The slab work was initiated by BJP State Secretary and newly elected Councillor from Ward No 41 Sanjay Baru who was also accompanied by BJP State Press Secretary & State Media Incharge Dr Pardeep Mahotra, Atul Chopra and Ashok Singh Wazir. The foun- dation has initiated the lanter work of more than 5,000 Sq feet for the roof of ground floor of hostel at Lale Ka Bagh, Sangrampur with the capacity of over 200 girls. Big jolt to Congress, prominent leaders join BJP STATE TIMES NEWS NEW DELHI: Minister for Personnel and Law, Government of Tanzania (Zanzibar), Haroun Ali Suleiman called on Union Minister Incharge Personnel, Dr Jitendra Singh and dis- cussed India's experience with good practices in governance as well as possibilities of exchange programmes at aca- demic level with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie and other Indian institutions. Extending a warm welcome to Haroun Suleiman and his delegation, Dr Jitendra Singh observed that India shared a traditionally friendly relation- ship with Tanzania right from the time of Julius Nyerere, who had taken over as first President after Tanzania achieved independence from the British colonial rule. Because of these common linkages of legacy, he said, it is far much easier to expect a successful engagement between the two countries. Dr Jitendra Singh referred to the visit to Tanzania by Prime Minister Narendra Modi in July 2016 and point- ed out the special emphasis given by the Modi Government to relations with the African countries. During the half-an-hour interaction, Haroun Suleiman expressed keenness for further and deeper engagement with India in the fields of civil services and gov- ernance. He proposed to Dr Jitendra Singh the desirability of arranging visits by civil ser- vants from Tanzania to India, so that they could enrich themselves from the vast experience of the Indian Administrative Service (IAS). Dr Jitendra Singh informed his Tanzanian counterpart that the Union Ministry of Personnel is already engaged in such exchange programmes with several countries and some of the countries like Bhutan also have an arrange- ment for training their civil servants in the Mussoorie Academy. In response to Suleiman's request for the visits of Indian faculty to his country, Dr Jitendra Singh said, a group of officers can be assigned to work out this arrangement. For this purpose, he said, the representatives from Union Ministry of External Affairs will also be involved. Tanzania's Personnel Minister calls on Dr Jitendra STATE TIMES NEWS JAMMU: The Annual Regular Examination 2018 for classes 12th, 11th and 10th for Kashmir Division, Winter Zone areas of Jammu Division and Ladakh region which com- menced from October 22, 2018, concluded suc- cessfully on November 15. In these examinations nearly 2.25 lakh candi- dates appeared in about 2,500 centres spread across the whole Valley, winter zone of Jammu region and Ladakh region. The examination was conducted smoothly bar- ring some inconvenience caused to the students due to unexpected inclement weather on November 2. Besides, the examination could not be conducted in Kishtwar town scheduled on November 2, 2018 due to curfew. The aforesaid examination of the area was conducted on November 16 smoothly. Some candidates in Gurez region of the Valley could not appear in the examination on November 3 due to inclement weather. Board of School Education has decided to conduct the re-exami- nation of such students very soon. Besides, the BOSE has received representations from some students that they have missed the examination due to some confusion in the timing and date sheet. BOSE will sympathetically consider their representations for re-examination of the missed papers, if found genuine. The Board of School Education with active support from Directorate of School Education, Jammu and Kashmir conducted the examina- tion in free and fair manner and addressed the grievances and complaints received from the students and parents promptly. During the conduct of entire examination process, overall co-operation was received from all the concerned quarters including District Administration, Police Department, Postal Department and School Education Department. Moreover, all the principals/heads of the insti- tutions, lecturers, masters, teachers and other staff members performed their duties with full dedication and responsibility. The JKBOSE expressed its gratitude to all of them and will try its best to overcome the shortcomings, if any, in the next coming examinations and will appreci- ate the cooperation from all stake holders. The result of these examinations will be declared well in time. STATE TIMES NEWS JAMMU: Former Minister and MLA Raipur Domana, Bali Bhagat on Friday started macadamisation works of Keran-Bantalab Road in Ward No 63. Accompanied by a large number of people, Bhagat started the works in the pres- ence of officials of PWD (R&B), local residents and political activists of the area. The works will be executed under the supervision of PWD and will be covered in stretches on which Rs 65 lakh will be spent. Speaking on the occasion, Bhagat said that it is indeed a major step towards develop- ment in Raipur-Domana Assembly segment and the same ultimately will provide a major relief to the residents of Raipur-Domana area. He said that now is the viable time for macadamiza- tion of roads and the quality of the roads speaks that no spurious material is being used and roads like highways are being laid in internal areas as well which itself speaks that BJP has always been committed to provide best possible assistance to the masses. STATE TIMES NEWS JAMMU: J&K Electrical Engineering Graduates Association (JKEEGA) discussed the issues pertaining to the promotions of Graduate Engineers of PDD at AEE and AE level and regularization of the engineers. In the meeting held here on Friday, Harvrinder Singh, President JKEEGA observed that about 115 number posts at Assistant Executive Engineer Rank and more than 140 number posts at Assistant Engineer Rank are lying vacant. Moreover, the resultant vacancy at the level of AE accumulates to around 250 and under such circumstances department is being pressurized to complete the Center Sponsored projects in time like DDUGJY, UJJALA, UDAY, IPDS, Saubhagaya without adequate manpower. "The file for promotion of the Assistant Executive Engineer and Assistant Engineer was forwarded to the GAD six months back for their opinion but nothing decisive has been done till date. The degree holders even though eligible for promotion since 2012, are being deprived of their due rights even after nine years. As per the recruitment rules, the respective quota of Degree: Diploma in promotions is 80:20 respectively whereas it has not been maintained," he added. The association would also like to apprise the Governor that for the last seventeen years, regularisation of the engineers are pend- ing as the engineers are placed to the next rank on adhoc and stop- gap arrangements at the time of promotions which has caused frustration and distress among the officers of the department. The association pressed upon the need of a time bound solution of the regularisation of engineers against these posts. The associ- ation members urged upon the Governor to address all the genuine demands of the fraternity at the earliest and all the vacancies will be filled strictly as per recruitment rules thereby maintaining the cadre strength ratio of 80 per cent for degree holders and 20 per cent for diploma holders. STATE TIMES NEWS JAMMU: JKPCC said that keeping the State Assembly in suspend- ed animation beyond a reasonable period would be unjustified and amount to keeping the flood gates for horse trading open. Reacting to the statement of the State Governor S.P Malik in this context, JKPCC said that keeping the State Assembly in suspended animation beyond a reasonable period of time is quite unjustified and also against the basic spirit of the constitutional provision in this regard, as it amounts to keeping the flood gates for horse trading open, especially when there is hardly any scope for any alternative for- mation of the government through genuine democratic and constitu- tional norms, in the State. JKPCC Chief Spokesperson, Ravinder Sharma said that a democratic government is dissolved and Assembly placed under suspended animation following failure of con- stitutional machinery and the Governor's rule is imposed for a period of first six months followed by President's rule. "The ruling coalition (PDP-BJP in the present case) too has lost the mandate to rule anymore because they failed to run the State as per requirement of the Constitution as a result, Governor's rule had to be imposed in the State. It can't be wish and convenience of any such formation to fall apart and come together in any form at their will, making mockery of the people in the democracy. The constitu- tional authority has to come to a conclusion within a reasonable time limit after exploring the possibilities, if any, through genuine demo- cratic and constitutional modes, otherwise take next step to dissolve the Assembly, to send a clear signal and create conducive atmosphere for holding of fresh elections, at an appropriate time," he added. Sharma said that an atmosphere of uncertainty and confusion on this issue should not allowed to continue for all times to come till the expiry of the present term of Assembly and a decision has to be taken within reasonable time limit, about the fate of assembly, he said. Tanzania's Personnel Minister calls on Dr Jitendra

STATE TIMES NEWSJAMMU: The Annual Regular Examination2018 for classes 12th, 11th and 10th forKashmir Division, Winter Zone areas ofJammu Division and Ladakh region which com-menced from October 22, 2018, concluded suc-cessfully on November 15.

In these examinations nearly 2.25 lakh candi-dates appeared in about 2,500 centres spreadacross the whole Valley, winter zone of Jammuregion and Ladakh region.

The examination was conducted smoothly bar-ring some inconvenience caused to the studentsdue to unexpected inclement weather onNovember 2. Besides, the examination could notbe conducted in Kishtwar town scheduled onNovember 2, 2018 due to curfew.

The aforesaid examination of the area wasconducted on November 16 smoothly. Somecandidates in Gurez region of the Valley couldnot appear in the examination on November 3due to inclement weather. Board of SchoolEducation has decided to conduct the re-exami-nation of such students very soon. Besides, theBOSE has received representations from somestudents that they have missed the examination

due to some confusion in the timing and datesheet. BOSE will sympathetically consider theirrepresentations for re-examination of themissed papers, if found genuine.

The Board of School Education with activesupport from Directorate of School Education,Jammu and Kashmir conducted the examina-tion in free and fair manner and addressed thegrievances and complaints received from thestudents and parents promptly.

During the conduct of entire examinationprocess, overall co-operation was received fromall the concerned quarters including DistrictAdministration, Police Department, PostalDepartment and School EducationDepartment.

Moreover, all the principals/heads of the insti-tutions, lecturers, masters, teachers and otherstaff members performed their duties with fulldedication and responsibility. The JKBOSEexpressed its gratitude to all of them and will tryits best to overcome the shortcomings, if any, inthe next coming examinations and will appreci-ate the cooperation from all stake holders. Theresult of these examinations will be declared wellin time.

STATE TIMES NEWSJAMMU: J&K Electrical Engineering Graduates Association(JKEEGA) discussed the issues pertaining to the promotionsof Graduate Engineers of PDD at AEE and AE level andregularization of the engineers.

In the meeting held here on Friday, Harvrinder Singh, PresidentJKEEGA observed that about 115 number posts at AssistantExecutive Engineer Rank and more than 140 number posts atAssistant Engineer Rank are lying vacant. Moreover, the resultantvacancy at the level of AE accumulates to around 250 and undersuch circumstances department is being pressurized to completethe Center Sponsored projects in time like DDUGJY, UJJALA,UDAY, IPDS, Saubhagaya without adequate manpower. "The filefor promotion of the Assistant Executive Engineer and AssistantEngineer was forwarded to the GAD six months back for theiropinion but nothing decisive has been done till date.

The degree holders even though eligible for promotion since2012, are being deprived of their due rights even after nine years.As per the recruitment rules, the respective quota of Degree:Diploma in promotions is 80:20 respectively whereas it has notbeen maintained," he added.

The association would also like to apprise the Governor that forthe last seventeen years, regularisation of the engineers are pend-ing as the engineers are placed to the next rank on adhoc and stop-gap arrangements at the time of promotions which has causedfrustration and distress among the officers of the department.

The association pressed upon the need of a time bound solutionof the regularisation of engineers against these posts. The associ-ation members urged upon the Governor to address all the genuinedemands of the fraternity at the earliest and all the vacancies willbe filled strictly as per recruitment rules thereby maintaining thecadre strength ratio of 80 per cent for degree holders and 20 percent for diploma holders.

STATE TIMES NEWSJAMMU: JKPCC said that keeping the State Assembly in suspend-ed animation beyond a reasonable period would be unjustified andamount to keeping the flood gates for horse trading open.

Reacting to the statement of the State Governor S.P Malik in thiscontext, JKPCC said that keeping the State Assembly in suspendedanimation beyond a reasonable period of time is quite unjustified andalso against the basic spirit of the constitutional provision in thisregard, as it amounts to keeping the flood gates for horse tradingopen, especially when there is hardly any scope for any alternative for-mation of the government through genuine democratic and constitu-tional norms, in the State. JKPCC Chief Spokesperson, RavinderSharma said that a democratic government is dissolved andAssembly placed under suspended animation following failure of con-stitutional machinery and the Governor's rule is imposed for a periodof first six months followed by President's rule.

"The ruling coalition (PDP-BJP in the present case) too has lostthe mandate to rule anymore because they failed to run the State asper requirement of the Constitution as a result, Governor's rule hadto be imposed in the State. It can't be wish and convenience of anysuch formation to fall apart and come together in any form at theirwill, making mockery of the people in the democracy. The constitu-tional authority has to come to a conclusion within a reasonable timelimit after exploring the possibilities, if any, through genuine demo-cratic and constitutional modes, otherwise take next step to dissolvethe Assembly, to send a clear signal and create conducive atmospherefor holding of fresh elections, at an appropriate time," he added.

Sharma said that an atmosphere of uncertainty and confusion onthis issue should not allowed to continue for all times to come till theexpiry of the present term of Assembly and a decision has to be takenwithin reasonable time limit, about the fate of assembly, he said.
