Norman Vincent Peale AGENCY NAINITAL, JUL 26 Scientists at the Aryabhatta Research Institute of Observational Sciences (ARIES) here have discovered 28 new variable stars in the Milky Way galaxy. ARIES Director Wahab Uddin described the finding of the new vari- able stars, whose luminosity or brightness keeps changing, as a "rare achievement". It is for the first time that variable stars have been identified in Globu- lar cluster NGC 4147 in the constel- lation of Coma Berenices, said for- mer director of ARIES, Anil Pande, who now works at the institute as a senior scientist. "The discovery by ARIES scien- tists could be crucial in advancing knowledge about the composition of globular clusters in general," Pande told. Besides the detection of new variable stars, the study also provides important insights into the internal structure of NGC 4147 which is lo- cated closer to the Earth than previ- ously thought, he said. "The ARIES team of researchers led by Dr. Sneh Lata and Dr. A K Pandey performed photometric ob- servations of globular cluster NGC 4147 using 3.6 metre Devasthal Op- tical Telescope (DOT) established in 2016 near Nainital," Pande said. A variable star is a star whose lu- minosity or brightness changes. "This change may be caused due to periodical swelling and shrinking of the star or occasional block of light due to an eclipse by some other solar body," he said. Man trapped inside burning car, charred to death NEW DELHI: A 42-year-old man was charred to death as he failed to escape out of his mov- ing SUV when it caught fire in Mahendra Park area in north- west Delhi, police said on Friday. Ajay Gupta, a resident of Alipur, was on his way to the Indira Gandhi International Airport in his Mahindra XUV 500 on Thurs- day night when the incident hap- pened, Vijayanta Arya, deputy commissioner of police (north- west), said. When Gupta reached Mukarba Chowk, his vehicle caught fire when in mo- tion, he said. Police were in- formed that a vehicle has caught fire and a man was trapped in- side, he said. Two fire tenders were rushed but the vehicle was completely burnt and and the fire was extinguished by the time the extinguishers reached the scene, a senior fire department officer said. A fully charred body was pulled out of the SUV, police officials said. Two Nepalese women held for drug trafficking SHIMLA: Two Nepalese women were arrested in Himachal Pradesh's Kullu district and more than 10 kg charas was recov- ered from them, police said on Friday. Sapna (33) and Rani (30) were travelling in a Manikaran bound Himachal Road Transport Corporation (HRTC) bus from Uttarakhand's Haridwar, Kullu Superintendent of Police Gaurav Singh said. Both hail from Nepal's Kapilvastu district and had wrapped the charas around their bodies. They were caught at a check-post in the district, he added. The SP said 5.025 kg and 4.850 kg charas was found from Sapna and Rani's posses- sion respectively. The contra- band was to be sold in Himachal Pradesh, he added. Seven killed in Pilibhit road mishap PILIBHIT: Seven people includ- ing two children were killed and two others were injured when a bus collided with a car at Khamaria bridge under Jahan- abad police station area in the district on Friday. Police sources while confirming the death of seven people in the accident said that all the de- ceased were travelling in the car and belonged to the same fami- ly. The family in the car was the native of Aligarh and were re- turning to Bareilly after visiting the Purngiri temple at Tanakpur in Uttarakhand. The car was hit by a Uttarakhand government bus. Senior Medical Super- intendent of IGMC Dr Janak Rak in a medical bulletin sounded advisory that if any person is suffer- ing with fever after work- ing in the field and grass, one should report in the hospital without wast- ing much time. He said that ST is 3rd type of fever after Dengue and Chikungunya which is more prevalent during the rainy season. ST is a bacte- rial type of infection which is fatal. State Surveillance Officer Dr Sonam Negi said that so far 189 cases of Scrub Typhus was detected in the state as 79 cases recorded in Bilaspur dis- trict , 43 in Kangra, 38 in Kullu, 13 in Mandi seven in Shimla, six in Chamba , two in Solan one each in Sirmaur , Kinnaur and Kul- lu. Out of two patients died in the state belonged to one each from Mandi and Shimla district . Sofar 2322 blood samples were taken to detect the pathogen. Around 35 to 40 people dies of ST every year in the state as around 300 to 450 tested positive of it in the rainy season. The symp- toms are alike Chikungun- ya. Infestation of ST occur from grass or weed from mite bite however unlike Dengue and Chikungunya it is not confined to towns and urban areas but infest in the rural areas. Symp- toms of ST includes headache, cold, fever, body ache and appearing of red pimples after three to five days of biting. After presiding over a meeting to review the arrangements for the 550th Parkash Purb cel- ebrations here today, the Tourism & Cultural Affairs Minister Mr. Charanjit Singh Channi while disclos- ing this directed the Trans- port Department to make all necessary arrangements for the visit of students to the Holy City. "One person was brought dead while 9 others with less than 25 per cent burn injuries are admitted to the hospital and are receiving treatment. ''This was a misadventure. Misad- ventures are normally not repeated. You'll get a bloodier nose next time,” General Rawat said when asked for his message to Pakistan at a press confer- ence in Drass in Ladakh region during the Kargil Vijay Diwas celebrations on Friday. Gen Rawat said he wants to convey to the countrymen that they can be rest assured that any task given to defence services will always be accomplished no matter how difficult it is. ''Our soldiers will continue to man and guard our bor- ders,'' he said. ''I recall the statement by the then Prime Minister (Atal Bihari) Vajpayee when he said that Indian forces have been directed to remove infiltration. He went to add that even before we launch the forces, we are confident the victory will be ours, and the forces didn't let him down,'' the Army chief said. Despite icy heights and difficult cir- cumstances, he said Indian soldier en- sured that the task given to him was completed. ''He knew that he had to live by the reputation of Indian Army,'' he said. Gen Rawat said today is a day to pay homage to those who laid their lives, those who were wounded and to those who supported the units and for- mations involved in combat. Talking about the modernising the Army’s in- ventory, the Army chief said that the fo- cus is on the Artillery weapon system. ''We are looking at modernising our in- ventory. Our focus is on Artillery weapon system, by 2020 we will get the Howitzers. We are manufacturing K-9 Vajra in collaboration with South Korea in the country now. Two Bofors like guns are also being manufactured local- ly under Make in India,'' he said. How- ever, he said the modernisation of the in- ventory can’t happen overnight. ''…be- cause the new technology is coming in, it don’t mean that the weapon system which you have will stop firing and can’t be used. We are still using age old weapons, and they have not become ob- solete,'' he said. The new anti-terror Unlawful Activities (Prevention)Amendment Bill gives the country’s security agenciesextraordinary powers. The government is offering assur-

ances that the power to name individuals, including suspects,as “terrorists”, and even seize their property will not be mis-used. But history suggests that the more powers are given to in-vestigators, the more they will be misused, with not only sus-pects but also innocents feeling the heat of interrogation meth-ods that may breach human rights. The effect of the new pro-visions, which will become a part of the law when the bill pass-es in the Rajya Sabha, is that India will become more of a se-curity state like Israel, Turkey or Russia, where the securityforces will have a free run against anyone seen as non-con-formist with those running the State. There have been far toomany cases of terror suspects being incarcerated for decadesbefore being let off for want of evidence, and all we have thenare hardened criminals let loose on society, defeating the aimof averting acts of terrorism.

The passing of the NIA Bill and the Protection of HumanRights Act, which waters down the role of the InformationCommission, and the whittling down of the RTI Act into a paleshadow of itself reveal a pattern in which the State is empow-ering itself to the extent of not being legally accountable. TheUAPA aims to replace Tada and Pota, but each successive up-grade only puts more powers in the hands of the investigators.Terrorism is the modern world’s biggest and most disruptivethreat, and must be rooted out. Those indulging in it or plan-ning to do so must face the consequences. However, there is noguarantee that the strictest laws will prevent terrorist attacks.There are issues involving the centralisation of powers at thehands of the Centre, which may also not go down well withstate governments. While all governments at the Centre showa tendency to concentrate powers with itself, it is the larger fearof misuse of such power that suggests we are getting into a sit-uation truly unworthy of a democratic order.

The opaqueness in sharing of information protects virtualpolice states from having to be accountable. The law will as-sign absolute powers to the Centre as it may deem any activi-ty, including what may be normal democratic dissent, as un-lawful, and may declare it so. The home minister’s assertionthat the so-called “Urban Maoists” will not be spared triggersdisturbing anxieties over where this is all heading. While allstates must encourage real-time information sharing and an ac-tive cyber presence to ferret out malcontents without fear oflosing ground to the Centre, it is incumbent for Central inves-tigating agencies not to usurp the powers of states. A discern-ing apparatus to undertake counter-terror operations is the needof the hour — that requires smarter policing more than sweep-ing powers.

storeowner to becoming thechief minister for a fourthtime, B S Yediyurappa hasnavigated the choppy watersof politics with the consum-mate ease of a seasoned oars-man. The rare smile is back onthe ever grim-looking Yediyu-rappa's face as he took over asthe chief minister, 14 monthsafter he demitted the office,unable to prove the majorityin the State Assembly. In a re-peat of sorts, it has not been aneasy ascent to power for the76-year-old Lingayat strong-man this time too as a murkylegal battle and weeks of po-litical drama preceded histakeover.

Losing power after havingcome so close, Yediyurappawas determined to regain thereins of power from H D Ku-maraswamy, whose partyJD(S) cobbled up a post pollalliance with the Congressand managed to overthrow histhree-day-old BJP govern-ment on May 19, 2018.

Yediyurappa had to resignas CM as he could not mustera majority after staking claimto form the government on theground that his party hademerged as the single largestone.

Another interesting ele-ment in Yediyurappa's strug-gle to power this time is, it isbeing seen as his last chance,considering his age and BJP'spolicy of retirement fromelectoral politics to its leaders

who have crossed 75. A hard-boiled RSS swayamsevak, 76-year-old Bookanakere Sid-dalingappa Yediyurappajoined the Hindu right organi-sation when he was barely 15,and cut his political teeth inthe Jana Sangh, the BJP'sforerunner, in his hometownShikaripura in Shivamoggadistrict.

He became the JanaSangh's Shikaripura talukchief in the early 1970s.Yediyurappa, who began hiselectoral politics as Purasabhapresident in Shikaripura,wasfirst elected to the Assemblyfrom Shikaripura in 1983 andwent on to win eight timesfrom there. Along with beingparty's state unit president, hehas also served as oppositionLeader in the Legislative As-sembly, member of Legisla-tive Council, as also member

of parliament. He is known tohave espoused the cause offarmers. A Bachelor of Arts,Yediyurappa, who was jailedduring Emergency, worked asa clerk in the social welfaredepartment before taking up asimilar job at a rice mill in hisnative Shikaripura before heset up his hardware shop inShivamogga.

He married Maitradevi,daughter of the rice mill own-er, where he worked, onMarch 5, 1967 and has twosons and three daughters.

Yediyurappa may havelanded in the hot seat in 2004when the BJP emerged as thesingle largest party, but theCongress and JD(S) of formerprime minister H D DeveGowda formed an alliance,and a government was formedunder Dharam Singh. Knownfor his political acumen,

Yediyurappa joined handswith Kumaraswamy, DeveGowda's son, in 2006 andbrought down the DharamSingh government after thechief minister was indicted byLokayukta in an alleged min-ing scam.

Under a rotational chiefministership arrangement,Kumaraswamy became theCM and Yediyurappa hisdeputy.Yediyurappa becameCM for the first time in No-vember 2007 but his term last-ed just seven days as Ku-maraswamy reneged on apower sharing pact andwalked out of the alliance.

He was made the chiefminister once again after theBJP came to power in May2008 but had to step down inJuly 2011 following his in-dictment by the thenLokayukta N Santosh Hegdein an illegal mining case.

In the 2008 polls, Yediyu-rappa led the party to victory,and the first BJP governmentin the south was formed underhim. Soon controversiesswirled around Yediyurappaover alleged abuse of office tofavour his sons in allotment ofland in Bengaluru and he wasforced to resign on July 31,2011 following indictment byLokayukta in an illegal min-ing scam. On October 15 thatyear, he surrendered beforethe Lokayukta court after it is-sued a warrant against him inconnection with alleged landscams,and was in jail for aweek. Sulking after havingbeen made to quit, Yediyurap-

pa broke his decades-long as-sociation with the saffron par-ty and formed the KarnatakaJanata Paksha.

However, ploughing alonely furrow, he failed tomake the KJP a force to reck-on with in state politics butwrecked the BJP's chances ofretaining power in the 2013polls, winning six seats andpolling about 10 per centvotes. As Yediyurappa facedan uncertain future and theBJP looked for a leader with aformidable reputation to lendits campaign the required heftahead of the 2014 Lok Sabhapolls, the two cosied up toeach other, leading to theKCP's merger with the BJP onJanuary 9, 2014.

In the Lok Sabha election,the BJP won 19 of the state's28 seats, a remarkable turn-around for the party whichhad secured only 19.9 per centvotes in the Assembly pollsjust a year ago leading to thefall of its first government.Notwithstanding the corrup-tion taint, Yediyurappa's statusand clout grew in the BJP. OnOctober 26, 2016, he got ahuge relief when a specialCBI court acquitted him, histwo sons and son-in-law in aRs 40 crore illegal miningcase, which had cost him thechief ministership in 2011. InJanuary 2016, the KarnatakaHigh Court quashed all 15FIRs against Yediyurappalodged by Lokayukta policeunder the Prevention of Cor-ruption Act.In April that year,he was appointed the state

BJP chief for the fourth time.The Lingayat leader, however,continued to be dogged bycontroversies, with the anti-corruption bureau launchingproceedings against him in analleged illegal land denotifica-tion case, which was stayedby the high court followinghis plea. The BJP declaredhim its chief ministerial can-didate in the 2018 assemblypolls, ignoring the taunts bythe Congress. As the pollsthrew up a hung verdict, withno party getting a clear major-ity in the 225-member House(including Speaker), the Gov-ernor invited Yediyurappa toform the government andgave him 15 days to prove themajority.

However,the SupremeCourt asked him to prove themajority in the House follow-ing a plea by the Congress-JDS challenging the gover-nor's decision to invite theBJP to form government.

The three-day-old BJPgovernment collapsed on May19, minutes before the sched-uled trust vote, with him re-signing in a tame anti-climaxand hours later Ku-maraswamy, the chief minis-terial candidate of the newlyformed JD(S)-Congress al-liance, was invited to form thegovernment. In the last overone year, BJP under Yediyu-rappa managed to keep thecoalition government on ten-terhooks as the ruling com-bine constantly feared poach-ing of MLAs by the saffronparty.

Yediyurappa:Comeback manwho has surmounted the odds

Pervez Musharraf, andhis small coterie of officers,keeping then Pakistan PMNawaz Sharif and the othertwo service chiefs in the dark.What rankled him and manyin his army was the fact thatthe Indian Army had beatenthem to the occupation of theSiachen Glacier and SaltoroRidge in April 1984, a factthat was never admitted to thepeople of Pakistan, or the me-dia there. Gen. Musharraf inhis avatar as a special Forcescommander in 1987 made nu-

merous attempts to secure atoehold on Saltoro but wasbeaten back by determined In-dian soldiers.

He observed that the Indi-an Army's vulnerability lay inits extended logisticstail,which went back to Jam-mu and Srinagar via Manaliand the Zojila Pass respective-ly. The Upshi-Manali-Pathankot road was as it is anunstable artery capable ofonly limited maintenance. TheSrinagar-Zojila-Leh-BaseCamp axis was at its weakestat the Zojila-Kargil stretch of120 km. It is here that it couldbe dominated if a Pakistani in-trusion across the LoC wasmade. It would mean majorconstraints for the IndianArmy in maintaining Ladakh,

and by implication Siachen,forcing the latter’s evacuation.The opportunity existed andGen. Musharraf knew thateach year in winter botharmies pulled back to admin-istratively friendlier locationsdue to high snow levels. In1999, he decided to return ear-lier than spring to occupy thevacated heights and unheld ar-eas, and sent his troops deep-er to occupy the Indian vacat-ed heights too to achieve hismission.

Were there any indicatorsof such an impending action?That’s a debatable issue, andinconclusive. However, to saythere were no infirmities inthe Indian defensive posture,intelligence-gathering and itsanalysis would be a mis-nomer. To begin with, the Sri-nagar-based HQ 15 Corpsbore operational responsibili-ty far in excess of its capabili-ty to handle.

Its remit extended fromthe Jawahar Tunnel to Dem-chok and responsibility in-cluded countering the high-scale terror campaign in theValley, the LoC’s full securityfrom Gulmarg to Point 9842,and beyond, along the ActualGround Position Line(AGPL) to the Siachen Glaci-er. But when theIAF and the Indian Army fi-nally decided to forcefullyevict the intrusion, they wereconstrained. The political di-rective not to cross the LoCmeant the IAF would have tomake runs parallel to the LoC.It also meant that the tech-niques of manoeuvre in themountains through rear andflank attacks, including road-blocks, had to give way to at-tritional frontal assaults.

dren, and inheritance; it alsoabolished polygamy andmade divorce subject to judi-cial review.

However, the authoritari-an streak in Bourguiba’smakeup, combined withboundless corruption, becamethe culture of the state duringthe 23-year rule of his succes-sor Ben Ali. The result was astrong religious backlash, re-ligious parties’ gains in elec-tions, followed by their brutalsuppression. The conflict be-tween the religious and stateforces came to a head in 2011when Tunisia had a revolu-tion that sparked the ArabSpring. After the collapse of

the Ben Ali regime, Ennahda,a moderate Islamist move-ment, formed the govern-ment. AdditionalDeputy Magistrate (ADM) Haldwani,Vivek Rai, said on Friday "The KalsiyaNallah comes from the mountainousarea, its catchment area receivedheavy rainfall and there was alsosome silting in the Nallah due to whichthere was some portion of land whichgot washed away in the rising waterleading to damages in around 8houses." Talking about the safetymeasures and relief work undertakenfor the affected families he said, "Thepeople have been advised to stayaway from houses which havedeveloped cracks and the affectedpeople were taken to a school or totheir relatives. We will also take furthermeasures to ensure safety." Localshowever alleged that theadministration has not done enough tohelp them and accused them of beinglazy. He added that the incident whichoccurred last night was due to thenegligence of the leaders. "We have tostay awake the whole night as we areafraid of what might occur during thenight. Despite our repeated requeststo the local leaders, they have notdone anything to help us. This incidentwhich occurred has forced more than10 families to be dependent on theirrelatives," Mohammad Asim, a localresident, said.

CM reviews progress on Him Pragati portalState government signs MoUs for 228 projects

Punjab launches programme to treatHepatitis C cases in Central Jails

Becoming the first State inthe country, the PunjabGovernment today launchedthe dedicated programme toidentify cases of Hepatitis Cin Central Jails. The StateGovernment is also bearingthe cost of test of Viral Loadof Hepatitis C, for whichpatients were paying Rs. 881earlier. It was disclosed onthe occasion of ‘WorldHepatitis Day’ by Health &Family Welfare Minister,Balbir Singh Sidhu at a Pre-Conference organised underNational Viral HepatitisControl Programme toanalyse present status ofHepatitis C in Punjab, India& World and to take morepreventive and curative stepsto eradicate this mostinfectious disease. The

Health Department inked theMoU with FIND (Foundationof Innovative NewDiagnostics) to identify andtreat cases of Hepatitis C inCentral Jails.

Balbir Singh Sidhu saidthat the Punjab Governmentis initiating the process ofconducting test of Hepatitis‘C’ at 9 central jails inAugust, 2019. Besides this,the remaining jails will be

connected to these 9 centraljails for testing andmanagement of Hepatitis Cand the process will becompleted in a phasedmanner. Highlighting thecure rate of Hepatitis C in theState, the Health Ministerdivulged that with the tirelessefforts made by the officersand staff of HealthDepartment, more than67,000 patients of Hepatitis

C have been put on treatmentwhile cure rate among thesecases of Hepatitis C isapproximately 93 percentand Punjab emerged asmodel for other States of ourCountry under National ViralHepatitis ControlProgramme. He said thatthere is still need to pay moreattention in DistrictsTarntaran and Sangrur wherenumber of cases of HeaptitisC is higher than otherdistricts. Financial assistance worth Rs.13 lacs79 thousand 600 have been provided to2659 pregnant women beneficiaries ofdistrict Fazilka under Janani SurakshaYojana of the health department.Deputy CommissionerManpreet SinghChhatwal said thatgeneral public is gettingmaximum benefit fromthe various healthwelfare schemes of thePunjab Governmentand these welfareschemes are provingboon for the needypersons.

"Janani SurakshaYojana is fullyimplemented in thedistrict with letter andspirit and 2659 pregnant women of thedistrict have been given relief underthis scheme for the period January to30 June, 2019", he said.

The DC said that financialassistance of Rs.700 is being provided

for institutional deliveries in rural areasand Rs.600 for pregnant women ofurban areas under Janani SurakshaYojana.

He said that the main aim of thisscheme is to reduce the mother-childdeath rate during delivery. For this

objective, free tests,medicines are beingprovided to theexpecting mothersbefore delivery.Outreach camps are alsobeing organized fromtime to time to promoteinstitutional deliveries.

Meanwhile, CivilSurgeon Dr. Raj Kumarsaid that it is the duty ofexpecting mothers toregister themselves withthe health departmentand their checkups

should be conducted three times duringpregnancy period and only institutionaldelivery should be done. He said thatusually deliveries done at home proveto be dangerous for both mother as wellas the child.

He said that a number ofincidents have been reportedwhere dogs have attackedand injured, and in somecases even killed, children.Majority of these animalshave not been vaccinated, donot have proper healthcare orhave do not have access tofood leading to very poorquality of life for them.Municipal bodies andPanchayats do not haveadequate resources or trainedmanpower to tackle theproblem of stray animals.

He said that the problemneeds to be looked at fromtwo angles- firstly, the loss ofproperty and life caused bythe animals. Secondly, theanimals themselves aresuffering due to a lack ofhealthcare and propersources of food.

He said that this is amatter of great shame sinceall our ancient texts not onlygive a position of respect toso many animals whom weworship but also stress on theco-dependence and co-existence of man and animalsthrough folk stories andfestivals. He urged thegovernment to come up witha central law to tackle theproblem.

Enroute, the team willencounter many glaciers with yawningcrevasses and at places gradient of 80degrees.
