Extending a warm welcometo Haroun Suleiman and hisdelegation, Dr Jitendra Singhobserved that India shared a

traditionally friendly relation-ship with Tanzania right fromthe time of Julius Nyerere,who had taken over as firstPresident after Tanzaniaachieved independence fromthe British colonial rule.Because of these commonlinkages of legacy, he said, it isfar much easier to expect asuccessful engagementbetween the two countries.

Dr Jitendra Singh referredto the visit to Tanzania byPrime Minister NarendraModi in July 2016 and point-ed out the special emphasisgiven by the ModiGovernment to relations withthe African countries.

During the half-an-hour

interaction, HarounSuleiman expressed keennessfor further and deeperengagement with India in thefields of civil services and gov-ernance.

He proposed to Dr JitendraSingh the desirability ofarranging visits by civil ser-vants from Tanzania to India,so that they could enrichthemselves from the vastexperience of the IndianAdministrative Service (IAS).

Tanzania's Personnel Minister calls on Dr Jitendra

STATE TIMES NEWSJAMMU: The Annual Regular Examination2018 for classes 12th, 11th and 10th forKashmir Division, Winter Zone areas ofJammu Division and Ladakh region which com-menced from October 22, 2018, concluded suc-cessfully on November 15.

In these examinations nearly 2.25 lakh candi-dates appeared in about 2,500 centres spreadacross the whole Valley, winter zone of Jammuregion and Ladakh region.

The examination was conducted smoothly bar-ring some inconvenience caused to the studentsdue to unexpected inclement weather onNovember 2. Besides, the examination could notbe conducted in Kishtwar town scheduled onNovember 2, 2018 due to curfew.

The aforesaid examination of the area wasconducted on November 16 smoothly. Somecandidates in Gurez region of the Valley couldnot appear in the examination on November 3due to inclement weather. Board of SchoolEducation has decided to conduct the re-exami-nation of such students very soon. Besides, theBOSE has received representations from somestudents that they have missed the examination

due to some confusion in the timing and datesheet. BOSE will sympathetically consider theirrepresentations for re-examination of themissed papers, if found genuine.

The Board of School Education with activesupport from Directorate of School Education,Jammu and Kashmir conducted the examina-tion in free and fair manner and addressed thegrievances and complaints received from thestudents and parents promptly.

During the conduct of entire examinationprocess, overall co-operation was received fromall the concerned quarters including DistrictAdministration, Police Department, PostalDepartment and School EducationDepartment.

Moreover, all the principals/heads of the insti-tutions, lecturers, masters, teachers and otherstaff members performed their duties with fulldedication and responsibility. The JKBOSEexpressed its gratitude to all of them and will tryits best to overcome the shortcomings, if any, inthe next coming examinations and will appreci-ate the cooperation from all stake holders. Theresult of these examinations will be declared wellin time.

STATE TIMES NEWSJAMMU: J&K Electrical Engineering Graduates Association(JKEEGA) discussed the issues pertaining to the promotionsof Graduate Engineers of PDD at AEE and AE level andregularization of the engineers.

In the meeting held here on Friday, Harvrinder Singh, PresidentJKEEGA observed that about 115 number posts at AssistantExecutive Engineer Rank and more than 140 number posts atAssistant Engineer Rank are lying vacant. Moreover, the resultantvacancy at the level of AE accumulates to around 250 and undersuch circumstances department is being pressurized to completethe Center Sponsored projects in time like DDUGJY, UJJALA,UDAY, IPDS, Saubhagaya without adequate manpower. "The filefor promotion of the Assistant Executive Engineer and AssistantEngineer was forwarded to the GAD six months back for theiropinion but nothing decisive has been done till date.

The degree holders even though eligible for promotion since2012, are being deprived of their due rights even after nine years.As per the recruitment rules, the respective quota of Degree:Diploma in promotions is 80:20 respectively whereas it has notbeen maintained," he added.

The association would also like to apprise the Governor that forthe last seventeen years, regularisation of the engineers are pend-ing as the engineers are placed to the next rank on adhoc and stop-gap arrangements at the time of promotions which has causedfrustration and distress among the officers of the department.

The association pressed upon the need of a time bound solutionof the regularisation of engineers against these posts. The associ-ation members urged upon the Governor to address all the genuinedemands of the fraternity at the earliest and all the vacancies willbe filled strictly as per recruitment rules thereby maintaining thecadre strength ratio of 80 per cent for degree holders and 20 percent for diploma holders.

STATE TIMES NEWSJAMMU: JKPCC said that keeping the State Assembly in suspend-ed animation beyond a reasonable period would be unjustified andamount to keeping the flood gates for horse trading open.

Reacting to the statement of the State Governor S.P Malik in thiscontext, JKPCC said that keeping the State Assembly in suspendedanimation beyond a reasonable period of time is quite unjustified andalso against the basic spirit of the constitutional provision in thisregard, as it amounts to keeping the flood gates for horse tradingopen, especially when there is hardly any scope for any alternative for-mation of the government through genuine democratic and constitu-tional norms, in the State. JKPCC Chief Spokesperson, RavinderSharma said that a democratic government is dissolved andAssembly placed under suspended animation following failure of con-stitutional machinery and the Governor's rule is imposed for a periodof first six months followed by President's rule.

"The ruling coalition (PDP-BJP in the present case) too has lostthe mandate to rule anymore because they failed to run the State asper requirement of the Constitution as a result, Governor's rule hadto be imposed in the State. It can't be wish and convenience of anysuch formation to fall apart and come together in any form at theirwill, making mockery of the people in the democracy. The constitu-tional authority has to come to a conclusion within a reasonable timelimit after exploring the possibilities, if any, through genuine demo-cratic and constitutional modes, otherwise take next step to dissolvethe Assembly, to send a clear signal and create conducive atmospherefor holding of fresh elections, at an appropriate time," he added.

Sharma said that an atmosphere of uncertainty and confusion onthis issue should not allowed to continue for all times to come till theexpiry of the present term of Assembly and a decision has to be takenwithin reasonable time limit, about the fate of assembly, he said.
