A URL of any length will be altered to 23 characters, even if the link itself is less than 23 characters long. Your character count will reflect this.

• Goo.gl Owned by Google this will also produce a QR code for your link and if you have a Google+ account, you can track statistics on click-through. This is useful if you’re evaluating publicity strategies for a new web resource or event.
