1) The specific goals: what will be done and by whom.

+ The list of activities.+ The list of participants: NGO workers. Stakeholders to involve: identify partners -

stakeholders, planned / new partners

2) Time frame: when will it be done.+ The time periods must be real, based on previous

experience and taking into account force majeure.

3) Resource allocation: specific funds are available for specific actives.

+ Budget planning.+ Technical assistance needs: prepare a list of needs for
