Social Development News!

Renewal Time

I would like ALLSocial Assistant Clients to come in to make

appointments with me at the band office,I need to see

everyone who is on my program during this time I will have

someone in with me for some of the appointments just so you

aren’t caught off guard when you arrive.

You will need updated ID, for you and everyone on your file,

you will need to fill out the B&D Forms as well as another

application if you do not make an appointment in April you

will not receive Social Assistance for the month until you

make it in, and I will not see anyone the week of social

assistance if you missed it then you will have to wait the

following week.

Stubs (Monthly Declaration)

Your stubs are due the Friday before Social Assistance day

which is every last Wednesday of the month if you do not get

your stubs in you will have to wait for your cheque for the

following week. During the week of Social assistance it is

quite busy I have to complete monthly reports and pay bills

etc. Again if you don’t have your stub in by Friday before

social assistance day you will not receive your social

assistance cheque right away sometimes it may take to the

following week, I encourage you to fill stubs in anytime

during the week it is always in a separate folder for whatever

I am currently working with BC Hydro and Service BC to set

up a better way to keep hydro updated a lot of bills were

your things you aren’t using believe it or not you are still

being charged for things that are plugged in IE; coffee pots,

toasters, electronic devices anything really that could be

unplugged. You will be amazed at how much your usage goes

down. If you aren’t watching your TV turn it off.

TREATY UPDATE

Another Look at Governance

In February, Chief and Council, along with Hereditary

Chiefs Willie Walkus and Tom Henderson, met to

discuss Governance. As stated in the last Yo News, GN

Governance workshop sessions take place so leadership

can meet to discuss how to give clear detail to the 7

recommendations made in 2012 on building

Governance capacity. Last monthleadership took an in-

depth look at the topic of the roles of hereditary

leadersand elected leaders.

Rod Naknakim, a lawyer as well as a Chief Negotiator

for his own First Nation, We Wai Kai Nation (Cape

Mudge), delivered very thoughtful and engaging

information to aid the discussion on Governance

leadership. Rod’s research summarizes the meaning of

Governance in this way:

“… Governance is what human beings engage in

so that they can get more things done”.

“Establishing a government enables humans to

operate as a group”.

Governance is “working together to make a

decision”.

Rod’s presentation also contained core Governance

principles or values that he says are found among

Indigenous peoples around the world. For example,

these values include “Respect”; “Inclusivity” or the

value of everyone affected must be given opportunity

to be included; “Fairness”; “Honesty”; “Love” including

love not only for our families and territories but also for

our ancestors and for all creatures, and “Sharing”.

Rod highlighted traditional ways of governance, e.g.,

through the Potlatch,laws were declared. He reminded

the group that in the old days people knew where they

stood; everyone had a job and nobody was poor.

Through the Indian Act and other oppressive laws,

traditional laws and governing systems, have seriously

been eroded.

Currently through various court cases and related

events the “law is changing” and Rod stresses that GN

needs to know what it wants to take advantage of these

changes. He is referring to cases such as the Tsilhqot’in

court case where the Court adopted a broad and

expansive approach to the concept of Aboriginal Title.

The topic of hereditary leadership was continued after

Rod’s presentation and it was concluded that GN Chiefs

need to discuss roles and specific protocol/permissions.

Discussion points will be brought to GN

members/families for feed-back so stay tuned for

further information and updates on this very important

topic.

STATEMENT TO THE COMMUNITY

In response to numerous concerns raised by community

members and to maintain the safety of the community:

That Gwa’sala-Nakwaxda’xw Council shall immediately

implement steps to combat all facets of the drug and

illegal alcohol trade, including, enforcement of the

Housing Policy (eviction as per agreements with tenants);

and, working diligently with the RCMP, the Courts on

any/all related actions.

Further that we will pursue all resources to assist in this

direction, Gwa’sala-Nakwaxda’xw Council shall

implement active bylaws on anti-drug and illegal alcohol

enforcement bylaws inclusive of speeding on reserve

against those individuals and their accomplices involved

in these activities.

Yo wiksas I hope you all enjoyed the beautiful weather we have been having. As many of you know, the elders went on their trip early this year. They left for Vancouver March 19 and returned March 23. On the 19th half of them attended the Canucks hockey game. Clara Richotte and John Henderson joined them. On Sunday March 20th, they went to the museum of anthropology at UBC. They ran into Henry Seaweed there. A young man by the name of Robert Williams sang for the group. After that, they went over to Park Royal for some food at the food court. Monday March 21- the group went to science world. There were a lot of kids there. A few got to walk around and enjoy what the place had to offer. After that, we headed onto On Ons wonton house in Burnaby. A tasty treat. Tuesday March 22- we headed to Northern Indian Affairs office downtown to see if some could get the new status cards. Sadly everyone needed their Birth certificate, and marriage certificate with them if they've changed their last names. About a handful was able to fill their forms out and get photos done for the new card. We then walked over to Deliotte. Vickie Whitehead & Meghan Shannon greeted the group. They sat down and visited while enjoying some refreshments and cold drinks. Later that evening, the ones that didn't go to the game, went to the Elvis Presley concert: Return to Graceland at Queen Elizabeth Theater. Sadly they were strict about photos being taken at this event. But if you ask the elders how it was, they'll be able to tell you all about it. On Wednesday March 23- we headed for home. Fisheries Department

Yelloweye Rockfish for Elders

Contract opportunity

Dear Members:

The Fisheries department has received roughly 2000lbs of Yelloweye Rockfish for distribution to the

elders. The fish is in a whole, frozen state.

We are looking for an interested member/members to provide the following services:

- Thawing

- Fileting and cleaning

- Bagging

- Delivery to elders

of all the rockfish that we have. You must have experience in dealing with rockfish as this is a rare treat

for us and we don’t want to waste any. You must be able to do all the rockfish at one time in clean and

sanitary conditions and be able to deliver portions to all our elders. As the fish is frozen, you will need

space to thaw them out. The Band will supply a couple of fish totes for use if required. Bags will also be

supplied. All other materials, equipment and delivery of frozen/filleted fish are the responsibility of the

one selected for the contract.

If you are interested, please submit a price quote for all the services listed above as well as your

experience dealing with rockfish, place that you will be doing the cleaning and any other thing that will

help make a decision to:
