Increasing Small and Diverse Business Participation Using State Master Contracts Our goal is to increase small and diverse business participation in state master contracts. This includes boosting participation for Washingtoncertified diverse businesses including: Small businesses, state Office of Minority & Women’s Business Enterprise, and Department of Veteran Affairscertified businesses. Since state agencies are required to use master contracts for a significant part of their procurement needs, our master contracts need to support inclusion for small and diverse businesses. Market surveys and topflight legal guidance help us reach this goal. Small business surveys, through local chambers of commerce, help us understand barriers. We have been listening to the experience of the diverse businesses who are vendors on state master contracts – including both successful and unsuccessful vendors. We’re working with the Attorney General’s Office to develop a new understanding of diverse business opportunities within current state laws and rules. We are already exploring some ideas for upcoming master contracts. For example: Could inclusion plans for large master contracts be structured to promote subcontracting opportunities? Are regional contracts more practical for small businesses than statewide contracts? We are creating a business data practice to identify contracting opportunities. Regularly examining budget activity for reoccurring needs and new contracting opportunities. Scheduling business diversity readiness activities into known procurement cycles. Refining forms and processes, while coordinating with other state agencies, so we are aware of the level of diverse business subcontractor participation within state master contracts. We are working to standardize state goods and services procurement practices. In the past, businesses have been discouraged by different procurement practices from agency to agency. However, under state procurement reform measures, state agencies now have a consistent acrosstheboard process to follow. In addition, DES is delivering new and standardized procurement and contract training to approximately 9,000 state employees who will be certified by the department. This will give businesses a consistent experience when dealing with any Washington state agency. 34 unique master contract relationships with WA State Certified veteran owned businesses or 2.3% of the 1,437 

unique master contract relationships with all businesses. 

64 unique master contract relationships with WA State Certified woman owned businesses or 4.45% of the 1,437 

unique master contract relationships with all businesses. 

60 unique master contract relationships with WA State Certified minority owned businesses or 4.17% of the 

1,437 unique master contract relationships with all businesses.
