HEALTH WELLBEING UPDATE Council Leader gave Committee

update on the activities and role of the Health and Wellbeing Board hosted by Norfolk County Council.

Variety of service providers sit on the board to work together to deliver against the Norfolk Health and Wellbeing Strategy

HWB met in July to consider 3 reports contributing to the countywide strategy. Papers are viewable here

Public Health England have praised the Board for its successful delivery of work

Key initiative to challenge obesity is proactively contributing to Broadland’s Broadly Active Scheme

Development summarised what his team had delivered since March 2015, including: Tour of Britain routes through

ECONOMIC UPDATE Attracting more businesses to

Broadland from other areas. Business Forums continue to be

held across the district and remain well attended by Small Enterprises (SMEs)

Training services (BCTS) have moved to Carrowbreck House in Drayton. The Council sub-lets the top floor of Rackheath Eco Cube to a local business Wisipre

Rebranding the Broadland Apprenticeship Scheme and new prospectus launched 21 August 2015.

ECONOMIC UPDATE Committee satisfied the

department is delivering above expectations and achieving success for Broadland communities and businesses

Leasing of the Rackheath Eco Cube was scrutinised further in terms of commercial rates applied, income generation and length of the lease.

Clarity of the OFSTED review was sought by Committee

Committee pleased to see income to Broadland from LEP investing in Broadland economy

CABINET AGENDA: MILL ROW AYLSHAM

The Head of Planning presented the context for the CPO and addressed questions

Town Council had requested the District Council consider making a CPO as they do not have powers to do so

Committee Member concerned the local residents may not have been fully consulted by Parish Council if they want the land purchased as public recreation

The Head of Planning clarified land ownership and specifics of the CPO objectives

Committee took a vote on their recommendation to Cabinet. 11 Support 2 Abstention 0

CIL EXEMPTION RESIDENTIAL EXTENSIONS / SURCHARGES/ INSTALMENT POLICY

Planning Practice Manager informed the Committee of the proposed policy review

Regulations were outlined to the Committee understanding statutory obligations

National exemptions have been introduced.

Figures and specific percentages were scrutinised further by Committee

BROADLAND GROWTH RESERVE GOVERNANCE ARRANGEMENT

Budget for the Broadland Growth Reserve was outlined by the Head of Finance and Revenue Services.

Delegation powers were explained and links to project cost threshold.

The Head of Planning explained the business case for projects planned against the Growth Reserve budget

Plans to update the 2009 Masterplan with the Developer and taking into account the Growth Triangle Area Action Plan proposals.

Monies spent on the master-planning process would be recovered during the development of the sites.

BROADLAND GROWTH RESERVE GOVERNANCE ARRANGEMENT Committee identified

concerns about the high cost to be spent on master plan process that the Head of Planning addressed

Committee supported options 1, 2 and 3 with amendment to 4 adding “from April 2016” for Cabinet approval

ENFORCEMENT SERVICES The Head of Finance and

Revenue Services explained the current service provided to recover debt, delegating to external debt collecting agency

The contract for the collection service is due for renewal

Contract has been updated with regulations for interacting with vulnerable residents

Committee unanimously approved the proposed tender process
