CBRNE Counter-Terrorism
In the wake of the tragic events of 9/11, the world has come to realize the very real threat of terrorism. Terrorist groups are beginning to demonstrate that they are becoming more organized and sophisticated with time, which increases the potential for the use of hemical, iological, adiological, C B R N E CBRNEuclear or xplosive ( ) devices. As a result, there is an ever-growing need for high-risk organizations to develop plans and procedures to minimize the threat of terrorism and their sense of vulnerability.
Provision of CBRNE technical reach-back support;
Development and delivery of various terrorist CBRNE exercises and evaluations;
CBRNE training;
Conduct of risk and vulnerability assessments; and
Development of CBRNE procedures and guidelines.

ISR offers a unique combination of operational and technical skills, that fully integrates pure science with emergency planning and response, to manage a multitude of CBRNE terrorist threats. ISR offers expert services in the following areas:
ISR CBRNE Technical Team
ISR has assembled an impressive team of world renowned specialists recognized for their expertise and experience in CBRNE response. Our knowledgeable technical team is comprised of former National CBRNE Team members, government and military response specialists, and leading scientific experts – all of whom understand the complex requirements of CBRNE Counter-terrorism Response and Emergency Preparedness and Planning. Collectively, the ISR CBRNE technical team is a leader in international experience, scientific knowledge and technical expertise.
Key CBRNE R&D Project - Kaboom 2011
ISR was contracted by Defence Research and Development Canada (DRDC) to develop and facilitate a large-scale, live event exercise in Windsor ON, which was designed to validate the response capabilities to a Radiological Dispersal Device (RDD) prior to and following its detonation. This exercise investigated the added support that could be provided to first responders, by private industry, using Transport
Canada's (TC) Emergency Response Assistance Plan (ERAP). Consequently, this exercise resulted in a better understanding of the response requirements to an RN event during initial response, forensics and remediation.

ISR offers training courses to assist in the response to a full range of CBRNE terrorist threats. These courses apply to a broad spectrum of organizations involved in counter-terrorism activities, such as the military; federal, provincial and municipal EOCs; as well as emergency response agencies (e.g. police and forensics, fire and HAZMAT, ambulance and coroner services). CBRNE Technical Reachback Support
ISR offers 24/7 technical CBRNE support and advice to first response agencies, Emergency Operations Centres (EOCs) and other organizations (e.g. Ministry of Health) in personal protection, assessment, response procedures and mitigation.
CBRNE Exercises and Support
ISR develops and delivers CBRNE emergency response exercises for all levels of response, including first responders and receivers. ISR specializes in testing CBRNE training plans, procedures and guidelines, and interoperability (e.g. V2010 GOLD Exercise).
Risk and Vulnerability Assessments
ISR works closely with an organization to analyze their requirements and help identify areas of risk and vulnerability to a CBNRE terrorist threat. Based on our expert assessment, response plans and procedures can be optimized to meet their needs.
Development of CBRNE Plans and Procedures
ISR assists local and national emergency management organizations in developing customized response plans and procedures to deal with events involving the use of CBRNE devices (e.g., Radiological Dispersal Device (RDD), chemical dispersion, etc.). All CBRNE plans, procedures and guidelines for the V2010 Games were developed by ISR.

The ISR CBRNE Response Team is comprised of highly skilled experts who have the technical expertise, extensive experience and capabilities to respond to a CBRNE incident. ISR has teamed with Magellan, a world leader in CBRNE counter-terrorism prevention, preparedness and response; the ISR/Magellan CBRNE Response Team is available 24/7.
