Objective: The Common Services Centers (CSC) Scheme, a flagship Scheme, is

implemented across the country under the National e-Governance Plan (NeGP) by

the Department of Information Technology, Ministry of Communications &

Information Technology, Government of India.

The objective of the scheme is to provide government as well as private services through ICT enabled Kiosks at people’s doorstep. With a view to achieve this goal and as a part of the Common Service Centre (CSC) diwas a seminar on services through Common Service Centre (CSC) is organized in one of the districts of Manipur i.e. Senapati to create awareness and sensitize the district officials and village level entrepreneurs.

Summary: The seminar was attended by the Deputy Commissioner/Chairman

District e-Governance Society (DeGS), other members of District e-Governance

Society (DeGS), Senapati, Officials of SSA, district postmaster, Village Level

Entrepreneurs (VLE), team of State Officials from DIT, Govt. of Manipur, MSITS

(SDA), SeMT and SCA i.e. M/S Zoom Develpers.

The seminar was organized by the District e-Governance Society, Senapati in

association with the Dept. of Information Technology, Govt. of Manipur and Manipur

State Information Technology Society (MSITS) i.e. SDA.

Shri P.K Jha, IAS, Deputy Commissioner/Chairman DeGS gave the welcome

address and he thanked the supporting team from the State Headquarter comprising

of the following officials:

i) Shri Nameirakpam Kejit Singh, IO-I, DIT, Govt. of Manipur

ii) Shri Habibur, IO-II, DIT, Govt. of Manipur

iii) Miss Rinabai Salam, Change Management Consultant, SeMT, Manipur

iv) Miss N. Meena Devi, IO-I, MSITS, Manipur

v) Miss Longjam Satyabati, IO-I, MSITS, Manipur

vi) Miss Geetarani Thiyam, IO-II, MSITS, Manipur

vii) Shri. Ksh. Chitranjan Singh, IO-II, MSITS, Manipur

This was followed by a round of introduction from the participants and the officials

attended.

And the sessions to be presented were co-ordinate by Miss Rinabai Salam, Change

Management Consultant, SeMT Manipur.

This seminar comprised of the following sessions:

(i) Overview of Common Service Centre Scheme (Film on CSC)

(ii) Presentation on CSC Scheme and Initiative and CSC for Financial Inclusion Services (iii) Awareness on CSC online Monitoring tool installation and registration

(iv) Presentation on DOEACC “CCC” Course

(v) Presentation on various National Scheme services (NRHM, SSA and

MGNREGA) through Common Service Centres

(vi) Presentation on Role of DeGS in implementing CSC scheme

(vii) Sharing of Success Stories of VLE

(viii) Reward to top performing VLE

Seminar Report:

Inaugural session: The welcome address was given by Shri P.K Jha, IAS, Deputy

Commissioner/Chairman DeGS who introduced the objective behind organizing

such kind of seminar on Common Service Centre (CSC). He highlighted the

importance of CSC scheme which can easily avail the G2C services at the common

man doorsteps. He also urged the district officials and the VLEs to work hand in

hand to make the CSC scheme under National e-Governance Plan (NeGP) a

success.

1st Session: The topic of the session was on “Overview of Common Service Centre

Scheme” and the speakers were Shri. Nameirakpam Kejit Singh, IO-I DIT, Govt. of

Manipur and Miss Rinabai Salam, Change Mangement Consultant, SeMT. Before

the presentation a film on Common Service Centre was shared with the participants

to highlight how the scheme can change the lives of the common citizen.

Shri N. Kejit Singh and Miss Rinabai thanked the representatives of the DeGS for

organizing the seminar and VLEs for attending the seminar.

Shri N. Kejit explained the objectives of Common Service Centre (CSC) scheme

under National e-Governance Plan (NeGP). He explained the roll out of 399 CSCs in

the State and the roles of the key stakeholders in the CSC scheme through his

presentation. He informed the basic infrastructures that are equipped in the CSCs

and explained the G2C and B2C services which can be availed at the CSCs.

He further explained the factors that can improve pace of operationalization of

CSCs.

Miss Rinabai Salam explained how the VLEs can act as a linkage between the

community and the Government.

2nd Session: The topic of the session was on CSC Scheme and Initiative and CSC for Financial Inclusion Services. The speaker was Shri Rimjhim of M/S Zoom Developers. He began by saying that 399 CSCs at many remote areas of the State have been rolled out with the help of the local partner UNITRANS. He gave the information on the selection process of VLEs as per the queries raised by the Deputy Commissioner, Senapati. He also informed that an agreement will be signed between M/S Zoom Developers

and State Bank of India for the Loan services to be made available to the Village

Level Entrepreneur as a part of financial inclusion. He explained various kinds of

B2C services which are currently available at the CSCs like DTP, selling re-charge

coupon, burning CD, photo copying etc.

Further, he said at the district level a maintenance unit has already been placed for

the VLEs so that they could easily assess the repairing service without going at the

SCA main office in Imphal.

3rd Session: The topic of the session was on CSC online Monitoring tool installation and registration. The speaker was Shri Rimjhim of M/S Zoom Developers. He explained that the Web Based Online Monitoring System for CSC provides a Decision Support Mechanism by monitoring the CSCs which are rolled out by SCAs in their area to provide B2C and G2C services. He explained the tool can be used by the VLEs after logging in for which user ID and password are provided. 4th Session: The topic of the session was on Role of District e-Governance Society (DeGS) in implementing the National e-Governance Plan (NeGP) at district level (w.r.t. CSC scheme). The speaker was Miss Longjam Satyabati Devi who thoroughly explained the roles of the DeGS like to provide close ties with the State implementing agency i.e. MSITS, to support in proving the G2C services and to

manage, supervise and implement backend computerization of the Government Departments at district level in implementing NeGP in the district. 5th Session: The topic of the session was on DOEACC “CCC” Course. The speaker

was Shri N. Debachandra Singh, Scientist “E” DOEACC Society Imphal who

highlighted on the mandatory CERTIFICATE COURSE ON COMPUTER

CONCEPTS (CCC) for the Village level entrepreneurs (VLEs). He explained the

duration of the course which is of 80 hrs and the process of online examination. He

further explained the DIT, Govt. of India has approved for training of 399 nos. of

CSC Operators for the state of Manipur on e-learning mode. But due to practical

problems like connectivity, the programme is being proposed to be conducted in

class room (Off line) mode in DOEACC Centre Imphal. He also explained the

benefits to the incumbent such as preparing personal/business letters, making

power point presentation etc.

6th Session: The topic of the session was on various National Scheme services (NRHM, SSA and MGNREGA) through Common Service Centres. The speaker was Miss Rinabai Salam, Change Management Consultant, SeMT. She explained the offline services that can be done by the VLEs in convergence with other National schemes projects like National Rural Health Mission (NRHM), Sarva Siksha Abhiyan (SSA) and Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS). She thoroughly explained what services can be made available at the CSC like Job Cards for NREGS, data collection, collation, data entry and transmission of data for Sarva Siksha Abhiyan scheme and lastly not the least Information Education Communication (IEC) of Health Camps, Tele-medicine and AYUSH camp for National rural Health Mission. Besides all these convergence services she also explained the respective roles of the DeGS and VLE in bringing the services at CSC through convergence. 7th Session: Shri Ng Jeevan Singh, VLE, CSC Kanglatongbi, Imphal West shared his success story to all the VLEs of Senapati participated in the seminar. Since the inception of CSC he could to manage to earn a monthly income ranging from

10,000/- to 15,000/- per month despite having electricity and connectivity problem. He said the services that are available ranges from DTP works, Xerox, CD writing, E-ticketing Air/Railways and life insurance policies etc. His story inspired the VLEs of Senapati.

Valedictory: The seminar end with the presentation of a reward of a citation and

certificate of top performer VLE to Shri Lumkhonei Haokip, CSC-S. Bolen one of the

VLEs of Senapati district as per his performance by the ADC Senapati.

Shri Haokip profoundly accepted the reward and expressed his happiness in getting

such kind of recognition from the Government of his effort in providing services to the

people at his CSC located in the remote village of a hill district.

Also the ADC, Senapati expressed his sincere thanks to all the Officials of district and

State and VLEs who had fully co-operated in making the seminar a successful one.

Future course of Action:

1) The need to organize a one day orientation workshop on National e-Governance

plan (NeGP) for all the DeGS members for the smooth implementation of the projects at

district level.

2) Formation of team of resource faculty in the State Level comprising of DIT,

MSITS and SeMT in providing district level training on NeGP.

3) Similarly, a resource pool to be set up in the district level to take up the capacity

building programmes for other Govt. Officials and VLEs.

4) The Deputy Commissioner/ Chairman DeGS, Senapati recommended to provide

the details of the Medical Officers placed in the Health Centres to the CSC operators so

that services under NRHM can be made available at the CSCs.

5) SCA ensure adequate backend support to the VLE

� Set up a call centre so as to help quick redressed of queries by the VLEs

� Engage a dedicated team, which will coordinate the activities with the

VLEs

6) SCA ensure that each and every kiosk is involved in the sales process.

7) SCA shall monitor the VLE time to time and provide adequate support for smooth

functioning of the CSC’ and evaluated on the performance of the VLEs under it.
