Many have stated that it is impossible to know whether or not we are living in the last days

before the second coming of Jesus Christ. However, below you will find dramatic proof that

these are the endtimes. The proofs below defy coincidence.

Euphrates River to Be Dried Up In Revelation 16:12, the Bible predicts that the Euphrates Riverwill be dried up to prepare the way for the kings of the east to invade Israel. This will happen at the time of the battle of Armageddonaccording to verse 16 of the same chapter. The battle of Armageddon will be the final battle at which time Jesus will return and fighton the side of the nation of Israel. Immediately thereafter He will establish His kingdom and usher in His one thousand-year reign ofpeace. On January 13, 1990, the Indianapolis Star carried the headline “Turkey Will Cut Off Flow of Euphrates for One Month.” Thearticle stated that a huge reservoir had been built by Turkey. While filling up the reservoir, the flow of the Euphrates would be stoppedfor one month and a concrete plug for a diversion channel built. These things have now been done. With this newly built dam, Turkeyhas the ability to stop the Euphrates River at will. The conditions for fulfilling this 1,900 year-old prophecy are now in place.

In Revelation 9:15-16, the Bible prophesies that an army of 200 million soldiers will launch a war which would kill “the third part of men.” Never in thehistory of the world until our present generation has there been a power on earth that could field 200 million soldiers. However, thelate ruler of China, Mao Tse Tung boasted in his diary that he could field an army of 200 million. The CIA World Factbook reportsthat in the year 2001, it is estimated that China has 200,886,946 men of military age, and this number is growing by 10 million peryear.

In Revelation 13, the Bible prophesies that aworld dictator will soon rule over a world government. He will cause all people in the earth to receive a number without which theywill be unable to buy or sell. We are seeing this prophecy fulfilled before our eyes in a most astonishing way. Nearly every humanbeing in the world now has been assigned a number. In America it is our Social Security number. In the past few years, we have seenthis number extended to newborns. A child without a Social Security number cannot be declared as a dependent on an income taxreturn. We have seen the emergence of electronic money, shopping with credit cards, and many people urging the abolishment of cash.All of these things could not possibly have been fulfilled until this present time. Only after the invention of the computer could such aworldwide numbering system be administered.

Revelation 13:7 andDaniel 7:23 prophesy the establishment of a world government. The term “New World Order” has become a prevalent phrase in theworld’s political culture. Mikhail Gorbachev made the term famous, and Pope John Paul II has referred to it repeatedly. In theSeptember 12, 1990 issue of the Chicago Tribune, our former president George Bush said, “Iraq is the first test for the New WorldOrder.” He emphatically stated that the Iraq War is Saddam Hussein against the world. The United Nations’ troops are continuallyreferred to as the multi-national forces. The decision has been made to establish an interdependent community of nations that will rulethe world under United Nations authority. The Bible says that this will lead us into a great world government. The formation of thisgovernment is at hand.

Is it coincidental that all of these major prophecies pertaining to the last times are being fulfilled simultaneously?

Whilethere we will visit Petra, the incredible ruins of the ancient Roman city, Jerash, and stand onthe top of Mount Nebo—the place from which God showed Moses the Promised Land justbefore he died. Even while executing a full courtpress promoting peace in theMiddle East, President Bush con-tinues to aggressively push hisWar on Terrorism. Apparently he

still thinks the Axis of Evil is evil. Uday and Qusay Hussein are dead. Dissidents

are attempting to overthrow the Iranian govern-ment. Iran has announced it now possesses mis-siles that can reach Tel Aviv, and there is com-pelling evidence to suggest it has been secretlyattempting to make nuclear weapons.

America is withdrawing its 37,000 troopsfrom Korea's Demilitarized Zone (DMZ),pulling them out of harm's way in case thenuclear dispute with North Korea degeneratesinto a hot war. It was just announced that theUnited States will be holding joint militaryexercises with South Korea in late August. Itcertainly looks like the U.S. is preparing forwar, an observation that has probably notescaped the attention of North Korea.

But the big question in everyone's mind hasto be, "When is the big one coming?"

The prophecy describes a war that will killone-third of mankind-two billion people (Rev.9:15-16). The question is not "if" this war willhappen. The only question is when. It appearsmuch more likely to happen in the next fiveyears than in 50. If the Roadmap for Peaceturns out to actually be the Confirmation ofthe Covenant-the beginning of the final sevenyears-then the war that kills one-third ofmankind must happen within the next threeyears. We know this because the war must hap-pen before the Great Tribulation begins, andthe Great Tribulation begins three and one-half years after the Confirmation of theCovenant.

We are not able to speak with absolute cer-tainty about the timing right now. Did thefinal seven years begin on April 30, 2003? Wedon't know for sure. But we do know that theendtime has arrived. ❏

In 1968, Irvin Baxter Jr. discovered the United Statesand other modern nations in the Bible. He also found theBerlin Wall in the Bible and that one day it was to be torndown, reuniting Germany, and that event would be thecatalyst to spark an international movement called the“New World Order.” These things have now come topass.

Irvin Baxter Jr., a Pentecostal minister, began EndtimeMinistries in 1986 when he wrote A Message For ThePresident, a book explaining the major prophecies of the

Bible which he had been teaching since 1968.After the fall of the Berlin Wall, prophetic fulfillment

accelerated rapidly. The decision was made to launchEndtime. The purpose of the magazine is to explain theprophecies of the Bible and to show that they are nowbeing fulfilled in intricate detail.

Articles focus on the soon return of Jesus Christ, thetruth of the Bible, and the need for salvation. Endtime doesnot deal with doctrinal controversies, as valid as they maybe. This will be left to other publications.

President Evokes Uneasy Feelings

Do you think the Antichrist could be President Bush? I won-der because of the Roadmap for Peace he is trying to push andhow he wants to democratize the world. I know people say thathe is supposed to be a Christian. I am not saying that he isn’t,but every time I see these things I get an uneasy feeling. Thanks,and many blessings on your lives.

Reply: Some of the things the president has done give us thesame uneasy feeling. However, the Bible is clear that theAntichrist will rise among a ten-king union most likely based inEurope. It would be hard to envision a scenario under which anyU.S. president could fulfill this aspect of the prophecy.

Justified Killing

The response in your March/April issue to the man wonder-ing about military service did him a great injustice. The com-mandment "Thou shalt not kill" is more properly translated,"Thou shalt not murder." There are reasons to go to war that arejustifiable, and the unfortunate killing that is done is not mur-der, but it is killing done to uphold the righteousness of agreater cause. The Civil War and World War II are two suchexamples.

As far as killing someone and "sending someone to hell," asyou put it, their sins send them to hell. I am sure God, in Hisgreat mercy, gave them time to repent.

I enjoy your ministry a great deal, but you are mistaken inthis matter. God bless and keep up the good work.

Reply: Some Christians would agree with you. However, Jesussaid, “My kingdom is not of this world: if my kingdom were ofthis world, then would my servants fight, that I should not be

delivered to the Jews: but now is my kingdom not from hence.(John 18:36)

Pros and cons of Roadmap being ‘Confirmation’

Two questions: 1) Why have you been pointing to April 30thas possibly the time of the confirmation of the covenant? 2) Howmight the Great Tribulation for the people in Judea be worsethan the Holocaust was?

Reply: The Roadmap for Peace was presented to Israel and tothe Palestinians by the world community on April 30th. TheRoadmap covers most of the factors that are prophesied to occurwhen the confirmation of the covenant takes place. The confir-mation of the covenant will deal with the status of the HolyLand, and the status of Jerusalem and the Temple Mount.During the seven years that the Antichrist confirms thecovenant, the area of Judea will be the scene of terrible conflict.

The Roadmap for Peace deals with all of these issues. For thisreason, we think it is a possibility that the confirmation of thecovenant happened on April 30th. However, we don’t know forsure at this time. (For a more complete explanation, see the coverstory in the May/June 2003 issue of Endtime magazine.)

Concerning the Great Tribulation, Jesus said, “For then shallbe great tribulation, such as was not since the beginning of theworld to this time, no, nor ever shall be. (Matthew 24:21) Wemay not be able to foresee how it could be worse, but Jesus saidthat it would be.

The controversy surrounding the sounding of the 4thTrumpet may end only when the abomination of desolation ismanifested. There is no real way to prove by mortal deviceswhen this event occurs. We know that God can shorten time and

A Christian perspective on Jews

You recently discussed the Jewish people and the Christianposition. I have always loved the Jews. I could never under-stand why people have persecuted them. I feel that the true

John’s thrones, God’s throne

In Revelation, Chapter 20, verse 4 reads, "And I saw thrones,and they sat upon them..." What thrones is John referring to?Does this have anything to do with God's throne, or is it refer-ring to another? Any insight that you can give me would begreatly appreciated.

Reply: This passages and many others teach that the bornagain believers will reign with Christ when He establishes Hiskingdom on earth. These thrones referred to in Revelation 20are the thrones of the saints.

To Die is Gain

I was wondering if I am missing something in the interpreta-tion of Satan prevailing against the church, as opposed to Satanprevailing against the saints. In Daniel 7:21, the Antichrist pre-vailed against the saints.

Reply: When the Bible says that Satan prevails against thechildren of God, it does not mean that he is to get them to denythe Lord. It simply means that he prevails against them physi-cally. In Revelation 12, speaking of the great tribulation, weread that the people who are saved “loved not their lives unto thedeath and they overcame him by the blood of the Lamb and theword of their testimony.” So while the Antichrist was overcom-ing them physically, they were overcoming him spiritually.

Palestinian people

Have you ever addressed the issues concerning that there areno Palestinian people and there has never been a PalestinianState? The Palestinian people are Jordanian people that werecaught in the middle of the 1967 War. There never was anymovement to create a Palestinian state while Jordan was in con-trol of Jerusalem and the territories. Most of the Christian peo-ple are totally ignorant concerning the history of this area of theworld. I believe that the Christian people must stand against anymovement to give away any land that Israel possesses in order topacify the Muslim world.

Reply: You are correct in saying there has never been aPalestinian state. However, it is not really accurate to say thatthere are no Palestinian people. The name Palestinian and

Philistine is the same word. The main concentration ofPhilistines in Bible times was Gaza. Samson went down to Gazato visit the Philistine Delilah. The main concentration ofPalestinians today is Gaza. Things haven’t changed much.

It is true that the country of Jordan was created by the UN tobe a Palestinian homeland. And Christians should certainly sup-port God’s covenant that the area of the Promised Land shouldbelong to the descendants of Abraham, Isaac and Jacob. TheMiddle East territory under Arab control is 571 times as large asthe tiny State of Israel under Jewish control.

Editor’s note: The Roadmap for Peace that was presented toIsraelis and Palestinians on April 30, 2003, might be the confirma-tion of the covenant spoken of in Daniel 9:27. If this would prove to betrue, the final seven years to Armageddon would have begun on April30th. We don’t yet know whether this is true. On the other hand, wedon’t know that it isn’t.

Because of the paramount importance of the confirmation of the

covenant in endtime prophecy, we are taking a considerable portion ofthis edition of Endtime to present the perspectives of the important play-ers in the unfolding events of the Middle East. In the days following the Road Map forPeace Summit in Aqaba in early June,Endtime interviewed Mr. Uri Dan, ajournalist for the New York Post who haspublished more than 20 books on theMiddle East and Israel. He also is a long-time friend of Israeli Prime MinisterAriel Sharon, and served as his personaljournalist for many years.

In this interview, Mr. Dan responded toquestions regarding, among other topics,Israel’s sovereignty, the status ofJerusalem, and the future of the TempleMount. In this transcription, we cleanedup much of the dialogue while preservingelements of his thick Israeli accent.

Uri Dan stressed that he takes fullresponsibility for his comments, attribut-ing his statements and observations onlyto himself and not to the Prime Minister.

Uri Dan: Shalom from Israel. TheTemple Mount is in Israel’s hands. Thesovereignty is kept by Israel. The Muslimfanatics are trying to undermine it, butthank G-d, Jerusalem is united, and wecontinue to be united as the capital of theJewish State. We see that this sovereigntywill be respected.

Baxter: Were you with Ariel Sharon atthe summit in Aqaba? What did youmake of it?

Uri Dan: Yes, I was there. I think thatPresident George W. Bush madeabsolutely a special effort to contribute torenewed dialogue between the Israelisand the Palestinians to try to bring bothpeople on the road to peace. Israeli PrimeMinister Ariel Sharon and Abu Mazen,the Palestinian Prime Minister, werethere against the background of the beau-tiful Gulf of Aqaba. Although it was 100degrees, their minds were very cool whenthey launched the talks. Everyone hopesthat it will be successful this time.

Baxter: What is your gut feeling? Willthis work?

Uri Dan: I know for sure thatPresident Bush got absolutely committedto bringing real peace and real securityand to quiet the situation after more than2 1/2 years of terrorist attacks by thePalestinians on Israel. I am sure that he isthinking in the most positive way tobring this message. He made that longtrip to bring that message of peace acrossthe world, across the Middle East.

I am sure that Ariel Sharon would liketo see the end of the violence, and accom-plishing, step-by-step, a platform for co-existence between the Israelis and thePalestinians. If I compare it to a race forpeace, I would say that Ariel Sharon isalready there in his Formula-One car to

take this hard and very painful, and nodoubt complicated road. Mr. Abu Mazen[a.k.a. Mahmoud Abbas] has to decide ifhe is sitting in a racing car for peace. If hecan be a genuine peaceful driver, then alot of positive things might happen. Ihave a lot of question marks about it.

Eddie:: I can sense that you are tryingto be very positive and optimistic. Canyou say something negative here?

Uri Dan: You try in vain. It isabsolutely harmful not to give it a chanceeven if the risks are very high for theIsraelis. Ariel Sharon went an extra mile.No other democracy in the world wouldhave dared to give another chance to the

Eddie:: Comparing Abu Mazen toYasser Arafat—do you have someone hereyou can totally trust?

Uri Dan: You go through trial anderror, especially after such terrible war wasimposed on Israel: the killing of citizensby car bombs, by suicide bombers. Mr.Ehud Barak in Camp David under Clintonwas ready to give nearly everything, andinstead got the war managed, directed,engineered by Yasser Arafat who is thereto sabotage this race. No doubt about it,the American, British and Israeli intelli-gence is very aware of it, that the man isthere to trying to torpedo all this progress.

Baxter: What are the real pressurepoints—the pivotal make-or-break issuesin this negotiation?

Uri Dan: First of all, stopping com-pletely all the terrorist attacks. Not acease-fire. Just as Mr. Colin Powell said,they have to dismantle and disarm theinfrastructure of the terrorist organiza-tions of the Hamas, the Islamic Jihad andthe rest. This is what Mr. George W.Bush is repeating. Mr. Ariel Sharon is say-ing, “I will not be compromised on thesecurity of the Israelis, on the security ofthe Jews in their country. There will beno compromise.”

The real road map regretfully, for themoment, is the road map of terrorism,from Casablanca via Ankara to Riyadh toPakistan to Indonesia. That is theroadmap that the world is facing, andwhich became clear after the terrible mas-sacre attacks in America in New York andWashington on Sept 11—the attack ofthe Muslim fanatics against the democra-cies. Israel happens to be geographicallyface-to-face with that kind of blood-stained roadmap of terror. Looking at thaton the global scale, one should rememberwhy Israel is so aware about its security.

Baxter: You mentioned that terrorismmust stop. Can Abu Mazen really dothat?

Uri Dan: He says he is going to do it.

One hopes that he will carry out thiscommitment. I can tell you that the for-eign intelligence agencies don’t believethat he is capable. When they are askedwhy a country like Britain is puttingpressure on Israel to make concessions tothe Palestinians, the answer is this is asituation where policy dictates the realityand intelligence data is put aside.

I think that George W. Bush under-stands it. He said at Sharm el Sheik, “Ifterrorism will continue, the Palestinianswill get nothing.”

Baxter: The Roadmap deals withreturning to pre-1967 borders, specifical-ly mentioning the Saudi Arabian initia-tive. Sharon didn’t like it being men-tioned because it implies that eventuallyIsrael will have to pull back to pre-1967borders. Is there any chance of that hap-pening?

Uri Dan: I don’t believe so. You haveto notice that Bush, neither in Sharm elSheik nor in Aqaba, came to that point. Idon’t believe that some take seriously thatIsrael will go back to ‘67 borders. TheIsraeli Prime Minister said absolutely heis ready to make painful concessions, andhe said it until such a point that todaythere are, from the extreme right, threatsbecause of security to Israel. There mightbe threats to his life. I say that ArielSharon is a very responsible leader whofeels the responsibility for the future ofthe Jews in this state and for the Jewishpeople and absolutely is aware of the dan-ger.

Palestinian refugeesUri Dan: Ariel Sharon, in his speech in

Aqaba at that summit, spoke about Israelbeing the Jewish State. He explained thisalso to Pres. George W. Bush when hemet with him for more than an hour inAqaba. Mr. Bush was surrounded by staffaides Condoleezza Rice, Secretary of StateColin Powell, Eliott Abrams and otherassistants of the White House.

Mr. Sharon explained to Mr. Bush,according to what I understand, that it isnecessary and vital that the AmericanPresident in his speech will define Israelas the Jewish State. The President accept-ed it because, as Sharon told him, if thePalestinians’ demands will be accepted tolet millions of Palestinians come back toIsrael, then it will be a catastrophe for

Israel. Therefore, Ariel Sharon askedthe President to stipulate the fact thatIsrael is a Jewish State as a direct answerto that demand which all the Israelisreject—the insistence of the Palestiniansto let the Palestinian refugees come backand to install themselves in Israel.

Baxter: The refugee issue is one of thepivotal issues that could torpedo thisprocess because the Palestinians up untilnow have insisted upon their “right ofreturn.” If you put 3.7 million refugeesinto Israel, suddenly you no longer have aJewish state.

Uri Dan: Absolutely. After that con-versation between him and PrimeMinister Sharon, President Bush under-stood the importance of it and inserted itinto his speech.

Status of JerusalemBaxter: Let’s talk about the status of

Jerusalem. Every time I hear anythingfrom any of the Palestinian officials or anyArab leader, they always say there mustbe a Palestinian state with Jerusalem asits capital. Is that possible?

Uri Dan: Arafat has been promisinghis shahids (martyrs) time and again “Youwill see the Palestinian flag flying over

Jerusalem.” If this will be the provision ofthe Palestinians, they will never have anypeace with Israel. There might be accom-modations, a replacement, and all kindsof ideas where the capital might be.

But when it comes to Jerusalem, onething should be remembered. ArielSharon has repeatedly stated thatJerusalem, united as it is, will remain thecapital of Israel, and there are no negotia-tions about it. When it comes to holyplaces, there might be different ideas tosee how Israel enables the freedom of reli-gion to everyone. You know that it is anopen city for any worshipers of any reli-gion. This was not the situation when itwas under Muslim rule.

The Temple MountBaxter: For the last 2,000 years,

Jewish people around the world havefaced the Temple Mount and prayedtoward it. Will Ariel Sharon accept thepresent situation where Jews are notallowed access to the Temple Mount, or ishe going to insist that Jews do eventuallyhave the right to pray there? TheRoadmap says that what is sacred to eachparty should be taken into account. Butthe question is—what will Ariel Sharondo?

leader, and he knows how to dismantlethe mines step by step. If there will be areal partner for the historic voyage, ter-rorism must come to a complete halt.Then a lot of things, which look to beproblematic, can be solved.

Don’t forget that Ehud Barak, the pre-vious prime minister, went to CampDavid under Bill Clinton. He was readyto give official and political foothold toYasser Arafat on Temple Mount, whichmeant giving up Israeli sovereignty overthe most sacred place to the Jews. YasserArafat answered to Barak and Clinton,“There was no temple there at all.”

Then Clinton said, “Even in the NewTestament the temple is mentioned.” Mr.Barak, trying in vain to persuade YasserArafat, said to him that, when youngJesus was walking in the streets ofJerusalem, he looked up and saw the tem-ple.

“No,” Arafat denied it completely.This was the reason why Mr. Ariel

Sharon, who then was head of the Likudopposition party, challenged that capitu-lation of Barak before Yasser Arafat anddecided, on Sept 28, 2000, to go to theTemple Mount. Mr. Barak later said,“What do you want from Ariel Sharon?He did, as head of the opposition, theright thing to challenge my policy.”

Baxter: Back in 2000, PresidentClinton suggested a sharing arrangementwhere both Muslims and Jews could wor-ship on the Temple Mount. If we shouldcome to this juncture again, from whatyou know, is there a chance that such anarrangement could work?

Uri Dan: I am sure that once you havea real partner, and not Arafat sitting thereand denying completely any existence ofthe Temple on the mount—any Jewishconnection to it—that dialogue will bepossible to help all the worshippers of anyreligion to visit Temple Mount, to prayon Temple Mount and not to be subject-ed to what Arafat suggested. Arafat sug-gested that Muslims should have sover-eignty over all the Temple Mount. “Youhave nothing to do with it,” he said.“Once you give it to me, I will allow theJews to pray under my security and myprotection at the Western Wall.” Haveyou heard anything about that crazy idea?

That’s the tragedy of the situationthere. The President of the United States

is ready to help divide the Holy Land, andhe knows a lot about the Holy Land. Oneshould pray that you will have a real part-ner for the other part of the Holy Landmeaning what now is discussed in thefuture at the end of the Road Map, aPalestinian state or a provisionalPalestinian State.

When you say two countries for twopeople, happily, there is one country withone people. It’s Israel. Then there is asemi-country already for the Palestinianssince the Israelis in previous governmentsmade the mistake and brought the warcriminal Yasser Arafat and his gangthrough the gates of Jerusalem. Israel hasbeen paying the price of the agreementsigned on the lawn of the White Houseon Sept 13, 1993. But that state in cre-ation, the Palestinian state, got no peoplewhich deserves to have a state nowbecause all of them are happy when Jewsare killed in Tel Aviv, Jerusalem, andHaifa, and on the roads and in the busses.

Now let’s hope that in Aqaba, when thePresident launched this way for peace,they will understand that they have to tryto behave like real people who deserve astate. That’s the big test for them. ThePalestinians have to prove that their

prime minister is really ruling them, thathe will get the support of his people, andthat he will overcome all of the maneu-vers of Yasser Arafat to topple him.

To Sharon, the security of the Jews isabove all, and he will not let anyone playwith him when it comes to organizationsthat have been hitting Israel. When Iheard Bush talking about the division ofthe Holy Land, I knew that a man likehim, who has so much respect for theHoly Land and who declared rightly andjustifiably a global war against terrorism,will not allow the other part of the HolyLand to be given to terrorists. He will nottake the risk that will bring destructionor annihilation.

Baxter: Will one suicide bomber derailthis whole peace movement?

Uri Dan: No. It’s not a matter of one.U.S. and Israeli intelligence knows exact-ly if the other side is really serious in dis-mantling those death machines—thoseindustries of suicide bombers. That’s theonly industry the Palestinians have creat-ed. Now they’ve got an historic chance. Ifthey miss the chance, they will miss thestate. ❏

“Israel Must Commit to Endingthe Occupation”

6/9/03—Only four days after theAqaba summit, in which Palestinian,Israeli, and U.S. leaders assertivelydeclared their commitment to the‘roadmap,’ the situation on the groundseems intoxicated with more uncertaintyand, to a certain extent, fear of what maylie ahead.

Palestinian Prime Minister MahmoudAbbas appears to be determined to resur-rect dialogue with Hamas, who vowedFriday not to discuss a ceasefire afterAbbas “…equated Palestinian resistancewith terrorism.” Having publicly praisedMr. Abbas for the past four days, the U.S.administration has raised all expectationsof what he may deliver, without takinginto consideration the real difficulties onthe ground. Ultimately, this resulted in anew wave of inter-Palestinian frustration,which, if not dealt with swiftly and con-clusively, could have tragic results on thePalestinians.

Yet in order to ease tensions and createa new opportunity for peace, the U.S.must understand that failure to addressthe real causes of the Palestinian-Israeliconflict will only fuel more escalation.Thus, attempting to bypass and down-play Palestinian anger at Sharon’s appar-ent lack of commitment at Aqaba to end-ing the occupation will not achieve anyresults; without directly addressing thislack of Israeli commitment to a realpeace, there will only be room for furtherconflict.

At the same time, Sharon’s declaredcommitment to dismantle only illegal

“outposts” in the occupied Palestinianterritories is by no means sufficient topaving the way for peace. Most of thelocations that Sharon has vowed to dis-mantle do not even comprise a fraction ofillegal Jewish settlements built on pri-vately owned Palestinian land.

Israel’s efforts should now be focusedon actually doing something to end theoccupation and dismantle all illegalJewish settlements, according to interna-tional law, and not on trying to find themost deceptive way to gain maximumcredit for minimum effort.

No one expects the road ahead to beeasy, but there are basic expectations thatmust be met in order to end the currentatmosphere of fear and anger, revenge anddistrust, and most essentially to finallyend the Palestinian people’s deprivationof basic human rights.

“The Remains of the Road Map”6/13/03—As the events over the past

two days unraveled, an overwhelmingfeeling that hope and history are doomedto never cross paths in the Middle Eastengulfed the minds of those who mostoften find themselves caught in the cross-fire—the Palestinian and Israeli civilians.The killing of the innocent will linger inthe thoughts of future generations andwith each death the anger will be furtherfuelled until our respective leaders eithertragically wipe out each other’s people orassume their obligations and responsibil-ities by salvaging the remains of the ‘roadmap.’

Israel’s botched assassination of AbdelAziz Rantisi, and the innocent lives lostand injured during the attempt showsthat Israeli Prime Minister Sharon doesnot miss an opportunity to drag the con-flict back towards violent confrontation.His inability to break away from the mil-itary general of yesteryears and assumethe role demanded by the conflict of apeace partner was on full display as Israeli

Apache helicopters wreaked havoc onGaza.

Obviously threatened by the emergingneed to address illegal outposts and set-tlements and to provide Palestinians witha contiguous and independent state,expressed by President Bush during theAqaba Summit, Sharon found a way tokill two birds with one stone when heordered Tuesday’s military operation. Hehas managed to deflect international pres-sure by reigniting the cycle of violenceand then conveniently placing the blamesquarely on the Palestinians and moreimportantly he torpedoed the ‘road map.’

While no doubt this reasserted Sharon’spower among both his right wing gov-ernment and extreme Israeli settlers,whose violence and lawlessnessunashamedly drowns out the more rea-soned voices in Israel and continues tohijack any attempt to reach lasting peace,his actions seem poised to lead Israelisdown a dangerous path that threatens fur-ther destabilization, fear and violencewith no end in sight.

Reports that have surfaced during thisweek of the Israeli High Court orderingan injunction against the removal of out-posts to consider the legality of suchactions, seemingly making a mockery ofinternational law, and renewed calls byIsraeli Defense Minister Mofaz to deportPalestinian President Arafat seem tothrow further doubt on Israel’s commit-ment to peace.

Israelis must ask themselves if theyreally want to place their trust in a leaderwho seems busy name calling, dismissingthe Palestinian leadership as “cry babies”and describing Palestinian PrimeMinister Abbas as a “chick that hasn'tgrown its feathers yet," while his onlysolution continues to be reckless violencewith a total disregard for human livesand the imperatives of peace. It is timefor Israelis to ask where Sharon and hisfanatical ruling coalition are leadingthem.

But what about the responsibility onPalestinians and in particular MahmoudAbbas to deliver on the promise of secur-ing a ceasefire from militant groups suchas Hamas and Islamic Jihad? It seems thatSharon has managed to sabotage anychance Mahmoud Abbas had of arrivingat an agreement to end the violence andarmed resistance by these groups, know-ing well the sensitivity and explosive

nature of such domestic dialogue withinPalestinian society.

As Hamas was coming around toresuming talks on a possible cessation orsuspension of attacks on Tuesday, the tim-ing of the assassination clearly shows thatSharon did not wish to see the Palestinianprime minister succeed. In fact, if any-thing, the assassination was likely toincrease Israel’s security concerns, as thescores of innocent bystanders killed bythe operation, would fuel Palestiniananger and further popularize militantgroups’ call for continuing the armedstruggle against the occupation.

Despite Sharon’s provocations, the var-ious Palestinian factions must considerthe grave consequences of their actionsand whether they are synchronous withPalestinian aspirations of an independentand democratic Palestinian state.

At this critical juncture, it is necessaryfor President Bush to be directly involvedin returning both sides towards imple-menting the ‘road map.’ Having staked somuch of his personal prestige at theAqaba Summit, Bush must now step upto the promises he made and take chargein ensuring the survival of a peace planalready in turmoil. The temptation towithdraw before a potential political fias-co must be resisted. The fate of Israelis,Palestinians and the wider stability of theMiddle East depends on this.

“Beyond the Gun”6/30/03—June 29th’s ceasefire declara-

tion by Hamas, the Islamic Jihad, andFatah, along with Israel’s partial troopwithdrawal from the Gaza Strip, hasechoed throughout the media with a clearsense of optimism and relief. After 33months of Palestinian-Israeli violence,there now appears to be some hope for agradual resumption of dialogue and the

reestablishment of relative calm in theregion.

Intense diplomatic activity (and pres-sure) from Washington, epitomized byU.S. National Security AdvisorCondoleezza Rice’s visit to the region, hasfacilitated the first crucial step in what isexpected to be a tough road ahead.Despite the Israeli government’s arrogantrefusal to acknowledge the legitimacy ofthe Palestinian factions’ status [Hamas],publicly claiming that it will ignore theirdeclared hudna (ceasefire), the U.S.-backed roadmap for peace is set on track.

Palestinian factions have committedthemselves to the cessation of militaryoperations against Israel, and Israelitroops have begun their long-awaitedwithdrawal from parts of the Palestinianterritories re-occupied by Israel sinceSeptember 2000.

However, while these initial steps areimperative in reversing current hostilitiesand creating an immediate framework formilitary security, the overall process ofputting a complete end to violence, nego-tiating a viable solution to the conflict,and ultimately achieving a lasting peacewill have to be based on a real assessmentof the root causes of the conflict.

Israeli and U.S. decision-makers musttranscend military considerations andmove beyond their shallow interpretationof the Palestinian reality as a mere securi-ty issue; they must finally make a com-mitment to guarantee human security forboth Palestinians and Israelis, by endingthe injustices committed by Israel againstthe Palestinian people.

Long term strategies are needed to cre-ate a sustainable process towards peace,essentially taking into consideration themajor issues that continue to fuel thePalestinian-Israeli conflict, namelyIsrael’s construction and expansion ofJewish settlements within the 1967boundaries; Israel’s horrendous violationsof basic Palestinian human rights,through excessive use of force againstcivilians, home demolition, politicalimprisonment, movement restrictions,home demolitions, and economic stran-gulation; Israel’s continued refusal to dealwith the Palestinian refugees issue; andmost urgently Israel’s continued occupa-tion of the West Bank (including eastJerusalem) and the Gaza Strip.

Reconciliation can only be achievedthrough justice for the Palestinian people. ❏

The “Performance-Based Road Map toa Permanent Solution to the Israeli-Palestinian Conflict” proved to be leadingin the direction of more violence duringJune, not toward the touted “enduringpeace” that its advocates projected. Worldleaders, including American PresidentGeorge Bush, seemed taken aback by thefresh river of blood that flowed in theRoadmap's wake. Given that every previ-ous “land for peace” plan had led to sharpescalations in both Israeli and Palestiniandeath tolls, international leaders shouldhave anticipated the renewed bloodbaththat followed the plan's formal introduc-tion at the end of April.

The world's diplomats and leadersseem to have learned precious little fromthe failed Oslo peace process, which col-lapsed in an explosion of fire inSeptember of 2000. They have apparentlyfailed to absorb the obvious truth that asubstantial portion of the Palestinian peo-ple and their regional allies utterly rejecta “two-state solution” to the burning con-flict. Such a rejection, based mainly onIslamic teachings and principles, will notsimply disappear because a new batch ofworld leaders—George Bush, Tony Blair,Kofi Anan and Vladimir Putin—havereplaced the original supporting cast ofBill Clinton, John Major, Perez deCuellar and Boris Yeltsin.

The most dubious contention that hasbeen bandied about in support of the newRoadmap peace attempt is that the quick

and decisive American-led victory overSaddam would somehow produce aninstantly reformed, or at least adequatelyfrightened, Arab Middle East that wouldbow in humble submission to the freshpeace attempt. Such a proposition totallyignores, or at best vastly underrates, theenduring strength and fervor of Islamicantipathy over the existence of a Jewishstate anywhere in the mainly MuslimMiddle East.

Whether Israel is a small country thatencompasses the Gaza Strip, GolanHeights and Judea and Samaria, or a tinyland without these areas, as envisioned inthe 1947 United Nations Partition Plan,is of little importance to many regional

Muslims. This is especially so for themany thousands who support the radicalHamas, Islamic Jihad, and Al AqsaMartyr’s Brigade Palestinian groups,along with the Shiite Hizbullah militia insouthern Lebanon. Saddam's swift anddramatic fall from power will hardly per-suade such dedicated militants to beattheir cherished Islamic swords into plow-shares, particularly since the brutal Iraqidictator was seen by most of them as abackslidden Muslim at best.

traveled to the region in early June toplace his official White House seal ofapproval on the Roadmap plan. He meton June 4 with Israeli Prime MinisterAriel Sharon and the new PalestinianPrime Minister, Mahmoud Abbas, in thesouthern Jordanian resort city of Aqaba.As his Secretary of State had done just afew weeks before him, the U.S. leaderpledged full American support for a com-prehensive peace settlement by the end of2005. He made clear to the Israeli andPalestinian leaders that he was “personal-ly committed” to such an outcome, andwould pursue it with forceful determina-tion, despite “expected obstacles” alongthe road.

The Israeli leader repeated that a fullcessation of Palestinian violence was anabsolute requirement for the new peaceprocess to succeed. But he also pledgedagain his willingness to make “painfulconcessions” for the sake of real peace, ifthe other side is truly willing to take thenecessary steps to halt the violence andlive in peace with Israel. This is widelyinterpreted to mean a near total abandon-ment of over 200 Jewish communitiesthat have sprung up in the contested ter-ritories since the areas were captured byIsrael during the 1967 Six Day War.

Mahmoud Abbas said the magic wordsrequired of him under the Roadmap for-mula. He pledged to stop all terroristassaults on Jewish targets, and to “workfor a peaceful solution to all outstandingissues” that divide Israelis andPalestinians. However, he repeated thelong-held PLO demand that Palestinianrefugees require a “just resolution” oftheir problems, which was interpreted tomean the so-called “right to return” tofamily homes inside of Israel's pre-1967borders. Abbas also stressed that the“unity” of the Palestinian people was ofutmost importance to him, which wasseen as an early admission that he was notprepared to use force to disarm the radicalrejectionist groups. Abbas later said inplain language that he would only engagein “dialogue” with the extremists, whichwas viewed by Israeli officials as an earlysign that the new peace program wouldnot move forward unless IDF forces wereallowed by the international communityto militarily dismantle the radical groups.

Peace... In the Bible, we are informed that the

human chorus of “Peace! Peace!” is oftena signal for sudden destruction to descendupon the Lord's special land. Indeed, thehighly celebrated Oslo peace accord sign-ing in September 1993 did not at allmark the beginning of an era of dociletranquility in Israel, but set off a sharpescalation of terrorist violence that pro-duced a three-fold increase in Israeli civil-ian casualties.

In a similar fashion, the Aqaba Summitwas followed by the worst explosion ofviolence since the March 2002 splurge ofterrorist atrocities that sparked a majorIsraeli military campaign. It began justfour days later, when a group of Israelireserve soldiers was ambushed while onfoot patrol in the Gaza Strip. Four menwere killed in the early morning assault,and several others were wounded. Mostominously, responsibility for the attackwas later claimed by the Hamas, IslamicJihad and Al Aqsa Martyr’s Brigades ter-rorist groups, signaling their joint deter-mination to wreck the Roadmap processin its early stages.

Hamas spokesman Abdel Aziz Rantisiwent on Palestinian television to take“credit” for the unprovoked attack, vow-ing that the joint operation was just thefirst of many designed to crush the newpeace process. He repeated earlier Hamasstatements that the militants—who aresupported by a substantial portion of thePalestinian people, and by such regionalstates as Syria and Iran—would never laydown their weapons and accept a Jewishstate living side by side in peace with aPalestinian one. He warned that Hamasmilitants and their Islamic comradeswould violently oppose any attempt todisarm them by the PalestinianAuthority, or to restrict in any way their“just jihad struggle” against the Zionistenemy.

...And hypocrisy Israel quickly responded to Rantisi's

latest rantings by firing a rocket on hiscar as it was traveling in Gaza City.However, the June 10 attack only wound-ed the Hamas spokesman, along with hisson, while killing his driver and a womanwalking nearby. Rantisi, who had earliercondemned the American-led war on Iraqas “naked aggression” and called for theassassination of George Bush and TonyBlair, later denounced the attack from hishospital bed and vowed “swift revenge.”

The White House responded by announc-ing that President Bush was “deeply trou-bled” by the Israeli attempt to eliminatethe vile Hamas official.

The Israeli government and public wasstunned by the American reaction, giventhat it was clearly Hamas and its radicalallies that were openly declaring holy waron the Roadmap peace plan. Many com-mentators bitterly recalled Bush's widelyreported statement after the September11, 2001, terror attacks in New York andWashington that “a terrorist is a terrorist,no matter what their cause,” and hispledge to seek out and destroy such evil-doers with all of America's armed mili-tary might.

Many Israeli leaders and analysts havebeen cogently arguing since the mid-1990s that there is no chance for a per-manent solution to the deeply entrenchedPalestinian-Israeli conflict until all ter-rorist groups are militarily neutralized.While it is certainly true that a “militarysolution” alone cannot resolve the overallconflict, it must certainly be an impor-tant component of such a solution—unless a miracle takes place and suchgroups voluntarily end their religious-based jihad war, or are forced to do so byArafat's Palestinian Authority. Given thatsuch things are about as likely as hellfreezing over, only strong Israeli militaryaction, or an unexpected American and/orEuropean operation, stands any realchance of weakening the militants to thepoint where they are no longer able towreck all attempts to peacefully end theconflict.

Death in Jerusalem It was just over 24 hours later when

Hamas kept its wicked pledge to slaugh-ter more innocent Israeli civilians. A pub-lic bus was instantly transformed intoburning fire and twisted metal after aHamas terrorist, deceptively dressed as anOrthodox Jew, boarded the vehicle onJaffa Road and set off his deadly explosivecharge. A total of 17 people were mur-dered, including a local Arab passenger,and over 100 others were injured. Manyothers who were innocently standingclose-by, like American Ron Cantrell whovolunteers with the Jerusalem-basedinternational Christian group Bridges forPeace, were not physically wounded, butsustained powerful emotional scars thatwill remain with them for some time at

least. After walking in shock to his homesome distance away, Cantrell's familywere sickened to find parts of human fleshclinging to the back of his shirt.

Israeli leaders responded to the outra-geous and deliberate slaughter of inno-cents, a majority of them women, by car-rying out several attacks upon Hamas tar-gets. This time, the White House did notcondemn the justified Israeli response.Reacting to earlier widespread Americancongressional and public criticism of thePresident's stand, Bush changed his tuneconsiderably by calling upon all thosewho want lasting peace in the MiddleEast to “deal harshly” with Hamas mili-tants. The usually neutral EuropeanUnion echoed this sentiment, with EUMideast envoy Miguel Moratinos andother diplomats strongly condemning theHamas bus attack. One week later, visit-ing American Secretary of State ColinPowell said at a joint news conferencewith Ariel Sharon in Jerusalem that allmust “punch through the obstacles”posed by Hamas in order to “overwhelm”the group. This was interpreted by manyIsraeli analysts as a green light for Sharonto carry on with military strikes againstthe rejectionist group and its allies.

Such “targeted assaults” on Hamasleaders and activists were carried out laterin June, especially after another terrorattack left an Israeli grocer dead in theJordan Valley. He was blown to bits afterdetecting a homicide terrorist hiding inhis store, which officials said probablyprevented a much greater tragedy if theattacker had been able to carry out hisapparent plan to board a crowded civilianbus near the store. A few days later, anAmerican-born Israeli man was shot deadon a road north of Jerusalem while on hisway to a wedding party for his son, whowas only married the night before. Theman's visiting American parents wereseriously wounded in the armed ambush.

Despite the attacks, Sharon continuedto carry out his pledge to begin disman-tling illegal Jewish outposts in Judea andSamaria. The move was strongly opposedby many of his Likud party colleagues, afew of whom vowed to topple the sittingPM. Over 1,000 soldiers were deployedon June 18 to forcibly dismantle theinhabited small settlement of MitzpeYitzhar, just south of the biblical town ofShechem—today's Nablus. The settle-ment was established after Palestinian

gunmen overran the nearby sacred site ofJoseph's Tomb in October 2000. Scores ofJews protested the evacuation, and sever-al arrests were made. Analysts warnedthat much more violent resistance can beexpected if Sharon goes ahead with hispledge to dismantle many other largercommunities in the biblical heartland ofJudea and Samaria, in preparation for aPalestinian state to emerge in the area.

Meanwhile, the political reigns of therival Labor party once again fell into thehands of peace process advocate ShimonPeres, who signaled that he might pushfor his party to join with Sharon in form-ing another National Unity coalitiongovernment. Such a move might insurethat the Road Map process moves forward

despite the renewed Palestinian terroristviolence.

Despite the Palestinian holy waragainst reborn Israel, may the Lord con-tinue to return His chosen covenantJewish people to the Promised Land inaccordance with his many biblical prom-ises, such as this one in Isaiah 11:12:“And He will lift up a standard for thenations, and will assemble the banishedones of Israel, and will gather the dis-persed of Judah from the four corners ofthe earth.” ❏

Endtime recently interviewed ClareShort, a former cabinet minister fromGreat Britain, who recently took part in aBBC global television debate about theUnited States’ place in the world. Theprogram was called, “What the WorldThinks of America.”

9/11, the bully, and global governance

Baxter: What role should the UnitedStates play in our present world? Somesay the U.S. should operate within theUnited Nations and not act unilaterally.Others contend that the U.S. has not onlyan opportunity, but also an obligation, touse its position to liberate the world andto install freedom and democracy aroundthe globe.

Short: I think people already knowthat in many European countries and, ofcourse, many in the Middle East feel moreand more criticism and antagonismtowards the United States. The feeling isthat America is a bully, that it tries toforce everyone to do what it wants, neverlistens to anyone else, and won’t cooperatewith international institutions where allcountries come together and have theirsay and find a fair way of doing things.

Its behavior since September 11, farfrom making the world safer for the U.S.and everyone else, has probably led tomore angry young men joining terroristorganizations thinking that they want tohurt the U.S. So lots of us think terriblemistakes are being made that are bad foryour country and bad for the world.

Sax: What should the U.S. have donedifferently in response to 9/11?

Short: I think the first reaction wasone of enormous sympathy and outrageacross the world for the people ofAmerica. Then there was an agreement

through the UN that all countries had totighten up on dealing with terroristorganizations and money laundering.There was a pause to try to calmly dealwith the situation in Afghanistan, and togive the Taliban government the chanceto hand over Osama bin Laden, whichthey refused to do. Then, a big coalitionwas built, and together the world tried todeal with Afghanistan and bring downthe Taliban and to help the people ofAfghanistan build a better government.

I think most people thought that waswise and good. But Iraq didn’t have any-thing to do with 9/11. There were nolinks whatsoever between Al Qaeda andIraq. Most of us thought the poor peopleof Iraq were under the terrible dictator-

ship of Saddam Hussein and 12 years ofUN sanctions. Consequently, it was ourduty to see if we could find a way of dis-arming the regime, indict SaddamHussein and bring him to trial withoutinflicting a war on the people of Iraq.Across the world, people thought weshould work together through the UN tosee if we couldn’t solve that problem.

Then there is the abuse of the UN—the U.S. administration saying the UN isuseless and is only good if it does whatthe U.S. wants it to do. Most people ofthe world think we have a problem ofglobal warming. The U.S. won’t join theKyoto Treaty. We want to move theworld forward to have an internationalcourt before which torturers, dictators

and those instigating genocide in anypart of the world will be brought. TheU.S. won’t agree to it. We have an inter-national convention protecting basicrights for children across the world inevery country. The U.S. won’t sign up. It’sas though the U.S. doesn’t want to workalongside the rest of us for a fair set ofrules that treat all people equally and giveus a chance to build a more just order.

Baxter: Does this boil down to anapproach to governing the world from astandpoint of global governance asopposed to governance by the nation-state?

Short: It is not quite as sharp as that.It isn’t that the era of the nation-state isover, but I think we are moving more andmore to global cooperation and standardsand rules for cooperating together.

The World Trade Organization ismeant to make laws for fair trade all overthe world. At the moment laws are unfairto poorer countries. They can’t get theircommodities into our markets. Thathelps to keep them poor.

The UN has UNICEF that tries tobring education to children across theworld. The World Health Organization istrying to get basic health care across theworld. The UN has environmental organ-izations because we all realize that if theair isn’t kept clean and the seas unpollut-ed, the planet will die on us. Thatrequires a new spirit of cooperationbetween nation-states and the willingnessto abide by rules that apply equally toeveryone.

America and the world courtBaxter: A resolution was presented

before the UN Security Council by theU.S. government to exempt our citizensfrom the jurisdiction of the InternationalCriminal Court for one more year. HavingU.S. citizens taken and tried before a for-eign court without the protection of theU.S. Constitution or Bill of Rights islooked on as a massive infringement uponour sovereignty.

Short: I know, but Britain is signingup. Don’t you think we care about ourfreedom, our courts and our history? Butwe all see the need for a standard. Wehave a universal declaration of humanrights, basic minimum standards for

every human being in the world. Can’t wehave an international court where bar-barous torturers and criminals can be heldto account, not by having to declare war,but by indicting them and bringing themto trial for gross war crimes? We did thatwith Hitler. We’ve done that now in TheHague with the evils that went on inBosnia. We have a tribunal to deal withgenocide that was set up through theUN. We thought we could have a rule oflaw that covers all countries, under whichall countries agree to bring themselves.All of us agree, but for some reason theU.S. doesn’t seem able to. You seem tofeel differently than the rest of us.

Baxter: Can we have a world courtwithout having a world government?

Short: This isn’t a world court for day-to-day crimes. This is for gross crimesagainst humanity. It’s what the Naziswere brought to court for.

Resigning from Blair cabinetSax: Until very recently, you held a

cabinet minister’s post in the Blairadministration. Tell us about that andwhy you resigned.

Short: I was Secretary of State forInternational Development for 6 years.That’s a post that has been in power since‘97, committed to promoting develop-ments for the poorest countries and peo-ple so that poor people can have a chancein life, a chance to work, to see their chil-dren go to school and get health care.That’s morally right because the world isso unequal. If we don’t deal with it, it willhurt all of us. We were doing more andmore to get the world united.

I resigned over Iraq. I thought weshould have cooperated more internation-ally and let Dr. Blix try to get all of theweapons dismantled through the inspec-tion process. I was very close to the cam-paign of many of the American Christianchurches that were saying the conditionfor a just war had not yet been fulfilled.The requirement for a just war is thatthere must be no other way of dealingwith the problem. I didn’t believe we’dexhausted the possibilities of dealingwith Saddam Hussein and his weapons.

I had said to Tony Blair that, if heresorted to war without going back to theUnited Nations, I would resign. He per-

suaded me to stay and said we would helpthe people of Iraq rebuild the countryproperly. We’ll unite the internationalcommunity around that, and we’ll givethe United Nations its proper role inhelping create the new government inIraq because the occupying powers can’tdo that. Those promises were broken, andit became clear that some of the thingsTony Blair had said to Britain on the wayto war weren’t true. I became ashamed ofwhat we’d done and decided I had to leavethe government.

Baxter: Did you reconsider once themass graves of 3,000 to 5,000 bodies wereuncovered?

Short: Most of those graves date fromthe period at the end of the first Gulf Warwhen there was a major uprising. Peoplehoped to overthrow Saddam Hussein. Wedidn’t support them, and lots of peoplewere slaughtered and buried. We havenever doubted that Saddam Hussein is abrutal and cruel dictator, and we shouldhave dealt with him long ago. I never saidignore it. I was saying, “Let’s do every-thing we can to solve this problem bothby making sure he doesn’t have dangerousweapons and by bringing his regime to anend without inflicting even more suffer-ing on the poor people of Iraq.”

Anger at America for backing Israel

Baxter: Do you believe there wasanother reason for us to go to war than theone that was stated?

Short: I think many just wanted to getrid of the regime. But then it becomes aquestion of not hurting innocent people.More than half the oil that the worlddepends on comes from the Middle East.The Mideast is a very unhealthy place,full of bitterness and anger. There areother cruel dictators in the world; howev-er, the U.S. and the UK aren’t determinedto deal with them. Many people thoughtBritain and the U.S. went after SaddamHussein because he sits in this oil-richregion defying U.S. power. Israel hasnuclear weapons, but that’s okay becauseshe is a friend of the U.S. There’s a feelingin the world that the U.S. has a biastowards Israel. Israel is breaking interna-tional law in the occupied territories, andyet she is allowed to carry on because the

U.S. is her friend. That’s the general viewacross the world.

Baxter: In the U.S., the thinking isthat the Middle East has produced terror-ists for many years, not just on 9/11. Theterrorism always seems to have emanatedfrom that part of the world. It is believedby some that the only way to eliminate itis to drive out the old regimes and bringin democracy. It was thought that theU.S. could move into Iraq, deal withSaddam, and establish a base of operationto force reformation throughout theMuslim world. There is strong evidenceto support this feeling.

Short: I agree. I think you clearly sum-marized the thinking of the present U.S.administration. The flaw in that thinkingis that almost everyone in the Middle Eastfeels very angry about the way in whichIsrael has been backed by the U.S. andallowed to breach international law,oppressing the Palestinian people. The ter-rorist movements coming out of theMiddle East are there partly because there’ssuch a bitter sense of anger and injustice.

In Ireland where there has been historyof uprising against British colonialism,there was a positive explanation for lots ofyoung men and women being willing tojoin terrorist organizations. It was thehistorical injustice. We needed to dealwith the injustice and then end violenceas a way of political change because therewas a way of getting justice through pol-itics. That’s my view of what is needed inthe Middle East.

Sax: Politics and finance is one way tolook at the terrorism problem. The otherway to look at it is as a purely a religiousissue where 0.1% of the land is controlledby the Israelis and they are being asked togive half of it back.

Short: That is wrong, though. The UNestablished by a vote an Israeli state afterthe terrible events in Europe, and Israelnow occupies a lot of territory beyond thestate that was given to them by the UN.

Baxter: That was because Israel accept-ed the UN decision, and the Arabs start-ed a war. Consequently, the borders havebeen determined by war instead of peace.

Short: It’s partly true. I mean there

have been a lot of wars and brutality, butthe right isn’t all one-sided.

An American New World OrderSax: There’s a drive on to establish a

new world order. The question is: will itbe UN-led or U.S.-led? From our vantagepoint, it looks like the U.S. is doingeverything in its power to make sure thatthis order of global governance is domi-nated by the U.S. and not theInternational Community.

Short: The American people are a gen-erous people, but the government is per-ceived as a big bully. The American peoplemight be told that this is in order to spreaddemocracy and justice, but it feels likeAmerican power—that America is goingto bomb anyone that gets in its way. Itdoesn’t respect different cultures, religionsand peoples and their views. It’s causing anasty division, and is fomenting terrorism.

Baxter: I have read that if we do notremake the world in our image, the worldwould remake America in its image.There is a feeling that leaving a regimelike Saudi Arabia’s alone, a regime thatkills people if they try to convert toanother religion, propagates the very cli-mate that produces terrorism.

Short: Because this area is so oil-rich,it has been manipulated since the end ofthe Ottoman Empire. New national bor-ders have been drawn around most of theoil. They have rich royal family govern-ments who, up until recently, have beenbig allies of America. America has sup-ported them and armed them. Suddenlythe U.S. says, “We are going to do thingsdifferently.” The U.S. then uses its greatmilitary power to kick the existing dicta-torship out. But you can’t just bully peo-ple into what you want or you make themhate you. ❏

U.S. Goes Alone, By Force if Necessary

Will anyone challenge the Bush jug-gernaut? Once considered taboo, the dan-gerous doctrine of making preemptivemilitary strikes on ‘rogue nations’ nowrules the day. Witness the June 5 AFPheadline, “U.S. to eliminate WMD in allrogue states, by force if necessary.”

U.S. Under Secretary of State JohnBolton told the Congressional HouseCommittee on International Relations,"We aim ultimately not just to preventthe spread of WMD (weapons of massdestruction), but also to eliminate or 'rollback' such weapons from rogue states andterrorist groups that already possess themor are close to doing so."

Bolton noted that while the Bushadministration “favored peaceful anddiplomatic solutions,” it does not rule out"preemptive military force whererequired." Furthermore, he extended thedoctrine to cover nations who supplyWMDs as well as those who possessthem.

While he did not elaborate on that sec-ond point, the U.S. has in fact repeatedlyaccused Russia, China and some cash-starved former Soviet republics of supply-ing such technologies to Iran, Libya,North Korea and others considered athreat by Washington. The most recentCIA report also included Libya, Syria,Sudan, India and Pakistan among coun-tries with the most active WMD pro-grams.

National Security Advisor CondoleezaRice gave European Union leaders noticeon June 30 that it was ready to act aloneagainst Iran and North Korea if Europeancountries did not cooperate with the U.S.in stopping their nuclear weapons.

Rice did not rule out military action."The avoidance of war is not in itself afinal goal," she said. "Sometimes one has

to fight wars to deal with tyrants... Wewant a multi-lateral solution. But we dowant a solution. Post 9/11, the sense ofurgency to have solutions to these prob-lems has grown. The absence of action isnot a solution. Sometimes multi-lateral-ism is code for not acting."

According to the London Telegraph,“Her comments had strong echoes of theblunt talking that surrounded the debatebefore the Iraq war.”

Wal-Mart Ushers in RFID

In the 1980’s, Wal-Mart was the firstmajor retailer to promote barcode scan-ning. It soon became industry standard.Wal-Mart has done it again. This timethey are promoting RFID computerchips.

In a June 11 press conference inChicago, the retail giant, which generates$217 billion in annual sales, issued andirective that its top 100 suppliers are tostart using RFID chips by 2005—a wire-less inventory tracking system in whichchips embedded in products are used inconcert with scanners in warehouses

Wal-Mart's endorsement of RFID mayvery well be the boost needed to overhaulthe world's supply chains, not unlike howtheir endorsement of bar code scanningrevolutionized retail two decades ago.

Privacy advocate Katherine Albrecht,who attended the Chicago event, has beenfollowing RFID closely for the last year.“Wal-Mart’s announcement has changedeverything,” she said in a recent interviewwith Endtime.

Albrecht was one of the featured pan-elists at an RFID technology conferencethat coincided with the Chicago RetailConference where Wal-Mart made theirannouncement. There, the pros and consof RFID privacy issues were discussed.

“I was there to ground them on the fact

that they will have some consumer resist-ance,” she related. “I don’t know how fullthe conference was slated to be initially,but when Wal-Mart made its announce-ment on Wednesday morning, from thenon it was jam-packed. People were stand-ing in line begging to get in. ‘Please,we’ve got to get up to speed on this.’They were clamoring to learn all theycould about RFID.”

"This is pretty big on the Richterscale," said technology consultant GordonFuller. "I was surprised that Wal-Martchose to move so quickly."

Albrecht reports that the Departmentof Defense has been a sponsor from theinception of RFID in 1999. AndHomeland Security, for obvious reasons,is also quite interested in the technology.

French Admit English is World Language

Interesting report from Reuters out ofParis: French intellectuals universallyconcede to English’s pre-eminence asworld "lingua franca" (common lan-guage), and fear that French is beingshoved off the international scene alto-gether. The admission flags the fulfill-ment of a very important prophecy of theendtime.

Revelation 13:2 depicts a one-worldgovernment beast whose mouth is as themouth of a lion. The parallel to thisprophecy is found in Daniel 7, whichidentifies the lion as the symbol a nationthat will be on earth when Jesus returns.Great Britain’s official animal symbol isthe lion. The official language of the end-time New World Order is prophesied tobe English, and such appears to be thecase today!

U.S. Pressure on N. Korea,Iran Intense

The Bush administration insists that itwill make no inducements to persuadeNorth Korea to "completely, verifiablyand irreversibly" abandon its nuclearweapons program. In response, NorthKorea asserts that any action the U.S.takes against it will result in a nuclearwar that will reduce the peninsula toashes.

U.S. Deputy Defense Secretary PaulWolfowitz is urging North Korea toreverse its nuclear weapons drive, promis-ing a "devastating" response to aggres-sion. North Korea threatened to abandonthe 1953 armistice that ended the KoreanWar, and warned that it will take "merci-less retaliatory measures" in response toany economic blockade.

Pressure on Iran remains high as well,as the U.S. accuses Tehran of developing asecret nuclear weapons program, whichincludes a uranium mine, uranium con-version and enrichment facilities and aheavy water production plant.

Iran is rejecting growing internationalcalls for it to agree to allow tougherinspections of its nuclear program. EvenRussia, who is helping Iran builds its first

atomic power plant, is calling for inspec-tors to have full access to its nuclear facil-ities.

Iran’s supreme leader, Ayatollah AliKhamenei, announced on June 4th thatanyone who invades Iran would be com-mitting suicide.

with highly miniaturized computers thatenable products to be identified andtracked at any point along the supplychain.

The system could be applied to almostany physical item, from ballpoint pens totoothpaste, which would carry their ownunique information in the form of anembedded chip. The chip sends out anidentification signal allowing it to com-municate with reader devices and otherproducts embedded with similar chips.

Analysts envision a time when the sys-tem will be used to identify and trackevery item produced on the planet.

A number for every item on the planet

Auto-ID employs a numbering schemecalled ePC (for “electronic product code”)which can provide a unique ID for anyphysical object in the world. The ePC isintended to replace the UPC bar codeused on products today.

Unlike the bar code, however, the ePCgoes beyond identifyingproduct categories. It actuallyassigns a unique number toevery single item that rolls offa manufacturing line. Forexample, each pack of ciga-rettes, individual can of soda,light bulb or package of razorblades produced would beuniquely identifiable throughits own ePC number.

Once assigned, this num-ber is transmitted by a radiofrequency ID tag (RFID) inor on the product. These tinytags, predicted by some tocost less than 1 cent each by2004, are “somewherebetween the size of a grain ofsand and a speck of dust.”They are to be built directlyinto food, clothes, drugs, orauto-parts during the manu-facturing process.

Receiver or reader devicesare used to pick up the signaltransmitted by the RFID tag.Proponents envision a perva-sive global network of mil-lions of receivers along theentire supply chain—in air-ports, seaports, highways,distribution centers, ware-houses, retail stores, and in

the home. This would allow for seamless,continuous identification and tracking ofphysical items as they move from oneplace to another, enabling companies todetermine the whereabouts of all theirproducts at all times.

Steven Van Fleet, an executive atInternational Paper, looks forward to theprospect. “We'll put a radio frequency IDtag on everything that moves in theNorth American supply chain,” heenthused recently.

The ultimate goal is for Auto-ID tocreate a “physically linked world” inwhich every item on the planet is num-bered, identified, catalogued, andtracked. And the technology exists tomake this a reality. Described as “a polit-ical rather than a technological problem,”creating a global system “would... involvenegotiation between, and consensusamong, different countries.” Supportersare aiming for worldwide acceptance ofthe technologies needed to build theinfrastructure within the next few years.

The implications of Auto-ID “Theft will be drastically reduced

because items will report when they arestolen, their smart tags also serving as ahoming device toward their exact loca-tion.” —MIT's Auto-ID Center

Since the Auto-ID Center's founding atthe Massachusetts Institute of Technology(MIT) in 1999, it has moved forward atremarkable speed. The center has attract-ed funding from some of the largest con-sumer goods manufacturers in the world,and even counts the Department ofDefense among its sponsors. In a mid-2001 pilot test with Gillette, PhilipMorris, Procter & Gamble, and Wal-Mart, the center wired the entire city ofTulsa, Oklahoma with radio-frequencyequipment to verify its ability to trackAuto-ID equipped packages.

Though many Auto-ID proponentsappear focused on inventory and supplychain efficiency, others are developingfinancial and consumer applications that,if adopted, will have chilling effects on

consumers' ability to escapethe oppressive surveillance ofmanufacturers, retailers, andmarketers. Of course, govern-ment and law enforcementwill be quick to use the tech-nology to keep tabs on citi-zens, as well.

The European CentralBank is quietly working toembed RFID tags in thefibers of Euro bank notes by2005. The tag would allowmoney to carry its own histo-ry by recording informationabout where it has been, thusgiving governments and lawenforcement agencies a meansto literally “follow themoney” in every transaction.If and when RFID devices areembedded in banknotes, theanonymity that cash affordsin consumer transactions willbe eliminated.

Hitachi Europe wants tosupply the tags. The companyhas developed a smart tagchip that — at just 0.3mmsquare and as thin as a humanhair — can easily fit inside ofa banknote. Mass-productionof the new chip will startwithin a year.

What did President Bush have in mind when hesaid that 9/11 began the War on Terrorism? Whydid Thomas Friedman of the New York Times statethat “the 9/11 attack on America started WorldWar III?”

Consumer marketing applications willdecimate privacy

Auto-ID would expand marketers'ability to monitor individuals' behaviorto undreamt of extremes. With corporatesponsors like Wal-Mart, Target, the FoodMarketing Institute, Home Depot, andBritish supermarket chain Tesco, as wellas some of the world's largest consumergoods manufacturers including Proctorand Gamble, Phillip Morris, and CocaCola, it may not be long before Auto-ID-based surveillance tags begin appearingin every store-bought item in a con-sumer's home.

According to a video tour of the“Home of the Future” and “Store of theFuture” sponsored by Proctor & Gamble,applications could include shopping cartsthat automatically bill consumer'saccounts (cards would no longer be need-ed to link purchases to individuals),refrigerators that report their contents tothe supermarket for re-ordering, andinteractive televisions that select com-mercials based on the contents of a home'srefrigerator.

Now that shopper cards have whettedtheir appetite for data, marketers are nolonger content to know who buys what,when, where, and how. As incredible as itmay seem, they are now planning ways tomonitor consumers' use of products with-in their very homes. Auto-ID tags cou-pled with indoor receivers installed inshelves, floors, and doorways, could pro-vide a degree of omniscience about con-sumer behavior that staggers the imagi-nation.

Consider the following statements byJohn Stermer, Senior Vice President ofeBusiness Market Development atACNielsen:

“[After bar codes] [t]he next 'big thing'[was] [f]requent shopper cards. While

these did a better job of linking con-sumers and their purchases, loyalty cardswere severely limited... consider theusage, consumer demographic, psycho-graphic and economic blind spots oftracking data... [S]omething more inte-grated and holistic was needed to providea ubiquitous understanding of on- andoff-line consumer purchase behavior, atti-tudes and product usage. The answer:RFID (radio frequency identification)technology.... In an industry first, RFIDenables the linking of all this productinformation with a specific consumeridentified by key demographic and psy-chographic markers... Where once we col-lected purchase information, now we cancorrelate multiple points of consumerproduct purchase with consumptionspecifics such as the how, when and whoof product use.”

Marketers aren't the only ones whowant to watch what you do in your home.Enter again the health surveillance con-nection. Some have suggested that pillbottles in medicine cabinets be taggedwith Auto-ID devices to allow doctors toremotely monitor patient compliancewith prescriptions.

While developers claim that Auto-IDtechnology will create “order and bal-ance” in a chaotic world, even the center'sexecutive director, Kevin Ashton,acknowledges there's a “Brave New

World” feel to the technology. He admits,for example, that people might balk atthe thought of police using Auto-ID toscan the contents of a car's trunk withoutneeding to open it. The Center's co-direc-tor, Sanjay E. Sarma, has already begunplanning strategies to counter the publicbacklash he expects the system willencounter. ❏
