EU subsidies for farmers
• By European law all countries are forced to create a Integrated Accounting & Control System (IACS) to manage
subsidies
• AgrarMarkt Austria (100% owned by the Austrian government) was selected to implement this system in Austria
• AgrarMarkt Austria manages about 1.8 billion euro of subsidies
• Some key facts:
• 120.000 farmers
• 5.5 TB of orthophotos covering 100% of Austria
• 4 million agricultural land use areas
• 500.000 A3 color plots prints twice a year
• Minimum of 600 concurrent users

What are the key problems?
• Providing an easy to deploy and easy to use solution still providing a broad variety of capabilities:
• Full vector support to provide snapping, editing capabilities, merge or split areas, …
• Data and geometry validation already at the input time to ensure consistent and accurate information at the centralized database.
• The provided solution should be easy to extend (with limited development skills) by AgrarMarkt Austria
• The system should be used by farmers itself with a minimum training but
• there is a lack of IT skill sets
• there are non or very limited skills in the area of GIS
• Farmers are asked to update the information twice a year

Our approach: Building a Smart GIS
• Guide the farmers trough this complex process with a “Wizard” based application
• Provide tools (e.g. digitize functions, snapping) only if they are helpful in the given context
• Create a tool to easily extend or modify the workflow
• Preconfigured legends providing a minimum set of feature classes containing all required information
• Inform users early about possible mistakes
• Ensure that the process could be paused and resumed at any time
