“The Oregon State Constitution of 1859 established a system of common schools, and designated the governor as Superintendent of Public Instruction with the provision that after five years the Legislative Assembly would be allowed to create an independent office for this purpose (Const., art. 8). The Legislative Assembly exercised this right in 1872 by enacting a law designating an elected four-year position, salary, and providing office space in the state capital (O.L. 1872, p. 146).”

“In 1936, an enforcement division was added to the Commission's duties. This new division was split into two sections: license inspectors, who acted as a liaison between the Commission and its licensees; and the "hard liquor" squad, which dealt directly with violators of the Oregon Liquor Control Act (bootleggers). Prior to the formation of this new unit, enforcement was the function of the State Police and local law enforcement officials.”

“1957 A license and bond requirement is established for hay dealers. Grade A milk usage audit, virus-free nursery stock, and brucellosis eradication projects begin. A third grain inspection branch office opens. The Oregon Fryer Commission is created.

1958 Livestock district boundaries are revamped and clarified.

1959 Inspection of custom and mobile slaughter plants becomes compulsory. The Oregon Beef Council and the Highland Bentgrass Commission are established.”
