1,535 teachers will be done soon in Haryana: CM AGENCY NEW DELHI, SEPT 9 The Supreme Court on Friday asked the Gu- jarat government to file the entire record of the proceedings in the Bilkis Bano case, including the remission order given to the 11 convicts who had gang-raped Bano and mur- dered her family members during the 2002 Godhra ri- ots. A bench of Justices Ajay Rastogi and BV Na- garathna granted two weeks to the Gujarat government to produce all relevant records in the case. The bench also issued notice to the Gujarat government and convicts on a plea filed by TMC MP Mahua Moitra against the release of the convicts. Earlier, the apex court had is- sued notice to the Gujarat government on the plea filed by Communist Party of India (Marxist) member Subhashini Ali, journalist Revati Laul, and social ac- tivist and professor Roop Rekha Verma. It asked the petitioner to impede con- victs in the petition. The plea has sought setting aside of order granting remission to 11 convicts and directing their immediate re-arrest. Aara market of Faridkot, village Lalewal of SBS Nagaralso declared ASF affectedCHANDIGARH: The Punjab government has declared Aara Market of Faridkot City and vil-lage Lalewal of district SBS Nagar as African swine fever (ASF) affected zones after confirma-tion from the Indian Council of Agricultural Research (ICAR) -National High Security AnimalDisease Institute, Bhopal of ASF in the samples from these areas, informed Mr. Laljit SinghBhullar, Minister for Animal Husbandry, Fisheries & Dairy Development, Punjab. He said that re-strictions under the provisions of "The Prevention and Control of Infectious and Contagious Dis-eases in Animals Act, 2009" and the "National Action Plan for Control, Containment and Eradi-cation of African Swine Fever (June 2020)" have been strictly imposed in these areas for the pre-vention of the disease and 0 to 1 kilometre area of these areas would be notified as "infected zones"while 1 to 10 KM (9 KM) area would be "surveillance zones". No live or dead pig, meat or mate-rial shall be taken out of or brought into the infected zones, he added.

To ensure the safety of the citizens of Morinda and toprotect people from thieves, 32 CCTVs have been in-stalled at different places in the city. Whose overallcontrol is in Morinda police station but still the theftincidents are increasing day by day in the city. Duringthe last 4-5 days, thieves have stolen about four ACsfrom the roofs of shops near Morinda bus stand. Butthe Morinda police have so far failed to trace the foot-steps of these thieves. While the incidents of theft havebeen recorded in the CCTV cameras installed in thepolice station. Darshan Kumar, who runs a shop in thename of Raju Communication at the bus stand, told re-porters that thieves have stolen the AC installed on theroof of his shop last night.

Darshan Kumar said that for the last four days theACs installed in the shops around his shop are beingstolen. He said that the AC was stolen from the shopof his neighbor shopkeeper Pankaj Kumar two daysago. The owner of a computer training center in themarket said that due to the lack of street lights, thievesare stealing valuables from his shops, which has dis-turbed his sleep at night. Shopkeeper Kuldeep Soodsaid that 4 counters have been stolen from his shopwhile Sandeep Singh said that the batteries of the in-verters have been stolen by the thieves. The local mu-nicipal council collects lakhs of rupees annually fromthe rent and parking fees of the council shops locatedat the bus stand of Morinda, but there is no light andno watchman in the bus stand.

The Agriculture Minister saidthat the government led by ChiefMinister Bhagwant Mann will equal-ly take care of the interests of all thesections of the society for theprogress of the state. He said thatmany issues were resolved on thespot by listening to everyone in the

During the meeting, the farmersbrought an important issue to the no-tice of the Agriculture Minister thatthere are illegal encroachments inmany grain markets across the state,due to which farmers are facing a lotof problems during the paddy andwheat season. The Agriculture or-dered an immediate action to launcha campaign to remove the encroach-ments at the earliest. Solving another

important issue of Arhtias, the Agri-culture Minister said that in view ofthe difficulties brought to his atten-tion, a decision was taken not to im-plement land mapping and onlinepurchase for the non MSP crops tillMSP for the time being.

Kuldeep Singh Dhaliwal furthersaid that during the previous meeting,the Aartias had demanded to reducethe interest on the outstandingamount of their shops in the grainmarkets, after considering this, thegovernment has decided to bring aone-time settlement scheme to re-solve this issue. Along with this onthe earlier request by the Aartias, thegovernment has issued a calendar forthe auction of vacant plots in thegrain markets.

Four trekkers have gone missing near Wachem (Malana).They have been identified as Abhijit Banik, 43, Chinmoy Mondal, 43, DibashDas, 37 and Binoy Das, 31. "Four climbers of Mt. Ali Ratni Tibba (5458m)from West Bengal are reported to be missing since day before yesterday enroute summit in Kullu," the SDMA official stated. Adding that, two membersand one cook were back to Wachem (near Malana) and informed about theincident. Chief Minister said that atthe time of formation of theState, there were only fourdistricts whereas today therewere 12 districts. He said that in1948 the per capita income in theState was only Rs. 240 which has

now increased to Rs. 2,01,873and literacy rate of the State hasgone up to 83 percent which was4.8 percent in 1948. He said thatHamirpur was the most literatedistrict of the State. He said thatthere were only 228 kms roads inthe State in 1948, whereas todaythere were nearly 40,000 kmsroads connecting even theremotest area of the State. Hesaid that there were times whenthe people had to cross rivers oninflated skin of buffalo, whereastoday there were over 2325bridges in the State. He said thatmajor credit of this goes to theformer Prime Minister AtalBihari Vajpayee, who startedPMGSY with an amount Rs60000 crore as about 50 percentroads in the State were

constructed under the PMGSY.Jai Ram Thakur said that formerPrime Minister Atal BihariVajpayee always consideredHimachal Pradesh as his secondhome. He said that whenever hegot time, Atal Bihari Vajpayeevisited Manali for a day or two tospend a few moments of peaceand tranquility. BATALA (VERMA): The AAP-led Punjab government, ful-filling another of its promises to the sugarcane farmers, took abig and unprecedented step by releasing all the dues of thesugarcane farmers and depositing the lastinstallment of Rs 75 crore in their ac-counts. Expressing this, the young MLAof Batala Vidhan Sabha ConstituencyAmansher Singh Sheri Kalsi said that thestate government led by Mr. BhagwantSingh Maan, Chief Minister of Punjab hasreleased 75 crore rupees as payment to thesugarcane farmers through Sugarfed, Pun-jab and the farmers This amount has beendeposited in the accounts. MLA Kalsi said that after this pay-ment, the sugarcane growers in Batala, Gurdaspur, Ajnala,Budhewal, Bhogpur, Fazilka, Morinda, Nakodar andNawansehar have no balance left.

MLA Sherry Kalsi thanked Punjab Chief Minister S.Bhagwant Singh Mann and Agriculture Minister S. The Supreme Court has stayedthe demolition of Curliesrestaurant in Goa soon after itsdemolition began on Friday onthe subject to the condition thatno commercial activities willtake place there.

This is the same restaurant inGoa where actor and BJP leaderSonali Phogat was allegedlydrugged and was later declareddead. The demolition actionagainst the restaurant began afterits owner failed to get any respitefrom the National GreenTribunal (NGT). On Thursday,NGT upheld the Goa CoastalZone Management Authority'sprevious order to demolish theshack. Owner Edwin Nunes ofthe 'Curlies' restaurant, locatedon Goa's famous Anjuna beach,was among five persons arrestedin the Phogat death case and onThursday was later grantedconditional bail against apersonal bail bond of Rs 30,000and two sureties of Rs 15,000

each. The actor was pronounceddead on August 23 at the StAnthony Hospital in Anjuna,North Goa. A heavy police forcehas been deployed outside theCurlies restaurant. "We areproviding police protection forthe demolition. As per the order,it is being demolished," saidDYSP Jivba Dalvi. Kalinga Institute of Social Sciences (KISS) has been conferredwith the highest global recognition on Literacy- UNESCOInternational Literacy Prize 2022. The prize carries an endowmentof US$ 20,000, a medal and a citation. It was given away at aglobal award ceremony organised by UNESCO in Côte d'Ivoireon 8 September 2022. As a grassroots organisation aimed atnation-building, KISS has the coveted recognition to be the fifthrecipient from India and the first and only institute from Odisha toreceive this International honour. Three futureoptions

The attempts to build socialism in some nationsduring the twentieth century have not been suc-cessful. The promised land of abundance, free

from exploitative relationships, did not arrive. In-stead, there was marked tyranny through centralisedcontrol of political power, the curbing of liberties, andthe stagnation of individual material prosperity. Thecritics of socialism persistently maintain that there isno alternative to capitalism as embodied by an eco-nomic system of private property, markets, and indi-vidual incentives. Capitalism comes in many varia-tions on these themes, but it is claimed that whateverbe the variant, it is always preferred to socialism,which is marked by excessive government control andrestrictions on private profits and property. The darkside of socialist failures has been well-documented,publicised, and ingrained in public memory overdecades.

Two trends are, however, worth noting. Firstly,governments in societies marked by free markets andprivate property are becoming increasingly autocraticthrough controls over individual liberties and neutralinstitutions. There is a clear rise in the popularity ofright-of-centre, illiberal regimes with strong fascisttraits. Capitalist societies are also showing an alarm-ing increase in inequalities of income and wealth.Poverty and unemployment have not become thingsof the past. Uncertainties of everyday living haverisen sharply. The degradation of the natural environ-ment brought about by consumerism is leading theplanet towards a point of no return.

The second trend is, that despite its formidablecritiques, the idea of socialism refuses to die. Manyyoung people are turning away from consumerism asa sufficient condition for living well. For instance,many are not buying cars or homes, are very perturbedat the deterioration of nature, and believe that we aremoving towards unacceptable levels of inequality andconcentration of political power.

Is it possible to filter out a few enduring valuesthat both capitalism and socialism have thrown up,such as liberty and equality, competition and cooper-ation? These could constitute the nucleus of thinkingabout the future where all human beings could thrive.Even before that, the most important aspect of thegood life has to lie in being in harmony with nature,where human beings as a species share the planet withother species.

Then Princess Elizabeth and her only sib-ling, Princess Margaret, born in 1930 wereeducated at home under the supervision oftheir mother and their governess, MarionCrawford. Since childhood, Elizabeth showeda sense of responsibility and orderliness. Sheloved horses and dogs. NASA is trying to work throughthe leaky fuel problem with the rock-et, called the Space Launch System orSLS.

And while the rocket is still onthe pad, NASA is looking to trou-bleshoot that issue by repairing andreplacing some seals before runningtests to make sure all the leaks areplugged, NASA officials said at aThursday press conference.

It's not yet clear how long thatwill take.

Then, there's the issue with certi-fication. The US Space Force, an armof the military, still oversees all rock-et launches from the United StatesEast Coast, including NASA's Flori-da launch site, and that area is knownas the "Eastern Range." CNN report-ed.

After independence Indian fisheriesdeveloped at varying pace and direc-tions depending on the initiative, priori-ties and resources of the respectiveStates. frastructure Development Fund andPradhan Mantri Matsya Sampada Yo-jana (PMMSY), apart from many otherinitiatives.

These steps removed the bottle-necks and unshackled the sector, fol-lowing the mantra of 'Reform, Performand Transform'. This ensured phenom-enal growth in India's fish production,from 102 lakh tons in 2014-15 to 161lakh tons in 2021-22.

The fisheries sector grew at an av-erage annual growth rate of 10 % in thefirst five years of Modi Government, asagainst 5.27% from FY2009-10 to2013-14. Fulfilling his election promise,Prime Minister Modi created a separateMinistry for Fisheries, Animal Hus-bandry and Dairying, for more focusedand holistic development of fishery sec-tor. In 2020, the Prime Minister an-nounced the the highest ever invest-ment of Indian Fisheries at Rs 20050crore, through the Pradhan Mantri Mat-sya SampadaYojana (PMMSY), as apart of Atmanirbhar Bharat. The PMM-SY is proving to be the main drivingforce to take Indian fisheries to new

heights. The scheme, by 2024-25, en-visages to increase the production, pro-ductivity and exports of fishery productsexponentially. It also envisages to re-duce post-harvest losses significantly,and to increase the fish consumption inIndia.

The reforms and initiatives haveseen core infrastructure developmentand modernisation in Indian fisheries,especially the push for new fishing har-bours/landing centres, modernisationand motorisation of traditional fisher-men crafts, deep sea going vessels ,provision of post-harvest facilities, coldchains, clean and hygienic fish mar-kets, two wheelers with ice boxes andmany more. Fishermen are providedwith insurance cover, financial assis-tance and a facility of Kisan Credit Cardas well.

Ease of doing business is rigorous-ly being pursued. The Digital India hasdrastically reduced the processing timefor obtaining Sanitary ImportPermits(SIPs), from 45 days to just 48hours. The requirement of SIPs for im-port of SPF Shrimp Broodstock from

approved sources has been done awaywith, helping hundreds of shrimp hatch-eries.The government also reduced im-port duty on many inputs required forshrimp aquaculture, thus helping to pro-mote their exports.

CHANDIGARH: Seniors and U-25 crick-eters will jointly take on each at the UTCASeniors Men's T20 Domestic Cricket Tour-nament starting from Saturday at TricityCricket Academy, Zirakpur. The cricketersbased on their trails are participating in eightteams - Rose Zone, Sukhna Zone, RockZone, Leisure Zone, Bird Park Zone, TerraceZone, Peace Zone and Plaza Zone. Theseteams are divided into two pools. Starting onSeptember 10, the tournament will concludeon September 17 with two matches playedeach day. The top teams in their respectivepools will compete in the finals.

UTCA has also announced the Men's Un-der 19 One Day Domestic Cricket Tourna-ment which will start from 10th September

and conclude on 16th September. A total ofeight teams are participating in the tourna-ment which is played on two venues - BabaBalak Nath Cricket Academy and Chandi-garh Institute of Cricket at Kaimbala. Theteams top their pool will lock horns in the fi-nals scheduled on 19 September.

Meanwhile, the camps for women crick-eters have also been announced on the onsetof BCCI Women Domestic commencing inOctober. Haryana Chief Minister, Sh. ManoharLal said that the state government ismaking continuous efforts to improvethe standard of education in the state.Taking this step forward, Haryana hasset a target to completely implementthe New Education Policy-2020 by theyear 2025. There has been a major im-provement in the standard of educationduring the tenure of the present stategovernment.

The Chief Minister was interactingwith the media persons after meetingwith the delegation of Akhil BhartiyaRashtriya Shaikshik Mahasangh,Haryana (Higher Education Cadre) inPanchkula today.

Responding to a query raised bymedia persons, the Chief Minister saidthat some schools have been mergedby the state government in the ratio ofstudents to teachers. It is worth men-

tioning that there is noshortage of teachers in anyschool. Deployment ofteachers has been ensuredinstitutionally only in pro-portion to the number ofstudents.

He said that the onlineteacher transfer policy ofHaryana Government is be-ing appreciated by otherstates in the country andthey are following it. 90%of the teachers transferred under thispolicy are getting the top-3 optionschosen by them and the teachers aresatisfied with the policy. However, ifany case related to shortage of teachersis approaching before the government,then immediate cognizance is beingtaken to redress the matter.

He said that the government wouldsoon recruit more teachers. Till regularrecruitment, the shortage of teacherswill also be filled through Haryana

Skill Development Corpora-tion. Responding to anotherquestion regarding the pen-sion issue of a 102-year-old,the Chief Minister said thatorders have been given tothe Additional Deputy Com-missioners to resolve thematter. He said that for re-dressal of pension relatedgrievances, there is a griev-ance redressal forum at thelevel of Additional Deputy

Commissioner, through which allgrievances are resolved. The ChiefMinister made it clear that if anyone re-ceives pension in an unfair way, it willnot be tolerated. However, during thetenure of Congress Government, re-covery was not carried from defaultersby issuing notices to them. The aim ofthe present state government is to pro-vide the benefits of government facili-ties to the eligible person only in atransparent manner, he added.

The Municipal Corporationof Jagadhari is proving to bea complete failure in curbingthe illegal construction ofbuildings.

Speaking of which,showrooms and buildings arebeing built inside the residen-tial area of Model Town. Butthe authorities are not evenbothering to take any actionon them. The building by lawviolators seem to care twohoots for the administrationas they carry on with the ille-gal construction.

In such a situation, theofficials who should take ac-tion on them do not come outof their office and see forthemselves the illegalities.

It is not that they are notaware of the goings on. Be-cause the authorities in these

places have stopped many il-legal showrooms before theywere built some time ago.And they also sealed some ofthem. However, no official isready to tell clearly about thefurther action they have tak-en in the issue. It seems thataction seems to be limited toissuing notices. Actionagainst them should followafter issuing notices but it hasnot been done so far.

Amid these goings-on, itmay be mentioned that theofficials of the municipal cor-

poration have been given anotice by the High Court inconnection with construc-tion of a building in the city,where they have been askedto appear in court. The own-er of this building was con-stantly visiting the corpora-tion administrative officer,and he was carrying ordersfrom the High Court to stopthe construction work. De-spite that, this building wasallowed to be completed un-der the supervision of theauthorities .

Rs 1000 grant to farmersfor not burning residue

NIRMALRADAUR: A one-day awareness camp was organised under ex situand in situ crop residue management at Shaheed Udham Singh Kam-boj Dharamshala, Radaur on behalf of Block Agriculture Office. In theawareness camp, Block Agriculture Officer Dr. Rakesh Agarwal, Dr.Rakesh Poria and Dr. Rawal from Krishi Vigyan Kendra Damla were es-pecially present. During this, farmers were administered an oath not toburn crop residues. Dr. Rakesh Aggarwal said that all the farmers mustdo eKYC of their Aadhar card to take advantage of the Pradhan MantriKisan Samman Nidhi Yojana, so that they can get the benefit of the up-coming installment under the scheme. Dr Rawal said that farmersshould manage the remaining paddy residues under ex-situ and in-situcrop residue management by not setting fire to them. A grant of Rs1,000 per acre will be given by the department to the farmers managingthe paddy residue. The grant amount will be provided to the farmer af-ter the verification of the department. Dr. Rakesh Poria called upon thefarmers to mix the remaining paddy residues in the soil instead of burn-ing them, so that the fertiliser power of the soil remains intact. By doingthis the yield of the next crop will also increase.

Pregnant women examinedunder PMSMA driveVIRENDRA JANGRATARAORI: The Prime Minister Safe Motherhood Campaign(PMSMA) has been launched to ensure quality antenatal careto more than three crore pregnant women in the country. Thiscampaign is celebrated on the 8th or 9th of every month inwhich all pregnant women are examined by a female doctor.

Besides counselling themothers-to-be, lab tests areconducted and dentalcheck-up is done, and medi-cines are given to them.Today in this programme,Dr. Rachna and Dr. Shivani,Medical Officer of Communi-ty Health Centre, Taraori,examined all the pregnantwomen and Dr. Anu, DeputyCivil Surgeon, Karnal, ex-plained about the problemsthat occur during pregnancy

after the inspection and told them how to solve them.All pregnant women in the second and third trimester of preg-nancy were told to eat good green vegetables and fruits. Ifthere are any adverse symptoms for the pregnant woman andher child from the examination, such as anemia, slow develop-ment of the child, then it can be treated in time. The purpose ofthis program is to reduce the infant and maternal mortality rate.Dr Krishan Kant has appealed to the general public that if anypregnant woman has any illness during pregnancy, then sheshould be shown to the nearest community and primary healthcenter.
