AGENCY NEW DELHI, APRIL 20 Supreme Court on Wednes- day ordered to maintain a "status-quo" on the demoli- tion drive conducted by North Delhi Municipal Corporation in Jahangirpuri in the national capital. The court said it will hear tomorrow the petition chal- lenging the special joint en- croachment removal pro- gramme in Jahangirpuri of the civic bodies including the NDMC and the PWD. A bench headed by Chief Justice N V Ramana hearing the submission of Senior Ad- vocate Dushyant Dave or- dered status quo in the present situation and said the petition would be listed before an ap- propriate bench. The court's order came even as bulldozers started raz- ing structures in the area as per orders of the BJP-con- trolled North Delhi Municipal Corporation and amid heavy police presence. The "en- croachment removal action programme" was scheduled to take place on Wednesday and Thursday after the area wit- nessed violence on April 16 during a religious procession In the hearing senior Ad- vocate Dave mentioned that "unconstitutional, unautho- rised demolition" was taking place in Jahangirpuri where riots took place. Senior Ad- vocate Dushyant Dave also apprised the court that the demolition drive, which was scheduled to be carried out in the afternoon had begun in Jahangirpuri at 9 am to- day. Meanwhile, senior Ad- vocate Kapil Sibal men- tioned the plea filed by Jamiat Ulama-I-Hind's plea against employing bulldoz- ers to raze houses of persons suspected to be involved in crimes. Jamiat Ulama-I-Hind moved the Supreme Court against employing bulldoz- ers to raze down the houses of persons suspected to be involved in criminal inci- dents such as violence. Jamiat Ulama-I-Hind has urged the Supreme Court to issue appropriate direction to the Centre and state govern- ments that no lasting precipi- tative action be taken against any accused in any criminal proceedings and issue direc- tions that residential accom- modation cannot be demol- ished. The deceased have been identified as Suresh (54), his wife Raur Devi (50) and their children Rakhi (15), Manisha (10), Chanda (8), Geeta (6) and Sunny (2). Police said the migrant family earned their liveli- hood from rag picking. Ropar police serve notice to Kumar Vishwas, Alka Lamba CHANDIGARH: Ropar police has reached the home of fa- mous poet and former Aam Aadmi Party (AAP) leader Kumar Vishwas in Ghaziabad in Uttar Pradesh on Wednesday. The police had gone to serve the notice on Vishwas, who had been vocal against AAP supremo Arvind Kejriwal, regarding a case registered against him at Ropar on April 12. The police claimed that “a man had complained that while he, along with AAP supporters, was visiting villages in the state for hearing people' grievances, a few masked men intercepted them call- ing them 'Khalistani'. Similar incidents have been taking place regularly. All this started after Kumar Vishwas issued inflam- matory statements against Arvind Kejriwal on news channels and social media platforms alleging the AAP's links with sepa- ratist elements.” Acting on the complaint, a case under the IPC and Representation of Peoples Act was registered against Vishwas. In the run-up to the Punjab assembly elec- tions, Vishwas had posted a video alleging that Kejriwal, dur- ing assembly elections of 2017, used to meet people who had sympathy with the terrorists. The police said that as a result of these statements and videos, the peaceful atmosphere of Punjab is likely to be disturbed .

Punjab achieves 50 percentof wheat procurement

target of 130 LMTRAJIV JAINCHANDIGARH, APR 20Punjab has successfully accomplished 50 percent of to-tal procurement operations within 20 days after com-mencement of wheat procurement from April 1, 2022. Ina statement issued here, an official spokesperson of Pun-jab Government informed that out of the total estimatedarrival of 130 LMT of wheat, the state Mandis recordedthe arrival of 67.50 LMT so far, of which 65.40 LMThad been procured during the ongoing Rabi MarketingSeason (RMS). “Nearly 27 percent more wheat arrivedin mandis this year as compared to corresponding peri-od of last year, with 53.35 LMT of wheat had arrived tilldate in the previous Rabi Marketing Season”, he added.

Pertinently, as many as 61.95 LMT of wheat pur-chased by government agencies while the remaining3.45 LMT by private agencies. Sangrur district leads thestate with the arrival of 7.27 LMT of wheat, of which7.18 LMT had been procured till April 19. After Sangrur,Ferozepur and Patiala falls at second and third placewith the arrival of 5.40 LMT and 5.31 LMT wheat re-spectively. Notably, the wheat was sown over 35.02 Lachectares in the state and the target for wheat production,as per estimates, was 171 LMT out of which 130 LMTexpected to reach the grain markets during the ongoingprocurement season. Meanwhile, the state governmentwarned the traders, firms and individuals involved inprocuring wheat directly from farmers without payingmarket fee and Rural Development Fund (RDF) to im-mediately stop this practice or be ready to pay heavypenalty.

The active cases comprise0.03 per cent of the totalinfections, while the nationalCOVID-19 recovery rateremained at 98.76 per cent, theministry said.

An increase of 480 cases hasbeen recorded in the activeCOVID-19 caseload in a span of24 hours.

The daily positivity rate wasrecorded at 0.49 per cent and theweekly positivity rate wasrecorded at 0.38 per cent,

according to the health ministry.The number of people who

have recuperated from thedisease surged to 4,25,13,248,while the case fatality rate wasrecorded at 1.21 per cent.

crossed the 20-lakh mark onAugust 7, 2020, 30 lakh onAugust 23, 40 lakh on September5 and 50 lakh on September 16.It went past 60 lakh onSeptember 28, 70 lakh onOctober 11, crossed 80 lakh onOctober 29, 90 lakh onNovember 20 and surpassed theone-crore mark on December 19.

The country crossed the grimmilestone of two crore on May 4

and three crore on June 23 lastyear.

The 40 new fatalities include34 from Kerala, three fromMaharashtra, and one each fromUttar Pradesh, Mizoram andNagaland.

A total of 5,22,006 deathshave been reported so far in thecountry including 1,47,830 fromMaharashtra, 68,649 fromKerala, 40,057 from Karnataka,38,025 from Tamil Nadu, 26,160from Delhi, 23,502 from UttarPradesh and 21,200 from WestBengal.

The ministry stressed thatmore than 70 per cent of thedeaths occurred due tocomorbidities.

"Our figures are beingreconciled with the IndianCouncil of Medical Research,"the ministry said on its website,adding that state-wisedistribution of figures is subjectto further verification andreconciliation.

Inflation’s resurgence is a threat to India’s buddingeconomic revival. Soaring prices of food, fuels andmuch else have firmly ensconced it centre stage,

pushing aside other problems and testing economicmanagement. At the start of the new fiscal year,growth expectations lie lowered, monetary tighteningis on the anvil, and it is debatable how long fiscal pol-icy can withstand the adjustment or financing pres-sures of higher food, fuel and fertilizer prices. Thebiggest setback is its interruption of the nascent up-turn in the business cycle. This is a serious risk ashouseholds and businesses postpone or scale downexpenditures even before these had resumed properlyor taken off. In the backdrop of their emasculatedstate, during the pandemic and before that, an infla-tionary resurgence does not augur well for a strong re-covery.

That prices were rising all of last year is well-known. But the price growth had skipped foods; thatin fuels was countered by reduced levies and a freezeon price increases last November, while firms ab-sorbed more input costs and passed on less to the con-sumers. At the start of the year and until February,when the budget was framed and monetary policy re-viewed, retail inflation was expected to be moderatingduring the last quarter itself. Subsequent develop-ments have overridden that understanding. For one,the Russia-Ukraine war and the related economicsanctions have pushed up the global prices of oil,commodities, fertilizers, food grains, metals andmore; a fresh round of disruptions to world trade hascompounded these. Then, from mid-March onwards,the government steadily passed on higher import coststo retail prices of all fuels, cooking and transport —petrol, diesel, LPG, LNG, CNG and so on. More re-cently, the Omicron outbreak in China has added toglobal supply woes with its strict lockdowns in majorcities. Inflationary pressures persist abroad as well. Ithas been noted that the inflation rates in the UnitedStates of America and the European Union exceededIndia’s last month. However, the respective well-springs and economic contexts are very different. Inthe advanced countries, inflation is a result of theirlarge fiscal packages in the wake of the pandemic, ex-acerbated by the related supply deficiencies and de-mand distortions; fresh scarcities caused by the mili-tary conflict aggravated it further. The presence ofboth demand-pull and cost-push forces is compellingthe central banks in the US and other advanced coun-tries to raise interest rates and scale back liquiditymeasures.

Will China gain greater arms salesbecause of Russia's war?

China is currently the world's fourth-largest military equipment exporterin the world. With significant num-

bers of countries set to spurn Russia afterits invasion of Ukraine, and unwilling toface consequent sanctions, new sales op-portunities could arise for Beijing.

Every year, the Stockholm Internation-al Peace Research Institute (SIPRI) releas-es data on arms exports. In its most recentreport, issued in March, SIPRI calculatedthat China sold 4.6 % of internationalweapon exports from 2017-21.

Interestingly, this compared to China's6.4% share of the global arms market in thepreceding five-year period. This represent-ed a 31% drop for China in terms of globalarms sales, considerably lower than the4.6% drop in global arms sales in 2017-21compared to 2012-16.

In fourth place from 2017-21, Chinatrailed only the USA, Russia and France.However, it came in ahead of traditionalheavyweights such as Germany, Italy andthe United Kingdom. Nearly half of Chi-nese weapon exports - 47%, in fact - wentto closest ally Pakistan, while Beijing'snext largest clients were Bangladesh andThailand at 16% and 5% respectively.

Islamabad's dependence on China is inlarge part due to deteriorating relationswith other countries, particularly the USA.Important Pakistani buys include J-10Cand JF-17 fighters, SH15 155mm truck-mounted howitzers, VT4 tanks, HQ-16 andHQ-9 SAMs, Type 054A/P frigates andHangor-class submarines.

In all, some 79% of Chinese arms ex-ports were destined for Asia in 2017-21. Inthis timeframe, 48 different countries pro-cured Chinese equipment. Given the rela-tive strength of China's position on thearms export table, it is perhaps surprisingthat China also appeared fifth in the inter-national list of arms importers, behind In-dia, Saudi Arabia, Egypt and Australia.

In 2017-21, China soaked up 4.8% ofglobal arms imports, compared to 2012-16

when it imported 4.4%. SIPRI reported that81% of China's most recent imports camefrom Russia, while 9.1% emanated fromFrance and 5.9% from Ukraine.

At this point, it is important to issue acaution about SIPRI's data. The appearanceof France is odd, and is mostly becauseSIPRI attributes helicopter sales to France,even though Airbus Helicopters claims notto be selling or licensing military helicop-ter sales to the People's Liberation Army(PLA) anymore. SIPRI noted: "Chinesearms imports remained stable between2012-16 and 2017-21, and mainly camefrom Russia in both periods. However, Chi-na's arms imports are likely to decrease inthe next few years as its industry is now ca-pable of producing most types of majorarms."

China is known as a supplier of afford-able and functional military equipment, in-cluding small arms, armored vehicles, ar-tillery, naval vessels, aircraft and missiles.This image has begun to change as Chinastarts exporting higher-end equipment as itclimbs higher up the value chain. Examplesare the sale of 36 J-10C fighters to Pak-

istan, and the recent delivery of HQ-22(FK-3) surface-to-air missiles (SAM) toSerbia. It remains to be seen how dramati-cally President Vladimir Putin's invasion ofUkraine will impact Russian arms sales.From 2016-21, Russia was the world's sec-ond-largest arms supplier, accounting for19% of global exports. However, this rep-resented a 26% drop compared to the pre-ceding five years.

Undoubtedly, Russian sales will be hitby its war. Some countries will be put offdealing with Moscow and the fear of West-ern sanctions, plus Russian industry willstruggle to produce equipment at rates itdid previously as it faces the impact ofsanctions. Electronic componentry and mi-crochips will be more difficult to source,for instance. There are already unverifiedreports that some Russian arms plants havebeen forced to cease production as theystruggle to source components. Russian de-fense industry's growing plight may openthe door to some countries changing alle-giance from Russia to China when theynext go about buying military equipment.However, this is unlikely to represent a ma-

jor boom for Chinese military exports.In a piece for The Jamestown Founda-

tion, John S. Van Oudenaren and Yani Na-jarian wrote: "Given Russia's clientele ofauthoritarian or hybrid regimes in Asia, theMiddle East, Africa and Latin America,China would seem a logical candidate tofill in the gap. Upon closer examination,however, many of the major buyers ofRussian arms appear unlikely to replacethese purchases in favor of Chinese im-ports. Particularly since major Westernarms exporters such as the US and Francehave shown little compunction about ex-porting advanced military technology toauthoritarian regimes in the Middle Eastand Africa, and are likely to capture muchof any market share lost by Russia."

Furthermore, it should be rememberedthat Russia's major arms clients include In-dia and Vietnam, both of which will neverbuy from China. Others like Egypt and Al-geria could be more amenable to buyingfrom China, however.

Buying Chinese does come with atten-dant customer risks, however. China, likeRussia, is not renowned for aftersales sup-port, and equipment can rapidly declineinto non-functional machinery. The moresophisticated the equipment it sells, themore maintenance support it will requirefrom China.

As an example, Jordan put its Chinese-manufactured CH-4 armed drones up forsale less than two years after buying them.Other nations such as Morocco, Nigeriaand Turkmenistan have also moved onfrom Chinese armed drones to Turkishones. A RAND Corporation study entitled"Defense Acquisition in Russia and China"stated: "The design of Chinese defensecontracts also does little to encourage trans-parency and accountability. The languageof contracts is simplistic and perfunctory,without clear technical or schedule obliga-tions, which is unsurprising given that thereis no formal legal authority in the defenseindustry to adjudicate contract fulfillment."

Singapore and New Zealand tojointly tackle climate change

Singapore and NewZealand will cooperateon green technologies in

the fight against climatechange, prime ministers fromboth countries said Tuesday.

The joint efforts will bepart of the new climate changeand green economy pillaradded to Singapore and NewZealand's enhanced partner-ship, and will involve adopt-ing low-carbon and greentechnologies, Prime MinistersLee Hsien Loong of Singa-pore and Jacinda Ardern ofNew Zealand said in a jointnews conference Tuesday.
