Regional Planning Guidance for Yorkshire and Humberside 1996

• Non statutory guidance issued by GOYH on behalf of the Secretary of State for the Environment

• Based on Advice from the Y&H Regional Planning Conference of local planning authorities

• Looked ahead to 2006 and provided the framework for UDPs, Structure Plans and Local Plans

• RPG (1996) identified the need for development to be “sustainable”, for regeneration and economic diversification, and for nearly 17,000 new homes per year

Regional Planning Guidance for Yorkshire and Humber 2001

• Non-statutory, “new style” RPG issued by GOYH on behalf of Secretary of State for Transport, Local Government and the Regions in line with PPG11 (2000)

• Based on a draft prepared by the Regional Assembly for Yorkshire and Humber, extensive consultation, and independent examination

• Looked ahead to 2016, and provided the framework for local development and transport plans, and other strategies, plans and programmes

• RPG (2001) set out a development strategy based on the regional settlement network of major cities and towns, and identified regionally significant locations for investment and regeneration, and the functional area that later became known as the Leeds City Region

Regional Spatial Strategyfor Yorkshire and Humber 2004

• The first statutory Regional Spatial Strategy issued by GOYH on behalf of the Deputy Prime Minister under the Planning and Compulsory Purchase Act 2004

• Based on a selective review of RPG (2001) carried out by the Yorkshire and Humber Assembly, extensive consultation, and independent examination

• Looked ahead to 2016, and provided the framework for LDFs, local transport plans, and other strategies, plans and programmes

• RSS (2004) identified transport investment and management priorities, and sub regional targets for renewable energy and waste management

The Yorkshire and Humber Plan 2008

• The statutory Regional Spatial Strategy issued by GOYH on behalf of the Secretary of State for Communities and Local Government under the Planning and Compulsory Purchase Act 2004

• Based on a comprehensive review of RSS (2004) carried out by the Yorkshire and Humber Assembly, extensive consultation, and independent examination

• Looked ahead to 2026, and provided framework for LDFs, local transport plans, and other strategies, plans and programmes

• RSS (2008) identified city regions and other functional areas across the region, broad locations for regionally significant investment and regeneration, and for 22,000 new homes per year across the region

Yorkshire and Humber Strategy 2010

• Local Democracy, Economic Development and Construction Act 2009 replaced RSS and RES with statutory integrated Regional Strategies

• Joint Regional Board of local authority leaders and Yorkshire Forward Board members commenced preparation of the first Y&H Strategy in 2009

• Work on the Y&H Strategy stopped in 2010 following the General Election and new Government

• The Yorkshire and Humber Strategy would have provided the opportunity to set out an integrated approach to align public and private sector investment, land use planning decisions, transport, housing, regeneration and other initiatives, and tackle climate change.
