MENSAHE
Isang mapagpalang pagbati! Ikinalulugod ko pong ilahad ang “BARANGAY SOCIO-ECONOMIC PROFILE”.
Nakapaloob po dito ang kalagayan ng BARANGAY SAN RAFAEL sa anim na aspeto ng pamamahala: Mga sistema at Paraang Pampangasiwaan (Administrative System and Procedures), Mga serbisyong Panglehislatibo (Legistative Services), Lawak ng Pakikilahok ng Komunidad (Extent of Community Participation ), Serbisyong Panlipunan (Social Services), Kaunlarang Pang – ekonomiya (Economic Development) at pamamanihala ng kapaligiran (Environmental Management).
Ang Barangay Socio-Economic Profile na ito ang magsisilbing batayan ng ating pagbalangkas ng mga programa at proyektong higit na tutugon sa pangangailangan n gating Barangay. Ito ay maisasakatuparan sa pamamagitan ng pagtutulungan.
Layunin din ng Barangay Socio-Economic Profile na ito na ipabatid ang higit na pangangailangan n gating Barangay sa lahat ng mga kinauukulan, para sa nararapat na pakikipag-ugnayan at kooperasyon, tulad ng National Govrnment Agencies (NGAs), mas mataas na Local Government Units (LGUs) – bayan/lungsod / lalawigan, mga Pribadong Sektor at iba pa.
Ngunit higit sa lahat, layunin ng Barangay Socio-Economic Profile na ito na, ipabatid sa ating mga kabarangay ang tunay na kalagayan ng ating Barangay para sa kanilang kabatiran at higit na pakikipagtulungan.
Gayundin, nais kong ipaabot sa Tanggapan ng Municipal Planning and Development Coordinator (MPDC) ang taos pusong pasasalamat sa paglulungsad ng Barangay Socio-Economic Profile.

TANGGAPAN NG PUNUMBAYAN
MENSAHE
Mahalaga ang kamulatan ng mamamayan sa mga impormasyon ukol sa
bawat barangay ng Atimonan. Ang magbigay ng konkreto at angkop na mga
datos ang layunin ng Socio-Economic Profile ng mga Barangay. Ito rin ang
magsisilbing matibay na batayan upang mabalangkas ng Pamahalaang Bayan
ang mga programang pangkaunlaran na ang mamamayan ang higit na
makikinabang.
Ang ating mamamayan ang salamin ng kaunlaran ng bayan kaya ang
progreso ng apatnapu’t dalawang barangay ay pinapahalagahan ng Lokal na
Pamahalaan ng Atimonan. Ang Socio-economic Profile ang testimonya na patuloy
ang pag-unlad ng ating bayan.

Punumbayan
KATANGIAN AT INTERPRETASYON SA OPISYAL NA LOGO NG BARANGAY
Ang opisyal na sagisag (logo) ay binubuo ng dalawang hugis bilog, isa(1) sa loob at isa sa labas. Ang espasyo sa gitna ng dalawang (2) hugis bilog ay nakasulat ang mga sumusunod:
BARANGAY SAN RAFAEL – pangalan ng barangay at nakalagay sa itaas na bahagi ng hugis bilog. ATIMONAN, QUEZON – pangalan ng bayan at probinsyang nakakasakop sa Barangay at nakalagay sa ibabang bahagi ng hugis bilog.
Ang gitnang bahagi ng nasa loob ng bilog ang mga sumasagisag sa pagkakakilanlan ng barangay ay ang mga sumusunod:
KULAY DILAW nakapaikot sa loob at labas ng logo, sumisimbolo na sa pagbubukang liwayway ang magandang sinag nito na kulay dilaw na siyang tumatama s barangay.
KULAY ORANGE NA AKLAT O LIBRO sumisimbolo na dito nakasulat ang mga taong namuno nagpa-unlad at nagbigay ng pangalan ng barangay, laki ng barangay dami ng taong naninirahan dito at maging ang mga pangkabuhayan ng barangay ay dito makikita at maging iba pang mahahalagang bagay.
KULAY ASUL NA BILOG mga kabataan ito na sumisimbolo na mahilig sa mga paligsahan, tumutulong upang maging masaya ang barangay.
NIYOG sumisimbolo ito na isa sa pangunahing pangkabuhayan ng mga tao sa pamayanan.
BUKID sa pagsikat ng haring araw ang mga kabukiran ay isa sa binibigyang biyaya nito, upang ang mga tao ay patuloy na magkandili sa kanilang palayan.
LUNTIANG DAHON sumisimbolo sa luntiang kapaligiran at kalinisan ng barangay.
KULAY DILAW SA LASO nakapailalim sa kabuohang bahagi ng logo na
nagsasaad ng “For God and For Country” na sumisimbolo sa isang pamayanang bahagi na nilikha ng diyos at ipaubaya ang lahat ng pasasalamat at katagumpayan sa Poong Lumikha.
Ang pagkilala ay ibinibigay sa mga nag-ambag para sa pagsasa-ayos ng opisyal na sagisag (logo) ng barangay at ito ay ang mga sumusunod:
KGG. ALFONSO C. MANALO – Dating Punong Barangay; na nagpatupad ng pagkakaroon ng opisyal na sagisag ang barangay. G. VICTOR LOPEZ – Dating Kalihim ng Barangay; sa pagdesinyo at pagguhit ng sagisag. SANGGUNIANG BARANGAY (KASALUKUYAN) - sa pagbibigay ng kahulugan ng sagisag.
VISION
Isang Barangay na Maka-Diyos, Mapayapa at Nagkakaisa
Mamamayan, upang makamit ang maunlad na kinabukasan.
MISSION
Maiangat ang Antas ng Edukasyon, Pamumuhay ng mga
Mamamayan at Manatili ang Katahimikan at Kapayapaan
para sa Ikauunlad ng Pamayanan.
1. HISTORICAL BACKGROUND
KASAYSAYAN NG BARANGAY SAN RAFAEL
Ang barangay San Rafael ay may tatlong kasaysayan batay sa pagsasalaysay ng mga
naunang tao sa baarangay.
Sang-ayon sa salaysay ni Don Luis Manalo, isa sa mga itinturing na mayayaman at anak
ng unang naninirahan sa lugar na ito, na ang lugar na ito ay isa sa sitio ng Barrio Inalig na kung
tawagin ay Sitio “Kabubuot.” Na ang ibig sabihin ay “kadluan” o “pinagmumulan ng tubig.” Ito ay
isang napakahabang lugar na sa gitna ay may lawa ng tubig na wlang labasan. Sa tuwing darating
ang tag-ulan, ito ay napupuno ng tubig at sa panahon ng tag-araw ay agad namang nakakatihan.
Noong panahong iyon ay si Juez Andres ay siya pang Juez de Sementera dito sa bayan ng
Atimonan, inisap niya ang paraan upang ang tubig ay maalis sa palayan upang dito ay higit na
pakinabangan. Lubhang napaka istrikto ng mga opisyales noon, at si Juez Andres Sales ay di naiiba.
Sapagkat siya ang namamahala sa lahat ng mga magsasaka maging sa mga dapat itanim sa bukirin,
inatasan niya ang lahat ng mga magsasaka na humukay ng isang malalim na kanal na siyang
magiging daan ng tubig upang doon maimbak an tubig na dapat kailanganin sa mga bukirin. Ito ay
isinasagawa sa sapilitang pagtatrabaho. Ang daanang ito ay tinatawag ngayong ilog “Lagalag.” At sa
banding huli ang umugnay na sa ilog Palsabangon patungong Lamon Bay. Ang mga lupaing dati ay
naimbakan ng tubig ay nakatihan kaya pinaghati-hati niya ito sa mga nagtatrabaho sa kanal at
nagawa nila itong palayan sa buong bayan ng Atimonan. Ang mga mamamayan dito ay umunlad
sanhi ng magagandang ani sa kanilang palayan.
Isang araw ay natagpuan ng isang magsasaka ang isang luma at maitim na imahen sa
bahay ni G. Gregorio Paunil wala ni isa sa mga tao ang nakakabatid kung ano ito na sa huli ay
tinawag nila itong San Rafael at mula din noon ay tinawag ang sitio Kabubuot ng Sitio San Rafael, na
kung sasapit ang ika-24 ng Oktubre ay ipinagdiriwang ang kapistahan sa pag-alaala sa santong San
Rafael ang imaheng ito ay bininyagan noong 1764 na hanggang sa kasalukuyan ay nasa pag-iingat ng
pamilya Manalo sa katauhan ni G. Ranquilino Manalo.
Ayon naman kay Cabeza Benito Sales, ang nag-iisang anak na lalaki ni Juez Andres Sales,
matpos ang mga lupain ng mga nagtatrabaho sa ilog, sila ay nagkaroon ng pulong pangkalahatan
upang ihiwalay ang sitiong ito sa kabayanan. Walang sapat na ugnayan mula sa bayan at ang
transportasyon dito ay ang pagsasakay sa kalabaw o kabayo o kaya naman ay sa paragos.Kung ang
isang tao ay walang ganitong sakayan ay naglalakad na lamang sila. Pinagkasunduan na din nilang
gawing Patron ang imaheng San Rafael at dahil wala pa ding pangalan ang kanilang inihiwalay na
sitio ay tinawag na din nila itong San Rafael bilang paggalang sa kanilang itinalagang santo.
Ayon naman sa isa pang ulat, noong 1963 ang lugar na ito ay tunay ngang isa lamang sitio
ng Barrio Inalig kung tawagin ay Sitio Kabubuot. Isang nagngangalang Rafael ang dito ay unang
nanirahan na ang kanyang libangan ay ang panghuhuli ng isdang tabang. Nang panahon noon ay
naniniwalang sa San Rafel ang patron ng mga mamamalakaya kung kaya marami silang nahuhuling
mga isda. Nang mamatay si Rafael ay tinawag nila ang sitiong ito na San Rafael bilang parangal sa
kanilang patron at pagpapahalaga sa unang taong nanirahan sa kanilang lugar.
Maraming mga ulat ang masasabi sa pagkakalikha ng Barangay San Rafael pasubali ang
legal na basehan kung paano ito nalikha ay sa pamamagitan ng Republic Act No. 3590.
2. PHYSICAL CHARACTERISTICS Brgy. San Rafael is one of the inner barangays of Atimonan, located about 13-kilometers away from the town’s poblacion and about 8-kilometers away from Maharlika Highway bounded on the north by Brgy. Ponon, on the south by Barangay Socorro, municipality of Unisan, on the west by Barangay Mairok, municipality of Unisan and on the east by Brgy. Inalig.
It has a total land area of 685.1667 hectares per record of Municipal Assessor’s Office composed of six sitios- Sitio I, Sitio II-Lanao, Sitio III A-Tubog, Sitio III-B Paltok, Sitio VI-Labak, Sitio V- Tanza and Sitio VI Kalantas. Topography of the barangay is mostly mountainous and plain. Almost 99% of land is agricultural. Definitive data were specified below:

3. SOCIO-ECONOMIC SECTOR
RHU Survey of 2014, showed that Brgy. San Rafael had a population of 1172 with a
computed population growth rate of 0.05%. There are more male than female with distribution revealing 72.46% of the total population belong to ages 10 – 59 years old;
17.66% under 1 yearl old to 9 year old and 9.87% belonging to 60 years old and above.
This shows that Brgy. San Rafael has almost equal working and dependent
School going population (pre-school, elementary, secondary and college) is computed

99% or 678.2982 hectares of the barangay is devoted to agriculture. Major crops are copra and rice. There is no existing irrigation system that contributed to the limited production of farm
