Needs, Problems and Policy Issues• Low enrolment in higher education comparatively the enrolment rate in

MIC while demand for higher education increasing rapidly. • Un-utilizing of existing resources• Investment to be streamlined and the capacity & interest of non state sector

for investing in higher education has to be treated.• Differences between out put of Graduates and degree programmes with job

market. • Degree programmes have not incorporated with essential skills

development mechanisms.• Too much time taken to produce a graduates at State Universities.• The less contribution to the economic development by transferring

knowledge through new innovations & ideas as well as researches.

Suggestions to ImproveHigher Education in Sri Lanka

Promote enrollment in non-state higher education institutions Introduce PPP based models for establishing non-sate HEIs Implement internal and external quality assurance in both state and

non-state higher education institutions Create an enabling environment for non-state higher education

institutions through a transparent and favorable accreditation process Launch awareness program about accreditation system using public

funds Capacity building program for non-state sector academics by providing

soft loans. Promote University Townships on PPP base Promote non- state HEIs for contributing on National research using

public funds
