Transport

The key elements of the CEF

• Support implementation of Transport White Paper through new infrastructure policy including:

• Dual layer approach based on an objective methodology: core and comprehensive network

• Ambitious standards for all infrastructures

• Common deadlines to achieve network (2030/2050)

• Corridors and coordinators for implementation

Transport

• 80 – 85 % of available budget for pre-identified projects listed in Part 1 of Annex

• 4 horizontal priorities • (innovation and new technologies, MoS, Safe and Secure infrastructure)

• 9 core network corridors

• other important cross-border and bottleneck sections

• delegated act foreseen to amend list

• 15 – 20 % for other projects of the core and comprehensive networks and for financial instruments

CEF Transport: eligibility

Transport

The Network

• A core and comprehensive network based on an objective methodology

• Comprehensive network to ensure accessibility to all regions

• Core network focussing on strategically most important parts

• 93 seaports, 93 airports, 79 inland ports in the core network

• Delegated acts to adapt comprehensive network according to traffic flows (inclusion/exclusion of nodes)

Transport

• TEN-T corenetwork corridors

Transport

Transport

Standards

• Comprehensive network

• Mainly basis for specific legal acts (e.g. tunnel safety directive, TSIs, Single Sky, etc.)

• Rail: ERTMS + electrification with possibility for exemptions

• Inland waterways: class IV with possibility for exemptions

• Safety and security, environmental protection, climate resilience, accessibility for all users

• Core network

• Road: express roads or motorways, parking areas, alternative clean fuels

• Rail: ERTMS, electrification, European track gauge

• Rail freight lines: 22.5 t axle load, 740 m train length, 100 km/h line speed

• Alternative clean fuels for ports, inland ports and airports

• Possibilities for exemptions by the Commission under certain conditions

Transport

Implementation tools

• Coordinators and Core Network Corridors

• Multi-modal corridors exploiting the strengths of all transport modes

• Support the implementation of the core network

• Synchronise investments in order to optimise network benefits

• Multimodal, involving at least 3 Member States

• Flexible governance structures

• Involvement of stakeholders

• Coordinators for ERTMS and Motorways of the Sea

Transport

The budget:

• €23.1 billion for TEN-T(€26bn in current prices)

•MFF approved, Parliament approved the CEF and the guidelines.

•€13.1bn available to all Member States

(€14.8n in current prices)

•€10bn to be transferred from the Cohesion Fund

(€11.2bn in current prices)

• To be allocated exclusively to projects in Cohesion Fund eligible Member States

• Respect of National allocations under the Cohesion Fund until end 2016

• Specific Programme support actions for MS experiencing difficulties in proposing projects

•To be spent via:

Grants (estimated €21.1 billion)

Innovative financial instruments (€2 billion estimated market uptake)

Overall assessment

• Stronger European approach

• Emphasis on EU added value

• Network approach

• Reinforced implementation tools

• Stronger engagement by MS and stakeholders (deadline, regulation)

• Stronger transport policy

• Infrastructure as basis for transport policy

• Standards

• New technologies and innovation

Transport

CEF: Centralised management of grants

•Project selection and resources allocation

• by Commission with the help of an EA

•Same criteria for project proposals coming from all Member States

• Quality, maturity, EU added value, socio-eco and environmental impacts

Concentration on projects with high EU added value

• cross-border missing links, boosting multimodality, ensuring interoperability of networks across borders and modes

•Increased efficiency of EU budget spending

• Competition between proposals, "use-it-or-lose-it" principle

Slovenia

Transport

TEN- T Slovenia

• 16 TEN-T funded projects (5 national, 11 multinational)

• 58.8 m Euros

• 1% of the total TEN-T allocation

• concentration on multinational project for to prepare implementation of the:

• * critical cross border section on PP6 (Trieste-Divaca)

• * ERTMS deployment along corridor D.

• New TEN-T Network

• * Mediterranean

• * Baltic Adriatic
