1. Introduction
Enbridge Pipelines Inc. (Enbridge) is currently undertaking detailed design activities on the Westover Segment Replacement Project (the Project). The Project includes 35 km of NPS 20 pipeline for the transport of low vapour pressure (LVP) product between Enbridge’s existing Westover Terminal and Nanticoke Junction. The Project also includes the installation of four mainline block valve (MLBV) sites.
This report describes the Project’s hydrostatic testing plan. This report establishes Intended Maximum Operating Pressure (Intended MOP) and associated qualifications pressures along the length of the pipeline in accordance with CSA, NEB, and Enbridge requirements with supporting calculations and a proposed Hydrostatic Test Diagram. Target test pressures are calculated to ensure the Project receives regulatory approval to operate at the Intended MOP. Test media sources, filling, dewatering, and disposal locations are also discussed.
2. Design Philosophy
The following standards, specifications, and reports were used in designing the hydrostatic testing plan for the Project:

3. Definitions
A brief review of terminology used in this report is provided below for clarity.
Qualification Pressure (QP): As defined in CSA Z662-15, Section 8.7.6.4, in reference to the point specific profile, the minimum pressure achieved over the duration of the strength test at each point in the test section.
Maximum Operating Pressure (MOP): As defined in CSA Z662-15, the maximum pressure at which the pipe is qualified to be operated, established through hydrostatic testing as the lesser of the qualification pressure divided by 1.25 and the Design Pressure.

Design Pressure / Intended MOP: As defined within CSA Z662-15, Section 4.2.1.1. The pressure which Enbridge intends to submit for regulatory licensing as the MOP for a segment of pipeline. For the Project, the Intended MOP is a point specific pressure along the pipeline route set by a discharge pressure of 9,930 kPa at Westover Terminal.
Theoretical Design Pressure: The limiting pressure for a segment of pipeline as calculated according to CSA Z662-15, Section 4.3.5.1 to which that segment can be operated. Note that the Design Pressure can be set to be less than the Theoretical Design Pressure by the designer.
Maximum Test Pressure: The upper limit on the test pressure range for a segment of pipeline, established to safely set the boundary on stress imposed on the pipe and limit the potential for damage.
Minimum Test Pressure: The lower limit of the test pressure range for a segment of pipeline, established to impose sufficient stress on the pipe to adequately prove the integrity of the segment.
Target Test Pressure: The target hydrostatic testing pressures along a test section, within the maximum and minimum bounds as defined above.
Critical Low Point: The point on a pipe section that will produce the highest hoop stress, taking into account elevation, diameter, wall thickness, and SMYS of the pipe.
4. Design Input / Basis
This report was developed to establish, for regulatory licensing, the hydrostatic test plan for the Project pipeline in consideration of the Project design parameters and applicable specifications and standards. The input parameters for this report are listed below in Table 1.

Enbridge provided CH2M with the elevation profile for Version 3.2 of the Project centerline. The profile was used to develop a zero flow Intended MOP profile based on changes in elevation along the route, using a discharge pressure of 9,930 kPa at Westover Terminal and a conservative fluid density of 1000 kg/m3. This scenario was chosen to ensure all points in the pipeline were qualified to a pressure greater than they would experience in the highest pressure scenario, which is a full lock-in scenario.
The Intended MOP profile and the pipeline parameters were then used to calculate Minimum, Maximum, and Target Test Pressures for each test section, based on ensuring the hydrostatic test achieved qualification pressures high enough for the Project to meet regulatory requirements for approval to operate at the Intended MOP and to meet the requirements of CSA Z662-15.
The following sections discuss the Project specific details and requirements for this report.

5. Testing Criteria
5.1 Mainline
The mainline hydrostatic strength and leak tests shall meet the requirements of CSA Z662-15, Enbridge Specification PCS-005, and all other documents referenced in Section 2. Where conflicts exist between documents, the more stringent requirement shall take precedence. A summary of the testing criteria for a mainline test section is shown below in Table 2.

Target Test Pressures for the project are selected between Minimum and Maximum Test Pressures to give an upper and lower test window in the field.
The V3.2 mainline testing requirements are provided for the Contractor on the Pipeline Hydrotest Schematic drawings provided with the Pipeline Construction package.
5.2 Horizontal Direction Drill (HDD) Segment Pre-Test
The drag sections for the Project’s two HDDs will be hydrostatically pre-tested above-ground as required by Enbridge Standard D06-103. The pre-test shall be conducted as follows:

a. The decision has been made to set the Minimum Strength Test Pressure for the pre-test to the Maximum Test Pressure the pipe will experience during the mainline test for the corresponding mainline test section. The Minimum Strength Test pressure for the pre-test shall correspond to 110% SMYS of the mainline pipe (maximum mainline test pressure), plus the maximum static head between the critical low point and the HDD low points. The Maximum Strength Test pressure for the pre-test shall correspond to 80% SMYS of the HDD pipe, for safety of site personnel.
b. Care must be taken to adequately support and restrain the pipe during the test to ensure it is not strained beyond acceptable limits.
c. The pipe will be fully exposed, therefore the strength test duration shall be a minimum of one hour. d. Following the strength test, a visual leak test shall be performed to verify there are no leaks. e. The pre-test shall be conducted in accordance with the requirements of CSA Z662-15 and PCS-005.
A summary of the HDD details is shown below in Table 3.

The HDD pre-testing requirements are provided for the Contractor on the HDD Construction Notes drawings provided with the Pipeline Construction package.
5.3 Mainline Fabricated Assemblies
Mainline fabricated assemblies such as MLBV and the sending trap assemblies will be tested in the shop. Assemblies shall not be tested with the mainline test and shall be cut-in to the line after drying is complete.
Test pressures shall comply with the requirements of CSA Z662-15, Enbridge Specifications FCS-014, and TSDR-127-2017.
The Maximum Test Pressure shall be limited to a pressure corresponding to 80% SMYS of the 11.13 mm heavy wall pipe for personnel safety during the shop test. The Target Test Pressure shall be the Minimum Test Pressure plus a 500 kPa buffer with the exception of the PN100 tie-in spool at Nanticoke which will be tested in accordance with the test pressure requirements for a PN100 assembly.
The shop testing requirements are provided for the Fabricator on the Piping Isometric drawings provided with the MLBV Fabrication package, and Barrel and Westover General fabrication packages.

Hydrotest records for the Mainline fabricated assemblies form a part of the final hydrotest documentation for the Project.
5.4 Station Piping
All station piping shall be hydrostatically tested the requirements per Enbridge Specification FCS-014 by the facility’s piping contractor.
The testing requirements are provided for the Contractor on the Piping Isometric drawings provided with the Westover General package.
5.5 Mainline Concrete Coated Sections
If any sections of pipe are coated with continuous concrete coating (CCC), they shall be pre-tested prior to installation; however, at this time, the Project has no sections with CCC.
6. Mainline Hydrostatic Testing Plan Development
6.1 Mainline Hydrostatic Test Contractor Requirements
The hydrostatic test contractor shall prepare a detailed hydrostatic test plan in accordance with this document, CSA Z662-15, PCS-005 and the EPP, using the as-built profile for reference, for approval by Enbridge prior to testing.
6.2 Installation Strategy and Test Section Selection
The Project will be constructed in one spread from Westover Terminal to Nanticoke Junction. The water source location requires the pipeline to be tested in two test sections with the test break at KP 19+200. The Project’s MLBV assemblies will be cut-in after the pressure test is complete and therefore do not affect the test section selection.
6.3 Mainline Hydrostatic Testing Pressure Calculations
The point specific Intended MOP was established along the pipeline utilizing the Version 3.2 elevation profile and a discharge pressure of 9,930 kPa at the Westover Terminal (KP 0+000). The low-point intended MOP for the pipeline is 10, 383 kPa south of Book Rd West (~KP 20+029); refer to the hydrotest schematics in the appendix for site specific intended MOP profile.
In addition to the requirements detailed in section 5.1 the following project decisions by Enbridge are applied to the mainline test pressure selection: the Minimum Strength Test Pressure shall be the pressure corresponding to 100% SMYS at the high point in the test section; the Target Strength Test Pressure shall be the pressure corresponding to 107% SMYS at the critical low point in the test section.

Using the elevation profile, point-specific Minimum, Maximum, and Target Strength Test Pressures along each test section were set. Point-specific checks were then carried out to ensure the point-specific minimum test pressure was greater than 125% of the Intended MOP. This confirmed the strength tests will serve to set a Qualification Pressure that will establish a satisfactory point specific MOP.
The maximum leak test pressure at the critical low point of the test section is set at the lesser of a pressure corresponding to 100% SMYS and the qualification Pressure. The Target Leak Test Pressure is set at 110% of the intended MOP (Minimum Leak Test Pressure) at the high point of the test section plus a 250 kPa buffer. Point specific Target Leak Test Pressures are then established according to the elevation profile.
Test section details are as shown on the Pipeline Hydrotest Schematic drawings provided in Appendix 1. Refer to calculation sheet PL-CAL-0008 provided in Appendix 2 for detailed calculations of all pressures.
6.4 Hydrostatic Test Heads
The Project will require at least four test heads to complete the hydrostatic test plan as detailed in this document. In accordance with CSA Z662-15, all components of the test head assemblies must have a pressure rating such that at the expected test pressures for the maximum hoop stress does not exceed 75% SMYS of any component. Test heads shall be installed with at least one joint (4 m minimum) of 11.13 mm heavy wall pipe between the test head and the mainline pipe to result in a hoop stress of no more than 90% SMYS of the exposed pipe during testing.
6.5 Valve Section Pipe, Final Tie-in Pipe and Security Pipe
Pipe used for final tie-in sections must be tested in accordance with the Project testing requirements. The Project is designed with segments of 11.13 mm heavy wall pipe to be installed through the MLBV sites and tested with the mainline. Tested sections removed at the MLBV sites for MLBV assembly install and cut-back sections from the pre-tested HDD segments at the tie-ins to the HDDs are sources of tested pipe to be used for final tie-ins.
The Project includes a requirement for a specified amount of Security Pipe. The Contractor will be responsible to include sufficient pipe in the mainline tests and HDD pre-tests to provide the required amount of Security Pipe.
6.6 Test Media Sourcing and Disposal
The test media for all project pressure testing will be fresh water. Additives shall not be used due to disposal restrictions. Gas testing is not accepted. The hydrostatic test contractor shall determine if additional equipment is required to establish a stable test temperature.

6.6.1 Mainline Test Water
Water used for the mainline test will be sourced from the City of Hamilton and stored at approximately KP 19+200 in a large portable tank (proposed volume is 79 cubic meters). This will be the location of the pumps and testing equipment. The test media can be transferred between the test sections and discharged to the tank from this location. The used test media will be discharged to the city sewer at a maximum rate of 67L/s per acceptable to the city. Final water source and discharge locations will be finalized by Enbridge prior to construction activities. City water from Hamilton shall be withdrawn, stored and disposed of per the water fill and discharge plan in accordance with the permit from the City of Hamilton.
6.6.2 Pre-Test Water
Water used for the pre-testing of the two HDD drag sections will be taken from the City of Hamilton. The water for each pre-test will then be transported in a tank truck to the HDD locations. Once pre-testing is complete, the water will be transported by tank truck and disposed of at an appropriate facility.
7. Hydrostatic Test Acceptance and Documentation
Acceptance criteria for each test will be as described in CSA Z662-15 and Enbridge Specification PCS-005. Mainline and HDD pre-test hydrostatic test records and documentation in accordance with CSA-Z662-15 must be prepared to provide evidence the piping has been qualified for service and in a manner satisfactory for submission to the appropriate regulatory body. Documentation shall include calibration and certification documentation for of instruments used during the hydrostatic test.
The Contractor shall maintain a Pressure-Volume (PV) plot for the pressure tests in accordance with CSA Z662-15 and PSC-005.
8. Post-Hydrostatic Test Activities 8.1 De-Watering
De-watering shall be completed as soon as possible following the hydrostatic test, in accordance with PCS-005 Section 15, CSA Z662-15 and all applicable disposal agreements.
When testing of Section 1 is complete, test water will be transferred to Section 2 via a tank stored in temporary workspace (TWS) at KP 19+200. When testing of Section 2 is complete, the pipeline will be de-watered and the test water will be disposed of as described above.

8.2 Drying
Once the pipeline is de-watered, it will be dried using foam pigs in accordance with PCS-005 Section 16 and CSA Z662-15. The Contractor shall complete foam pig runs until the Inspector is satisfied that the line is dry.
8.3 Corrosion Inhibitor/Biocide
Corrosion inhibitor shall be applied to the pipeline in accordance with PCS-005 Section 17, as soon as possible after drying is complete. The corrosion inhibitor and biocide shall be applied in three steps:
1. De-watering as per Section 8.1 and drying as per Section 8.2. 2. Rinsing the pipeline with a batch inhibitor between two purge pigs 3. Final drying as per PCS-005 Section 16b
For more details on the corrosion inhibitor and biocide application, refer to Enbridge’s Corrosion Inhibitor and Biocide Scope of Works.
9. Safety and Protection of Property and the Environment
Hydrostatic testing will be done in accordance with the safety requirements as outlined in CSA-Z662-15, Enbridge construction procedures and safety manuals, and a Project specific hydrostatic testing procedure to be developed by the Contractor.
Although the test media is water and the majority of the pipeline is Class 1 indicating sparse population, there is some inherent risk to public safety during hydrostatic testing activities. Adequate signage, patrols, and barricades will be in place to restrict public access to the ROW in areas close to populated municipalities and Class 2 and 3 designated areas, as per section 10 in PCS-005.
Adherence to the media sourcing and disposal requirements and regulations set by the government of Ontario and the City of Hamilton will mitigate environmental risk from hydrostatic testing activities. Although the test media is water, the Contractor’s hydrostatic testing procedure shall contain a detailed plan for spill control and cleanup inclusive of remediation.
As per the Construction Alignment Sheets, a joint of heavy-wall pipe shall be installed at the beginning and end of each test section (including pre-test sections).
The Contractor shall prepare a spill contingency plan to deal with water release in the event of a test failure. This plan will be in accordance with Enbridge’s Pipeline Environmental Protection Plan (EPP).
