The shepherds watch: a terrorism fable
Jon Nakapalau, CPO, CHSO
Once upon a time there was a diligent Shepard…
…he was well trained and always observant…
…he had learned how to do his job well…
…but one day he noticed something strange…
Woolf…I mean baah…baah!
???...
…the diligent Shepard started to listen to a friend…
He looks suspicious!
…the diligent Shepard started to listen to his friend more and more…
Why don’t you watch
him and I will watch the
sheep?
OK!
…and so he watched the suspicious sheep…
Thank you my friend!
Don’t mention it
buddy!
…but what a surprise was in store for the diligent Shepard…
…what had happened..?
Conclusion• Lone Wolf Terrorists (LWT’s) may still exhibit pack behavior• “Hunting” can occur as a pack; pursuit of individual targets may follow• Alpha males may sacrifice ‘omega’ males to throw agencies off track• Afilliative agendas may result in pursuit of similar tactical objectives by LWT’s• ‘Old/young/weak’ policies will be run down and hunted first• All agencies need to share information in a timely manner• Background checks need to updated• The use of outside consultants needs to be scrutinized• Tactical objectives need to ‘mirror’ resources • SWOT analysis of tactical objectives needs to be ‘green lighted’ by field operatives• ‘Wolf traps’ (WT) need to be set on tactical paths• WT need to be standardized before they are set in place• What will be done once a LWT is caught…set a clear legal pathway
The End…
