• Provide installation support services performed at the Defense Distribution Center Susquehanna, Pennsylvania (DDSP), which includes all management, personnel, supervision, materials, tools, equipment, transportation and any other items/services not government-furnished in Section C-3

Government-Furnished Property (GFP)

• Used only for performance under any resulting contract

• Joint inventories of GFP will be conducted pursuant to an approved Phase-In Plan

• SP shall identify and submit to Government:

– equipment to be retained – assigned government condition code– SP assigned condition code– basis of discrepancy, if any, between codes– any existing damage above normal wear & tear

Government-Furnished Property (GFP) (cont’d.)

• GFP is provided in an “as is” condition

• GFP accepted by the SP shall be considered to be without damage and/or in the condition listed in the TE

• Accepted GFP will be made available to the SP at the end of phase-in for the applicable functional area

• Acceptance and use of GFP does not relieve SP’s responsibility for providing all resources & material to perform requirements

Government-Furnished Facilities (GFF)

• Maintenance & Accountability of GFF

– Title to GFF will remain at all times with the Government

– Title to parts replaced by the SP in carrying out normal maintenance shall pass to the Government

– The SP may propose fixed improvements or alterations to GFF using the Individual Job Order (IJO) process IAW C-5.2.2.3

Government-Furnished Equipment (GFE)

• Maintenance & Accountability of GFE

– The SP is responsible for the maintenance of GFE IAW the requirements in Section C-5.6

– SP shall maintain inventory records and accountability of all GFE valued at $300 or greater (except furniture) through DPAS

– SP shall be responsible for the replacement of GFE under $100,000

– Government replaces equipment over $100,000

• SP is responsible for providing all material necessary to perform the PWS requirements

• C-5.1.1, Scheduled Requirements

– Preventative Maintenance (PM): The cyclic inspection and servicing of facilities and equipment as identified in the TEs designed to maintain operational capability, increase asset life and reduce life cycle costs

– SP shall perform and maintain a PM program IAW manufacturer’s specifications during warranty and thereafter IAW the schedules provided in the TEs.

– PM schedules are pre-established in EMACS for equipment and EMACS will generate an equipment work order (EWO) annotated with a “P” for PM

– For repair actions identified by the SP during routine PM actions, the SP shall make any repairs when the total material and supplies for replacements does not exceed $500. (See 5.2.2.4.1)

– Recurring requirements include but are not limited to daily operational activities such as: operation of the wastewater treatment plant, water distribution system and heat/steam plant, daily testing of water, grass mowing and snow removal

– Work orders are requests for work to be performed on facilities or equipment

– The Government will operate a Work Reception Desk to initially receive SOs, IJOs and EWOs

– Work order requests can be received both by telephonic and written means, to include SP generated requirements

– SP work orders shall be submitted within 5 days of discovery, except for emergency or priority 1 SOs which shall be submitted immediately

– Government will input and assign priorities to all approved work orders into IFS and EMACS for SP performance
