DESCRIPTION
Roman Katz, Security Manager, The Forensic Hospital, Justice Health & Forensic Mental Health Network (NSW) delivered this presentation at the 2012 Australian Hospital & Healthcare Security & Safety Conference. The conference is a fantastic opportunity to network with hospital security managers, OH&S unit coordinators, senior nursing and management staff of hospital departments, namely emergency departments and mental health units In its 6th annual edition the conference has been rebranded Safe & Secure hospitals to reflect industry feedback we have received through our research calls. JH & FMHN
The Justice Health & Forensic Mental Health Network is the
principal service provider and coordinating agency for forensic
mental health services in NSW.
JH&FMHN provides health care in a complex environment to
people in the adult correctional environment, to those in courts
and police cells, to juvenile detainees and to those within the
NSW forensic mental health system and in the community.
JH&FMHN cares for 30,000 inmates and over 5,000 juvenile
detainees annually and provides health services in over 90
locations in metropolitan and regional NSW.
Definition of forensic: Oxford Dictionary
adjective
1. relating to or denoting the application of scientific
methods and techniques to the investigation of
crime: forensic evidence
2. relating to courts of law.
noun
(forensics) scientific tests or techniques used in
connection with the detection of crime.
(also forensic) [treated as singular or plural] informal
a laboratory or department responsible for forensic
tests.
The word "forensic" comes from the Latin word "forensis" meaning "of the forum" where the law courts of ancient Rome were held.
The Forensic Hospital
The Forensic Hospital is an integral part of the JH&FMHN.
The 135 bed Forensic Hospital commenced operation in
November 2008. The Forensic Hospital is a stand-alone
high secure mental health facility and is the first of its kind
in NSW.
The Forensic Hospital provides specialist mental
health care for mentally ill patients who have
been in contact with the criminal justice system
and high risk civil patients.
The patient demographic consists of those found
not guilty by reason of mental illness, those unfit
to plead, mentally disordered offenders or those
at risk of offending.

Ultimate Objective
Integration of physical, relational and
procedural security with therapeutic goals
Outcomes
Therapeutic security
High quality of care
Significant reduction of aggression
Integration of clinical and non-clinical activities into
one therapeutic model of care

How to avoid pitfalls
“The distinction between relational, physical and
procedural security is artificial. Security should be
viewed as an indivisible whole; ignore or neglect one
feature and security overall is weakened.”
T.Exworthy and J.Gunn (“Taking another tilt at high secure hospitals”, 2003)
