There has been a lot of debate recently about whether the fixed difference

between the repo rate and the prime rate of interest is too large and

whether government should move to shrink it, but on the whole, we don't

think that would be a good idea.

For one thing, banks have to maintain large capital reserves to provide a

hedge against bad debt. Under current rules banks have to hold at least 4%

of their balance sheets in reserve but in terms of this month's Basel III

international banking agreement, this percentage will have to be steadily

increased to 6% by 2019, and banks will also be required to hold a further

2,5% of their balance sheets in "emergency reserves".

And we should not forget that it is having such reserves that has enabled

the banks to be much more accommodating towards borrowers in distress

and default during the most recent economic downturn than was possible

in the late 1990s, when soaring interest rates resulted in thousands of

people losing their homes.

In addition, the banks have only recently begun to show more confidence in

lending again, and we don't think that should be discouraged in any way as

it is critical to the full recovery of the property market - and the economy in

general.

CAPITAL GAINS TAX FOR NON-RESIDENTS

 

Draft legislation has been released for public comment

in terms of which a Section 35A is to be inserted in the

Income Tax Act to provide that:

Any person such as the purchaser or the conveyancer

appointed to attend to the registration process who must

pay an amount to a person who is not a resident in

respect of a disposal of any immovable property in the

Republic must withhold from the amount due to such

seller an amount equal to: -

a)5 percent of the amount so payable where the seller is

a natural person;

b)7,5 percent of the amount so payable where the seller

is a company; and

c)10 per cent of the amount so payable where the seller

is a trust.

Banks reduce remortgage rates

Banks are trying to tempt home owners onto new deals

by making significant cuts to their rates.

Many borrowers are remaining on record low standard

variable rates instead to avoid paying a higher rate on a

new deal. Banks have reacted by making further cuts.

The average cost of a tracker loan dropped for the third

consecutive month to hit a new record low of 3.5 per

cent, according to the Bank of England.

Managing agents of sectional title schemes and home

owners' associations will, like estate agents and estate

agency principals, have to be in possession of NQF4

and NQF5 qualifications by the end of 2011 if they want

their Fidelity Fund Certificates renewed.

In addition, they will, like estate agents, have to pass the

Professional Designation Exam (PDE) by 2013.

Pointing this out recently, Michael Bauer, GM of Cape

sectional title management company IHFM, said there

were still some managing agents who resented these

requirements and hoped that their implementation will

be indefinitely delayed.

2-3 t (10-15 ml) gelatine powder

1 x 25 g sachet Ina Paarman's Concentrated Chicken Stock

± 5 large spinach leaves, cut off stems and blanch in boiling water

With a strong pair of scissors, snip off the wing tips. Remove and discard

preen glands on top of the parson's nose. Place bird on its breast and cut

open along the back bone with a small sharp knife.

There has been a lot of debate recently about whether the fixed difference

between the repo rate and the prime rate of interest is too large and

whether government should move to shrink it, but on the whole, we don't

think that would be a good idea.

For one thing, banks have to maintain large capital reserves to provide a

hedge against bad debt. Under current rules banks have to hold at least 4%

of their balance sheets in reserve but in terms of this month's Basel III

international banking agreement, this percentage will have to be steadily

increased to 6% by 2019, and banks will also be required to hold a further

2,5% of their balance sheets in "emergency reserves".

And we should not forget that it is having such reserves that has enabled

the banks to be much more accommodating towards borrowers in distress

and default during the most recent economic downturn than was possible

in the late 1990s, when soaring interest rates resulted in thousands of

people losing their homes.

In addition, the banks have only recently begun to show more confidence in

lending again, and we don't think that should be discouraged in any way as

it is critical to the full recovery of the property market - and the economy in

general.

good reason: South Africa outperformed all other

CAPITAL GAINS TAX FOR NON-RESIDENTS

 

Draft legislation has been released for public comment

in terms of which a Section 35A is to be inserted in the

Income Tax Act to provide that:

Any person such as the purchaser or the conveyancer

appointed to attend to the registration process who must

pay an amount to a person who is not a resident in

respect of a disposal of any immovable property in the

Republic must withhold from the amount due to such

seller an amount equal to: -

a)5 percent of the amount so payable where the seller is

a natural person;

b)7,5 percent of the amount so payable where the seller

is a company; and

c)10 per cent of the amount so payable where the seller

is a trust.

BANKS TO REDUCE REMORTAGE RATES

 

Banks reduce remortgage rates

Banks are trying to tempt home owners onto new deals

by making significant cuts to their rates.

Many borrowers are remaining on record low standard

variable rates instead to avoid paying a higher rate on a

new deal. Banks have reacted by making further cuts.

The average cost of a tracker loan dropped for the third

consecutive month to hit a new record low of 3.5 per

cent, according to the Bank of England.

STANDARDS FOR MANAGING AGENTS

 

Managing agents of sectional title schemes and home

owners' associations will, like estate agents and estate

agency principals, have to be in possession of NQF4

and NQF5 qualifications by the end of 2011 if they want

their Fidelity Fund Certificates renewed.

In addition, they will, like estate agents, have to pass the

Professional Designation Exam (PDE) by 2013.

Pointing this out recently, Michael Bauer, GM of Cape

sectional title management company IHFM, said there

were still some managing agents who resented these

requirements and hoped that their implementation will

be indefinitely delayed.

1 jumbo size chicken or a large Cornish hen

a very sharp smallish knife

2-3 t (10-15 ml) gelatine powder

1 x 25 g sachet Ina Paarman's Concentrated Chicken Stock

± 5 large spinach leaves, cut off stems and blanch in boiling water

With a strong pair of scissors, snip off the wing tips. Remove and discard

preen glands on top of the parson's nose. Place bird on its breast and cut

open along the back bone with a small sharp knife.
