First state to have 24 X 7 Toll free Transport Helpline Service.

First state to abolish border check-posts. First state to provide Online Tax Payment Facility for

Other States’ commercial vehicles. First state to have 41% of Transport revenue being

deposited through Online mode. First state to provide Payment of Driving/Learner

License Fee through Online mode. First state to have a Central Monitoring System of all

District Transport offices through CCTV Cameras. First state to have Mobile App based e-challan System

developed on NIC . Platform.

INITIATIVES IN DRIVING LICENCESSmart Card Driving Licence Project Started in January 2013 and successfully running in all

RTO/ARTO offices. Total SCDL issued till Aug 2016 since inception : 79 lakhs.

(approx.)Impact : No Possibility of Duplication or fake issuance of DL . Creation of COMPUTERIZED DATABASE of DL holders Online application and fee payment for Driving / Learner Licence. Started in Mar 2015, initially in 18 Divisional HQs’ districts. Now implemented in all 75 districts of UP. UP is the first state which provided facility to pay licence

fee through online mode. Applicant can book Timeslot of his/her choice to visit

RTO/ARTO offices for Biometrics & LL/DL Test.

COMPUTERIZED LEARNER LICENCE TEST

15 questions are randomly given by the software to each applicant.

Pass or Fail is immediately flashed on computer screen.

No manual intervention in Test conduction.

Computerized Learner Licence Test Hall of RTO Lucknow.

Objective : To assess applicant’s ‘adequate knowledge & understanding’ of matters related to traffic rules/regulations and road safety.

Inaugurated in RTO Lucknow on 27 Jan, 2016 by Hon’ble Transport Minister.

Now ‘Paper Based Manual Test System’ replaced by ‘Software Based Computerized Learner Licence System’ in all Transport Offices.

E-INITIATIVES IN DRIVING TESTING / VEHICLE FITNESS SYSTEM

Automatic driving testing tracks are under construction in Kanpur and Bareilly.

With the joint initiatives of State Government and Government of India establishment of IDTR is under process.

Planning to automate presently functional manual driving testing track in 35 RTO/ARTO offices.

Modern Inspection and Fitness Certification Centre is under process of construction at Lucknow with the joint initiatives of State Government and Government of India.

Fitness Pit is being under construction in 25 RTO/ARTO offices.

ONLINE REGISTRATION OF NEW VEHICLES (DEALER POINT REGISTRATION SYSTEM )

Now 100 % online registration of new vehicles. Dealers are feeding vehicles & owner details and

paying Road Tax/fee online. Only approval & issuance of RC at Transport offices. Citizens not required to visit transport offices. RCs

are delivered through dealers. Project started in May 2014. Now about 1.75 Lakhs new vehicles registered per

month . Till Sep 2016, 1950 dealers enrolled and about 24 Lacs vehicles registered.

ONLINE BOOKING OF NOTIFIED VIP REGISTRATION NUMBER

Website : https://vahan.up.nic.in/UP_fancynumberbid/

Scheme started in May 2014. Now 100% ONLINE booking of Fancy Numbers. No manual interface in booking of these numbers. Till August 2016, about 64000 numbers have been booked

online. At present, On the basis of “First Come First Serve” numbers

are alloted. Now very soon, this is being shifted to e-auction System.

Number Portability is also being implemented.

ONLINE TAX PAYMENT SYSTEM1- For Commercial vehicles

registered in others states UP being the first state to abolish Border

Check Posts. To ease the problems of depositing the tax of

UP, Online Tax Payment System started in April, 2012.

Now every month about 1.5 Lakh vehicles deposit their taxes online.

2-For Commercial vehicles registered in Uttar Pradesh Inaugurated by Hon’ble Chief Minister in Nov 2013. Almost 8.5 Lakh Commercial Vehicle Owners are getting benefitted. Now no need to visit RTO/ARTO offices to pay tax. SBI Payment Gateway is providing multiple payment options. Tax Payment Confirmation is also being sent through SMS. Impact : In last FY 2015-16 out of total revenue of Rs. 4035 Crore,

Rs. 1233 Crore revenue (31%) deposited through online mode.

In current FY till Sep 2016, out of total revenue of Rs. 2150 Crore, Rs. 880 Crore revenue deposited online.

Now 41 percent of Total revenue is being deposited online.

FOOTFALL REDUCTION IN TRANSPORT OFFICES Prior to e-initiatives, about 10 Lakh persons used to visit offices for various

works including tax payment. In UP now almost 4 Lakhs transactions per month are carried out through

online mode due to our e-initiatives and Online Services. Reduction about 4 lakhs visits per month to RTO offices has enabled to

improve the efficiency of the offices. Visiting RTO office not only costs money but also time & energy which

could have been used in other activities. One visit of RTO Office consumes at least 4-6 hours and costs (travelling &

other expenses) about Rs300-400, apart from loosing one working day. Thus, reduction in 4 Lakhs footfalls per month would save @ 4 lakh x 12 =

48 Lacs mandays per annum. Similarly if one mandays costs at least Rs. 500 and the travelling & other

expenses costs of Rs. 300 then the total cost is nearly Rs. 800. Thus reduction in 4 Lakhs footfalls have saved almost Rs. 32 Crores per month and about Rs. 384 Crores per year to nation’s economy.

Also for each transaction 5 min clerical time is spared, then 48x5=240 Lac minutes i.e. 4 Lacs hours per annum and about 50,000 clerical mandays would be saved.

Our endeavor is to increase the online transactions to maximum extent. Aiming for 60% in next 1 year.

MONITORING OF RTO/ARTO OFFICES THROUGH CCTV CAMERAS

Objective : To ensure ‘Probity’ in public life and to bring ‘TRANSPARENCY’ in day to day functioning of RTO/ARTO offices.

Cameras are installed at all offices at sensitive places namely Office Main Enrtrance, Computerized Learner Licence Test Hall, Applicants waiting Area, Registration Counters, Driving Licence Counters etc.

Monitoring System : It it being monitored by the Senior Officers at HQ level. A separate Central CCTV control room is also in process of installation at HQ.Impact : Heavy reduction in activities of ‘unauthorized persons’ Improvement in public behavior of staff & officials. Quality of service delivery is getting better.

24 X 7 TRANSPORT DEPARTMENT HELPLINE SERVICE First Transport Department in India to have

24X7 Helpline Service. Started in Nov 2013. It has 2 components :

(i)Toll Free Number 1800-1800-151 : Functions 24X7 to answer citizens’ queries and register their complaints.

(ii)Helpline website www.uptransporthelpline.org : A web platform for citizens to see their complaint status, and for Department Officers to enter their redressal reports and monitor the disposal of complaints.

Complaint registration through SMS as well as e-mail notification.

Monitoring of Helpline The resolution status of complaints and proper functioning of Helpline

Service in monitored by Senior Transport Officers at field and HQ level.

Actual Listening of Call : A user ID/Password has been provided by BSNL by which every call could be listened by HQ officials to verify the conversation between complainant and Call Executive.

Performance : Every month average 15000 calls are being attended on Helpline no and

about 500 complainants are being registered. Till Sep 2016 about 5 Lacs calls were attended and out of 17500 registered

complaints and about 16600 resolved at the rate of 95%.

OUR PILOT PROJECTSMobile App based e-challan System : First state to have Mobile App based e-challan system developed on NIC

platform. Pilot run started in Lucknow & Noida.Features : It provides for automatic location logging through GPS. An inbuilt function to click and store photos of vehicle, documents, number-plate. App will fetch vehicle/driver details from VAHAN-SARATHI national database by

entering DL and RC. System automatically calculates the challan amount based on the type of offence. Challan receipt being printed through portable thermal printer as well as laser

printer. The Enforcement officer could be able to search for any challan anytime

anywhere.Web-enabled ‘VAHAN-4.0’ System : A new initiative to consolidate and bring all vehicle registration and related activities of

RTOs of the whole country on a single platform. Will create Single database for all RTO offices of the country. In UP pilot run started in Barabanki in Jan 2016 and In 2nd phase, this system

rolled out in Lucknow on 19th July, 2016. By the end of March 2017, it would be implemented in all RTO/ARTO offices.Web-enabled ‘SARATHI-4.0’ System :Soon to be started in Transport Offices.

DIGITIZATION OF MANUAL DATA OF VEHICLE REGISTRATION & DL Digitisation of registration data started in Feb 2013 in 71 offices. Out

of which work has been completed in 68 offices. In remaining 3 offices work is expected to be completed in next two to three months.

Till now Total 73 Lakhs data (97% of total manual data) has been digitized.

Digitisation of Driving Licence data started in Nov 2014 in 76 offices. Out of which work has been completed in 40 offices. In the remaining 36 offices the work is expected to be completed in next six months.

Till now Total 83 Lakhs data (75% of total manual data) has been digitized.

Facility to Know Vehicle / DL details Through SMS : To Know Vehicle Details through SMS, Write VAHAN<SPACE>Vehicle Number and send it to 7738299899. Example- VAHAN UP32EN3644 and send it to the given number. A reply SMS will provide vehicle information.Through Web : Log on to https://parivahan.gov.in/parivahan/Since transfer of VAHAN data to NR is up-to-date, therefore almost all the vehicles registered in UP can be viewed. But at present the licence details of Lucknow & Noida offices can be seen, for other offices NIC is making all technical arrangements and by the end of this year all DL data will also be available on NR.

INITIATIVES IN ROAD SAFETY

The Government approved ‘State Road Safety Policy’ in June 2014. State Road safety council was reconstituted and Hon’ble Chief

Minister is now chairperson of this council. Uttar Pradesh Road Safety Fund Rules, 2014 was notified to create

Uttar Pradesh Road Safety Fund. Fund to be sourced from 50% of compounding fees collected by Police & Transport Department.

A High Powered Committee and Road Safety Fund Management Committee constituted under the chairmanship of Chief Secretary.

Road Safety Cell headed by Transport Commissioner is established at Transport Commissioner Office, Lucknow.

Yadav, Hon’ble CM Uttar Pradesh during the meeting of State Road Safety Council held in Lucknow on 3rd June, 2016.

A single Platform for better co-ordination and execution of Road Safety initiatives amongst all concerned Departments like PWD, Transport, Traffic Police, Health, Urban Development, Education.

A platform to get feedback from all persons especially road accidents victims and their relatives.

A platform where District Road Safety Committees/Divisional Road Safety Committee can upload their efforts (text/audio/video materials) made towards making the road safe.

Whatsapp :An exclusive Whatsapp Group (8005441301) named “Road Accident Victims and Relatives” has been created to get valuable feedbacks and suggestions from road accident victims and their relatives.Whatsapp Group (9453202110) created for Verification of Driving License and Registration for “Insurance Companies” to help them in expeditious settlement of motor accident claims. Insurance companies officers have joined the group.

Construction of Cycle Tracks :Pedistrians and Cyclists are the most vulnerable persons. Almost 36% road accidents victims come from this category.

To make road safe for them Government of Uttar Pradesh has constructed Cycle Tracks in major cities of U.P.

Construction of Automated Vehicle Fitness System Modern Vehicle Inspection and

Certification Centre (VICC) at Lucknow is under construction stage.

Establishment of Automated Vehicle Fitness Centre under process. CIRT, Pune is appointed as Consultant.

VICC to be established at all 19 Regional HQs in future.

Creating awareness about Road Safety :• 12 Publicity Vans have been

specially designed and prepared for creating awareness.• 07 short films on different

issues of Road Safety have been made and are being run in Multiplexes/Theatres to to create awareness among the general people.
