Lakhimpur Kheri violence: Ashish Mishra arrested after 12 hours of interrogation KINSHASA : The UN children's fund, UNICEF, said Saturday in a statement that it is working with health authorities of the Democ- ratic Republic of the Congo (DRC) after a new Ebola case was reported in the northeastern part of the country. DRC's government con- firmed late Friday that a three- year-old child died of Ebola on October 6 in Beni, in the north- eastern North Kivu province, one of the epicenters of the last Ebola outbreak that ended on May 3, 2021. "UNICEF staff are already on the ground to respond to this lat- est resurgence of Ebola. Addi- tional staff will be traveling to Beni this weekend in support to the first-line response through community mobilization, infec- tion control and decontamination activities", said UNICEF in the statement. The UN Children's agency will ship medical equipment, wa- ter, sanitation, and infection con- trol supplies to the affected areas. Three trucks loaded with crucial equipment will depart to Beni on Sunday, carrying 160 cubic me- ters of vital WASH and nutrition supplies. Through well-established networks of Community Action Cells (CACs), UNICEF will also support communication activi- ties, tracking and tracing efforts to prevent contamination and fur- ther infections. DRC's health authorities con- firmed that the three-year-old child died in a health center in the Butsili Health Area, not far from Beni, where he was admitted with Ebola-like symptoms at the be- ginning of October. A GeneXpert test performed in Goma con- firmed that the 3-year-old boy had Ebola. Twelve people were infected and six people died over the course of the last Ebola resur- gence earlier this year, which lasted nearly three months in the Biena, Katwa, Musienene and Butembo Health Zones of North Kivu province. AGENCY LAKHIMPUR KHERI Union Minister of State for Home Affairs Ajay Mishra Teni's son Ashish Mishra has been arrested after 12 hours of interrogation by the Crime Branch of Uttar Pradesh police in connection with Lakhim- pur Kheri violence case. As per information shared by Deputy Inspector General of Po- lice (DIG) and Monitoring Com- mittee Chairman Upendra Agraw- al, Ashish was arrested as he was not cooperating during the interro- gation. "He was not cooperating dur- ing the interrogation and didn't an- swer few questions. He will be produced before the court," he stat- ed. Ashish, who was summoned by police in connection to the probe of the violence, did not re- port on Friday. His father, Union Minister of State Ajay Mishra Teni had said that it was due to "health reasons." Addressing the media at Luc- know airport on Friday, Teni said that he had faith in the law. "We have faith in the law. My son is innocent, he got the notice on Thursday but he said that he is not feeling well," he stated. Earlier, Ashish's lawyer also said that Ashish is in Lakhimpur Kheri and ensured that he would appear before the police on time. As many as eight people in- cluding four farmers died in the Lakhimpur Kheri violence on Oc- tober 3. Samyukta Kisan Morcha (SKM), an umbrella body of sev- eral farmer unions, alleged that Ashish Mishra arrived with three vehicles around the time that farm- ers were dispersing from their protest at the helipad and mowed down farmers. However, Ashish Mishra refuted SKM's allegations and said he was not present at the spot where the incident took place. The Uttar Pradesh Police on Monday had filed an FIR for mur- der against Ashish Mishra. The po- lice have arrested two accused in connection with the case. The ar- rested persons have been identified as Luvkush and Ashish Pandey. According to the press release is- sued by the Ministry of Civil Aviation, the Union Civil Aviation Minister in his address said that the inauguration of the Sindhudurg airport and the start of the flight to Mumbai marks a new chapter in the glorious history of the Konkan re- gion. I am sure, with huge potential of the region, the number of daily flights will increase to 20-25 within next 5 years," the Minister said. These new flights will further add convenience and comfort to travellers creating a gateway for the people to eas- ily access the Konkan region noted for its pristine beaches, temples, and forts. The findings of the study were published in the journal Science Advances, as a result of the teams' collaborative project on generating mice with an improved hormone profile that supports growth and metastatic spread of implanted hu- man breast tumours. The majority of breast cancer deaths are caused by estrogen re- ceptor(ER)-positive tumours. It has been a long-standing challenge to grow untreated ER-positive breast tumours from patients in mice. The shortage of such human breast tu- mour models has hampered efforts to identify better drugs or drug combinations. More effective treat- ments are needed to prevent the fre- quent development of resistance to current therapies and thereby re- duce mortality from breast cancer. ER-positive breast tumours are sen- sitive to the hormone prolactin, most known for promoting milk production in mothers. The investi- gators had previously discovered that mouse prolactin fails to acti- vate human prolactin receptors and speculated that this hormonal short- coming was key to the poor growth of human ER-positive breast cancer in mice. This new study reports that by modifying the mouse prolactin gene, the team generated a mouse breed that produces blood levels of human prolactin similar to the lev- els detected in patients. This new mouse model, called NSG-Pro, supports greatly enhanced growth of implanted ER-positive human breast cancers. Molecular pathway analyses of the tumours revealed that prolactin collaborates with es- trogen and Her2, two well-estab- lished growth factors for breast cancer. The team has now generat- ed a panel of transplantable estro- gen-dependent patient-derived breast tumour models in NSG-Pro mice. Several of the new tumour lines recapitulate disease progres- sion in patients by spreading to distant organs when implanted into the mammary glands of NSG-Pro mice. The research appears in the September 15 online issue of the journal Science Advances. "We are particularly excited about the op- portunity to study distant metas- tases and test the effectiveness of drugs on advanced stage ER-posi- tive breast cancer because until now such experimental models have not been available," says Hallgeir Rui. The findings of the study werepublished in the journal ScienceAdvances, as a result of the teams'collaborative project on generatingmice with an improved hormoneprofile that supports growth andmetastatic spread of implanted hu-man breast tumours.

MUMBAI: Diesel prices on Sunday crossed Rs 100-a-litre-mark in Gandhinagar and Leh as fuel prices were hiked again in sync with firming international oil prices. Petrol price was hiked by 30 paise per litre and diesel by 35 paise a litre, according to a price notification of state-owned fuel retailers. The sixth straight day of price hike pushed fuel rates to a new record high. The price of petrol in Delhi rose to its highest-ever level of Rs 104.14 a litre and Rs 110.12 per litre in Mumbai, the notification showed. In Mumbai, diesel now comes for Rs 100.66 a litre; while in Delhi, it costs Rs 92.82. After Mumbai and Hyderabad, diesel rates cross the Rs 100 per litre mark in Gandhinagar, the capital of Gujarat state, and UT of Leh. Diesel now costs Rs 100.21 a litre in Gandhinagar and Rs 100.06 in Leh. Bhopal, Raipur and Jaipur are other state capitals where diesel is above that mark. The relentless fuel price hike has also pushed petrol above the Rs 100 mark in all but one state capital, with Dehradun, Chandigarh and Gwahati joining that list. Ranchi is the only state capital with petrol less than that mark. Prices differ from state to state depending on the incidence of local taxes.

CMAI ON THE PROPOSED CHANGESTO GST RATE STRUCTURE INTEXTILE INDUSTRYCHANDIGARH : The Clothing Manufacturers Association of In-dia (CMAI), one of the largest and oldest Association represent-ing the interests of the Domestic Garment Industry, expressedits deep sense of disappointment and anguish at the recent an-nouncements from the GST Council indicating that with a viewto address the issue of Inverted Duty Structure in the Textile In-dustry, it has been decided to change the GST rates applicableon Fabrics and Garments with effect from 1st January. Althoughno formal communication has been received, reports indicatethat the current applicable rate of 5% on all Fabrics and Gar-ments up to the price of Rs.1,000, will be increased to 12%. It isindeed disturbing, that in order to correct an issuefaced by asmall section of the entire Industry, the Council is considering in-creasing the prices of nearly 85% of the final products to theConsumers. Mr. Rajesh Masand, President - CMAI urges theGovernment and the GST Council to consider these crucialpoints:- The Domestic Garment Industry is still struggling to re-vive post the Covid pandemic – with most of the industry still at60 – 65% of pre-covid levels (Retail, which is the lifeline of Ap-parel Manufacturing, was one of the first sectors to shut downand one of the last to re-open). Most indicators point to end2022 as the earliest that the Industry can hope to achieve itspre-covid levels. Tone deaf Melodious instruments do not a harmony

make. The Union minister for road trans-port, Nitin Gadkari, has claimed that he

is planning to introduce a law under which onlythe sound of Indian musical instruments would beused as horns in vehicles. He also intends to havepolice cars, ambulances and ministerial convoysplay a unique melody — something akin to thesignature Akashvani tune — instead of the blar-ing sirens. Mr Gadkari’s concerns are not mis-placed. According to the World Health Organiza-tion, rising decibel levels are among the top risksto public health. Data suggest that one in everyfive individuals suffers from disturbed sleep be-cause of traffic noise. Worse, studies have shownthat the human body does not have the ability toadapt to the racket: even while one is asleep,seemingly oblivious to noise, the distant rumbleof, say, trucks continues to trigger the adrenalglands to pump stress hormones into the body,raising blood pressure and heart rate. This height-ens the risk of, among other ailments, coronaryheart disease, dementia and depression. Whatmust also be mentioned is that noise pollution isoften a silent killer; its dangers are eclipsed bythe risks of other kinds of pollution, such as thatof air or water, that are discussed widely in thepublic domain. This makes noise pollution — itleaves no trace — a particularly lethal adversaryto contain.

But would Mr Gadkari’s ‘solution’ be music tothe ears of the aam aadmi? In a cacophonous na-tion like India, with patchy civil awareness, mini-mal interest in traditional music as well as poorimplementation of laws, it does not take much forsound — no matter how melodious — to turninto noise. Surely, being caught in a traffic snarlwith the incessant beat of a tabla set to Bhairav— a morning raga — on one side and a sarodplaying Khamaj — an evening raga — on theother cannot be considered too pleasant an expe-rience? Moreover, police cars and ambulanceshave harsh sirens for a reason — how else wouldpeople hear and make way for them on the roads?It is unlikely that a sea of traffic would part onhearing the Akashvani jingle.

The Taliban victory inKabul and America’shumiliating defeat in

Afghanistan should have ledto deep introspection withinthe United States, but so farthere is no evidence of thathappening. The top US mili-tary brass was on one of itsfrequent visits to its confes-sional, otherwise known asthe Senate Armed ServicesCommittee, revealing justenough to reassure the Amer-ican people that they have anopen system. The US defencesecretary, Gen. Lloyd Austin,must by now be in drill rat-tling off boo-boos by the mil-itary on more occasions thanone. I can never forget hisbeing grilled by the samecommittee during the Syrianwar when he was a four-stargeneral.

The issue then was a rel-atively small matter. Gen.Austin was responsible forthe training of Syrians whowould fight Bashar al-As-sad’s “militants”. An initial$500 million had been setaside for their wages, plus thestate-of-the-art military hard-ware. Having received stren-uous training, the Americanstrained as a mirror image ofJabhat al Nusra just meltedaway exactly as the celebrat-ed Afghan National Armydid. There was an uproar.The then defence secretary,Ashton Carter, wept before

the TV cameras. It fell toGen. Austin’s lot to then facethe Senate committee.

Senator: “How many ofthe men you trained are stillwith us, fighting?”

Gen. Austin: “Four…or… five.”

The general, now defencesecretary, was not as embar-rassingly exposed this timeon the Afghan withdrawal.He had the entire top brassfor company to face the sena-tors. As on the earlier occa-sion, he was candid.

“We have to consider

some uncomfortable truths.We did not fully comprehendthe depth of corruption andpoor leadership in the seniorranks.” Did he mean that hadthe senior ranks not been socorrupt, the foot soldiers, all300,000 (three lakhs) of themwould have been loyal?

There were lamentationsgalore over the “unexplainedrotation of commanders” byPresident Ashraf Ghani. Gen.Austin said “we did not an-ticipate the snowball effectcaused by these deals”. Thisenabled the Taliban com-

manders to strike deals withlocal leaders. In brief, he toldthe senators: “The AfghanArmy that we trained simplymelted away, in many caseswithout firing a single shot.”

This kind of a hearing islike a parade of Americandemocracy in action. It cancause millions of viewerswatching the show to sus-pend critical faculties. Notonly did the Afghan Armynot fire a shot, in places itvirtually spread out the redcarpet for the Taliban to en-ter. But why did it end this

way?President Joe Biden was

right. Any end to a 20-year-old involvement that was un-popular with the peoplewould end in a mess. It is justas well that it has ended. Butthat is President Biden’spoint of view. The rest of theworld is running around try-ing to cope with the void leftbehind.

“American troops cannotand should not be fightingand dying in a war thatAfghan forces are not willingto fight themselves,” said

President Biden? Can thisstatement be disputed? “Wecould not provide them withthe will to fight for their fu-ture.”

The patronising tone inthe last sentence does reekof the quantity called Amer-ican exceptionalism. Thisexceptionalism was obse-quiously accepted by all inthe days when the US wasthe paramount power. Buttoday, even in a groupinglike AUKUS, the US standsout as the only country thatdoes not play cricket.

The withdrawal, despitethe clear military advice tothe contrary, reflects on MrBiden decisiveness. Hisboss in an earlier era, Presi-dent Barack Obama, alsobecame aware of the futilityof extending the Afghan ex-pedition, as early as 2010,

but he allowed Gen. StanleyMcChrystal and Gen. DavidPetraeus to talk him out ofdecisive action.

They were looking forthe perfect occasion, like thePhilanderer, postponing hisrendezvous until the wife isin another city, the servantshave taken leave, there is apitter-patter of rain and, athand, a hubble-bubble withaphrodisiacs.

The stars were never go-ing to be in such perfect con-stellation. To that extent, MrBiden is right.

Over the past few years, I have been ob-sessed with the work of the Australiannovelist, Liane Moriarty. Yes, me and

everyone else. Ever since her 2014 block-buster, Big Little Lies, Moriarty has becomeone of the publishing industry’s most de-pendable hitmakers.

Although her prose is unflashy and hersubject matter seemingly pedestrian — Mo-riarty writes tightly-plotted domestic dramasabout middle- and upper-middle-class subur-banites — her observations are so precise,her characters’ psychology so well realized,that I often find her stories burrowing deepinto my brain and taking up long, noisy resi-dence there. It’s no wonder Hollywood hasbeen snapping up her books as quickly as shecan write them. Big Little Lies and her 2018hit, Nine Perfect Strangers, have been turnedinto limited series for television. Moriarty’senthralling new novel, Apples Never Fall,which debuted last month at the top of TheTimes’s bestseller list, may also be headingto a streaming service near you. But now aconfession: I heap all this praise on Moriarty

having technically never read a word she’swritten. Instead, I have only listened. TheEnglish audiobook versions of her novels areread by Caroline Lee, a narrator whose crys-talline Australian cadences add to Moriarty’sstories what salt adds to a stew — necessarydepth and dimension. Lee’s voice is an irre-sistible, visceral joy; like the best audiobooknarrators, her delivery is endlessly malleable,shifting nimbly across accent, register andtone to create a sense that one is inside thestory rather than peering in from the outside.

I binged Apples Never Fall in a day anda half, and when I was done, I began to won-der who deserved the greater share of praise— the author or the narrator. It’s true thatMoriarty’s books are difficult to put down,but would I have been as deeply hooked ifthey weren’t cooed by a voice that couldmake the Federal Register sound com-pelling? But if Lee’s narration really does socompletely elevate Moriarty’s text, whatabout the people who had read the bookrather than listened to Lee read it? Hadn’tthey missed something crucial?

Aural pleasure Good Night, Sleep Right Sleep is one of the most

primitive requirementsof life. Numerous stud-

ies and long-drawn researchhave simplified some aspectsof its function and nature,though a lot of it yet remainselusive.

The body rests duringsleep and restores its energyand functions. The energyconsumption by various or-gans are minimal and thebrain conserves its nervecells and connections to beactive again when awake.Adequate quantity and quali-ty of sleep determine our dai-ly schedule, activity levels,attention, memory, learningand even our life span. Thebody clock regulates the cir-cadian rhythm — which isnecessary for all the physio-logical processes in the body.And that, in turn, depends ona good night-time sleep.

In fact, every singlefunction of the human bodydepends on good sleep, andsleep deprivation or restric-tion can have a myriad ofshort-term and long-termharmful effects on the bodyand mind.

In the recent days ofglobalisation, competitionand stress-laden lifestyle,technology has carved intoour lives like a double-edged

sword. A negative conse-quence of which is our natu-ral sleep duration being de-liberately compromised byexternal demands of workand leisure.

It is very important tostress the fact that “healthy”sleep does not depend on anyparticular duration or envi-ronment. It is not just the ab-sence of insomnia or othersleep-related disorders. It ba-sically means the natural pat-tern of sleep that our bodyholds for us at night, withoutbeing interfered with in thelong-term. As the epidemicof “sleeplessness” rises, weget plagued by a multitude ofsleep-related myths and mis-information that further addto the burden, leading to in-creased and harmful use ofover-the-counter sleeping

pills.Let’s address some of

these myths.Myth: A certain amount

of sleep is necessary daily.Reality: On an average, a

healthy human needs six toeight hours of sleep everyday, preferably at night.However, these figures varyand it is best to follow thenatural, individualised pat-tern rather than striving todevelop any set patterns ofsleep.

Reality: All these activi-ties stimulate the brain andimpair the quality of sleep.Any drink (alcoholic or non-alcoholic) can disturb sleep.Ensure a gap of an hour be-tween dinner.

Bear with me, gentle reader, thismeditation -- or boring observation --has been stimulated by a statement

and use of the word “scum” by thedeputy leader of the Labour Party,Angela Raynor MP, in her address tothe party’s annual conference. Shewasn’t talking about soap, but aboutthe Tories. She twice called them“scum”. I think she meant BorisJohnson and his Cabinet and possi-bly all Tory MPs or party members.I am sure she didn’t mean all Toryvoters, because she makes a bigthing of being a northern Englishlass from the working class and, inthe last election, very many suchlads and lasses voted Tory.

Nevertheless, her diatribe attract-

ed sensational attention from thepress and from Tory commentators.This was not the sort of abuse that aparliamentary Opposition should beproud of. As an Opposition leadershe was free to criticise but not tocuss. She didn’t give a toss. Her pro-file has been raised as never before.

For my part, I wouldn’t object tothe occasional use of unparliamen-tary language if it’s applied to thelikes of BoJo’s Cabinet, but wonderabout the connotations of themetaphor. Perhaps Angela meantthat like soap, the Tories in govern-ment are supposed to benefit the

populace, but are instead a creepingdetritus.

Words, words, words! In the be-ginning there was one -- I’ve alwaysthought it was “OM” -- - but there’llnever be an end to chatter aboutthem. Not in this generation anyway.In our times the West has bred a gen-eration or two of linguistic revolu-tionaries, the brave LRs.

The rewriting of history is a con-stant activity. Times change, warsand revolutions take place, new vic-tors take charge of history and de-scribe events as they want them de-scribed.

Guwahati airport's operationshanded over to Adani Group

Beginning the process of de-veloping and modernising theNortheast's foremost airport, thesymbolic key of the airport washanded over by Ramesh Kumar,Airport Director of the AirportsAuthority of India (AAI). to Ut-pal Baruah, Chief Airport Officerof the new airport operator at anevent held midnight, a pressstatement said.

In 2018, the government ofIndia included the Guwahati air-port in the group of six airports -- Ahmedabad, Lucknow, Manga-lore, Jaipur and Thiruvanantha-

puram -- set for privatisation foroperations, management and de-velopment (OMD) for a period of50 years. Adani Enterprise Limit-ed emerged as the successful bid-der for all the six airports.

The concession agreementbetween the AAI and Adani En-terprise Limited was signed on

January 19 this year in New Del-hi. From Friday onwards, the op-erations, management and devel-opment responsibilities of Guwa-hati's Lokpriya Gopinath Bor-doloi International Airport willbe handled by the new airport op-erator -- Adani Guwahati Interna-tional Airport Limited (AGIAL) -

- the statement said.Amidst the sonorous tradi-

tional tune of 'taal-khol' and'Bihu', in presence of the AdaniGroup's representatives, thecharge handover moment waswitnessed by several staff and of-ficers of the airport with theirfamilies.

Petrol, diesel pricehiked again

Petrol price on Friday was hikedby 30 paise a litre and diesel by35 paise per litre as domestic fuelprices witnessed possibly thelargest rally in rates.

The price of petrol in Delhirose to its highest-ever level ofRs 103.54 a litre and to Rs109.54 per litre in Mumbai, ac-cording to a price notification ofstate-owned fuel retailers.

Diesel rates too touched arecord high of Rs 92.12 in Delhiand inched closer to the Rs 100-a-litre mark in Mumbai. It cur-rently costs Rs 99.92 a litre inMumbai. Prices differ from stateto state depending on the inci-dence of local taxes. Shedding itsmodest price change policy,state-owned fuel retailers havesince Wednesday started passingon the larger incidence of cost toconsumers. For three days in arow, petrol price has been hikedby 30 paise a litre and diesel by35 paise - the biggest rally in

rates.This is because the interna-

tional benchmark Brent crudehas soared to over USD 82 perbarrel after the decision byOPEC+ not to increase outputmore than 0.4 million barrels perday, fuel rates are being in-creased by a larger proportion.

A month back, Brent wasaround USD 72 per barrel. Beinga net importer of oil, India pricespetrol and diesel at rates equiva-lent to international prices. Thesurge in international oil pricesended a three-week hiatus inrates on September 28 for petroland September 24 for diesel.

India reports 21,257 freshCovid-19 cases, 271 deaths

India has reported 21,257 fresh Covid-19 cases and 271 deaths in the last 24hours, the Union Health Ministry said onFriday. The current recovery rate is97.96 per cent, the highest since March2020 it stated.

“Total case recoveries in the last 24hours has reached 24,963, taking the to-tal tally to 3,32,25,221 in the country,”data mentioned.

The data suggested that the activecases account for less than 1 percent ofthe total case, which is 0.71 per cent,lowest since March 2020.

It said the active caseload stood at2,40,221; lowest in 205 days, whereasthe weekly positivity rate stood at 1.64percent which is less than 3 percent forthe last 105 days.

The Ministry said as the testing ca-pacity across the country continues to beexpanded.

In the last 24 hours a total of13,85,706 tests were conducted. “Indiahas so far conducted over 58 Cr cumula-

tive tests,” the ministry said.Meanwhile, with the administration

of 50,17,753 vaccine doses in the last 24hours, India’s COVID-19 vaccinationcoverage crossed the landmark of 93 Cras per provisional reports till 7 am today.This has been achieved through90,68,525 sessions.

As per the date, more than 94.86crore vaccine doses have been providedto States/UTs through direct procure-ment category.

“More than 8.22 Cr balance andunutilized COVID Vaccine doses arestill available with the States/UTs to beadministered,” the Ministry said.

Singh took to Twitter toallege that the Centralgovernment is taking moneyfrom the pockets of thecommon man and fillingtheir own pockets, only tospend further it on the bigcorporate houses.

"Petrol and diesel pricescontinue to rise. Modi-ShahGovernment is taking moneyout of the pockets of thegeneral public and fillingtheir own treasury, only to

further spend it on bigcorporate," tweeted Singh inHindi.

Meanwhile, petrol anddiesel prices surged to recordall-time high levels acrossthe metro cities on Thursday.

In Mumbai, fuel ratescontinue to be the highestamong the metro cities;

petrol price was increased by29 paise, as it touched Rs109.25 for a litre while thediesel spiked by 38 paise tocost Rs 99.55 per litre.

After a 30 paise hike,petrol now costs Rs 103.24per litre in Delhi, whilediesel price stands at Rs91.77 per litre, after a spikeof 35 paise.

In Kolkata, petrol costsRs 103.94 per litre, up 29paise, and diesel at Rs 94.88per litre as it was increasedby 35 paise while the petrolprice now stands at Rs100.75 per litre in Chennai,up 26 paise, and diesel washiked by 33 paise to cost Rs95.26 per litre.

Rates have beenincreased across the country

and differ from state to statedepending on the incidenceof value-added tax.

The fuel prices continueto soar across the countryand have crossed Rs 100 inmany states.

The petroleumcompanies have also hikedthe price of domesticLiquefied Petroleum Gas(LPG) cylinders by Rs 15.

Now, the price of a non-subsidized 14.2 kg domesticcylinder in Delhi will be Rs899.50, while the new rate of5kg domestic cylinder standsat Rs 502.

Earlier on October 1,petroleum companies hikedthe price of commercialLiquefied Petroleum Gas(LPG) cylinders by Rs 43.50.

The capital's average PM2.5 leveloscillates between very poor and severecategories from October 16 to February 15.

It records an average PM2.5concentration of 285 micrograms per cubicmetre from November 1 to November 15.

PM2.5 level from 61 to 120 is consideredmoderate to poor , 121 to 250 is very poor ,251 to 350 is severe and more than 350 issevere plus .

A major increase in pollution levels isseen from October 15 to November 1. Theaverage PM2.5 level reach 285 microgramsper cubic meter from 80 micrograms percubic metre, an environment departmentofficial said.

All sources of pollution are active duringthis period. It is the time when stubbleburning peaks. There is smoke fromfirecrackers and dust pollution, he said.

December 16 to December 31 is the

second-most polluted period in Delhi. Theaverage PM2.5 concentration during thisperiod stands at 218 micrograms per cubicmetre. The main reason for the high airpollution level is waste burning because thisis the time when Delhi records its lowesttemperatures and festivals, the officialsaid. The third-most polluted fortnightstretches from January 1 to January 15.The average PM2.5 concentration duringthis period is 197 micrograms per cubicmetre. Based on the data, the governmentwill make interventions as part of thewinter action plan to curb pollution, theofficial said.

Mukesh Parmar, thesarpanch of Bavsar group village panchayat inHimmatnagar taluka, was caught red-handed onThursday while allegedly accepting the cash from afactory owner, the ACB said in a release. The com-plainant had recently set up a factory on a plot thatfalls under the jurisdiction of Bavsar group pan-chayat. Since the approval of the sarpanch is nec-essary for the construction, the factory owner hadrequested Parmar to give his written clearance afew months back so that civil work can be started.After some negotiations, Parmar had given his ap-proval a few months back without taking any mon-ey at that time and had asked the factory owner topay the bribe at the earliest, the ACB release said.But soon, Parmar started reminding the com-plainant to pay the pending bribe of Rs 1.5 lakh andthreatened to give a negative report about the fac-tory to the authorities if his demand was not met.The factory owner then approached the ACB,which laid a trap at a farm in Bavsar and caughtParmar red handed while accepting Rs 1.5 lakhcash from the complainant, the anti-graft agencysaid in the release.

Narcotics Control Bureau (NCB)Mumbai detained one more personin connection with the Cruise shipparty case from the Powai area onTuesday night and seized drugs fromhis possession.

According to the NCB, thearrested person has been identifiedas Anchit Kumar. The NCB isconducting raids in Bandra, Juhu,and Goregaon areas since last night.The NCB on Tuesday had said that atotal of 16 arrests have been made sofar. Eight persons were detained forquestioning by the NCB inconnection with the drug seizure onthe cruise ship, according to NCBzonal director Sameer Wankhede.All of the eight persons were laterarrested on October 3. Threeaccused including Aryan Khan,Arbaz Seth Merchant, and MunmunDhamecha were produced before

Mumbai's Esplanade Court whichremanded them to NCB custody tillOctober 4. The Ministry of Educationhas lifted the criteria temporaryto allow universities to fill thevacant post.

Sources of the EducationMinistry told , "Around 10,000posts vacant in the Centraluniversities including teachingand non-teaching staff and theministry had given instructionto fill up this vacancy soon."

Speaking to the media,Union Education MinisterDharmendra Pradhan said,"The ministry has put atemporary hold on PhD forassistant professor recruitmentand PhD would not bemandatory for this post as ofnow but has not beencancelled."

The move is expected to fillvacant teaching posts acrosshigher education institutesfaster.

"Education Ministry hadreceived several requests fromcandidates who wanted to applyfor the post but were unable to

fulfil their PhD requirement,asking to postpone the 2018guidelines," Education Ministrysources said.

The University GrantsCommission (UGC) in 2018 setthe criteria for recruitments forentry-level posts at universitiesand colleges. It had given athree-year window tocandidates to complete theirPhDs and asked all universitiesand colleges to start applyingthe criteria for recruitment fromthe 2021-22 academic session.

Due to the pandemic, manycandidates could not completetheir PhDs and were appealingto the government to relax theeligibility this year, sinceuniversities have been shut andresearch activities suffered dueto the COVID-19 pandemic.

"It has twospectrums. Undernutrition andovernutrition, which is mostlydue to macro-nutrient deficiencyi.e., inadequate diet. Anotheraspect is micronutrientdeficiency which is a hiddenmalnutrition having its owneffects on growth and

development," Jagtap told PTI."Once we understand this,

we would realise thatmalnutrition is not the problemof only the poor. Poor aregrappling with undernutritionand the rich are grappling withovernutrition," he added.

He said affordability may notbe the issue with most of thecommunity, but lack ofawareness certainly is. "Lack ofawareness on recommendeddietary diversity and whichlocally available food canconstitute a diversified diet,along with misconceptions in thecommunity on what food to eat,

when to eat, how much and howmany times to eat, would need tobe addressed," he said. Hestressed on the importance ofcorrect feeding practices duringthe first 1,000 days of the growthof children.

He advised women toinclude micronutrientsupplementations like Iron FolicAcid (IFA) and calcium duringpregnancy, early initiation ofbreastfeeding, and exclusivebreastfeeding till completion ofsix months.

Jagtap said it is important tointroduce adolescents to goodnutrition early on to avoid the

development of poor eatinghabits. Dr Seema Puri, AssociateProfessor, Department ofNutrition, Institute of HomeEconomics University of Delhi,said malnutrition orundernutrition is more commonamong the poor, which couldmainly be due to lack of food,but even in economically betteroff sections, different forms ofmalnutrition like micronutrientmalnutrition or hidden hungerare seen. Anemia affects all agesand income groups, vitamin Ddeficiency is mainly due to lackof sun exposure and hence seenin more affluent sections of thesociety. "Low birth weightbabies, their prevalence is quitehigh even in the highest wealthquintiles. Obesity, which is aform of malnutrition, is nowbeing reported even from slumareas, among the poor," she said.

India reports 26,727 new COVID-19cases,277 deaths in last 24 hours

India reported 26,727new COVID-19 casesand 277 deaths in thelast 24 hours, informedthe Union HealthMinistry on Friday. Asper the ministry, out of26,727 new COVID-19 cases and 277 deaths across India,15,914 cases and 122 deaths were reported in Keralayesterday. India's active caseload stands at 2,75,224; thelowest in 196 days. The active cases in the country accountfor less than 1 per cent of total cases, currently at 0.82 percent, the lowest since March 2020.

With 28,246 recoveries in the past 24 hours, the totalnumber of recoveries in the country has gone up to3,30,43,144. India's recovery rate stands at 97.86 per cent,the highest since March 2020. The weekly positivity rate inthe country stands at 1.70 per cent, less than 3 per cent forthe last 98 days. Presently, the daily positivity rate is 1.76per cent, less than 3 per cent for the last 32 days. As manyas 15,20,899 COVID-19 tests were conducted in the last 24hours, taking the total cumulative tests conducted so far inthe country to 57,04,77,338. The country has administered89,02,08,007 vaccine doses so far under the nationwidevaccination drive, out of which 64,40,451 vaccine doseswere administered in the last 24 hours.

Adityanath orders dismissal of police officersfrom service involved in serious crimes

Days after the Kanpur incident, ChiefMinister Yogi Adityanath on Thursdayordered the dismissal of policeofficers/personnel from service who areinvolved in very serious crimes.

According to Uttar Pradesh ChiefMinister's Office (CMO), following theKanpur incident, CM has ordered thedismissal from service of policeofficers/personnel who are involved in veryserious crimes. Tainted personnel will not bedeputed to important positions in the field.

Recently there have been complaints ofsome police officers/personnel indulging inillegal activities.

The Chief Minister has said that this is notacceptable at all. "There should be no placefor such people in the police department.Identify such people with proof and provide alist. Action will be taken against all as perrules," said Yogi Adityanath.

Earlier on September 28, a Kanpur basedbusinessman died during a raid at a hotelroom in Uttar Pradesh's Gorakhpur, following

which six policemen were suspended. "Sixpolice personnel have been suspended fornegligence during a raid at a hotel room, inwhich a man was injured. He was laterhospitalised but succumbed to injuries. Thematter to be probed by SP North," saidGorakhpur Superintendent of Police (SSP)Vipin Tada.

India saw a single-day rise of 19,740Covid infections, taking the country'stotal tally of cases to 3,39,35,309,while the number of active cases hasdeclined to 2,36,643, the lowest in206 days, according to Union healthministry data updated on Saturday.

The death toll has climbed to4,50,375 with 248 more fatalities, thedata updated at 8 am stated.

The daily rise in new coronaviruscases has been below 30,000 for 15straight days, the ministry said.

The active cases have declined to2,36,643 and comprise 0.70 per centof the total infections, the lowestsince March last year. The nationalCovid recovery rate has been record-ed at 97.98 per cent, the highest sinceMarch last year, it said.

There has been a decrease of3,578 cases in the active Covid case-load in a span of 24 hours, the min-istry's data stated.

The daily positivity rate has beenrecorded at 1.56 per cent. It has beenless than three per cent for the last 40days, it said.

The weekly positivity rate hasbeen recorded at 1.62 per cent. It hasbeen below three per cent for the last106 days, according to the healthministry.

The number of people who haverecuperated from the disease hassurged to 3,32,48,291, while the casefatality rate has been recorded at 1.33per cent, it said.

The cumulative doses adminis-tered in the country so far under thenationwide Covid vaccination drivehas exceeded 93.99 crore.

The 248 new fatalities include

120 from Kerala and 59 from Maha-rashtra, the ministry said.

It said a total of 4,50,375 deathshave been reported so far in the coun-try, including 1,39,470 from Maha-rashtra, 37,866 from Karnataka,35,754 from Tamil Nadu, 26,072from Kerala, 25,088 from Delhi,22,896 from Uttar Pradesh and18,882 from West Bengal.

The issuecreated a rift in the relationshipbetween him and all his familymembers. Recently, Vinod had sold his land andplanned to give a major share to hisfriend. He was also planning to sell offanother property.The family members upset with theconduct of Vinod hatched a conspiracyto kill him, the police said.The accused purchased petrol andmade other preparations onSeptember 26. They allegedlystrangulated Vinod with an iron wireand smashed his head with an ironrod, after which his body was placed inthe car, which they later torched.Meanwhile, the Theerthahalli policewho traced the burnt car initiallythought it to be a case of suicide.

NEW DELHI: The Central Bureau of Investigation (CBI), as part of its probe into cases of post-poll violence in West Bengal, arrested eleven persons in East Medinipur on Saturday for their alleged involvement in several criminal offenses. In September, the CBI had detained six persons for their alleged involvement in several criminal offenses in post-poll violence in the state. A team of CBI officials visited Howrah district on September 6 and detained all six of them from the Domjur area. Earlier in August this year, the Calcutta High Court had ordered a court-monitored CBI probe into cases of post-poll violence in the state. It also ordered to set up Special Investigation Team (SIT) for investigation of relatively less serious crimes.

Resolve Permanent Commission issueof women Army officers: SC to Govt

NEW DELHI: Army Permanent Commission: The Supreme Court on Friday asked the Centre to resolve the issue of 72 women short service commission officers, who were not considered for Permanent Commission (PC). The court said the grant of PC should be with regard to its order of 24 March this year and thereafter it will close the contempt case filed by the women officers.

According to news agency a news agency a bench of Justices DY Chandrachud and BV Nagarathna told Additional Solicitor General Sanjay Jain and senior advocate R Balasubramanian to personally look into the issue.

The bench said its order was clear that if the women officers have got 60% marks and they clear medical fitness tests and got clearances of vigilance and disciplinary, they need to be considered. Jain said that they have filed an affidavit which shows that their conduct was considered by the special selection board after which they were not found fit. The bench said, “We have also said that permanent commission will be granted subject to vigilance and disciplinary clearances. We will not compromise if there are no clearances. After all, we are dealing with the Indian Army. We also know the importance of vigilance clearances. We are also soldiers of this country".

MUMBAI: A 20-year-old woman was allegedly raped by some robbers on board the Lucknow-Mumbai Pushpak Express train between Igatpuri and Kasara railway stations in Maharashtra on the Central Railway route, a police official said on Saturday.The incident occurred late Friday night and the Mumbai Government Railway Police (GRP) has arrested four persons in this connection, he said.Quaiser Khalid, Mumbai GRP's Police Commissioner, said the alleged crime was committed when the express train was traversing the ghat section.Giving information about the incident and the action taken by the police, Mr. Khalid said in a tweet, "The accused boarded Lucknow-Mumbai Pushpak Express at Igatpuri (Aurangabad Railway district) in sleeper bogie D-2 and started committing the crime through the Ghat area during the night."When the train reached Kasara, the passengers called out for help. The officer and staff at GRP Mumbai immediately responded, he said.
