2016 Project Overview - Planned WorkFrom July to November 30
• On College Street:
– Replace existing curb and sidewalks with decorative pavers
– Complete TTC accessibility improvements.
• Parkettes:
– Install side-street parkettes, new light fixtures, and complete
landscape treatments including: seating, trees, plantings, bike rings
and public art on Roxton and Dovercourt Roads, Concord and
Ossington Avenues.
• Overall
– additional bike parking and custom bike racks
– 81 metal tree guards to 23 existing trees, add new trees.

2016 Project Overview – Current StatusFrom July to Mid-October
• The sidewalk areas on the north side of College Street have
been removed
• Majority of the sidewalk pavers have been installed
• Some areas of sidewalk have asphalt in place as
underground work is required.
• All deficiencies and outstanding work will be delivered with
this year’s project

2016 Project Issues• Late Start
– Delayed start due to utility locates
• Ministry of Labour visit – The choice of staging / fencing to deal with orders to the contractor
• Road collapse at Concord
• Damaged water pipes
• Diesel tank (west of Dovercourt)
• Two contaminated soil sites
• Action taken:– Worked within the City’s process and the Ministry of Environment and Climate
Change (MOECC) Technical Safety and Standards Association to address soil conditions / diesel tank.
– The plan for remediation is approved and can be implemented in 2017

2016 Project Issues
• Lack of schedule and work information provided to the PM
resulted in challenges for City staff to keep residents and
business owners informed.
• Action taken:– Weekly meetings with the City staff and the contractor, bi-weekly meetings
with the BIA board and City Staff, ongoing communication with site inspectors,
adding a second inspector, replying to issues brought forth by councillors,
residents and businesses as they were raised. This led to:
• The City issuing a notice of default in August
• The City issuing a notice of default in September
• The City issuing a notice of termination in October
• The City bringing in a different contractor to temporarily restore the site

• Expected Start: July 4, 2017 Expected End: October 31,
2017*
* dates may be affected by weather
• Construction staging:
– Phase 1: work (including parkettes) starts on south side in stages
• Stage 1 - Rusholme to Dovercourt
• Stage 2a/b - Dovercourt to Ossington
• Stage 3 - Ossington to Shaw
– Phase 2 – complete the north side and north side parkettes

2017 Construction Details• Phase 1 work:
– Remove existing sidewalks
– Install electrical for tree pits
– pour new concrete base for pavers
– Lay new pavers
– Keep 18 existing tree pits; cover with same grills and tree guards as north side
– Install new bike rings
– Complete parkette work at Ossington and Dovercourt
• Phase 2 work:
– Start at Shaw Street and work west
– Complete outstanding work from 2016 including removing asphalt and laying new
pavers
– Complete parkette work at the following locations

Traffic, Pedestrian & Cyclist Access
• Pedestrian access to residences and
businesses will remain open at all times,
with some adjustments to go around work
areas
• College Street will be limited to one lane in
the work areas, lane tapering outside of
work areas will be needed to direct traffic
• Cyclists can share the road driving through
the work zone and resume use of cycle
lane on College when lanes open up or
choose an alternate route around the work
zone

TTC Service Adjustments
• For this project, the TTC will divert the 506 Carlton Streetcar
onto Dundas Street West between Lansdowne and Bathurst
Street until the end of construction.
• Buses will run on College Street through the work zone.
• Start dates for route changes and further details will be
provided in the construction notice.
