2. SAFEGUARDING CHILDREN AND YOUNG PEOPLE

The following activities will help you to demonstrate that you understand the concept of safeguarding. Childcare workers must know how national legislation and policy governs their role and responsibilities, including the implications for confidentiality. You will also need to show an understanding of the role of different organisations that may be involved when a child has been abused or harmed.

KNOWLEDGE AND UNDERSTANDING

These tasks will enable you to demonstrate your understanding of national legislation, guidelines and policies which work to safeguard the welfare of children and young people. You will be able to identify the roles and responsibilities of organisations and individuals to keep children safe including ways of working with children to support them in protecting themselves. You will show that you can recognise when children may be at risk from abuse and the correct action to take while maintaining confidentiality.

Task 1a

In the table, list the current relevant legislation, guidelines, policies and procedures of your home nation which govern the safeguarding of children and young people. Against each one write a brief outline of its purpose. An example has been given for you.

It is important that you understand how legislation guidelines, policies and procedures work in practice. Information enabling you to complete this activity should be gathered from the written procedures in your setting, from your own observations and discussions with your manager and work colleagues.

In the space below analyse how the national guidelines, policies and procedures you identified in Task 1a affect the work in your setting.

If you have selected CYPW Unit 32 or CCLD Unit 21 as an option, also explain the procedures which must be followed at your setting to protect babies and young children when providing personal care and explain why this is necessary. The concept of safeguarding has developed over recent years in response to high profile cases and is now far more than just child protection. Explain what you understand by the concept of safeguarding, including the different aspects of safeguarding work.

Task 2

It is essential that all those working with children and young people understand the importance of protecting children from harm within the setting and ensure that children have the knowledge and skills to make their own choices about their safety. Produce a short oral presentation (five to ten minutes) to deliver to your peers and/or assessors explaining these issues. You should include information on:

• why it is important that children and young people are protected from harm, eg the role and responsibility of all adults working with children, the role and responsibility of childcare workers, the issues relating to safeguarding and the effects these may have on children in the setting

• why it is important that children are given the power to protect themselves, eg to recognise the risks and make their own decisions about safety

• examples of ways that childcare workers can empower children, eg ways to work with children, examples of activities.

This activity will enable you to show your understanding of procedures when there are concerns about the safety and wellbeing of children in your setting. Before starting this task, read through the policies and procedures of your setting for responding to concerns that a child may have been abused.

Read the following scenario and answer the questions in spaces provided on the next three pages:

Case studyMegan is four years old and is in the reception class at her local primary school. She lives with an older sister and her mum. Gill Adams works at the school as a support assistant. Two weeks ago Gill noticed that Megan was not her normal cheery self and had wet herself on two occasions. She mentioned this to the reception teacher and they agreed that they would observe her closely. A few days later Megan’s mum informed Gill that her new partner, Alan, would collect Megan from school each day. On Monday Gill noticed that Megan was reluctant to go with him saying she wanted Mum to fetch her. The following morning she appeared withdrawn and did not want to play with her friends. Shortly before home time, Gill could see that Megan was becoming distressed. She tried to comfort her by saying that she could take her painting home to Mum. Megan then said that she wanted Mum because Alan might get cross and hurt her.

3. Consider how the childcare worker in this situation must respond to the child and what actions she should take. Explain what action Gill should take in response to the allegations of possible abuse, eg what she should say and do, what she should not say or do, ways she should record what she has observed and been told, how and to whom she should pass on information.

4. When Gill became concerned that Megan’s behaviour had changed she observed her more closely. Describe the signs and symptoms that may be displayed by children experiencing abuse or harm. When describing signs consider the four main types of abuse: neglect, physical, sexual, emotional. Where signs and symptoms suggest a particular type of abuse (for example, grasp marks suggest physical abuse) you should indicate this. Other signs and symptoms, for instance withdrawal, may happen when children are experiencing any of the types of abuse.

PROFESSIONAL DISCUSSION

Your assessor will conduct a professional discussion with you, which will capture evidence necessary to prove your level of knowledge and understanding of safeguarding issues.

Below are two topic areas you will need to consider when preparing for the professional discussion with your assessor.

• Situations when and reasons why inquiries and serious case reviews may be required.

• Lessons that can be learned following serious cases of abuse and how these may lead to changes in policy and practice.

Your assessor will plan the content of your professional discussion and will advise you how to prepare beforehand. The professional discussion may cover more than this section of your Assessment Workbook.

Discussion process

The discussion process will offer you the opportunity to show your knowledge of the safeguarding policies and processes when the outcomes for children following abuse are serious.

To prepare for your professional discussion, you should think about the following:

• The role of the Local Safeguarding Children Board (LSCB).• The circumstances in which abuse cases might be investigated

by the local safeguarding children board.• Examples of where legislation, policy and procedures have
