We organised a four-day Workshop in West Bengal with the technical personnel from the districts and different Departments of the State Government to develop model plan and estimates for different works under MGNREGS, including the scope for convergence with different other programmes. Here is the presentation indicating the expectations from the Workshop.

• Identifying scope of convergence against each identified work• With which programme/department• In what fashion

• Identifying women specific components of works, apart from the common component

• Preparing Plan for each identified work• Plan specifying physical and

financial outlays, physical output and outcome

• Plan giving the specifics of the location (lat-long) and other details

• Preparing Estimates for each of the identified works• Estimates with regional

variation, if required• Estimates in easy to replicate

• Preparing Designs for each of the identified works• Standard designs• More focus on visualization so

that the design, if painted on the ‘info-board’ at worksite can be understood by the villagers

• Exploring the scope of using alternative technology for the assets under MGNREGS• Cost-effective• Environment friendly• Labor intensive• Disaster proof

Priorities

• Habitation-based planning with community, not individuals at the core• (IBS will be there, rather in a larger

scale- but IBS will be identified by the community and not by individuals)

• Wage-seekers as stakeholders and not as labourers or beneficiaries

• Focus on land, water and plants

• Involving women SHG at all level from planning, through implementation to monitoring and supervision

• Plan for individual works to align to the outcome for the habitation and impact on the community
