Culture of Cooperation
The nation state may have been the appropriate answer to the needs of the 19th and 20th century.
The 21st century will be the century of
globalisation and urbanisation. Cities will
become key players in international politics
(“the urban century”).
Twinning will be even more pivotal to cope with
the challenges ahead (“culture of
cooperation”).
