Definition: Disabled People

“include those who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others” (UNCRPD)

Making development practice inclusive • Using the CRPD as the benchmark and guide for inclusive

development policies.• An explicit policy on inclusion of disabled people in

development programmes.• A recognition that the MDGs will not be met unless disabled

people are included.• The twin-track approach.• Production of a paper addressing disability as an issue in

development. In some cases it is a discussion paper, in others a position paper.

• Listing disability as a cross-cutting issue in development.• Recognising the importance of a poverty analysis which
