Austria is a federal state consisting of 9 federal provinces („Länder“).

Vienna is both: Land („city state“) and municipality. It consists of 23 districts with their own councils.

The Viennese territory is completly surrounded by the Land Lower Austria.

Lower Austria‘s part of the agglomeration consists of approx. 60 municipalities belonging to 7 administrative districts.
