Context and objective
Project embedded in the reform 81/2015 - focus on apprenticeship for the qualification, diploma and specialization (Art. 46 Legislative Decree 81/2015), and the dual training system in ItalyObjective: To improve the attractiveness and quality of apprenticeships as a way to get the qualification / degree for youths and quickly insert them into the labor market

Territorial: mandate of the Ministry of Labour to the Veneto Region to develop and test improvements Sectoral: focus on development of innovation elements in the food and hospitality sector Transnational: value the experience of European countries with a high degree of success in the work-based learning approach (Germany) Integrated: in synergy and not overlapping with other national and regional initiatives (FIXO and dual system in Veneto)

The FITT! model
Based on the results of the analysis, the "dual" FITT! model contains
strategic and operational choices and priorities for the "dual" model
integration into 81/15 reform and identification of the elements of innovation and added value of cooperation
involvement of all stakeholders: the training institutions, businesses, social partners and public institutions
tools and resources, including significant synergies with the ESF and funds for youth (YG)
evaluation system (qualitative and quantitative)

importance of standards: FRAMEWORK TRAINING PLAN for quality dual pathsStandards and skills of VET
trainers - relationships with companies - co-design of the training plan Standards and skills of in-

Testing the FITT! model Full involvement of stakeholders, in particular the VET providers,
the competent authorities, companies and their representatives in the design of the FRAMEWORK TRAINING PLAN
Development of a common framework for action for all stakeholders: shared language, standards, assessment tools
Full involvement of companies, VET providers , and - if relevant - students in the design, monitoring and evaluation of pathways, including the development of common assessment tools for learning outcomes (INDIVIDUAL TRAINING PLAN)
Strengthening the role of guidance and control of public services in coordination with the intermediate bodies and the VET providers
Creation of a continuous learning system for the capacity building of the involved actors, using exchanges and good practice and successful examples

THE FRAMEWORK PLAN: the base for WORK-BASED training in uniform standards. It is not required by existing regulations, but borrowed from the standards of the German dual system THE COMPETENCES OF VET and in-company trainers and of the work-based learning pedagogy
COMMUNICATION and awareness raising of companies and intermediary bodies and professionals
MONITORING AND EVALUATION of the entire process of co-creation and implementation of the operational tools
What happens now? In recent months at the Veneto Region a working group has been established to: make the training plan a standard tool to be developed for all the qualifications as a communication and sharing tool of the educational objectives with companies for the Italian dual system and apprenticeship systemmake available the material, goals, and methods for providing training to in-company trainers in all sectors and for all qualifications in accordance with the pedagogical approach of work based learning.
What happens now? At the national and international level: mainstreaming activities include sharing tools, the results and the general approach of FITT! through dedicated dialogue sessions with: the Ministry of Labour and social affairs. the Ministry of Education, University and
Research other regional actors (Tecnostruttura)
and sectoral actors, including other training institutions
institutional actors of the European institutions (EAfA, EC, etc)
