The NET-EUCEN Thematic Network (Grant Agreement N°250522) is co-funded by the European Commission, Information Society and Media Directorate-General, under the ICT Policy Support Programme (ICT PSP). The authors wish to acknowledge the Commission for their support, the efforts of the partners and the contributions of all those involved in NET-EUCEN
Network funded under CIP-ICT PSP Objective 3.4: “Defining Guidelines for user centricity“
Duration 3 years start April 2010 End March 2013
What is NET-EUCEN
A network! Creates, animates, manages a network of
stakeholders in Governance and Policy Modelling domains• Support users to use EU services and outline
new ones Network members deal with eServices:
• ICT competences• Network enlargement competences• Scenario development• Different services application areas• Policy makers (including experts)
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
The network – EU coverage (start)
23 members 16 Countries
composition of NET-EUCEN consortium
TTC20%
IND12%
PME20%
PA28%
HE / R&D20%
Users to be included
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
The Goals
Put the user “at the center” of the definition new services (normal people, not only ICT and/or R&D involved ones)
Draft the guidelines for innovative services based on interoperability
First attempt to validate scenarios for the user-centered services
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
The macro targets
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
T1 Establish communication between sectoral S4U communities;
T2 identify next steps in terms of research or integration
T3 Provide the EC with a set of guidelines
T4 Support interoperability and standards
T5 Awareness raising
T6 Promoting co-operation and clustering approaches
T7 Enlarge the dynamic network
T8 Identify market opportunities
The PKI targets
~ 400 organisations invoved in NET-EUCEN• 2 P.A. for each EU-Country (at least)• 100 researchers• 5 User Commmunities• 5 P.A. associations
40 best practices• 25 of the network• 15 outside the network (U.S., Japan)
16 scenarios for user centricity services• 8 based on existing technologies• 8 based on future technologies
Current results

Functioning
RULE # 1 “The network works only if members cooperate and are actually involved in operative activities”
RULE # 2 “Time and budget must be optimised by each member”
RULE # 3 “Each member it’s asked to provide feedback and/or support, the sustainability is ensured by a light and very focused involvement”
RULE # 4 “Each member shall contribute to create awareness of the network and interest in third subjects”
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
Macro activities:
Set-up and enlarge the network
Map solutions and comparison
Contact external subjects
Gather information from users and analyse them
Build solutions and assess them
Create awareness
Outline sustainability-driven actions
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
The methodologies
Best practices collection Brainstorming sessions
• Bottom-Up needs description• Users at the center. User expose his/her whishes• Assessment by: services developers and providers, NEPEG
NEPEG (NET-EUCEN Peer Expert Group)• Contribute to the definition of S4U guidelines• Facilitate the participation of industries and users open-
events• Discussion of preliminary and ongoing results
Seriuos gaming, document and scenarios voting• Online test of new services through the portal
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
The role within the EC funded initiatives
Establish a “bridge” with people
Collect and clusterise results of other initiatives
Transfer the “desiderata” of users to the ICT4GOV and ICT4PM domains. Usabe by other initiatives
Provide rationalisation of guidelines in terms of services set-up requirements
Provide plans for S4U integration
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
How to join the network
Be sure of being actually interested and to belong to the target categories (remember RULE # 1 the network works only if members cooperate and are actually involved in operative activities)
2 steps procedure• Request of membeship (provide
Organisation’ details and leave contacts)• Agreement of the partners• It takes up to 2 weeks
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
A member of the network…
Is enabled to participate and be involved in all the network activities, in strategic decisions, document definition and events realisation.
Is asked to provide feedback and support in one of the main S4U areas
Will benefit from targeted information about ICT4eGOV fields, such as the progress of the guidelines, scenarios and invitation to specific events.
No entrance fee. No economic effort (only man/days).
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
Plan of cooperation
Cooperation with:• Other eGOV networks• Other projects• Other initiatives
Share taxonomies, clusterisation and methodologies• Ensure interoperability of results• Possibility to exchange databases• Ensure long-term viability of outcomes
Share events• Awareness and cooperation events
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
back
Plan of cooperation (2)
Participation / hosting during general meetings
Inclusion of some (or all) the Consortium’ Organisations into the NET-EUCEN
Possibility to use the NET-EUCEN platform for continuous dissemination
Possibility to include medium-term objectives in NET-EUCEN operations (to be verified with actual needs and scopes)

ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
S4U BP concepts
What is a BP in NET-EUCEN• A service already set-up that takes into account the real
needs of a user thanks to the customisation and interoperability of different other services and/or platforms (i.e. google maps + traffic info on my mobile)
• Typical characteristics of BP definition (re-usability, intercultural understandings, repetable procedures, etc..)
• Some examples
The NET-EUCEN portal:• started to be developed as a BP• As collector of other BPs to be embedded and used by
network members (not only a database)
ICT2010 (session 3211) The NET-EUCEN network approach Bruxelles, 28/09/2010
Q&A
? How to involve users, users associations, users categories, administrations
? How to define, test and validate a scenario
