UPI’s Law Enforcement Professionals Series Course

Policing in the 21st Century is deadly. Gone are the days of instantaneousrespect for authority. Police Officers are under the constant scrutiny of themedia and public.

Departments are being held to unreasonably high standards and expectedto have the benefit of hind-sight in every situation regardless the level ofcomplexity.

Agencies and Departments at every level of law enforcement are payingsettlements at unsustainable rates. Even the wealthiest localities cannotcontinue to pay record amounts of settlements.

Sadly, citizens are dying as a result of too many Police Officer encountersgone awry. And there are equally too many Law Enforcement Professionalsgiving their lives to protect the citizenry.

Something must be done and UPI Education is taking action.

Based on the findings of the President’s Task Force “21st Century Policing and theresearch of renowned law enforcement researchers such as Ben Bradford, Jona-than Jackson and Mike Hough, UPI Education crafted a Law Enforcement Profes-sionals Series.

The UPI Education Series has been carefully developed to strengthen the LawEnforcement Professionals abilities in:

» Police Legitimacy

» Cultural Competence

Course BenefitsThe benefits of this program go far beyond the content presented in seminar. Youwill have an opportunity to build relationships with peers from other organizationsand experts in the area of Procedural Justice, Legitimacy and CulturalCompetence. You will leave this session prepared to take on Policing in the 21st

Century. You will have a new and strengthened confidence for working inuncomfortable situations.

What Can You Expect?This is a 3-day seminar. It will include Procedural Justice topics such as ChangingMindsets with 21st Century Policing, Policing Principles and Policing Rules ofEngagement.

The seminar will then turn attention to the topic of Police Legitimacy. Several ofthe topics covered will include the importance of Values emphasizing the “FourPrinciples of Just Behavior,” as noted in the 21st Century Policing report. Authority& Power, Police Leadership and Level Four Communications will also be covered asmajor topics of discussion.

Finally, and key to the seminar, is the topic of Cultural Competency. In subjectsdiscussed, we include Social Profiling, the Social Landscape, Transparency andTrust and many more critical topics of importance for the Law EnforcementProfessional.

Course Objectives:Participants will leave the session able to:

» Identify the Policing Principles of 21st Century Policing

» Communicate across the spectrum of those they are charged withPolicing

» Build trust and legitimacy in the communities they police

» Exercise sound policing principles in all situations

» Define social profiling

» Engage effectively with social media

» Make decisions based on a proven process, cycle and risk analysis

» Build collaboration, teamwork and trust

» Strengthen others abilities to excel

» Identify their own leadership strengths

» Police effectively across the spectrum of communities

Prerequisites/Requirements:This program is designed for the Law Enforcement Professional. Attendees shouldhave at least 7 years of law enforcement experience, a minimum of 3 years of po-lice leadership/management experience and significant levels of responsibilitywithin their organizations. Participants from all law enforcement agencies and de-partments of all sizes will find this program valuable.

BackgroundEstablished in 2015, UPI’s Community Relations, Law & Order Division was createdto address the President’s Task Force on 21st Century Policing and the need todevelop, educate, train and promote ongoing collaborative relationships betweencommunities and all levels of law enforcement.

Our TeamThe UPI Community Relations, Law & Order team consists of doctoral educators,behavioral specialists, non-profit organizers, business professionals, data collectionand measurement experts, as well as social enterprise and branding experts.

With more than 120 years of combined experience, team members have trained lawenforcement personnel, military soldiers, corporate executives, citizens, andincarcerated youth (as ordered by the courts). We focus on cultural competency,race relations, use of force, investigation, building trust, activated listening skills,inequality and inclusion, leadership, strategy, security, criminal justice reform, andcollaborative interconnectivity between communities and local police departments.

The UPI team brings their practical experience of policing, leading and culturalcompetency from across the spectrum of humanity in war and peace on thebattlefield and in the community; which differs greatly from the hypothetical theory,which is the pinnacle of study found in a University setting.

Our VisionWe envision reversing the trend of what many inner city and rural communities call“the increase of long-term combative relations between law enforcement agenciesand the communities they serve.”

To achieve our vision, we operate as an interconnected group of councils, eachhaving specific objectives and teaching (goals) designed to engage both communityand law enforcement members; in self-reflection and interactive training tailored tomeet respective and unique needs.

Raising public consciousness and improving law enforcement's understanding ofpublic perceptions is essential to finding common ground, establishing healthylong-term relationships and achieving worthwhile community benefits.

Team Experience

UPI and its team members bring world-class experience in support of 21st CenturyPolicing.

Mr. Frank Crump, the President of UPI, receivedrecognition for his support of the U.S. Department ofJustice, Federal Bureau of Investigation’s CommunityOutreach Program. A far-reaching program focused onimproving Community Outreach and CulturalCompetency.

COL. Byron Freeman, a member of the UPI team, has over30 years of Law Enforcement Experience both in uniformand as a Security Expert. He has provided support forthe City of Norfolk Virginia’s Sheriffs Office and TheCoach Diversity Institute of Haymarket Va. He wasinstrumental in establishing and maintaining a capableIraqi Police Force during operations in Iraq. A PoliceForce faced with cultural and religious nuances requiringsimilar if not greater cultural sensitivities facing themembers of American Police Department. COL. Freemanbrings his extensive experience as a Provost Marshall (PoliceChief), and Military Police Brigade Commander under combat conditions.

Col. Boggs’ leadership development experience is secondto none. Salient to this effort is Col. Boggs’ experiencewith the New York City Police Department (NYPD). Hewas called in to assist the NYPD to provide a thoroughreview of existing leadership education and makerecommendations for strengthening NYPD's PoliceLeadership Program of Instruction. Commissioner Kelly

personally sought Col. Boggs for this task. Additionally, heprovided advice on the NYPD 20/20 effort.

Dr. Tamika Sanders brings unparalleled experience andpassion for integrating education and the community.She is a powerful resource. Dr. Sanders' expertise inbridging cultural and socioeconomic divides betweeneducators and students positions her as a uniquemember of the UPI Team. Dr. Sander's work in thecommunity earned her an invitation to speak at the TEDxPhoenix Salon. She is a gifted educator.

Mr. Rod Ambrose brings an unequaled quality and credibili-ty to the education provided by this seminar. Mr.Ambrose has served as the City of Phoenix, PreventionEducation Coordinator of Project BRAVE (Bringing theReality About Violence Education) to elementary, mid-dle and high schools throughout the city since2005. Among his many accolades Rod is a recipient ofthe Lifetime Achievement Award from the Human

Relations Commission (1999). A “LivingLegends” Award from the Alumnus of Phoenix Community

College (2005). The Arizona Chapter of the LINKS conferredupon him The Living History Award in 2010 and November 30th 2012, PhoenixMayor, Greg Stanton Proclaimed in Rod Ambrose’s name COMMUNITY ARTIST &YOUTH ACTIVIST DAY.
