1. Minutes of the last meeting of the Postgraduate Medical Education Committee – confirmation of.

No objection/observation made by any member of the Postgraduate Medical

Education Committee. The minutes of the last meeting confirmed. 2. Minutes of the last meeting of the Postgraduate Medical Education Committee

– action taken thereon.

Action is being taken on the minutes of the meeting dated 22/09/2016. Minutes of the remaining meetings dated 16/09/2016, 29/09/2016, 05/10/2016, 13/10/2016, 19/10/2016 and 03/11/2016 are still not received from the Oversight Committee. Action will be taken on receipt of the Minutes from the Oversight Committee.

3. Maharashtra University of Health Sciences, Nashik - Recognition of MD(Biochemistry) qualification against increased intake from 2 to 3 seats in respect of students being trained at SRTR Medical College, Ambajogai. Read: the Council Assessor’s Report (18th August, 2016) on the standard of

examination and other teaching facilities for Recognition of MD(Biochemistry) qualification against increased intake from 2 to 3 seats at SRTR Medical College, Ambajogai granted by Maharashtra University of Health Sciences, Nashik.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (18th August, 2016) and decided to recommend to the Central Government that MD(Biochemistry) qualification against increased intake from 2 to 3 seats granted by Maharashtra University of Health Sciences, Nashik in respect of students being trained at SRTR Medical College, Ambajogai be recognized and included in the 1st Schedule to the I.M.C. Act, 1956.

The Postgraduate Medical Education Committee further decided that the

recognition so granted shall be for a maximum period of 5 years from the date of Notification upon which the Institute shall have to apply for renewal of recognition. Failure to seek timely renewal of recognition as required shall invariably result in stoppage of admission to the Postgraduate Course. 4. Rajasthan University of Health Sciences, Jaipur - Recognition of

MD(Community Medicine) qualification against increased intake from 4 to 6 seats in respect of students being trained at SMS Medical College, Jaipur. Read: the Council Assessor’s Report (29th to 30th August, 2016) on the standard

of examination and other teaching facilities for Recognition of MD(Community Medicine) qualification against increased intake from 4 to 6 seats at SMS Medical College, Jaipur granted by Rajasthan University of Health Sciences, Jaipur.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (29th to 30th August, 2016) and decided to recommend not to recognize MD(Community Medicine) qualification against increased intake from 4 to 6 seats granted by Rajasthan University of Health Sciences, Jaipur in respect of students being trained at SMS Medical College, Jaipur because of the following facts:-

1. Dr. GovardhanMeena is promoted as Professor after cut-off date; however

in the column of “Benefit of publications” in the faculty table, it is stated “No” implying NIL publications against requirement of 4; hence his promotion is not as per Regulations & he cannot be considered.

2. Dr. Monika Rathore is promoted as Professor with experience of only 2 years 2 months as Asso. Prof. against requirement of 3 years; further although the promotion is after cut-off date, in the column of “Benefit of publications” in the faculty table, it is stated “No” implying NIL publications against requirement of 4; hence her promotion is not as per Regulations & she cannot be considered.

3. Dr. Mahesh Chand Verma; Dr. Dileep Raj; Dr. Rajeev Yadav are promoted as Asso. Prof. after cut-off date; however in the column of “Benefit of publications” in the faculty table, it is stated “No” implying NIL publications against requirement of 2; hence their promotion is not as per Regulations & they cannot be considered.

4. Epidemiologist cum Lecturer & Statistician cum lecturer are not available. 5. LMO was absent during assessment. 6. RHTC & UHC are not under full control of Dean. 7. Residential facility at RHTC is in a hall at RHTC which is not as per

norms.

8. NIL new books have been purchased for Departmental Library in last 3 years.

9. Faculty deficiency: (a) Asst. Professor: 1; (b) Statistician: 1; (c) Epidemiologist: 1.

10. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. increased intake from 4 to 6 seats

after the first batch appeared in Examination till their recognition will be irregular/ illegal and not in accordance with MCI regulations (notified with prior permission of Central Government vide notification dated 21/07/2009) and will not be recognized. As per provisions of the Postgraduate Medical Education Regulations, 2000, failure to seek timely recognition as required shall invariably result in stoppage of admission to the concerned Post Graduate Course. This is also clarified in the letter of permission granted u/s 10A of the IMC Act, 1956 issued for these seats, which reads as under:

“This permission for starting/ increase of seats in the above course and admission of students will be till such time the first batch of students admitted against the above course appears for the first final examination in the subject.”

In case, the college authorities desire to submit compliance, same should be

received in this office preferably within four weeks of issue of this letter but definitely, prior to next admission so that the matter of recognition can be finally decided. If no compliance is received within this period or compliance/ compliance verification is found unsatisfactory, it will result in stoppage of admission to the postgraduate course against the above mentioned seats. 5. West Bengal University of Health Sciences, Kolkata - Recognition of

DM(Rheumatology) qualification for 2 seats in respect of students being trained at Institute of Postgraduate Medical Education & Research, Kolkata. Read: the Council Assessor’s Report (23rd & 24th August, 2016) on the standard

of examination and other teaching facilities for Recognition of DM(Rheumatology) qualification for 2 seats at Institute of Postgraduate Medical Education & Research, Kolkata granted by West Bengal University of Health Sciences, Kolkata.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (23rd & 24th August, 2016) and decided to recommend not to recognize DM(Rheumatology) qualification for 2 seats granted by West Bengal University of Health Sciences, Kolkata in respect of students being trained at Institute of Postgraduate Medical Education & Research, Kolkata because of the following facts:-

1. No faculty is having DM qualification or 2 years special training. Hence,

not eligible. 2. Dr. Alkendu Ghosh is not eligible. She has been shifted straight away as

Professor in Rheumatology from Medicine and all her earlier experience is in Medicine.

3. Experience of Dr. Prasar Ghosh is in which subject is not given without which, his eligibility cannot be decided.

4. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. 02 seats after the first batch

appeared in Examination till their recognition will be irregular/ illegal and not in accordance with MCI regulations (notified with prior permission of Central Government vide notification dated 21/07/2009) and will not be recognized. As per provisions of the Postgraduate Medical Education Regulations, 2000, failure to seek timely recognition as required shall invariably result in stoppage of admission to the

examination and other teaching facilities for Recognition of DM(Clinical Haematology) qualification against increased intake from 2 to 3 seats at Nilratan Sircar Medical College, Kolkata granted by West Bengal University of Health Sciences, Kolkata.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (9th & 10th August, 2016) and decided to recommend not to recognize DM(Clinical Haematology) qualification against increased intake from 2 to 3 seats granted by West Bengal University of Health Sciences, Kolkata in respect of students being trained at Nilratan Sircar Medical College, Kolkata because of the following facts:-

1. Dr. P. Chakrabarti, Professor & HOD is promoted as Professor after cut-

off date; however details of research publications are not provided in faculty table; hence it is not possible to verify whether his promotion is as per Regulations or not. All his experience is at IHTM Medical College. We could not find any college by this name.

2. Dr. T.K. Dolai is promoted as Professor after cut-off date; however details of research publications are not provided in faculty table; hence it is not possible to verify whether his promotion is as per Regulations or not.

3. Dr. Rajib De is promoted as Asso. Prof. after cut-off date; however in the column of “Benefit of publications” in the faculty table, it is stated “No” implying NIL publications against requirement of 2; hence his promotion is not as per Regulations & he cannot be considered.

4. There is no Senior Resident. 5. The only Unit has 35 beds which is not as per Regulations. 6. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. increased intake from 2 to 3 seats

after the first batch appeared in Examination till their recognition will be irregular/ illegal and not in accordance with MCI regulations (notified with prior permission of Central Government vide notification dated 21/07/2009) and will not be recognized. (Cardio Thoracic Surgery) qualification against increased intake from 01 to 03 seats in respect of students being trained at Armed Forces Medical College, Pune. Read: the Council Assessor’s Report (19th & 20th August, 2016) on the standard

of examination and other teaching facilities for Recognition of M.Ch (Cardio Thoracic Surgery) qualification against increased intake from 01 to 03 seats at Armed Forces Medical College, Pune granted by Maharashtra University of Health Sciences, Nashik.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (19th & 20th August, 2016) and decided to recommend not to recognize M.Ch (Cardio Thoracic Surgery) qualification against increased intake from 01 to 03 seats granted by Maharashtra University of Health Sciences, Nashik in respect of students being trained at Armed Forces Medical College, Pune because of the following facts:-

1. The only Unit has 60 beds which is not as per Regulations. 2. There is no Senior Resident. 3. Dr. S.K. Jha is shown as “Asso. Prof.” in the column of “Designation” in

faculty table; however in the column of “Teaching Experience” he is shown as “Professor” w.e.f. 01/10/2015 till date, which is not feasible. Further, details of his research publications are not provided in the faculty table.

4. Dr. Jaswinder Singh is promoted as Professor after cut-off date on 08/04/2015; however details of research publications are not provided in faculty table; hence it is not possible to verify whether his promotion is as per Regulations or not.

5. Details of External Examiners (Designation, Institution, Place) not given (only names given).

6. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. increased intake from 1 to 3 seats

after the first batch appeared in Examination till their recognition will be irregular/ illegal and not in accordance with MCI regulations (notified with prior permission of Central Government vide notification dated 21/07/2009) and will not be recognized. and other teaching facilities for Recognition of M.Ch (Urology) qualification for 1 seat at SRM Medical College Hospital & Research Centre, Kancheepuram granted by SRM University, Chennai.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (10.08.2016) and decided to recommend to the Central Government that M.Ch (Urology) qualification for 1 seat granted by SRM University, Chennai in respect of students being trained at SRM Medical College Hospital & Research Centre, Kancheepuram be recognized and included in the 1st Schedule to the I.M.C. Act, 1956.

The Postgraduate Medical Education Committee further decided that the

recognition so granted shall be for a maximum period of 5 years from the date of Notification upon which the Institute shall have to apply for renewal of recognition. Failure to seek timely renewal of recognition as required shall invariably result in stoppage of admission to the Postgraduate Course. 9. King George's Medical University, U.P. Lucknow - Renewal of recognition of

M.Ch (Paediatrics Surgery) qualification for 2 seats in respect of students being trained at King George's Medical University, Lucknow, U.P.. Read: the Council Assessor’s Report (29.07.2016) on the standard of examination

and other teaching facilities for Renewal of recognition of M.Ch (Paediatrics Surgery) qualification for 2 seats at King George's Medical University, Lucknow, U.P. granted by King George's Medical University, U.P. Lucknow.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (29.07.2016) and decided to recommend not to renew the recognition of M.Ch (Paediatrics Surgery) qualification for 2 seats granted by King George's Medical University, U.P. Lucknow in respect of students being trained at King George's Medical University, Lucknow, U.P. because of the following facts:-

1. Dr. Shiv Narain Kureel is shown as Professor & HOD. However in the

faculty table, he is not shown in either of two Units, which is not feasible. 2. There is NIL Asso. Prof. in Unit I; hence faculty complement is incomplete

& it cannot be considered as PG Unit. 3. Dr. Jiledar Rawat is promoted as Professor with experience of only 2 years

as Asso. Prof. against requirement of 4 years; hence his promotion is not as per Regulations & he cannot be considered.

4. There is no Senior Resident. 5. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. 02 seats till renewal of their

and other teaching facilities for Recognition of MS(Orthopaedics) qualification for 1 seat at Dr. Somervel Memorial CSI Hospital & Medical College, Karakonam, Thiruvananthapuram granted by Kerala University of Health Sciences, Thrissur.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (22.07.2016) and decided to recommend to the Central Government that MS(Orthopaedics) qualification for 1 seat granted by Kerala University of Health Sciences, Thrissur in respect of students being trained at Dr. Somervel Memorial CSI Hospital & Medical College, Karakonam, Thiruvananthapuram be recognized and included in the 1st Schedule to the I.M.C. Act, 1956.

The Postgraduate Medical Education Committee further decided that the

recognition so granted shall be for a maximum period of 5 years from the date of Notification upon which the Institute shall have to apply for renewal of recognition. Failure to seek timely renewal of recognition as required shall invariably result in stoppage of admission to the Postgraduate Course. 11. West Bengal University of Health Sciences, Kolkata - Renewal of recognition

of MD(Pathology) qualification for 2 seats in respect of students being trained at Command Hospital, Kolkata. Read: the Council Assessor’s Report (18th July, 2016) on the standard of

examination and other teaching facilities for Renewal of recognition of MD(Pathology) qualification for 2 seats at Command Hospital, Kolkata granted by West Bengal University of Health Sciences, Kolkata.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (18th July, 2016) and decided to recommend not to renew the recognition of MD(Pathology) qualification for 2 seats granted by West Bengal University of Health Sciences, Kolkata in respect of students being trained at Command Hospital, Kolkata because of the following facts:-

1. The Institute is running only PG course; hence as required for 50 MBBS intake + PG is required implying 1 Professor, 2 Asso. Prof., 3 Asst. Prof. & 4 Tutors are required. As against 1 Professor, 2 Asso. Prof., 1 Asst. Prof. & 1 Senior Resident are available, there is deficiency of faculty: (a) Assoc. Professor: 1; (b) Asst. Professor: 2; (c) Tutor: 3.

2. Dr. Majid A. Khan is promoted as Asso. Prof. after cut-off date; however the column of “Benefit of publications” in the faculty table is left blank implying NIL publications against requirement of 2; hence his promotion is not as per Regulations & he cannot be considered.

3. Workload of CT guided FNAC & USG guided FNAC is NIL in 2015. 4. Workload of TT investigation in 2015 is NIL. 5. Total number of Major Surgeries has decreased from 4,928 to 4,294 during

preceding 3 years. 6. Equipment like HPLC is not available. 7. Departmental Library has only 65 books. 8. Year of passing PG qualification is not given in Faculty Table about any

Faculty Member. 9. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. 02 seats till renewal of their

recognition will be irregular/ illegal and not in accordance with MCI regulations (notified with prior permission of Central Government vide notification dated 21/07/2009) and will not be recognized. examination and other teaching facilities for Recognition of Diploma in Diabetology qualification for 1 seat at Seth G.S. Medical College & King Edward VII Memorial Hospital, Parel Mumbai granted by Maharashtra University of Health Sciences, Nashik.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (22.08.2016) and decided to recommend not to recognize MD (Microbiology) qualification against increased intake from 1 to 4 seats granted by Rajasthan University of Health Sciences, Jaipur in respect of students being trained at Dr. S.N Medical College, Jodhpur because of the following facts:-

1. Assessment is done on 22/082016. However practical examination was

conducted on 16 & 17 August 2016 pursuant to Court order to publish the result before 19/08/2016. The Institution has never intimated to MCI for sending the Assessor on rescheduled date of examination, which they should have done. Recognition assessment has to be done on examination day.

2. Deficiency of faculty: (a) Asst. Prof.: 1. 3. Dr. Prabhu P. Gupta is promoted as Professor after cut-off date; however

in the column of “Benefit of publications” in the faculty table, it is stated “No” implying NIL publications against requirement of 4; hence her promotion is not as per Regulations & she cannot be considered. Further, she was absent during assessment due to her father’s illness.

4. Number distribution in Theory Papers are not uniform. In paper 1st allotted 25 marks for each 4 questions out of 5, in paper 2nd & 3rd, 3 questions for 34 + 33 + 33 amrks and paper 4, 50 x 2, out of 3 questions. However, in mark sheet, score marks are not mentioned, only mentioned as ‘P’ for those who have scored >50% marks.

required; however only 4 Units with 120 beds are available; resultantly there is deficiency of 1 Unit with 30 beds.

3. Dr. Kishore Raichandani, Professor & HOD is promoted as Professor with experience of only 3 years as Asso. Prof.; however the column of “Benefit of publications” in the faculty table is left blank implying NIL publications against requirement of 4; hence his promotion is not as per Regulations & he cannot be considered.

4. Unit A which is the Unit of HOD has NIL Asso. Prof.; hence faculty complement is incomplete. Further there are only 2 faculty in the Unit; resultantly it cannot be considered as PG Unit.

6. Equipment like OAE, BERA are not available in the department. 7. Services like Hearing Aid Trials, Speech & Voice Analysis are not

available. 8. Other deficiencies as pointed out in the Assessment Report. Admissions done (if any) against these seats i.e. 01 seat each for degree and

diploma till renewal of their recognition will be irregular/ illegal and not in accordance with MCI regulations (notified with prior permission of Central Government vide notification dated 21/07/2009) and will not be recognized. As per provisions of the Postgraduate Medical Education Regulations, 2000, failure to seek timely renewal of recognition as required shall invariably result in stoppage of admissions to the concerned Post Graduate Course. This is also clarified in the letter of recognition granted u/s 11(2) of the IMC Act, 1956 issued for these seats, which reads as under:

“…the recognition so granted shall be for a maximum period of 5 years from the date of Notification upon which the Institute shall have to apply for renewal of recognition. Failure to seek timely renewal of recognition as required shall invariably result in stoppage of admission to the Postgraduate Course.”

In case, the college authorities desire to submit compliance, same should be

received in this office preferably within four weeks of issue of this letter but definitely, prior to next admission so that the matter of recognition can be finally decided. If no compliance is received within this period or compliance/ compliance verification is found unsatisfactory, it will result in stoppage of admission to the postgraduate course against the above mentioned seats.

Diploma) on the standard of examination and other teaching facilities for Renewal of recognition of MS(OBG) qualification for 2 seats & DGO qualification for 4 seats at Mahatma Gandhi Institute of Medical Sciences, Sevagram, Wardha granted by Maharashtra University of Health Sciences, Nashik.

The Postgraduate Medical Education Committee considered the Council

Assessor’s Report (09.08.2016 for Degree and 14.07.2016 for Diploma) and decided to recommend not to renew the recognition of MS(OBG) qualification for 2 seats & DGO qualification for 4 seats granted by Maharashtra University of Health Sciences, Nashik in respect of students being trained at Mahatma Gandhi Institute of Medical Sciences, Sevagram, Wardha because of the following facts:-

1. There was Obstetric Minor Operation on day of assessment. Average

Operations on randomly selected days is 1 Minor/day, which is inadequate.

2. There were 2 Gynaec Major & 3 Gynaec Minor Operations on day of assessment, which is inadequate.

3. Total workload of Major Operations in 2015 is 705 implying daily average of 2.35 which is inadequate.

4. Services like Colposcopy/Cancer Screening Programme are not available.
