Proposal Disclaimers & Rules
The Department is not obligated to respond, nor legally
bound to any proposal submitted.
Proposers and their representatives shall not contact
members of selection committee, County staff
(leaders/decision-makers/representatives), the Board of
Supervisors or their staff to discuss or ask questions about
the RFP or award of Agreement.

Minimum Requirements (page 5-6)
1. Complete Proposal
– Include all Proposal Items listed on page 12 (Part 1 Section C)
– Use forms required in Part 1 Section C and provided in Part 2 of RFP (page 16)
– Cover all items in Management Plan instructions (pages 19-20)
2. Attend Mandatory Pre-Proposal Meeting
3. Demonstrate Experience - 2 continuous years of operation within
the last 5 years (page 19)
4. Proposal Deposit (page 14 – Section D)
5. Financial Resources (page 30-32)
6. Respond – full and complete answers
7. 2 day response requirement to proposal questions

• Deposit will be returned to unsuccessful proposers
• Successful proposer(s) deposit will be retained to ensure
timely execution of agreement(s)

Draft Automated Retail Concession Agreement
Selected Proposer(s) will be required to execute
this document within ten (10) days of receipt or
forfeit guaranty deposit as liquidated damages
Evaluation & Selection
• Each Proposal will be evaluated separately based on the
information submitted in the proposal
• Maximum 100 points
– Proposed Concept and Products – 30 points
– Proposed Financial Offer – 30 Points
– Qualifications and Experience – 20 points
– Management and Operation Plan – 20 points
• County and a selection committee will evaluate all
proposals to determine recommendation to Board
Board’s decision is final
