The Urban Municipality of Palilula Local Plan of Action for Child
Protection is the result of joint efforts of representatives of all the child
protection institutions in the Municipality of Palilula, the localgovernment, nongovernmental organisations, children and parents.
This strategic document, which has been developed with the support of
the European Commission and Save the Children, contains objectives,
tasks and measures that will direct our joint efforts towards the
realisation of rights and protection of the youngest members of our
society.
The Municipality of Palilula has often had a leading role in the field ofchild protection, introducing new social policy initiatives and
cooperation with nongovernmental and other organisations. Therefore,
on this occasion as well we support institutionally the Local Plan of
Action and hope for a continuous process with significant results. We
would like this publication to serve as a guide for establishing a quality
child protection system in our municipality and elsewhere.

THE URBAN MUNICIPALITY OF PALILULA LOCAL PLAN OF ACTION
FOR CHILD PROTECTION
1. INTRODUCTION
The Urban Municipality of Palilula Local Plan of Action (LPA) for Child Protection is the
result of joint efforts of representatives of all child protection institutions in the Municipality of
Palilula, local government, nongovernmental organisations, children and parents. Children and
parents have been actively involved in the development of this document and they have
contributed both to the identification of the existing problems and defining the ways to
overcome them.
The Urban Municipality of Palilula Local Plan of Action for Child Protection isa strategic
document that defines the municipal policy regarding the issue of child protection and it is the
result of the work of the Municipality of Palilula Local Plan of Action for Child Protection
Development Council, with active participation of children and families.
The Urban Municipality of Palilulahas recognised the significance of joint planning of child
protection services in the local community as an opportunity for improving child welfare and
meeting the needs of children and families in the community more adequately. The Urban
Municipality of Palilula Local Plan of Action for Child Protection will bring together all
stakeholders in the local community and include them in the process of finding solutions to the
problems of children, thus contributing to the ongoing reform and decentralisation of the social
welfare system in the Republic of Serbia, which has been initiated by the Ministry of Labour
and Social Policy.
The international nongovernmental organisation Save the Children is a strategic partner for thedevelopment of this document as part of the project "Working Together for Child
Protection". The project, funded by the European Commission and co-funded Save the
Children, is implemented in Vranje and the municipality of Palilula (Belgrade) in co-operation
with local governments, the Ministry of Labour and Social Policy and other relevant ministries.
The overall objective of the project is to improve the child welfare system and the protection of
children's rights through supporting the development of coordinated, cost-effective and
sustainable child protection services and promotion of community-based child welfare
approaches. The specific objective of this project is to ensure full protection of child rights
through the delivery of integrated child-focused services for children at risk in the selected
pilot municipalities in Serbia.
The Local Plan of Action for Child Protection Development Council is composed of
representatives of all institutions dealing with child protection in the local community: the local
government, Centre for Social Welfare, Primary Health Care Centre Dr Milutin Ivkovi,
Palilula Police Department, Pre-school institution Boko Buha, Palilula primary schools,
First Municipal Court, District Juvenile Prosecution Service, District Juvenile Court, National
Labour Market Bureau, Institute for Mental Health and nongovernmental organisations Roma
Heart, Open Door and Grig.

The Plan refers to the period 2008 2010 and it will be reviewed after the first year of
implementation.
The Plan is aimed at all children in the Municipality of Palilula, particularly children from
vulnerable groups, such as: children at risk of poverty, marginalised children, children with
disability, children deprived of parental care, children victims of abuse and neglect, Roma
children.
The process of planning is fundamental to the development of services that can meet the
identified needs of children and families in the Municipality of Palilula, using local resources
in the most cost-effective way. Planning at local level can provide solutions to the gaps in the
existing model of planning at central level and the identification of services that can adequately
meet the needs of children and families.
The purpose of the Local Plan of Action for Child Protection:
The aimof the Local Plan of Action for Child Protection is to improve the child welfare system
and the protection of children's rights through supporting the development of coordinated, cost-
effective and sustainable child protection services and promotion of methods for enhancing
community-based child welfare.
The Municipality of Palilula Local Plan of Action for Child Protection includes priority
measures, activities and programmes to be implemented in the following years in order to
create the most favourable conditions for children and their social inclusion.
Strategic objectives for improving the institutional framework of child protection in the
Municipality of Palilula are: To identify where the needs are and to assess them To clarify the policy of the municipality and to identify the existing local resources To set up a structure for planning, managing and reviewing of services To encourage cooperation among service providers To identify a system of accounting for the services provided To ensure a framework for efficient monitoring of policy implementation To ensure active participation of children and their families in the decision making
process
To inform the publicSpecific objectives include:
Prevention of juvenile delinquency and re-socialisation of juvenile offenders Systematic registering and vocational training for young people with disability after
the completion of primary education
Prevention of separation from the family, abuse and neglect of children at risk ofentering the social protection system
To enable access and include children from marginalised groups, particularly Romaand returnee children, in the health care and mainstream education systems

Target groups:
The Plan is aimed at all children in the Municipality of Palilula, with particular emphasis on
vulnerable groups such as: children at risk of poverty, marginalised children, children with
disability, children deprived of parental care, children victims of abuse and neglect, Roma
children.
Expected results:
Increased capacity of Centres for Social Welfare, other relevant institutions and dutybearers in each target area to "translate" the national child protection policy into
practice through planning for and delivery of child-focused community-based
services.
Empowered children and families to participate in the development of local childwelfare and child protection policy and practice.
Initiating pilot projects to demonstrate new solutions, based on the needs of the localcommunity, to the gaps identified in the existing plans of local child protection
services.
Initiating the establishment of a Club for Children and Families that would encouragefull participation of children and their families, enable constructive cooperationamong stakeholders and connecting the services, as well as contribute to the
implementation of the Local Plan of Action for Child Protection.
Development of a policy model replicable elsewhere within the country and theregion, in support to the Government of Serbia to reform the child protection
legislation, policy and practice to meet the needs and the rights of children and their
families.
2. Main Principles
The Municipality of Palilula Local Plan of Action for Child Protection is based on and in linewith several national and international documents:

The Municipality of Palilula Local Plan of Action for Child Protection is in line with the key
principles of theNational Plan of Action for Children:

The Municipality of Palilula Local Plan of Action for Child Protection is based on the
following principles:
Supporting children and families Respecting personal dignity and confidentiality of personal information Access to health care, education and social welfare services for all children
and families
Active participation of children and families in the decision making process Right to have a choice and receive advice in the decision making process.
3. Methodology:
In the Municipality of Palilula the process of planning for child protection services began in
June 2007. The process started with the identification of all services provided for children inthe local community and establishment of the Local Plan of Action for Child Protection
Development Council. Then data about vulnerable categories of children and their families on
the territory of the municipality of Palilula were collected and analysed, their needs assessed
and the missing services identified. Series of consultations were organised with children and
their families, as well as a wide public discussion on the Draft Local Plan of Action for Child
Protection. The results of these processes are included in the Plan. Participation of children and
parents was the most important methodological principle used in the development of this
document.
A direct result of this process is the initiative of groups of children and parents to establish a
Club for Children and Families that would encourage full participation of children and theirfamilies, enable constructive cooperation among stakeholders and connecting the services, as
well as contribute to the implementation of the Local Plan of Action for Child Protection.
The activities of the project Working Together for Child Protection include financial support
to local initiatives and small projects for achieving the objectives of the Local Plan of Action
for Child Protection. Chapter 6 Development Plan for Child Protection Services in the
Municipality of Palilula gives a detailed description of the situation together with proposed
solutions for each category of children, which are, at the same time, frameworks for project
proposals.
4. SITUATION IN THE LOCAL COMMUNITY
Covering an area of 44,586 hectares, the municipality of Palilula is the largest municipality in
Belgrade. With the population of 169,363, according to the 2002 census, Palilula is one of the 4
most populated municipalities. According to its population and area, Palilula corresponds in
size to the city of Kragujevac. The territory of the Municipality consists of three areas: urban
(located almost in the centre of Belgrade), suburban and rural.
The territory of the Municipality of Palilula comprises 24 local communities.

In the Municipality there are 25 kindergartens with 4145 children, 17 primary schools
educating 12,721 children and 5 secondary schools with 3,970 students. Mainstream primary
schools include 9 classes for children with special needs with 136 students.
The Health Care Centre Dr Milutin Ivkovi includes 6 health care stations and 8 departments
across the territory of the municipality.
There are 2 large refugee camps and 4 unsanitary Roma settlements.
According to the 2002 census, 10.1% of the total population of Belgrade lived in Palilula, with
a negative population growth rate ( 1.3). Of the total population of Palilula 4.4% are included
in some form of social protection programmes. In 2006, the total number of beneficiaries of the
Centre for Social Welfare amounted to 6,850.
The Palilula Centre for Social Welfare (CSW) covers the whole territory of the municipality,
with 49 staff members out of which 45 are professional staff (social workers, psychologists,
pedagogues, lawyers).
The following tables show the number of children beneficiaries of the Palilula CSW in 2007,
according to the categories of vulnerable children, factors of vulnerability and family violence.It should be noted that the Ministry of Labour and Social Policys current reforms and
reorganisation of Centres for Social Welfare foresee the introduction of new methodology of
data collecting, thus in 2007 a new category of children victims of family violence was
introduced.

5. IDENTIFICATION AND ASSESSMENT OF NEEDS
1. Priorities in the local community
In the Municipality of Palilula priorities have been defined on the basis of the results of the
Councils work, as recommendations of professionals, as well as the results of focus groupswith vulnerable groups of children and their families. Children and families from vulnerable
groups children and families at risk of poverty, Roma children and families, children with
disability and their families, children with behaviour problems and juvenile offenders and their
families as well as professionals from all the institutions dealing with child protection who
were not directly included in the development of the Local Plan of Action for Child Protection,
participated in the consultation process organised during the public debate on the Draft Local
Plan of Action for Child Protection.
The following priorities resulted from these activities:
Improve the living conditions of Roma children and young people and help them toobtain personal documents
Bring young offenders back to normal life Explain to parents the meaning of child abuse and neglect Include children with special needs in the social environment
2. Recommendations of children and families:
Recommendations of children and families were obtained in focus groups, which were
organised in order to consider the views of children from vulnerable groups (children deprived
of parental care, children with disability, children in conflict with the law, children victims of
violence) and their families on different aspects of the child protection system and mechanisms

6. DEVELOPMENT PLAN FOR CHILD PROTECTION SERVICES IN THE
MUNICIPALITY OF PALILULA
1. Children with behaviour problems and juvenile offenders
Where are we?
In 2007, 589 juvenile offenders and children with behaviour problems, as well as 676 children
from dysfunctional families were registered on the territory of the Municipality of Palilula.
Apart from these basic data, the ethnic background of this and other categories of children is
not included in the annual reports of institutions. Relevant institutions responsible for this
category of children are: the Centre for Social Welfare, Police, District Juvenile Prosecution
and District Juvenile Court.
Results of focus groups:
Information about the social protection system:Young people told us that they had heard about several institutions, such as the Centre for
Social Welfare which they knew from personal experience, the Shelter, the Centre for the
Protection of Children and Young People in Zveanska street 52, and the Centre for the
Education of Youth which they called Vasa. They are mostly informed by the media but they
also have friends who were residents of Vasa or the institution for children deprived of
parental care. As for the services of the CSW, young people know that it provides support
during legal proceedings and they said that they were very satisfied with its services In the
court they are always on our side. Apart from this, young people know that the CSW provides
material assistance to families. Their opinion is that the CSW provides sufficient information
and that the prospects regarding legal proceedings are presented to them, but some of them
think that it would be useful to organise peer groups for experience exchange and socialising.Regarding their first contact with the CSW, young people remembered that they had
felt very embarrassed and anxious, and some of them admitted that they had similar feelings
during this meeting.

Young people consider that it is not easy for the parents from either group and that they wouldlike to change things because they feel guilty.
About young people in the Vasa they know that they hang around, get bored, listen to
music. If they could, they would advise them to calm down, go to school, take up sports.
They think that poverty and bad influence of the peer group are the main causes of their
placement in the institution. Young people think that parents have a sad role in this story
because they have no influence on their children and their choice of friends. In their opinion
restrictions and punishments by parents are useless and some form of reward or praise would
probably be more useful, although in some situations even these would not help. Nothing can
be separated from your company. They state openly that their friends motivate them to behave

in a particular way, although they cannot always be persuaded into something. Bad behaviour
is mostly influenced by financial situation, ones neighbourhood, boredom and abuse of
substances which are easily available. They say that girls get drugs for free, usually for a return
favour, but they are not able to recognise the risks such as trafficking. In their opinion,
alternatives to institutional placement should be found, some sort of useful work I would
rather work on the farm.
Knowledge of the law:
Young people do not have sufficient knowledge of the law but they understand the meaning of
offence. Thanks to the CSW staff, they are aware of their rights during legal proceedings but
they had bad experiences with the police.
Associations given to the phrase behaviour problems:
Young people gave the following free associations: fight, alcohol, drugs, out of his mind.
They think that these are individuals still living in the 90-es (they dress and talk like that) and
the whole period has a negative connotation for them. They had similar experiences
themselves, others called them that way although they are usually called delinquents, especiallyat court, and they think that we see them as delinquents too and that is why we organised this
meeting. They feel bad about it and see no reason for discrimination; in their opinion they are
the same as their peers.
Their suggestions and ideas:
Young people think that community work or intensive supervision by the CSW are the most
useful measures, but they would also like to attend some clubs. One of the participants attended
a Day Care Centre in the municipality of Zvezdara and he shared his positive experience with
others I would not have completed primary school if I had not had assistance in learning in
the Centre. Others had very positive reactions to this experience. Young people think than
every measure is better than the measure of intensive supervision by parents.They would be very happy to be punished by being sent to a club with their peers, where they
could do interesting things, listen to hip hop, exchange information on employment
opportunities, cooperate with some civil society organisations, with the Youth Cooperative in
order to get seasonal work and earn money for travelling, going to the sea-side. They would
also like to go to the theatre, cinema and to participate in sport tournaments because they like
competitions.
Who can provide support:
Young people think that they can address the CSW staff or some of the school staff members
they trust. They do not have enough confidence in their parents and there are things they
cannot share with them. They view the police only as an organ of repression and policemen asindividuals with inferiority complex who never give an explanation for asking for their identity
cards or arresting them. Young people say that they were physically punished in a particular
way which ensured that the injuries could not be seen. They would never press charges against
those policemen because they are afraid of their revenge.
Evaluation:
Young people liked this form of work but they stated from the beginning that they did not
believe that this or any similar meeting or initiative would ensure any changes. They think that
all is lost and that our society is too corrupted, especially the police.

What do we want to achieve:
Objective:Prevention of juvenile delinquency and re-socialisation of juvenile offenders
Establishing youth clubs that would provide support to juvenile offenders during the re-
socialisation process and to young people at risk of becoming juvenile offenders would be a
systematic preventive measure for reducing the number of young offenders. This would also
provide support to juvenile courts that are not in the position to impose educational measures
within the existing institutions.
How can we achieve this?

2. Children and young people with disability
Where are we?
In the Municipality of Palilula 9 classes for children with special needs, with 136 students,have been formed in mainstream primary schools and in 2007 seven children were enrolled in
the pre-school institution. Apart from these, during data collection it was not possible to obtain
data about the number of children with disability and special needs in the Municipality of
Palilula due to the fact that all the registers, including those of the commission for
categorisation, are made for the whole territory of the City of Belgrade. After the completion of
primary school very few children continue their education, and even fewer find employment.
For that reason, systematic registering of this category of children in our municipality is
considered to be a priority.

What do we want to achieve?
Objective: Systematic registering and vocational training for young people with disability
after the completion of primary education
Systematic registering of children from this category would provide information on the exact
number, categories and needs of these children that would enable the planning of services in
order to meet their needs. Individual vocational guidance programmes are of key importance
for the training and employment of this group of young people. They would enable full
realisation of childrens abilities as well as their active and independent decision making about
their lives.

3. Children at risk of entering the social protection system
Where are we:
In 2007, 16 neglected, 27 abused and severely neglected children, as well as 136 children
victims of family violence were registered on the territory of the Municipality of Palilula.
The social protection system
Within the social protection system, parents list the following institutions: the Centre for Social
Welfare, institutions for children deprived of parental care, Childrens Shelter, Centre for
Mothers, homes for elderly persons, institutions for children with behaviour problems, the RedCross, NGOs Caritas, Save the Children, Association of Single Mothers.
They perceive the role of the CSW as providing support for vulnerable groups, especially
children deprived of parental care and elderly persons. Support provided by the CSW includes
material assistance, soup kitchens, placement of children in institutions, foster families and
adoption of children. Support provided for them included one-off allowances and placement in
the Centre for Mothers. Some of the mothers heard about the Centre from their friends and they
were referred to register at the CSW by the Centre for Mothers. In their opinion the CSW in
Belgrade is more efficient than in the places of their origin. Their chances for receiving
assistance are smaller due to the fact that in smaller towns priorities for providing assistance
are determined on the basis of personal contacts. In Belgrade municipalities the amount of
assistance provided by the City of Belgrade is larger and the decision on priorities is made in a
more professional way. Their satisfaction with services provided by the CSW refers to good
communication with professional staff (psychologists, social workers and pedagogues),
counselling services, assistance for obtaining personal documents, placement in the Centre for
Mothers, finding pre-school institutions for children. Improvements should include more
frequent field visits and visits by the CSW beneficiaries. The same way as when leaving the
Centre for Mothers, financial assistance and assistance in finding employment should be
provided.
With regard to their placement in the Centre for Mothers, they are particularly satisfied with
counselling services. Improvement should be made regarding adaptations of space (bathroom
and kitchen).
Institutional placement
Their opinion is that parents decide to place the child in the institution for the following
reasons: lack of money, they do not want the child because of fear of parenthood, immaturity,
health reasons, lack of love between parents. Although they have not had the opportunity of
meeting anybody from the institution, they think that people have prejudice against those
children and that it is difficult for the children in psychological and material sense. They
consider that fostering and adoption are better child protection measures than institutional
placement.

They think that improvements should include changes of social policy, increase of the amount
of financial assistance, provision of psychological support and especially support for adoption.
Parents at risk of abandoning their children can be supported by accessibility of counselling
services and material assistance.
The concepts of abuse and neglect
Parents can recognise the difference between abuse and neglect. They regard parents lack of
readiness for their role, their health status and poverty as main causes of child abuse and
neglect. Institutions that can prevent these phenomena are the police, CSW, health care,
schools and the court. Help can also be sought in the family, from relatives, friends and
neighbours. Prevention: talk openly about violence in the media in order to provide information
on the support available in those situations and organisations that can provide support. They
have heard about the Safe House for Women and shelter for the urgent protection of children.
Behaviour problems
They perceive them as young people who behave aggressively, delinquents, drug addicts,
prostitutes, and they see the causes as consequences of child abuse and neglect, bad partnerrelationships.
Help for children by the CSW, family, friends and relatives as a possibility of providing
information about the institutions which can provide support through counselling. They have
heard about institutions for children with behaviour problems.
National legislation
They are insufficiently informed about national legislation, even about the laws regulating the
right to social protection and family placement. They think that their rights are regulated by the
Constitution and human rights.

What do we want to achieve?
Objective: Prevention of separation from the family, abuse and neglect of children at risk
of entering the social protection system
Prevention of these phenomena are of utmost importance at the early age of children,
especially through support programmes for mothers aimed at improving their parenting skills,
that would contribute to better functioning of the family.
How can we achieve this:
Organising a network: CSW, Health Care Centre (HCC) / childrens department, home-visiting service and development counselling service /, pre-school institutions, NGOs
Developing a service: Counselling centre for parents of over 6 months old children, thatwould include a Programme of strengthening parenting skills in the areas of feeding, care
and development stimulation the programme is planned to function on the basis of Relay

Where are we:
The exact number of Roma children on the territory of the Municipality of Palilula is unknown
due to the fact that many of them do not have personal documents and consequently they are
invisible for the state and institutions. Unfortunately, the situation is similar on the whole
territory of the Republic of Serbia due to poverty, bad living conditions and frequent
migrations of this group.
In the Municipality of Palilula there are four unsanitary Roma settlements. According to the
data we managed to collect on the basis of focus group results, in the settlements of Mali
Leskovac and Mirijevsko Brdo there are 266 families and about 12 families have a member
with special needs. Out of the 266 only 26 families receive material support to families,including the 12 families with special needs, while 90% of the inhabitants of these settlements
collect waste materials.
Recommendations from focus groups with Roma families and children:

Objective: Enable access and inclusion of children from marginalised groups,
particularly Roma and returnee children, in the health care and mainstream educationsystems.

mainstream education systems, which would improve the quality of their life.

7. POLICY OF THE MUNICIPALITY OF PALILULA AND IDENTIFICATION OF
EXISTING LOCAL RESOURCES
1. Strategic framework
Bearing in mind the limited jurisdiction of Belgrade municipalities, we consider the Draft
Strategy of the Development of Belgrade a relevant document that defines the City of Belgrade
social welfare and child protection policy, particularly the part that supports the development
of new child protection services.
2. Data
Data on the age of children, their inclusion in the health care and education (including pre-
school) systems, categories of vulnerable children, factors of vulnerability and risk are
collected on the basis of annual reports of all the institutions responsible for child protection in
the Municipality of Palilula. The Local Child Protection Coordinator gathers all the data, which
will be used for monitoring the implementation of the Local Plan of Action for ChildProtection. In order to set up a comprehensive database a project proposal is to be
designed for applying for funds.
3. Mapping of services
Services for children in the local community are mapped using relevant documents of all the child
protection institutions in the Municipality of Palilula. The Local Child Protection Coordinator is
responsible for regular data updating. Based on the mapping of services, a register of all institutions
and NGOs responsible for child protection in the Municipality of Palilula will be made and
distributed to all institutions. The map will be updated annually and it will also be available in the
electronic form on the official website of the Municipality of Palilula.

8. THE STRUCTURE OF SERVICE PLANNING, MANAGEMENT AND REVIEWING
1. Planning
Service planning is preformed at annual level and the annual Plan of Action is developed by
the Local Plan of Action for Child Protection Development Council.
2. Management
The Local Plan of Action for Child Protection Development Council manages and monitors the
implementation of the LPA, with the support of the Local Child Protection Coordinator who
regularly reports to the Council.
3. Review of services
Services are reviewed annually by the Local Plan of Action for Child Protection Development
Council.
4. Monitoring and evaluation of the LPA implementation
Monitoring the implementation of the Local Plan of Action for Child Protection will be theresponsibility of the Council for the Local Plan of Action for Children which will include
representatives of all child protection institutions in the Municipality, NGOs, parents and
children. This Council will be established by the Municipal Assembly.
Tasks of the Council for the Local Plan of Action for Children:

9. ENCOURAGING COOPERATION AMONG SERVICE PROVIDERS
During the joint planning process, it became obvious that institutions at local level did not
cooperate sufficiently, and that it affected the efficiency of their efforts to meet the needs of
service users in the local community. In the last few years, significant efforts have been made
to improve the situation, with the support of nongovernmental organisations and projects that
have formed inter-sectoral networks related to certain issues, such as the mobile team for
combating family violence. As the result of all these efforts, representatives of local institutions
recognised the importance and role of cooperation among the sectors.
1. The Council for the Local Plan of Action for Child Protection is responsible for
encouraging cooperation among all the child protection institutions in the Municipality of
Palilula and for monitoring the implementation of the LPA.
2. Local Child Protection Coordinator
Sustainability of the Local Plan of Action for Child Protection after the end of the project
Working Together for Child Protection is ensured by the introduction of the Local Child
Protection Coordinator post.

10. THE SYSTEM OF ACCOUNTING FOR THE PROVIDED SERVICES
1. Description of the existing system of accounting for services at the local level and a list
of missing elements
Representatives of child protection institutions submit it to the Local Child Protection
Coordinator in order to determine the role, situation, problems and need for change and to
produce a comprehensive report that will be submitted to relevant institutions. Bearing in mind
the complexity of this issue, it is recommended to develop a project proposal and apply for
funds.
11. A FRAMEWORK FOR EFFICIENT POLICY IMPLEMENTATIONMONITORING
It is provided by the Municipal Assembly which establishes the Council for Monitoring and
Reviewing the Local Plan of Action for Child Protection. By introducing the post of Child
Protection Coordinator, the Municipality of Palilula has put a person in charge of the
coordination of all activities aimed at efficient policy implementation.
12. INFORMING THE PUBLIC
1. The media
Representatives of institutions, members of the LPA Development Council and the Local ChildProtection Coordinator regularly inform the public about their activities through the media.
Children's active cooperation with the media is part of the activities of children's video groups
and other promotional activities.
2. Consultation process with children and families
Children and families are permanently and actively included in the development,
implementation and revision of the LPA through public discussions, workshops, focus groups
and participation in the work of the Council for the Local Plan of Action.

13. PARTICIPATION OF CHILDREN AND THEIR FAMILIES
A rights based approach to child protection relies on child participation free expression of
children's opinion and their active participation in decision making regarding social protection
policy and practice. Families of children who are beneficiaries of the social protection system
should also be included in planning and delivery of social protection services, as primary care
takers responsible for child protection.
The implementation of the Local Plan of Action for Child Protection should contribute to:
- empowering children and their families to participate in the development of localchild protection and child welfare policy and practice
- strengthening the capacity of professionals working with children to recognise theimportance and enable the inclusion of children and their families in planning,
implementation, monitoring and reviewing the LPA and the new services envisaged
by the Plan
- empowering relevant local authority representatives to support the inclusion ofchildren and their families in the development of child welfare policy
Children and families will be included in the development, implementation, monitoring and
review of the Local Plan of Action for Child Protection.
The local Child Protection Coordinator is responsible for:
coordinating the inclusion of children and families in the development of the LPA coordinating the inclusion of children and their families in monitoring the
implementation and review of the LPA, in cooperation with the Council
Supported by the local coordinator, all the providers of services planned by the Local Plan of
Action for Child Protection will develop plans and mechanisms for the inclusion of childrenand their families in service planning, implementation, monitoring and reviewing. The views of
children and their families will be taken into account and they will be informed about the
outcomes of their participation.
During the implementation of the Local Plan of Action for Child Protection, in addition to the
consultation process with children and their families, efforts will be made to develop and
enhance the mechanisms of child and family participation in order to ensure their active role in
the development of child protection policy and practice.
14. THE PUBLIC
All citizens of Palilula can be informed and included through public forums and discussions.
One of the responsibilities of the Club for Children and Families is to provide
information on social welfare services and rights.

15. FINANCIAL RESOURCES FOR THE IMPLEMENTATION OF THE LPA IN THE
PERIOD 2008/2009
1. Available funds
The amount of 21,000 Euro (approximately 1,596,000 Dinars) has been allocated from the
budget of the "Working Together for Child Protection" project as a support to the
implementation of pilot initiatives and small projects in the local community, for the period
January December 2009.
2. Proposed necessary funds
Support for the implementation of the Local Plan of Action for Child Protection from the
budget of the Municipality of Palilula will be determined in accordance with the available
budget for 2009 2010. The Municipality of Palilula cannot provide premises which would be
used only for the activities of the Club for Children and Families in a short period of time but it
can provide a time-table for the implementation of activities envisaged by the LPA in the
existing premises of the Youth Club in Cvijieva street 112 and in the premises of the Invalids
Club in Vinjieva street.
3. Remaining resources
Additional resources will be provided from donors and relevant funds.

Club for Children and Families in the Municipality of Palilula
CONCEPT
Initiative for establishing the Club
The initiative for establishing clubs that would meet service users needs came from
participants of focus and discussion groups, as well as from participants of a public opinion
poll conducted on the territory of the Municipality of Palilula in both cases from children and
their parents. The same initiative was launched during the public debates on the Draft Local
Plan of Action for Child Protection (LPA). Apart from children and parents, suggestions and
recommendations were made by government and NGO representatives as well (representatives
of the local government, police, judiciary, health care, education, social welfare and NGOs)
practically by the majority of the Municipality of Palilula Local Plan of Action for Child
Protection Development Council.
The project document (description of the project Working Together for Child Protection) and
the Agreement on Cooperation signed by Save the Children and the Municipality of Palilula
represent the sources of the aims and objectives to raise the awareness and inform service
users about the existing and potential new improved services at the municipal level. One of the
fundamental aims of the Project and all the joint initiatives originating from it is to empower
groups of service users (parents and children from vulnerable groups and the general
population) for self advocacy by supporting their initiatives, ideas and proposed activities
which would lead to the realisation of the goals of the Local Plan of Action for Child
Protection and the Project itself. Apart from this, based on the same sources (the Project
document, public opinion poll, results of focus and discussion groups) the emphasis is on the
initiatives and requests of service users to be better informed about their rights and the
mechanisms of their realisation, as well as to have access to a functional and safe system of
lodging appeals against the quality and accessibility of the provided social welfare services.

- Collecting, development, devising, selection, implementation, monitoring and evaluationof small projects (pilot initiatives of associations and NGOs) aimed at achieving the
objectives of the Local Plan of Action for Child Protection, as well as contributing to the
implementation of the LPA
- Promotional activities and campaigns focused on childrens rights, improving childprotection services and direct promotion of the LPA
- Establishing and supporting the development of child participation initiativesWho will found it and in what form
- In accordance with its conceptual basis and aims the Club is founded by citizens as anongovernmental, non-profit organisation a citizens association.
- As part of the above mentioned activities (public debates on the draft LPA, focus anddiscussion groups), there is an on-going consultation process and work on developing the
motivation and capacity of non-formal groups representatives parents of children from
vulnerable groups who would become the activists of the Club.
- The form of a nongovernmental organisation meets all the criteria of the Clubs conceptualbasis, above all the concept of strengthening full and constructive participation of service
users in the process of improving service provision at the local level.
- The importance of the Club for the current initiatives within the project WorkingTogether for Child Protection, as well as for those resulting from the Local Plan of
Action for Child Protection, is also reflected in the fact that it will enable children from
vulnerable groups and from the general population of Palilula to realise their right to
participation in matters affecting their lives.
- With regard to the organisational and logistical aspect, only the form of a NGO enablesfree transfer of funds for supporting the activities of pilot initiatives/small projects withinthe donors budget.
Who are the implementers of activities
- The main implementers of the Clubs activities are parents and children from vulnerablegroups, with free access for all other parents and children from the territory of the
Municipality of Palilula.
- In order to achieve its objectives, the Club will establish cooperation with all otherinterested parties through joint actions with the local government, institutions and
nongovernmental organisations. Through joint activities and funds allocated for theimplementation of pilot initiatives practically all the stakeholders already included in the
activities of this Project, particularly representatives of the interested parties that
participated in the development of the Municipality of Palilula Local Plan of Action for
Child Protection, will participate in the implementation of activities.
- This cooperative and partnership approach focused on common priorities and aims willenable the achievement of one of the key objectives of the Project and Local Plan of
Action for Child Protection networking and connecting key stakeholders with the aim of
providing a quality and accessible child protection system.

- The implementation of the Clubs activities will require the following work arrangements:o Activists of the Club (NGO), parents and children, will be responsible for all the
tasks related to the activities of the Club volunteers, free and voluntary work
o Voluntary work of trained staff (from the Labour Market Bureau, studentinternship, etc.) on organisational and technical tasks informing, appeals,
workshops, child participatory activities, promotional activities etc.
o The Centre for Social Welfare, District Juvenile Prosecution, Health Care Centreand other institutions will, in accordance with the expressed interest in
participating the Clubs activities, provide services of their representatives and
participate in the organisation of specific activities work with groups of
children or parents, workshop facilitators, trainers etc.
o External consultancy for the activities financed from the small grants budget.Management
- Formally, as any other citizens association, the Club will be led by management andsupervisory bodies: the elected President, Secretary, Management and Supervisory Board
and the associations Assembly, which will consist of delegated NGO members and
associates, in accordance with the Articles of Association.
- Considering the specific role and importance of the Club in the process of achieving theaims of the Project and the Municipality of Palilula Local Plan of Action for Child
Protection, a specific form of support will be provided for the management and work of
the Club. This area will be regulated by Memorandums on Cooperation, which will be
signed by all the interested parties:
oRepresentatives of the Council for Child Protection and partner NGOs will beincluded in the Management and Supervisory Board and the Assembly of the
Club, in order to contribute, with other association members, to the promotion
and achievement of common priorities and objectives of the Project and Local
Plan of Action for Child Protection. Their participation will be particularly
important for the work of the commission for the selection of local projects
pilot initiatives that will be funded through the Club.
o The local child protection coordinator of the Municipality of Palilula will,together and in partnership with the elected management of the Club, take an
active role in management and coordination of the Clubs activities. Apart from
ensuring quality management and coordination of activities, an important role of
the local coordinator will be to build the capacity of the elected management for a
limited period of time, after which they will be able to resume independent
management of the Club.
o The principle of local ownership of the Clubs activities will be achieved. Firstof all, the Club will be owned by its founders and its target population parents
and children, but it will also serve the interests of other interested parties the
Municipality, institutions and civil society. The local coordinator will have an
important role in creating a transparent, democratic, constructive atmosphere of
cooperation among all the interested parties beneficiaries of the Club.

Who will sign Memorandums on Cooperation (C)
- They will be signed by all interested parties, both by those who are already members of thenetwork for developing the joint Local Plan of Action for Child Protection the
Municipality of Palilula, institutions and organisations (the Centre for Social Welfare,
Health Care Centre, Public Prosecution etc.), local NGOs and partners, Save the Children
and others, and by all potentially new key stakeholders.
- The signed will on the one hand enable direct cooperation, partnership andnetworking of interested parties, and on the other hand it will safeguard the interests of the
Project and the Local Plan of Action for Child Protection.
The role of the other interested parties
All issues regarding the interests and mutual cooperation of the Club and other interested
parties will be regulated by signing the .
- The Municipality of Palilula will, as a key stakeholder and partner in the process ofdeveloping and implementing the Local Plan of Action for Child Protection, support the
Club by providing adequate premises free of charge.
- Save the Children and the Municipality of Palilula will engage a local child protectioncoordinator.
- Save the Children will, until the end of the Project period January 2010, provide initialfunding for the majority of activities, technical and organisational support and assistance.
- The Centre for Social Welfare, District Juvenile Prosecution, Health Care Centre and otherkey institutions will, in accordance with the expressed interest in participation, provide the
services of their representatives and participate in the organisation of specific activities
work with groups of children or parents, workshop facilitators, trainers etc.
- Interested local NGOs will as partners cooperate and support the implementation of theClubs activities and in accordance with the signed MoC use the services and capacity ofthe Club for the purposes of their programmes.
Financing
As a key instrument for achieving the objectives of the LPA and the Project, the Club will be
financed from the following sources:
- Funds for supporting local initiatives and small projects from the Project budget, for theperiod to January 2010.
- Funds from the Municipal budget allocated on the basis of the adopted LPA.- Funds provided by partner organisations (local NGOs) for the implementation of joint
activities- Other funds obtained by the Club from other sources in the future from donors, funds,
etc.
