Business Opportunities in Rail BalticaProject
Executive Summary
Lithuania has completed a section of Rail Baltica (RB) from LT/PL border to Kaunas in October 2015. This is called RB Phase I. It was built alongside an existing 1520 mm railway infrastructure. This line has not been electrified yet. RB I was split into 12 separate sections and contracted out to 5 separate companies and consortia.
RB Phase II envisage building new 1435 mm gauge railway line Kaunas Panevezys, Riga, Parnu, Tallinn. The main source of funding for RB is CEF (Connecting Europe Facility). CEF has taken over from TEN-T, which has been the main funding vehicle for trans-European transport projects in 2007-13.
CEF has completed the 1st call for proposals for 2016-2020 in July 2015 and allocated EUR 442 mil. for RB in three Baltic countries. Separately, CEF has allocated EUR 106 mil. for completing RB Phase I in Lithuania. 2nd call for CEF proposals is due in Feb.2016 in which Lithuania will submit proposals worth EUR 197. Total costs for period 2016-2020 will be clarified after finalizing all RB technical solutions.
Estonia’s share of CEF funding for 2016-20 is EUR 174 mill. In Estonia, technical study and design is planned to be completed in 2016. Construction work of Muuga cargo terminal, Tallinn and Parnu railway stations are expected to be performed from 2017-20.
Latvia’s share of CEF funding for 2016-2020 is 240 MEUR. It will be used for technical design of railway stations Riga central and airport Riga; central part of Latvia route, as well as starting construction of Riga –airport Riga railway line.
In Lithuania, tender for construction of Jiesia – Rokai line will be announced in 2015. The second most immediate construction contracts will be for Kaunas – Palemonas and Rokai – Palemonas stretches, to be tendered in 2016. Tenders will be held by Lithuanian Railways AB. Technical design for Kaunas –LT/LV border planned for 2016-2018.

Executive Summary
Until 2016, Rail Baltica related procurements, specification development, supplier contracts are being carried out by National railway companies in EE and LT and by Ministry of transport in LV.
Joint-venture company RB Rail a/s has been established with equal shareholding by three national railway companies to coordinate implementation of Rail Baltica and currently it provides common procurements and studies for three countries.
Grant agreement and contracting scheme determining terms of implementation of project and funding for 2016-20 will be signed by CEF and EE, LV and LT in December 2015.
Split of activities for the period 2016-20 among Rail Baltica organization members is to be determined following the completion of contracting scheme study in 2015. RB Rail will have a coordinating role for the entire RB project, significant role in the cross-border procurements of services, studies and goods and limited role in the procurement for construction work, especially in Lithuania. Agreements will specify which particular projects will be funded with allocated amount of financing, finance flow and beneficiaries.
Railway line Kaunas -Vilnius, fast connection from Tallinn to Tallinn airport, interconnection of new RB railway passenger station in Riga with the already existing infrastructure objects, regional development of industrial and logistics infrastructure in those municipalities being in close proximity to Rail Baltiva are projects related to Rail Baltica railway line development.
Rail Baltica organization does not have any particular plans to arrange own business events for investors or subcontractors before signing grant agreement and contracting scheme. Meanwhile Rail Baltica management would be interested to be invited and participate at business forums with the aim to promote and explain Rail Baltica project implementation and plans.
