FOREWORD

Students of BUITEMS, join the university with the urge to gainmeaningful and rewarding education and pass out on thecompletion of their cherished ambitions with confidence andcompetence to fulfill their social and professional duties. They areequipped with assurance and intellectual maturity of successfullycompleting not only the prescribed courses of study but ofsuccessfully achieving an emancipated outlook to think and workindependently.

BUITEMS looks at her contribution to the nation-building efforts sofar, with pride. During the nine years of her history, the Universityhas ever emphasized the importance of independent thinking andemergence of novel ideas and approaches. It is not an institutionwhere cloned individuals are programmed on traditional lines. Herewe insist on leaving the imagination free and letting the peopledraw conclusions rationally. More than 2000 graduates usheredinto the professional fields by the University so far have served tobuild trust in the academic standards and professionalperformance of our alumni.

BUITEMS has developed a careful plan of strategically movingtowards greater heights. 90% of our students hail from Balochistan,while the 10% remaining are from the rest of Pakistan. Suchharmony in diversity has ensured fraternity and camaraderieamong the students. The acquisition of services of the bestavailable faculty, creation of high standard academic and researchfacilities, building up linkages with reputed institutions of theworld and the congenial atmosphere prevailing at the campus, haveall together built up BUITEMS’ admirable and enviable image as amodel institution of higher learning.

At the 7th convocation of BUITEMS, 557 more youthful students,bubbling with confidence and zeal to apply their minds and skillsto the national uplift plans, stand on the threshold of occupationalengagements. BUITEMS expects them to devote all their energiesand talents to the realization of the dreams of their kith and kinand the dreams of the whole nation. There are immense prospectsof growth in every field and they have the capability to translate theambitions of the people around them, into reality.

I am pleased to learn that the Balochistan Universityof Information Technology, Engineering andManagement Sciences (BUITEMS) is holding its7th convocation and wish to congratulate themanagement, the faculty, the graduating studentsand their parents and guardians on this importantoccasion. I also congratulate the GovernorBalochistan who is also Chancellor of BUITEMS.The BUITEMS has, in a relatively short span of

time, developed into one of the prestigious institutions in thecountry and earned recognition in providing quality educationin the disciplines like Information Technology, Engineering,Biotechnology and Management Sciences. All those associatedwith the University deserve to be complimented for the progressit has made and the milestones achieved. The parents and guardiansof the graduating students deserve to be commended for theirsacrifices and patience to witness this day. I hope that BUITEMSwill keep on producing professionals of excellence and its alumniwill play an effective role in the development of the provinceand the country.

Convocation is a landmark event in the life of students as itmarks the end of one phase and the beginning of another phasein their lives. It is also an important event in the calendar ofa University as it affords the faculty and the staff an opportunityto dispassionately assess what it achieved in the year that wentby and what lies ahead.

On this occasion, I ask the graduating students to brace themselvesfor the opportunities and challenges that lie ahead. Whateveryou do and how you perform in your practical lives will alsoreflect on your alma mater. I am confident you will rise to theexpectations of the institution and the community which youwill be called upon to serve. The success ofBUITEMS' passing out graduates owes much tothe devotion and efforts of the Vice Chancellor,Engr. Ahmed Farooq Bazai,whose leadership inspired the faculty and studentsto put up their best efforts. It is due to the dedicationand the hard work of the faculty and staff thatmade it possible for the University to attaindistinction for the institution

This is an era of information technology and phenomenal revolutionin the world of cyber space has converted the world into a globalvillage. No country of the world can aspire to attain socio-economicdevelopment without employing innovative technologies for thebenefit of its people. It calls for dedication and application on thepart of the universities to focus on this all-important area. Thegovernment, on its part, is extending full assistance in this regard.

Balochistan, which is a special focus of the present democraticgovernment, has a reason to be proud of BUITEMS for its greatacademic achievement. The production of students fully qualifiedand equipped with modern knowledge in the field of informationtechnologies surely augurs well - a great promise in the desert-landof the educational scenario. We can hope that these young graduateswould play the pivotal role in the socio-economic progress of ourcountry as well as the province of Balochistan.

I am sure that they would certainly use their potentials to competewith the world and address its demands in a proactive manner. Theexamples of excellence set by the outgoing graduates will certainlyinspire other students to follow suit. Convocations are very important occasion in thelife of students as well as their parents and teachers. I send my warmest congratulations to the Vice ChancellorEngr. Ahmed Farooq Bazai, the administration and facultymembers for this great accomplishment on BUITEMS 7thConvocation. Ahmed Farooq Bazai, the faculty andmanagement in their efforts to manage theevent successfully.It is a matter of immense pleasure to see that

BUITEMS is focusing on paving the path for progress of the societyby providing well trained human resource required for fullutilization of our resources. BUITEMS is a new addition to thenetwork of higher educational institutions envisaged by the HigherEducation Commission (HEC), and it is encouraging to see that theuniversity is producing high calibre graduates from the verybeginning for the development of the society and it has consolidatedits position as an institution of trust.

Higher Education Commission has been supporting BUITEMSsince its inception and it will keep on doing so in future. It’sunfortunate that budget cuts on higher education compelled us todismantle some areas of training and development, but ourcommitment to higher education stands fast and we arecommitted to realizing our cherished goals.

We encourage Public sector universities to move ahead to havetheir feet fixed firmly on the ground so they may not totally dependon HEC for finances. In this context civil society has to play aleading role. Industries and professional organizations arerequired to sponsor academic development for the sake ofconsolidating their own foundations. We appreciate all thestakeholders for their interest/input towards the betterment ofhigher education in Pakistan.

Vice Chancellor BUITEMS

BUITEMS has marched into the 10th year of herhistory with the assurance that the well-oiledwheels of this machinery will keep on rolling on todistinctive achievements and enviableaccomplishments in future, too. When viewed inthe light of our accomplishments, this does notappear to be a tall claim at all. There is a soundbase for coming to such an ambitious conclusion.

The basic objective of establishing BUITEMS was to providequality education in disciplines which are the need of emergingprofessional fields. With the establishment of this University,modern educational facilities were made available to the youth ofBalochistan, at their own door-steps. They were providedopportunities to equip themselves with knowledge and confidenceof facing and handling the challenges of practical/professional life.During the nine years of her past history, BUITEMS hasmaintained steady growth in all components i.e. growth inphysical facilities, growth in capable human resources, growth innature and number of laboratories and equipment installedtherein, growth in the number of programs of study and,consequently, growth in the number of students enrolled. From amodest start in a single-building, the University has nowassumed the features of a sprawling conglomeration of threecampuses , accommodating five faculties, administrativemachinery, hostels, playgrounds, expo-center, model researchfarms, conference halls, electronic systems, lavish lawns andfacilities. The faculty strength has crossed the 350 mark, whilethe students’ strength has gone beyond 5000. The University hasproduced in the past more than 2000 graduates and postgraduates, who are contributing to the national uplift. Over 500more have completed their studies and are waiting for the degreesto be conferred on them at the 7th convocation. They are preparedto shoulder their responsibilities in various professional sphereswith confidence and capability.

The University has been continuously focusing on quality research;both on the part of our faculty and on the part of our students; andthe results have been highly gratifying. The sizeable number ofresearch articles and books published in reputed national andinternational journals speaks of the intellectual prowess andindustry of our faculty. Almost a dozen of our young facultymembers won Fulbright scholarships by dint of their remarkableperformance in the tests held for selection of budding and talentedscholars. Our students, too, frequently proved their mettle inacademic, co-curricular and extra- curricular contests. Almost allof them are now engaged in nation building activities. Winningtrophies and notching up top prizes in debates and declamationcontests, project competitions and sports events, is acknowledgedto be a common trait of our students.

This institution has played a vital role in grooming the overallpersonalities of the students in order to make them productive anduseful members of the community. BUITEMS’ Quarterly Newsletterand Annual Reports signify the outstanding accomplishments ofthe faculty and the students in every sphere of the campus life. Thesprawling campuses of the University are alive with impressivedisplay of youthful vigor and promising talents through-out the dayand long after sunset.

BUITEMS has been contributing to the nation through groomingthe youth into culturally enlightened, academically sound,technologically advanced, professionally competent manpowerwhich is moderate in their outlook but intensely research oriented,ever prepared to lead and inspire their co-workers and to preserveand build the traditions of our great civilization. We bow our headsin gratitude to Almighty Allah for giving us the courage to remoldthe concept of education in the province. We don’t allow the mindsof our students to be clamped by rigid dogmas. We encourage themto break the fetters of blind amassing of information and form thehabit of independent thinking. We welcome innovation and varietyin academic discussions and insist on individual demonstration ofcapabilities.

Honorable Chancellor, worthy members of the Universitysyndicate, elite dignitaries, distinguished guests, parents of thepassing-out graduates and above all, our successful students,

Assalam-o-Aliakum!

I take this opportunity to extend warm welcome to all of you to the7th Convocation of BUITEMS. More than 2000 young men andwomen have previously crossed the threshold between studentlife and the professional life. Today 557 more are going to see theircherished dreams and long held aspirations fulfilled. They areready to start their professional careers with new promise, newenergies and new hopes. I wish them success in all theirambitions and endeavors.

Honorable Mr. Chancellor

BUITEMS has completed nine years of her history and we bow ourheads to Almighty in gratitude for blessing us with success in allspheres of our functions. We have made gigantic strides ahead,both quantitatively and qualitatively. In nine years the studentstrength has gone beyond 5000. Compared to just 90 in 2002,this growth is definitely monumental. Our faculty developmentprogram is yielding positive results. Our teachers, sent abroad forhigher studies have started coming back after attaining doctoratedegrees. Our laboratories are now fitted with equipment whichany institution in the world would cherish to have. Our transitionfrom manual systems to latest technological adoption is amazing.The rapid transformation of available resources into dependableand distinguished human capital has transformed the basicoutlook about education. BUITEMS has succeeded in developinga critical mass of academic expertise which is reflected in theresearch output of our faculty and our students. Our vibrancy asan academic and research institution is geared by our motto ofquality and excellence in education.

Honorable sir,

On account of effective planning, pragmatic resourcemanagement and dedication of our faculty and administrativestaff, we are constantly being cited as a success model in theeducational sector of the country. At the time of its inception,BUITEMS was envisaged as a bold and revolutionary experiment,an innovative break through in the underprivileged province ofthe country. Today that dream has been turned into a reality. Theapproach and attitude at BUITEMS is discernible as functionalnorms, in all spheres of activity. Imparting of education heremeans prompting the students to think and not simply to coverthe prescribed courses of study. The integration of curiosity,research and meaningful learning makes our graduatesindependent and inventive; the traits which are eagerly sought inthe professional world. Intellectual freedom and rigorous thinkingare the hall marks which give them edge over others in the field.

Distinguished guests, Ladies and gentlemen,

Education, and to be more specific, quality education is the keyto moulding the future of the nation. Every capable andindustrious student is entitled to pursue his or her studiesirrespective of his family background or financial studies.BUITEMS is fully committed to providing financial support to ourstudents. In recent years, we have expanded the scope to everythird student enrolled at the University. Our well-wishers andphilanthropic organizations are supporting in this regard, but themajor contribution to this end is made from the university’s ownresources. Honorable Chancellor, Nawab Zulfiqar Ali Magsi haslong been pleading the need of allocating a small portion of MPA’sDevelopment Funds towards the cause of quality education.There have been overtures of positive responses from certainquarters, but mostly the plan is still a cherished dream.Ms.Rahila Durrani and a couple of her conscientious colleagueshave, no doubt, come up with magnanimous contributions butothers too need to follow suit. I am grateful to the dedicated ladyon my personal behalf and on behalf of my colleagues for hergenerous contributions to BUITEMS.

Respected ladies and gentlemen!

There has been a general shifting of priorities in the country. Ithas relegated the cause of higher education to back benchesthrough cuts in allocation of funds. On the other hand, we believethat quality education is crucial to the survival of our nation. It isfor this reason that we have recently expanded our faculty evenin these times of economic uncertainty. It entailed bringing thefull diversity of perspectives to bear on the problems of our time.We continue to invest in new facilities, new laboratories and newapparatus for the faculty and our students. Our firm belief in theimpact of innovative ideas on the quality of human life keeps usengaged in a common enterprise of breaking the shackles andpursuing our highest aspirations for the future.

Distinguished guests,

The atmosphere at educational institutions is being polluted byoccurrences of violence around us. This is the outcome of selfishand narrow approaches in life. Instead of thinking about the totalwelfare of society, some people are inclined to pursuing theirindividual interests. This is not the educational approach; it is notthe reflection of rationality; it is rather, the stigma of narrowthinking and non-tolerance. Some segments of our diverse societyare desirous of imposing their views on others at all costs. Sucha social malady needs to be cured in order to pave the way forflourishing of the capabilities of our youth. We, at BUITEMS, areendeavoring hard to nurture values of respect and patience andto instill in our students the courage to listen to the point of viewof others. Only those nations manage to surge ahead wheremasses are prone to thinking rationally; where rival views andbeliefs do not instigate the people to break each others’ heads. Forthe emergence of a civilized and developed society, conditions arerequired where tolerance becomes a common national trait.

BUITEMS deserves to be given credit for maintaining peacefulatmosphere throughout the academic calendar. We have widenedthe educational horizons for our students by providing themopportunities of learning through video-conferencing.

Our students and faculty are now in a position to benefit from thegems of knowledge provided by renowned scholars of reputeduniversities. Acquisition of knowledge is no longer a matter ofclass-room instructions or native laboratory demonstrations. Thevast treasures of information from all over the world are open toour students. We at BUITEMS are proud of extending theboundaries of our institution beyond geographical restrictions.

Respected parents of passing out graduates,It is certainly a memorable day for you to see your children beingawarded their well-earned degrees. I offer my heart-felt greetingson the proud accomplishment of your sons and daughters. Youshared with us a common mission of building up the charactersof today’s graduates. I assure you that your sons and daughtershave acquired the capability of meeting the challenges of theirprofessional lives. Real mastery does not lie in the degrees thatthey would be holding today. Real mastery is imbibed in theirminds and in their characters. This is the valuable asset whichadds glory to their achievement. Your children will always belooked upon with admiration and envy. I salute you for yourselfless support to them throughout their studentship.

Dear passing-out graduates,

You carry the stamp of genuine hard work and meaningfullearning. From today onwards, you will be BUITEMS’ambassadors to the professional organizations both at home andabroad. You have to prove your educational excellence andsophistication of personalities through practical demonstration ofyour capabilities and refinement. The research culture pervadingat BUITEMS must have given you the habit of observing thingsclosely and analyzing issues logically in order to draw accurateconclusions. Keep yourselves continuously spurred on to competefor distinctions at whatever level you may be. Youraccomplishments would directly add to the glory of thisinstitution. On the other hand any faltering on your part is goingto tarnish the image of this mother institution. So be on guard.Be grateful to those who contributed to the nourishment of yourskills. Earning a degree from BUITEMS is a significant achievement inthe life of a student. It is a major milestone attained by the newentrants into the professional world.
