The INSPIRE Directive„Building Energy Awareness”

About Data Models

“data models” are like

cooking recipes

Cappellacci di zucca (4 pers.)

• Mandatory ingredients (numbers and units of measure): – 3 eggs

– 400 gr flour

– 1 kg of chopped yellow squash

– parmesan cheese

– bread crumbs

– nutmeg

– 2 leaves of sage

– 100 gr of butter

An example of data model:

In our case …

Data encoding

• How to organize ingredients … in our case

which format(s) … SHP? GML? GeoJSON?

OSM? SQL dump database?

< As you prepare the dough, put in a very hot oven the yellow

squash without the seeds and wrapped with aluminum foil. Let it

cook for 20 minutes and then remove from oven and let cool. />

< Meanwhile, back to your sheet that once stretched out, let it rest

for a good fifteen minutes. Meanwhile prepare the pulp in a bowl

of pumpkin making sure to press it with the tines of a fork or chop

coarsely in a blender. Got this mixture is thick, add an egg, the tip

of a teaspoon of nutmeg, breadcrumbs and Parmesan, salt and

pepper. />

… and how to show

ingredients ??

Data presentation

• … which “styles” to be applied ?

Styles = rules for presenting data

In our case, something like this …

Have you ever heard about the INSPIRE Directive?

10%

INSPIRE lays down general rules to establish an

infrastructure for spatial information in Europe

INSPIRE define 34 spatial data themes in three annexes

ranging from cadastre parcels, to buildings, addresses,

hydrography, transport network, …

The INSPIRE directive legally binds public institutions which

hold or own data related to the 34 spatial annex themes to

make their data accessible in accordance with the INSPIRE

specifications

If your data is related to INSPIRE, the Directive asks you to

publish it as view and download service for the purpose of

reuse, as well as to provide metadata for discovery

purposes

http://inspire.ec.europa.eu/index.cfm

http://inspire.ec.europa.eu/index.cfm/pageid/44

Among the 34 data themes, the following ones are

directly or indirectly related to the “energy”:

- Buildings (BU)

- Addresses and Cadastral parcels (AD / CP)

- Utility and governmental services (US)

- Production and industrial facilities (PF)

- Energy resources (ER)

- Atmospheric conditions (AC)

… but also

- Transport network (TN)

- Population distribution and demography (PD)

mapping_-_2014.pdf

Energy Performance Certificates (EPC) are

requested by the EPBD Directive and may

provide some useful energy-related information

of buildings

… but EPC only apply to a small

share of the building stock:

UK: 12,000,000 bdg.units

PT:700,000

HU: 100,000

SK: 44,000

IT: 3,600,000 (6%)

http://www.cti2000.eu/rapporto-ce-2014/

http://www.cti2000.eu/rapporto-ce-2014/

At December 2014, the number

of EPC in the Emilia-Romagna (IT)

was

595,389... less than 4% of all building units

… corresponding to a market of

120,000,000€

(assuming an average cost of 200€ per EP certificate)

https://sace.regione.emilia-romagna.it/Login.aspx?ReturnUrl=%2f

in Ferrara the number of EPC

at July 2015 was

26,450

We need data …

Actually, in the EU we do

not have any actual data about the whole real

existing building stock

What we know is usually

based on statistics, and we

also know that …

There are three kinds of lies:

lies, damned lies, and

statistics

Mark Twain, Benjamin Disraeli

About 35% of the EU's buildings are over 50 years old.

By improving the energy efficiency of buildings, we

could reduce total EU energy consumption by 5% to

6% and lower CO2 emissions by about 5%.

Buildings are responsible for 40% of energy

consumption and 36% of CO2 emissions in the EU.

While new buildings generally need less than three to 5

liters of heating oil per square meter per year, older

buildings consume about 25 litres on average. Some

buildings even require up to 60 litres.

25 billion m2 useful space

30,528 km2 gross floor space(= area of Belgium)

Is your house already having

an “energy performance

certificate”?

https://www.dati.lombardia.it/Energia/CENED-Certificazione-ENergetica-degli-EDifici/rsg3-xhvk

Some countries and regions provide

open data about energy performance

Energy performance

certificates provide

information for new or

renovated buildings, as well

buildings to be purchased or

rented.

1-2%

Therefore, we may estimate the EP using

geographic data …

http://energielabelatlas.nl/#zuid-holland/delft/18/52.01187/4.36149

http://www.openstreetmap.org/way/254136482#map=18/52.01187/4.36149

… using open data (OSM) or authoritative sources

http://www.openstreetmap.org/#map=18/44.83449/11.62086

What is this ?

Footprint and use from cadastre

or high quality topo db

Energy consumption

from utilities (or other sources)

Height, 3D from high res. Lidar UValues and other properties (e.g. age of

construction) from Energy Certificates registers

http://en.wiki.energy.sig3d.org/images/upload/20141030_INSPIRE_EngergyWorkshop_EIFER2014_Groeger.pdf

Therefore, to have a successful

CitiEnGov project, we need to collect

and harmonise “ingredients” and

“recipes”, looking at INSPIRE data

models … or we’ll get …
