EED Art 5 (Core Theme 2) – Public sector

• Art 5: Public sector (public buildings) at national, regional and local level should fulfil an exemplary role as regards EE

• Art 5.1: historical buildings, defence sector, and worship places

• Art. 5.2: allows MS for exemptions of buildings from these three areas. However these building categories frequently offer high potential for energy savings and are found in all MS. As such they are an important area to address.

Central Government Real Estate Agency

• Formed in 2014 by the merger of four government real estate agencies: the Defence Real Estate Agency, the Government Buildings Agency, the State Property and Development Agency, and the Government Real Estate Directorate

• 13.3 million square metres of gross floor space

• 81,000 hectares of land

• 1760 full-time equivalents

• prisons, court buildings, military barracks, airports, armed forces sites, ministerial offices, ports, tax offices, listed buildings and historical monuments, museums and palaces

Historical Buildings - monuments

• 62.000 national monuments

• 2/3 are dwellings, also a lot of ‘objects’

• 350 legally protected historical national buildings

• > 1 mln m2

• Palaces, museums, prisons, Courts of Justice

• A lot of vacancy in monumental and industrial buildings

Alternative Approach Article 5• 350 historical national buildings are not under the obligation

of EPBD and EED

• NL makes no exception for monuments; the 350 monuments are part of the EPBD and EED energy saving programme

• Alternative Approach Art. 5: 2% energy savings per year

(as a minimum, strategy for all national buildings)

• In some cases technical measures are not possible due to specific architectural or engineering barriers

• Special innovations are being investigated, e.g. special insulating extra slender glass and special blinds

• Own budgets, there is no dedicated funding

Local monuments- 40.000 local monuments

- Specific funding, e.g. grants, tax breaks, low-interest restauration fund mortgages

- Two national funds, for conservation and for allocation/transformation

- Now: no funding for energy-savings

- Idea for 2015: revolving fund for energy-savings in monuments (4 Ministries involved)

Armed Forces buildings

• 11.000 Armed Forces buildings

• 6 mln m2

• 850 buildings (offices and living quarters) heated and net floor area > 1,000 m2

• 2.9 mln m2

• 850 Energy Performance Action Plans (EPBD, EPA-U)

• They are not under the obligation of EPBD and EED

• NL makes no exception for defense buildings; the 350 monuments are part of the energy saving programme

Alternative Approach Article 5• 350 offices and single living quarters are considered under the

obligation of EPBD and EED

• 2009 – 2019 Energy saving programme

• 2% energy savings per year

• Integrated in regular maintenance programme

• Average payback period of the package of measures is 7 years

• Smart meters are being installed

• Financing: own budget € 65 mln, there is no dedicated funding

Realisation Armed Forces buildings

• 2009 – 2011: € 10 mln >> 77 TJ (calculated)

• 2011 – 2012: investment stop

• 2013: catch-up effort > now on schedule again

• 2009 – 2013: € 25 mln

Planned:

• 2009 – 2019: € 65 mln >> 600 TJ = 0.6 PJ - Only all offices and single living quarters: 300 TJ- 300 TJ = 2x targets for 3% renovation per year- 0.6 mln m2 sale and demolition- 1.7 mln m2 buildings between 250 and 1,000 m2 (90% is covered)- No specific barriers (architectural, engineering, safety)
