A group of young artists is stirring the lethargic art scene in Quezon province

with their kind of progressive and radical multimedia paintings, music, poetry and photography.

Graphic designer Sheryl Garcia, one of the founders of Guni-Guri Collective, says her group believes that art “isn’t just art but a medium to communicate to people, convey a message and help them understand that there is more to art than decorations.”

She describes the collective as an independent

group of visual and multimedia artists, musicians, writers, students and professionals who are all based in Quezon. At present, it has 72 members spread out in schools and towns in Quezon.

Guni-Guri was coined from guni-guni or perceived images or imagination and guri-guri, a colloquial term

for doodling or “something which connotes the idea of perception to output,” according to its Facebook account (www.facebook.com/GuniGuriCollective).

Nilusob ng mga magsasaka ng Hacienda Luisita ang

Department of Agrarian Reform (DAR) sa ikalawang taon ng desisyon ng Korte Suprema na nag-uutos na ipamahagi ang libu-libong ektaryang lupain ng asyenda.

Iginiit ng Alyansa ng mga Manggagawang Bukid sa Asyenda Luisita (Ambala) na hindi totoong ipinapatupad ng DAR ang kautusan ng korte. Bagkus, nilulusutan daw ng pamilyang Cojuangco ang pamamahagi at muling inaagaw ang mga lupain sa pamamagitan ng pagbabakod at pananagasa sa mga lupaing agrikultural na dapat ipinamamahagi.

Umabot ng halos apat na oras ang pag-okupa ng mga taga-Hacienda Luisita sa compound ng DAR, pero hindi sila hinarap ng mga opisyal ng DAR.

“Napakalala ng sitwasyon namin ngayon sa ilalim ng pangulong asyendero,” ani Florida Sibayan, tagapangulo ng Ambala.

Sinabi pa ni Sibayan na sa ilalim ni dating Pang. Corazon Aquino, pekeng reporma sa lupa na Comprehensive Agrarian Reform Program at Stock Distribution Option ang ipinatupad. Ngayon naman, sa panahon ni Pang. Benigno Aquino III, mga bulldozer,

sanggano at mga puwersa ng estado ang ikinalat sa asyenda.

“Ginawang garison ang mga taniman at lupaing agrikultural. Namamayani ang takot sa Hacienda Luisita,” aniya.

Dismayado naman si Anakpawis Rep. Fernando Hicap sa hindi pagharap ng mga opisyal ng DAR sa mga taga-asyenda.

“Talagang hungkag ang reporma sa lupa ng gobyerno. Hindi talaga sinsero si Sec. Virgilio de los Reyes na tugunan o ipatupad ang desisyon ng Korte Suprema,” sabi ni Hicap, sa panayam ng Pinoy Weekly.

paglaganap ng illegal na droga sa Lucena, nanawagan si Mayor Roderick “Dondon” Alcala sa lahat ng barangay tanod ng lungsod na mas paigtingin pa ang kampanya laban sa naturang problema.

Ginawa ni Mayor Dondon Alcala ang panawagang ito sa isinagawang Capability Building Seminar for Brgy. Tanods sa Fresh Air Hotel and Resort sa bahagi ng Brgy. Isabang.

Ayon kay Mayor Alcala, mahalaga ang papel na ginagampanan ng mga tanod sa usapin ng peace and order sa kanilang barangay at maging sa lungsod dahil ang mga ito ang nasa frontline pagdating sa nabanggit na usapin.

Hiniling rin ng alkalde sa mga ito na pagtulung-tulungan na ang nabanggit na problema upang hindi na maapektuhan pa ang mga susunod na henerasyon ng kabataan na pinahihirapan ng illegal na droga.

Dagdag pa ni Mayor Dondon Alcala, sakali aniyang may makita ang mga ito na nagbebenta ng illegal na droga ay maari nilang hulihin ang mga ito at dalhin sa presinto ng pulis upang masawata na ang ganitong uri ng mga krimen.

Samantala, lubos naman na nagpasalamat ang mga barangay tanod ng iba’t-ibang barangay sa Lucena kay Mayor Alcala dahilan sa pagbibigay nito ng mga kagamitan para sa kanila.

Ang mga nasabing kagamitan ay kinabibilangan ng vest, na kung saan ay nakalagay pa dito ang kanilang

mga pangalan, pito, batuta, sumbrelo at flashlight.

Sa naging pahayag ng isa sa mga nabigyan ng naturang kagamitan, sinabi nito na ngayon lamang sila nagkaroon ng ganitong uri ng gamit sa loob ng matagal ng panahon.

Nagpasalamat rin ito kay Mayor Dondon Alcala dahilan sa malaking tulong aniya ang mga ibinigay sa kanila lalo na sa kanilang pagroronda sa kanilang barangay.

At dahil rin dito, mas mapapaigting pa nila ang kanilang kampanya laban sa anumang uri ng krimen sa kanilang barangay.

Ang pagbibigay na ito ng mga kagamitan para sa barangay tanod sa lungsod ay isa lamang sa mga ninanais na isagawang hakbang ng pamahalaang panglungsod upang maitaas at mapaganda ang serbisyo nito sa mga Lucenahin. ADN

LUNGSOD NG LUCENA - Sinimulan ng ipamahagi ng pamunuan ng Office

of the Senior Citizens Affairs ang mga bagong PVC ID card para sa mga nakakatandang sector ng lipunan sa lungsod.

Ayon kay Ginang Salome “Omeng” Dato, head ng OSCA, noon pang nakalipas na buwan nila sinimulang ipamahagi ang mga nasabing card.

Ilan sa mga nauna ng bigyan ng mga PVC cards ay ang mga barangay ng Salinas, Ibaba at Ilayang Talim, Bocohan, Domoit, Isabang, at Ilayang Talim.

Ayon pa sa head ng OSCA, kinabibilangan naman ng mga barangay ng Ibabang Iyam, Gulang-Gulang, Cotta, Dalahican, at Ilayang Iyam ang mga may bilang ng pinakamaraming

mga senior citizens sa lungsod.

Ipinaliwanag rin ni Dato na mahalagang magkaroon ng senior citizens card ang isang miyembro ng nakakatandang sektor ng lipunan dahilan sa mga benepisyong nakapaloob para sa mga ito.

Ilan sa mga benepisyong nakapaloob aniya dito ay ang diskwento sa mga pampublikong sasakyan, sa mga grocery at mga gamot maging sa mga kainan o restaurant at ilan pang mga establismyento sa lungsod.

Ang pamamahagi ng mga senior citizen card ay isa lamang sa mga programa ng pamahalaang panglungsod na naglalayong mabigyan ng higit na serbisyo at pagpapahalaga ang mga nakatatandang mamamayang Lucenahin.ADN

“Ang problema, dalawang taon na ang desisyon, wala pa ring nangyayari. Bagkus, landgrabbing ang ginagawang ng Tarlac Development Corp.

(Tadeco),” sabi pa ni Hicap.Tagong titulo

Dagdag pa nadiskubre ng Ambala na may itinatagong mga titulo ng mga lupang agrikultural ang Tadeco para maiwasan na ipamahagi sa mga magsasaka.

“Ginagamit ng Tadeco ang mga titulong ito para hindi masaklaw sa CARP. Aabot sa walong titulo ito na halos mahigit 1,000 ektaryang lupang agrikultural,” dagdag ni Hicap. Sabi niya na malinaw na ilegal ito at lumalabag sa land reform program ang Tadeco.

Isinampa ng grupo sa DAR ang reklamo laban sa Tadeco, kalakip ang mga titulong itinago raw ng kompanya. Ito

rin ang mga lupang sinasaka ngayon ng mga magsasaka na binabakuran naman ng Tadeco.

“Ginawa na namin ang lahat. Lumapit na kami sa mga ahensiya ng gobyerno tulad ng Department of Justice at kahit dito sa DAR. Pero wala pa ring kasagutan sa mga panawagan namin at mungkahi kung paano ipapamahagi ang lupa,” ani Sibayan. Ang tanging pag-asa na lang daw nila, mapaalis si Aquino sa puwesto.

Ayon naman sa Malakanyang, tinitiyak daw ng gobyerno na maipapatupad pa rin ang desisyon ng Korte Suprema na ipamamahagi ang Hacienda Luisita. ADN

Quezon police director, Senior Supt. Ronaldo Ylagan and Evasco personally commended the policemen for showing preparedness and bravery, during their visit at the detachment shortly after the incident.

Ylagan also alerted all police units in the adjacent towns and told them to install checkpoints in all exit points. ADN

They came from local colleges and universities but share the same interest in hard-core punk music and paint in varied medium to depict and interpret contemporary social views.

The collective plans to include artists from different genrés and aspiring ones who have similar progressive or propeople orientation. They would be encouraged to hone and practice their craft in their localities and not to places where modern-day art has already made a niche, Garcia says.

“They don’t have to leave the province or their towns to express their art. They have to try to expose and educate the

people in the province on what art can do to help society,” she says.

Anybody can join the collective as long as they promise to regularly attend meetings, discussions and workshops, and have genuine interest in “progressive arts.”

“But most of the time, we conduct meetings, map out plans and projects online,” Garcia said.

Tapping potentialThe group aims to develop

the potential of each member through workshops, exhibits, discussions, educational trips and other activities, including providing assistance to promote their artistic fields in their communities.

“We want to bring the art, especially of young people to a different level, beyond what

is taught inside the school classrooms,” Garcia says. Guni-Guri has already been to several towns, even as far as Catanauan in the Bondoc Peninsula.

Abigail Holgado Abuel, a young budding painter based in Lucena City, says the group has helped mold and improve her craft. “I feel that the advocacy of the group to reach out and help the less fortunate through free workshop and painting session is really something. For me it’s a priceless endeavor,” she says.

The group also introduced the art of wall mural painting in Lucena. Some members transformed a bare concrete wall along Bonifacio Street into a huge colorful canvass of the father of the Philippine revolution. ADN

After more than a year, 13 policemen involved in a massacre in Atimonan, Quezon have been dismissed from the service. The 13 are led by

Supt. Hansel Marantan, who argues that riddling a convoy with a hail of bullets, killing 13 people, to get one suspected gambling lord was a legitimate law enforcement operation.

The 13 fatalities, the police insist were member of a a gun-for-hire who opened fire first at the police amd military personnel at the checkpoint. To this day, no proof has been presented about any of the fatalities being a paid assassin. Marantan’s principal target, Vic Siman, had a reputation for being a jueteng operator, but illegal gambling is not a serious offense warranting capital punishment or even a life term in this country.

Marantan was the only lawman at the checkpoint to suffer a gunshot wound. All the vehicles in the convoy on the other hand were full of bullet holes with the one bearing Siman about 200. All the vehicles had their bullet riddled windows rolled up.

Some of the 13 policemen reportedly plan to challenge their dismissal for serious irregularity in the performance of their duty. They have the right to appeal, as I personally believe that some of them are

innocent, they just followed orders from Marantan not knowing that they were being led to something that will put an end to their career. I sympathize with what happened to them especially to those who are my personal friends. Marantan in this case, used his rank to pursue his personal intention.

At the same time, the criminal proceedings against the dismissed policemen must move faster. PNP personnel must understand that you cant just dismiss 12 deaths as collateral damage in an effort to get one suspected gambling lord. The PNP has wrapped up the administrative case, now its the turn of the justice system to show that summary executions have no place in a professional police force. ADN

Ano nga ba ang diborsyo at bakit dapat itong maging batas sa Pilipinas?

Nang pinagtibayan ng bansang Malta ang diborsyo noong Mayo 28, 2011, ang Pilipinas na lang ang tanging bansa sa mundo na walang diborsyo.

Marami nang nagaganap na hiwalayan sa bansa, may mga anak na produkto ng broken family dahil nagkahiwalay sina ama at ina. Ngunit ang hiwalayan nila’y sa pamamagitan ng annulment, at hindi diborsyo. Nariyan ang popular na karanasan nina Sharon Cuneta at Gabby Concepcion, Snooky Serna and Niño Mendoza ng bandang Blue Jean Junkies, Ruffa Gutierrez at Yilmaz Bektas, Kris Aquino at Philip Salvador na may asawa na. Samantala, marami ding naghihiwalay na mga mag-asawang maralita.

“Til death do us part”, ang sabi habang ikinakasal, kaya marahil para mapawalang-bisa ang kasal, pinapatay sa bugbog ang asawa upang tuluyan silang magkahiwalay.

Sa ngayon, naka-file sa Kongreso ang House Bill 1799, na ang awtor ay sina Luz Ilagan at Emy de Jesus ng Gabriela party-list. Iminumungkahi ng nasabing panukalang batas ang limang dahilan para sa diborsyo, tulad ng problema sa kaisipan o psychological incapacity, ang kabiguan ng isa sa mag-asawa na gampanan ang obligasyon bilang mag-asawa, at ang hindi pagkakasundo na sumisira sa kanilang relasyon bilang mag-asawang ikinasal. Tanging ang mga mag-asawang hiwalay na ng limang taon ang pwedeng mag-aplay para sa diborsyo, at dalawang taon para sa mga nasa antas ng legal separation.

Kung hindi na nagkakasundo ang mag-asawa at nais na mag-file ng annulment, mas mura ang pagpa-file ng diborsyo, dahil sa kalakaran sa Pilipinas, tanging mga maypera ang may kakayahang mag-file ng annulment dahil wala ngang diborsyo rito.

Kasama sa panukalang batas ang pag-amyenda sa Artikulo 55 hanggang 66 ng Family Code o EO 209, kung saan kapansin-pansin na ang salitang “legal separation” ay dinugtungan ng salitang “or divorce”. Ibig sabihin, nasa batas na ang legal separation o legal na paghihiwalay ng mag-asawa, at ginawa pa uling legal sa paglalagay ng salitang “divorce”. Sa biglang tingin ay mukhang termino ang problema.

Tulad din ng salitang “annulment,” na pwede ring ipa-annul ang kasal ng mag-asawa, na tulad din ng divorce, ay legal na paghihiwalay ng mag-asawa. Saudi Arabia sent a text blast to its constituents, warning the public and recommending ways to avoid contracting Mers-CoV.

In its Official Gazette website, the Philippine government has come up with the following recommended safety precautions to avoid contracting Mers-CoV:

1. Wash hands often with soap and water

2. Cover one’s nose and mouth with tissue paper when one coughs or sneezes. Dispose used tissue paper immediately and properly.

3. Avoid touching one’s face with unwashed hands, especially in the areas of the eyes, nose and mouth.

4. Regularly clean frequently touched surfaces such as door knobs and handles.

5. Avoid close contact with people who tested positive for the virus.

6. Make sure that children would follow the precautions.

“Upon the President’s instructions, the Department of Health has mobilized Task Force Mers-CoV to create heightened awareness among our people about the Middle East Respiratory Syndrome – Coronavirus and prevent

the spread of this communicable disease,” Health secretary Enrique Ona said in a statement.

Ona said that while there has been no epidemic or outbreak of Mers-CoV in the Middle East or the Arabian Peninsula, given that the WHO has not imposed travel restrictions in the said areas, the Department of Health has approved the “issuance of a Bureau of Quarantine alert bulletin to those traveling from the Middle East through our international airports” as a health precaution.

Ona said the Bureau of Quarantine would provide assistance to those who may be infected by the virus.

“As there are tens of thousands of Filipinos working in the Middle East and hundreds who travel to the Middle East or return home from their jobs there daily, it is important that their families, relatives, friends, neighbors and all members of their local communities fully understand all that must be known from Mers-CoV,” Ona said.

As of this writing, the Department of Health is still tracking more than 400 passengers of the Etihad Airlines flight EY 0424 because one male Filipino nurse in the said flight might have been

infected with Mers-CoV. Though the said passenger tested negative, the Department of Health maintained that he might still be a carrier of the virus and his fellow passengers were at risk of the infection.

Garry Martinez, in an interview with Bulatlat.com, said overseas Filipino workers in the Middle East are well aware of the virus and were informed by their respective employers of what to do to avoid contracting the virus.

“There are 1.3 million Filipinos there. While there is still no ‘outbreak,’ we are asking the government to look after our nationals. The Saudi government would, of course, look after their constituents first,” Martinez said.

Earlier this week, Migrante International called on the government to send a medical team to provide assistance to overseas Filipino workers in the Middle East, adding that a mere warning is not enough.

rites of the city government the other Monday when Mayor Dondon scolded some officials of City Against Drug Abuse Council (CADAC) for being inefficient shortly after reporting they reported the council’s “accomplishments”.

“I’m sorry but to tell you honestly, I’m not impressed with your report. The figures you have mentioned were not accurate”, said the visibly irked mayor.

the part of the report which sounded as if CADAC is doing its job well and that the level of drug problem in the city is not that bad.

Mayor Dondon said the series of arrest of drug suspects and seizure of illegal drugs by the city police force under Supt. Allen Rae Co is a manifestation that the problem still exist and even getting worse.

The mayor renewed his earlier promise that he will never tolerate anybody who is into drugs or has something to do with it.

“Katulad ng palagi ko nang sinasabi, pagdating sa droga ay walang kaibigan, walang kumpare at walang kamag- anak. Kaya nga palagi kong binabanggit na kung kayo ay lalapit sa akin at ang lalakadin nyo sa akin ay may kaugnayan sa droga, huwag na kayong tumuloy at mapapahiya lamang kayo”, the mayor said in a louder voice.

to do everything to address the problem and which he described as “menace” and threat to the populace especially to the youth.

He also vowed to continuously provide necessary assistance to the city police force to make its drive against drugs more effective and efficient.

Mayor Dondon also lauded Co and his men in the Drug Enforcement Unit and Intelligence section for exerting their best effort to combat drug problem in the city.

a closed- door meeting at the mayor’s office where they tackled the problem.

Based on city police records, more and more drug suspects have been arrested the last couple of months although only a few of them are considered big time pushers while a not so large volume of drugs have been apprehended.

“But at least, we sustain our campaign. And the important thing is that, drug pushers and users are much aware that we are running after them”, Co said.

During the drug bust, Mapia’s arrest yielded 13 heat-sealed transparent plastic sachets containing 61 grams of shabu with a market value of P719,800.00.

The two marked P1,000 bills used by the operatives were also recovered.

It was learned that Mapia has been under the police tight surveillance following consistent reports from “police assets” that the suspect is one of the city’s big-time drug pushers.

collared suspected pushers, Alexander Torres, alias Kosa, and Arnel Torres, alias Boyet, in another drug bust also at the said village.

The suspects were caught red handed with 1.20 grams of shabu valued at P14,160 and a marked P500 bill.

The two consecutive incidents were preceded by another drug bust at Bgy. Ibabang Dupay on April 15, resulting in the arrest of suspects Rodelo Gutlay and Ansary Domacao, both residents of Bgy. 6 and seizure of 9.77 grams of shabu worth P115, 286, a caliber 45 pistol and several live bullets.

the latter said their previous series of arrest and confiscation and those that are yet to happen are clear indications that they are serious in getting rid of drugs and in making Lucena a drug- free city.

Sinabi ni Coloma na ang pagdalaw na ito ay magbibigay ng pagkakataon sa dalawang lider para “makapagpalitan ng kuru-kuro at maihayag ang kanilang mahalagang pananaw para sa ika-21 dantaon, gayundin ang pagtalakay sa iba pang mga paraan upang lalong tumibay ang matagal nang magandang samahan ng dalawang bansa sa pamamagitan ng ibayong pagtu-tulungan sa larangan ng pulitika at seguridad, pagpapalawak ng kalakalan at pamumuhunan, turismo at ugnayang pangkaunlaran, at ibayong pagsasamahan ng mga mamamayan ng dalawang bansa.

Noong nakaraang taon, dumalaw sa Pilipinas sina Kalihim ng Estado John F. Kerry at Kalihim Chuck Hagel ng Tanggulang Bansa ng Estados Unidos (EU). Nang unang bahagi ng taong ito, dumating naman si Senador Marco Rubio na kagawad ng US Senate

Foreign Relations Committee, at si Kinatawan Ed Royce ng EU na tagapangulo ng Foreign Affairs Committee ng Kapulungan ng mga Kinatawan ng Estados Unidos.

“Ang ugnayang mga kasunduan sa pagitan ng Pilipinas at Estados Unidos ay naging panulukang bato ng kapayapaan at kapanatagan sa rehiyon. Ang Estados Unidos ay siyang tanging bansang defense treaty ally ng Pilipinas,” dugtong ng Kalihim ng PCOO.

“Ang malawak na kaisahang pangkapanatagang ito ay kinabibilangan ng mga pinagsanib na pagsasanay panghukbo na tulad ng Balikatan at makataong pagdamay at pagsaklolo sa panahon ng mga kalamidad, hanggang sa tulong pantanggulan at pangkapanatagang sumu-suporta sa sinisikap ng Pilipinas na makamit ang ibayong kakayahan sa larangan ng tanggulan,” wika pa ng Kalihim.

Sinabi ni Coloma na patuloy ang Estados Unidos bilang pangunahing kabalikat ng bansa sa kalakalan na umaabot sa halagang US$14.5 bilyon noong 2013. Noong nakaraang taon, ang EU ang pangalawang pinakamalaking destinasyo ng mga produktong iniluwas ng Pilipinas sa ibang bansa na umabot sa US$7.8 bilyon. Ang Hapon naman ang nangunguna sa mga umaangkat ng produkto ng Pilipinas.

“Ang EU ang isa sa pangunahing tumutulong sa Pilipinas. Mula 2011 hanggang 2013, umabot sa mahigit na isang bilyong dolar ang tulong ng EU sa Pilipinas. Ang mga tulong pangkaunlaran at

panghukbo ay sumaklaw mula sa pagpapaibayo ng lakas pantanggulan hanggang sa pagsuporta sa adyenda ng reporma sa mabuting pamamahala, pagbabawas sa karalitaan at pinag-ibayong imprastrakturang pambayan,” dagdag ni Coloma.

Ayon pa sa Kalihim, ang ugnayan ng mamamayan ng dalawang bansa ay lalo pang nag-ibayo at tinatayang aabot sa 2.27 milyong Pilipino ang namumuhay sa Estados Unidos, samantalang libu-libong turistang Amerikano naman ang dumadalaw sa Pilipinas taun-taon. Noong 2013, mahigit na 670,000 turistang Amerikano ang nagtungo sa Pilipinas.

“Ang pagdalaw ng Pangulong Obama ay katibayan ng magandang ng ugnayan at pagtutulungan at ng tibay ng ugnayan ng mga mamamayan natin,” sabi pa ni Coloma.

Monterona added that apart from conducting an information dissemination campaign on how to avoid Mers-CoV, medical missions are important to monitor the health conditions of OFWs, especially stranded Filipino

migrant workers who are staying in shelters in Jeddah.

“We need action from this administration not just mere words of praises to OFWs who the government hails as ‘modern-day heroes’ due to their economic contributions through billions in dollars of remittances,” Monterona said. ADN

Pinakahuli lamang ang nakatakdang pagbisita sa Pilipinas ni US Pres.

Barack Obama sa agresibong pagpresyur ng gobyerno ng US sa gobyerno ng Pilipinas na repasuhin ang Saligang Batas ng Pilipinas, o isagawa ang Charter Change (Cha-cha).

Maliban sa paglalagda ng kontrobersiyal na Agreement on Enhanced Defense Cooperation na magbibigay-daan sa higit na presensiyang militar ng US sa Pilipinas, itutulak din ni Obama ang mga kondisyon ng Amerika para maging bahagi ang Pilipinas sa Trans-Pacific Partnership Agreement (TPPA), isang free-trade agreement na dominado ng US.

Noong 2010 pa, matapos makaupo sa puwesto ni Aquino, inihayag na niya ang kagustuhan ng kanyang administrasyon na ipasok ang Pilipinas sa TPPA.

Pangunahin sa mga kondisyon ng US para makapasok ang Pilipinas sa TPPA ang Cha-cha, patrikular ang pagtanggal sa mga probisyon sa Saligang Batas para sa higit na pagpasok sa bansa ng mga negosyo ng mga korporasyong Amerikano.

Agresibo sa Cha-chaTinukoy rin ng Ibon

Foundation, instisusyon sa pananaliksik sa mga isyung pang-ekonomiya at pampulitika, ang pagpresyur na ito sa porma ng ulat ng Office of US Trade Representative (USTR), na naglista sa legal na mga hadlang ng 1987 Saligang Batas ng Pilipinas para sa pagnenegosyo rito. Kabilang dito ang restrictions sa dayuhang pagmamay-ari ng lupa at negosyo sa bansa.

“Sa 2014 edition ng National Trade Estimate Report on Foreign Trade Barriers ng USTR, tinukoy ng naturang ahensiya ng US ang 30 porsiyentong constitutional limit sa dayuhang pagmamay-ari sa advertising, (at) 40% limitasyon sa foreign investment sa operasyon at pangangasiwa ng pampublikong yutilidad (tubig at sewerage treatment, distribusyon at transmisyon ng kuryente, telekomunikasyon at transportasyon),” ayon sa Ibon.

Sinabi rin umano ng USTR na kabilang sa mga hadlang sa pagnenegosyo sa Pilipinas ang ban sa mga dayuhan para mag-practice ng law, medisina, nursing,

accountancy, engineering, architecture at customs brokerage; at siyempre, hadlang sa 100 porsiyentong pagmamay-ari ng mga dayuhan sa mga lupain ng bansa.

Napuna pa ng Ibon ang tila napapadalas na pagbisita ng USTR sa Pilipinas sa ilalim ng administrasyong Aquino, kabilang ang regular na diyalogo nito at ng gobyerno sa ilalim ng US-Philippines Trade and Investment Framework Agreement (TIFA).

Samantala, sinabayan ng mga negosyanteng Pilipino at Amerikano (at iba pang negosyanteng dayuhan) ang pagpresyur sa administrasyong Aquino na isagawa ang Cha-cha.

“Mahigpit naming hinihikayat ang administrasyong (Aquino) na ikonsidera ang pag-amyenda sa mga probisyong pang-ekonomiya sa 1987 Saligang Batas, na naglalagay ng restriksiyon sa mas malaking partisipasyon ng pribadong sektor,” ayon sa sulat ng 13 business organizations kay Pangulong Aquino, sa wikang Ingles, noong Hulyo ng nakaraang taon.

Kabilang sa mga organisasyong lumagda sa liham ang American Chamber of Commerce (AmCham), Canadian Chamber of Commerce, European Chamber of Commerce, Japanese Chamber of Commerce, Korean Chamber of Commerce, at Philippine Association of Multinational Companies Regional Headquarters Inc.

Kasama rin ang mga asosasyon ng malalaking Pilipinong negosyante, o malalaking burgesya kumprador, na kasosyo ng multinasyunal na mga korporasyon. Kabilang dito ang Makati Business Club, Employers Confederation of the Philippines, Philippine Chamber of Commerce and Industry, Alyansa Agrikultura, Philippine Exporters Confederation, at Management Association of the Philippines.

Nitong nakaraang Marso, sinabi naman ni Philip Goldberg, embahador ng US sa Pilipinas, sa isang tipunan ng lokal na mga negosyante na kung gusto ng Pilipinas na maging bahagi ng TPP, kailangang lubusin ng bansa ang pagliliberalisa sa merkado nito.

“Kailangan ng mahigpit na komitment ng gobyerno ng Pilipinas at business community para matupad ang mga istandard ng naturang kasunduan (TPPA),” sinabi ni

Goldberg, sa wikang Ingles.Natukoy din ng Ibon

ang iba pang lobbying ng US para maitulak ang Cha-cha. Kabilang dito ang The Arangkada Philippines Project (TAPP), na pinopondohan ng US Agency for International Development o USAid sa ilalim ng US-Philippines Partnership for Growth (PFG) initiative. Kasama ang AmCham sa mga nagpapatupad ng TAPP sa pagpresyur sa Kongreso na ipatupad ang policy proposals ng Joint Foreign Chambers of Commerce (JFC)—kabilang na rito ang pagtanggal sa limitasyon sa Saligang Batas sa dayuhang pagmamay-ari.

na ng mga alyado ni Aquino sa Kamara ang pagtulak sa Cha-cha. Noong Marso, sa pangunguna ng alyado ni Aquino na si House Speaker Feliciano Belmonte Jr., ipinasa sa House Committee on Constitutional Amendments ang resolusyon para repasuhin ang Saligang Batas.

Sinabi ng Ibon na ipinapakita ng matinding pagpresyur na ito ng dayuhan at lokal na mga negosyante na hindi interes ng bayan ang nasa likod ng Cha-cha kundi interes ng US at lokal na mga kasosyo nito.

Tinututulan ito ng makabayang mga organisasyon dahil ipinagpapatuloy umano ng Cha-cha ang pagkatali ng ekonomiya ng bansa sa dayuhang mga interes. Napipigilan rin umano nito ang pambansang industriyalisasyon at tunay na repormang agraryo na susi sa kaunlaran para sa nakararaming mamamayang Pilipino.

“Sinasabi ng mga promotor ng TPPA na magdadala ito ng trabaho at kaunlaran para sa mga miyembro nito pero hindi pa ito nangyayari sa anumang neoliberal na mga alyansa at polisiya na pinasok at ipinapatupad ng Pilipinas,” sabi ni Gabriela Rep. Emmi de Jesus.

Hindi umano nababawasan ang kahirapan sa bansa kundi lumalala—sa kabila ng malaganap nang pagnenegosyo ng dayuhang mga korporasyon sa bansa.

“Tanging mayayaman at mauunlad na mga bansa, at malalaking dayuhang korporasyon, ang nagbebenepisyo (sa TPPA), at nagiging mas makapangyarihan na sila sa mga gobyerno,” pagtatapos ni De Jesus. ADN

Based on available information, WHO encouraged its member states to continue monitoring respiratory infections and review any unusual patterns as, “it is not always possible to identify patients with Mers-CoV early because some have mild or unusual symptoms.”

The WHO also recommended safety precautions to medical workers and are advised to “maintain vigilance”

when treating patients who contracted the virus.

of Saudi Arabia recently confirmed that there were 20 people who contracted the virus, with deaths of two persons in Jeddah. The United Arab Emirates, on the other hand, raised an “Orange” alarm, which meant that their constituents and expatriates are required to wear masks when going to public places.

MANILA — Details about the Middle East Respiratory

Syndrome – Coronavirus have remained scarce as “there is still very limited information regarding its transmission, severity and clinical impact with only a small number of cases reported thus far,” the World Health Organization (WHO) reported.

The WHO said coronaviruses are a large family of viruses that could cause several illnesses to both animals and humans. But Mers-CoV is a strain of

coronavirus that has not been previously identified with humans, first detected in April 2012.

How the virus was transmitted to humans, in fact, could still not be verified even by the WHO, as of this writing.

“It is unlikely that the transmission of the Mers-CoV to people occurs through direct exposure to an infected camel, as very few of the cases have reported camel exposure. More investigations are needed to look at the recent exposures and activities of infected humans,” the WHO said.

The WHO, however, noted in its Risk Assessment report that, “the occurrence of new cases seems to follow a seasonal pattern, with increasing incidence from March to April onwards. The number of cases sharply increased since mid-March 2014, essentially at the KSA (Kingdom of Saudi Arabia) and UAE (United Arab Emirates), where two

important healthcare-associated outbreaks are occurring.”

The latest laboratory-confirmed case is that of a 25-year-old man from Al Grayat City in Saudi Arabia, WHO said in its website.

“He became ill on 9 April, was admitted to a hospital in Saudi Arabia on 10 April and discharged from the hospital on 15 April, against medical advice. As his condition did not improve, he sought medical care at another hospital in Zarka City, Jordan on 19 April, where he was tested positive for Mers-CoV,” the WHO said.

“The patient has underlying medical conditions and has a history of travel to Abha Mecca and Jeddah, Saudi Arabia from 3 to 8 April. He has a history of contact with camels and is also reported to have consumed camel milk,” the

Symptoms and how it is spreading

The reasons for the spread and how it is transmitted are still unknown.

Affected countries in the Middle East include Jordan, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. Though there are also cases in Europe and in North Africa, WHO noted that these “cases have been imported from the Middle East with some secondary transmission.”

Jailed NDF peace talks participants and consultants greet the NDF’s 41st founding anniversary24 April 2014

We, National D e m o c r a t i c Front of the

Philippines (NDF) peace talks participants and consultants detained in Camp Crame and in Camp Bagong Diwa heartily greet the 41st founding anniversary of the NDF -- the alliance of revolutionary people’s movements for national freedom and people’s democracy in the Philippines.

At the same time, we raise loudly our strong protest against our arrest, continuing detention, the swamping upon us of trumped-up criminalized charges and so many human rights violations being committed against us under the hands of the reactionary ruling state’s military, police, intelligence and jail authorities and instruments. All these, in arrogant and wanton violation by the ruling Aquino regime of long-standing agreements in the peace talks, including the Joint Agreement on Safety and Immunity Guarantees (JASIG), which is supposed to protect peace talks participants, consultants and others involved in the peace process ufrom being subjected to surveillance, arrest, detention, trumped-up criminalized charges and other acts of violence that would deter their effective work and participation in the peace process.

We value much the peace talks between the NDF and the Government of the Republic of the Philippines (GPH) and recognize that many important agreements had been made with and respected by past GPH regimes, especially during the term of Fidel Ramos, including

the JASIG, The Hague Joint Declaration and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

We also recognize that many sectors of the people have been calling for the revival of the again long-stalled peace talks, after the NDF and GPH peace panelists turned their backs at each other last December 2012 in Utretch, The Netherlands, because of the present regime’s refusal to talk about fundamental socio-economic, political and other deep-seated societal problems in the country.

The present regime also continues to throw mud at the JASIG protection of the jailed NDF peace talks participants and consultants and the urgent need to release them in order to make way for their immediate participation in the NDF-GPH peace talks and thus the smooth and effective continuation and progress of the talks.

For as long as the ruling Aquino regime will not release all the dubiously and unjustly detained NDF peace talks participants and consultants, and will not make way for them to be able to effectively continue with and advance their respective shares of the work in the peace process, and will not account for other NDF peace talks participants, consultants and their staffs and family members who were subjected to extrajudicial killings and enforced disappearances in hands of fascist state forces, the peace talks between the NDF and the Government of the Republic of the Philippines (GPH) will not

prosper at all under the present regime.

There is no sense for the NDF and its peace panel to talk with a ruling reactionary regime that only pretends to be taking the “straight road” (“daang matuwid”), but actually is taking the crooked road; does not respect and adhere to, but instead only keeps on violating the JASIG and other standing peace agreements; does not show true intent to seriously discuss and arrive at comprehensive agreements in order to root out the fundamental socio-economic, political and other deep-seated societal problems that have long been plagueing the nation and its people, but instead only wants to come out with superficial agreements merely for show.

If such hypocricies go on and are only what the ruling reactionary regime is interested in, the NDF and its peace panel should better just wait out another GPH regime that would really be interested and more sincere in talking peace and forging comprehensive agreements for fundamental socio-economic and political changes for the better in the country.

The latter may still come out with possibilities where “gaganda and buhay” (“life will be better”) for the Filipino people.
