The Philippine Association of Academic and Research Librarians (PAARL) Inc. held its 38th General Assembly at Epifanio De los Santos Auditorium of the National Library, gave tribute and recognition to individuals who have given note worthy contributions to the practice of librarianship in the country. first Outstanding Academic/Research Librarian:for his remarkable leadership, invaluable and outstanding contributions to national and international librarians’ associations, National Collegiate Athletic Association, Philippine Accrediting Association of Schools, Colleges and Universities, National Commission for Culture and the Arts and Philippine Universities Audio Visual Center in various capacities as Founder, Board Member, Officer, Organizer, Chairman , Accreditor, Consultant, Lecturer and Speaker; and for his dedication and commitment to Academic and Research Librarianship in his personal and professional activities and undertakings.

ELVIRA B. LAPUZShe was given the Professional Service Award in recognition of her exemplary services as immediate past president of the Association; for her national and international contributions to academic and research librarianship in her various capacities as speaker, presenter, lecturer, reviewer, researcher, teacher; and, for her unwavering support, commitment and dedication to the objectives, activities and undertakings of several national library organizations by having been a board member, officer, chairman, consultant, and volunteer for the development of libraries in the Philippines.

SUSAN O. PADORShe is this year’s Outstanding Academic/Research Librarian of the Year for Luzon, in recognition of her national contribution to academic and research librarianship as member of the CHED-BFL Technical Panel Sub-Committee for MLIS Program, Special Lecturer at the College of Education, University of Santo Tomas, Manila, speaker and facilitator in trainings, seminars, conferences; for her unselfish dedication, commitment and support to the objectives, activities and undertakings of library associations through her various capacities as member, chair and president; for her exemplary leadership in instilling the value of social responsibility among libraries and librarians by leading outreach programs, activities and projects.

ROGELIO B. MALLILLINHe is the Outstanding Academic/Research Librarian of the Year for Visayas/Mindanao Awardee, in recognition of his notable contributions to the academic and research librarianship as a former Library Director of the Ateneo De Manila University Rizal Library, for his dedicated commitment to the library profession as PAASCU accreditor, and as Executive Director of the Philippine Library Materials Project Foundation Inc. He was instrumental in developing a cooperative acquisition project and initiated funding of library related researches through Research Libraries Development Fund that successfully benefitted hundreds of librarians and libraries; his commendable service to organize library association as Board Member and President of PAARL; and his continued support to the objectives, activities and undertakings of the association were the reasons of giving him the award

University of the Philippines College of Engineering Library’s THE LEARNING COMMONSIs this year’s Oustanding Library Program Awardee, in recognition of its innovative and modernized contribution to

Philippine academic librarianship and library development; for providing a world class research facility, for encouraging interaction, collaborative learning, and producing outstanding research outputs, relevant teaching technologies and valuable skills and values that such project can spur the country’s future engineers, with engineering being an interdisciplinary and collaboration-intensive profession. UNIVERSITY OF SAINT LOUIS LIBRARIES(Tuguegarao City, Cagayan)Received the Outstanding Academic/Research Library Award, in recognition of its outstanding national contribution to academic and research librarianship through its education and training, information networking, cooperative collection development and linkages; for having initiated the move to offer Bachelor of Library and Information Science as a program, for having unified and uplifted the library staff in the region through the establishment of the Cagayan And Kalinga Apayao Librarians’ Association, and for being a conduit of book donations for libraries in the region; and for its continued commitment and support to PAARL’s objectives, activities and undertakings.

Ms. Jocelyn M. Ladlad accepted the special citation in-behalf

of Ms. Fe Angela M. Verzosa, former DLSU Library Director and PAARL past president, for keeping PAARL members well-informed about the organization’s activities through the PAARL Yahoo!Group, PAARL Wikipedia, and PAARL Facebook Account which she moderates and regularly maintains.

PAARL Holds 38thGeneral Assembly

It was a gracious Friday morning of January 28, 2011, in an almost full-packed Epifanio Delos Santos Auditorium of the National Library where the Philippine Association of Academic & Research Librarians (PAARL) held their 38th year of existence, Annual General Assembly, Induction of Officers, and Awarding Ceremonies.

The assembly was highlighted by the report of outgoing president, Mr. Christopher C. Paras, who gave an account of PAARL’s accomplishments for the previous year and cheerfully acknowledged the members, the sponsors, and the donors, for all the support they have extended to the Association. In behalf of Ms. Aisa dela Torre, the outgoing treasurer, Mr. Paras, presented the financial report noting a significant increase in the Association’s total earnings.`

She is presently the director of Aklatang Emilio Aguinaldo of De La Salle University, Dasmariñas. She graduated her bachelors degree in Library at UST and her Masters degree at Centro Escolar University. Sonia is a seasoned library administrator who is actively involved in various library associations and on her way to finish her PhD in Educational Management.

She is the Librarian-in-Charge of the Periodicals Unit of Centro Escolar University Library. Versatile, jolly, and always on the go. She loves being a librarian. Aside from being a devoted librarian, she can also sing and dance. Vickee, is one of the three board of

directors, a position she has been holding since 2009.

CAROLYn R. de JesusdIReCtOR

shAROn MA. s. esPOsOseCRetARYShe is currently the Head Librarian of the University of the Philippine College of Engineering Library. She also teaches at the UP School of Library and Information Studies handling Information Science and Information System Planning Management. She has been

a member of PAARL since she became a professional librarian in 2001. She also serves as a resource person/speaker in PAARL workshop and activities. Her commitment to serve PAARL as Secretary will bring fruition to the organization.

She presently holds the position of Chief Librarian at Colegio de San Juan de Letran Manila. She is a true-blooded Thomasian. She is one of the accreditors of PAASCU. Carol perfectly fits as one of the three board of directors and a co-chairman of PAARL publications.

She presently works as Readers Services Librarian at Ateneo Professional Schools Library in Makati City. She finished her bachelors degree in Education major in Library Science at UST and masters degree at UP ILS.Sandy was entrusted to manage the financial resources of PAARL being this year’s Treasurer.

Matet works in Ateneo De Manila Univesity Rizal Library since 1986. Presently, she heads the Filipiniana and Indexing Pool Section. She graduated her BS Education Major in Library Science from Philippine Normal University Manila and her Masters at University of the

Philippines Diliman.

Since March 1995, Cecille works as Cataloguer and presently holds the position of Acquisitions Librarian since 1997 at University of Santo Tomas. She graduated BS Education Major in Library Science at the same university and currently doing her Special Project to finish her

Master of Arts in Library and Information Science.

He is currently working as a Library Consultant. A Library Science graduate of UE Manila, he earned a master’s degree in Public Administration in the same university in 2005 and finished his MLIS degree at PUP. Prior to his being Ex-Officio of PAARL, he had served the association in various capacities as Secretary, Vice President and President.

ROdeRICK B. RAMOsPResIdent

He is currently the Associate Information-Reference Librarian at the De La Salle University Library in Manila. He has served PAARL in various capacities for the past years - - as P.R.O. in the year 2009 and as Vice President and Conference Chair in 2010.

His vast experiences, educational attainment and commitment to PAARL have contributed to becoming the president. Ramos is Master of Education LS Graduate and obtained his degree at the Philippine Normal University, Manila.

He is presently the Chief Librarian of Technological Institute of the Philippines in Cubao, Quezon City. Sonny, as he is fondly called by his colleagues, is an alumnus of Saint Louis University in Bagiuo City and finished his Masters degree at Saint Louis College in San Fernando City, La Union. He perfectly fits the position of PAARL’s Public Relations Officer.

Ms. Rebecca Jocson, longest serving NOMELEC Chair, informed the body on the guidelines for the nomination and election and presented the results of the recently concluded election. She presented the following newly elected Executive Board for 2011 and was inducted by Ms. Corazon M. Nera:

planning, January 8. She emphasized PRIORITY NEEDS:1. Increase advocacy and marketing of the Association;2. Develop and manage the Association’s financial resources;3. Increase membership; and,4. Develop future leaders and advocates.

PAARL 2011 Calendar of Activities was prepared because of these priority needs (see activities on page 12).

BFL Chair Mrs. Corazon M. Nera; Honored guests, Members, Colleagues and Friends: To Be or Not To Be

This famous line of William Shakespeare has often been applied to dilemmas confronting decision-makers faced with a dichotomous choice, only one of which should be acted upon (Berino, 2008).

To be president or not to be president? To be president...I am very honored to have been installed as the 33rd president to PAARL, Inc. When I was 30, I only wanted to have a wife and kids and build a family of my own. But since I got enmeshed and eventually became the president to PNULISAA, Inc. I started to be engaged from being a public relations officer to conference chair/vice president from 2006 to 2008 with Library Customer Care, Information Literacy Power Packages, Web-based Reader Services as my contribution to the nation’s continuing professional education for librarians and libraries through “A Caring Alumni Group’” and that is, PNULISAA, Inc. Its members and patrons plus a circle of 10 good leaders, namely: Elnora Conti (Far Eastern University), Placida Socorro Limpin (Australia), Medel Vincent Bautista (Xavier School), Evelyn Nabus (Colegio de San Juan de Letran), Consuelo Estigoy (E. Joson Memorial Colleges), Medina De Castro (Sta. Isabel College), Estela Montejo (Ateneo de Manila University), Jocelyn Ladlad (De La Salle University), Marites Chavez (Congressional High School) and Arturo Morales (DILG-LGU), who are the Association’s strong pillars, support me, backing me up in each professional activity I indulge in. Also, I share this honor to my professor-advisers from the Philippine Normal University: Dr. Linda M. Tayona, Prof. Ruben P. Marasigan, Prof. Miguel M. Cobaria and Dr. Maria A. Orendain. To my one personal guest, Ms. Zenaida S. Andres, school administrator from St. Louis College of Valenzuela, Ms, Annabelle L. Aliwalas (immediate superior @ DLSU) and the library personnel of De La Salle University.

As PAARL President, in the same way Ms. Fe Angela M. Verzosa (2000 and 2004 president) iterated, I also would like to see our Association going stronger and best attuned to the needs of our members, in the advancement of their professions in academic and research workplaces. In the recent posts in e-groups, you were able to see my personal service brand replacing I am PAARL (used as P.R.O in 2009) and PAARL, Inc., Every Librarian’s Association (used as conference chair in 2010), now be pleased to read, hear from time to time a new service brand, referring to PAARL Inc. as FULLY ENGAGED, MEMBER-DRIVEN ASSOCIATION.

I also believe that service brand acceptance must be earned with a good product and regular promotion and it is very fitting to use this year in specific communications bearing the new brand for services and products PAARL will facilitate and sell as one FULLY ENGAGED, MEMBER-DRIVEN ASSOCIATION.

The Chairperson of the Board of Librarians of the Professional Regulation Commission, Ms. Corazon Nera, and board members Ms. Mila Ramos and Ms. Arabella Ananoria; The Board of Directors, past presidents and members of the Philippine Association of Academic and Research Librarians, led by outgoing president Mr. Christopher Paras; The representatives of the different library associations in the Philippines; Dear librarians and guests, a pleasant good morning.

Cicero was quoted to have said, “To add a library to a house is to give that house a soul.” In the same vein, we could also claim that libraries are the heart of our educational institutions, the lifeblood, for they feed the mind and nourish our spirit with knowledge and information.

Which is why it is our personal joy as an administrator that the De La Salle University Library is under our supervision as part of the Academic Services Group. We get to be familiarized and involved in its initiatives that contribute to the university’s mission-vision of being “A leading learner-centered research university, bridging faith and scholarship in the service of society, especially the poor.”

The dedication of our De La Salle University librarians to this profession is evidenced by the activities and projects it is undertaking to continuously improve their services and proactively respond to the needs of the university community. In terms of personal development, our library personnel recently participated in the Seminar on Quality Service Management upon their return from the holiday break early this month.

Last year, the university library started accepting payments for fines and printing via the electronic card GreenPurse. It also converted the Cybernook into Cafe@theLibrary, operated by Coffee Bean and Tea Leaf Library. In addition, it will soon launch a 24/7 Tele-Reference Service through Text Messaging.

For sure, your respective libraries have also been undergoing changes in this Web 2.0 information technology-driven academic environment. The PAARL series of seminars and fora are very important sources of how to adapt and adopt to these online systems, and how to constantly improve library services. It is to your credit that libraries are not becoming obsolete but are moved to the forefront in the collection, organization, and dissemination of knowledge.

The election of Mr. Roderick Ramos as your new PAARL president is a timely and fitting contribution for the De La Salle University Centennial celebrations this 2011. As such, we wish to take this opportunity to invite you to visit our library, and you will definitely get a very warm welcome from Erick.

Please accept my sincere apologies for not being able to be physically here with you due to unforeseen personal circumstances.

In the Middle Ages, people believed in the existence of the “Fountain of Youth” in the New World and when old folks drank from it, they would be young again.

To this day, no one has ever found a fountain with such miraculous waters. It is indeed unfortunate that a lot of us spend so much time searching for the “Fountain of Youth,” but not finding it. Few people realize that such fountain is just around them or already with them because they don’t recognize that work — useful and productive work — is the real fountain of youth.

Some people, including librarians, who opt to retire prematurely age faster in their idleness than they ever did in full-time employment. Indeed, doing nothing is more boring and tiring especially when one is still young enough.

Too many people associate purposeful work with profitable work. They perceive low paying jobs as boring. To them the most interesting and challenging jobs are the high-paying ones. Yet there are many useful things in every community that need to be done; that could bring satisfaction even without compensation. Librarians who are looking for the “Fountain of Youth” need not go far and away from their families. They just have to be more creative and more diligent in looking for opportunities to serve in the community. They can help organize reading centers especially in the far flung and depressed areas. They can solicit from benefactors or launch book drives that can help barangay libraries in their effort at building their collection.

When librarians find something that needs to be done and put their hearts and minds into it, they gain a new purpose in living. It makes them feel much younger than what the calendar shows. I believe that’s how our honorees today feel.

Colleagues and fellow librarians, we appreciate very much the honor given to us this morning. Such gesture poses a challenge for us to keep ourselves forever young that we may have the strengths to continue to serve. To know that our hard work, that our service is appreciated makes us become more determined to render service for it is in serving you that we find love. It is seeing young men and women gain more knowledge through us that keep us alive, that keep us young forever. Working with you and for you enable us to find our “Fountain of Youth”.

We thank you for this recognition of our humble service. In the name of the fellow honorees, we say “Maraming Salamat” from the bottom of our hearts. Mabuhay! God bless us all.

Longest serving NOMELEC Chair, Rebecca M. Jocson, on the other hand, informed the body on the guidelines for the nomination and election and presented the results of the recently concluded election. They were later inducted into office by Corazon M. Nera, Chair, Board For Librarians. Mrs. Tablizo of the National Library, welcomed the participants.

The occasion was graced by the presence of the past PAARL presidents in the persons of Susan O. Pador, Corazon M. Nera, Salvacion M. Arlante, Marietta D. Molina,. Loreto T. Garcia, Belen M. Vibar, Rebecca M. Jocson and others. Well applauded presentations were rendered by the Philippine Normal University CTL Choir conducted by Ms. Carmela Buhain.

It was also during the occasion that the new PAARL tag line “FULLY ENGAGED: MEMBER - DRIVEN ASSOCIATION” was introduced.

After the assembly a sumptuous lunch buffet was served with a good musical performance from the PNU-CTL Choir. Prizes were given to lucky participants and members of the association.

SPECIAL PROJECTSPAARL Standards 2010Mrs. Fe Angela Verzosa, former PAARL President successfully proposed, drafted and finalized the 2010 PAARL Standards for Academic Libraries. Series of public consultations were conducted from June-Nov in conjunction with PAARL monthly activities.She also used online surveys and social networking sites to gather inputs and recommendations from librariansPAARL Standards 2010 is now ready for endorsement to CHED

Membership DatabaseThrough the efforts of Ms. Fresnido and her team of Technical experts, PAARL membership database was created and updated covering the period from 2005-2010.The database will soon be uploaded online.

OTHER ACTIVITIESConducted Outreach Program in Sagada National High School, Mountain Province through Book DonationsPAARL actively participated during the National Book Week Celebration and donated refreshments for the parade

It was in Tagaytay where the Board spent one Saturday to plan for its 2011 activities. Vice president and conference chair Sonia Gementiza brought the group in one beautiful residential house with good food and accommodating Bulalo cooked from Dasma-Cavite in the highlands of cold, chilly breezy Tagaytay last January 8, 2011. 2009 president and this year’s Professional Service Awardee, Ms. Elvira Lapuz (University of the Philippines) lectured about radicalizing the administrative culture of the Organization and emphasized PRIORITY NEEDS:

1. Increase advocacy and marketing of the Association;2. Develop and manage the Association’s financial resources;3. Increase membership; and,4. Develop future leaders and advocates.

Then, a planning-workshop was set with meeting of minds of a DREAM TEAM (coined by Mr. Christopher Paras) consisting of key players from DLSU-Dasma represented by Sonia Gementiza; UP-Diliman, Sharon Ma. Esposo; Ateneo Professional School, Sonia Lourdes David; UST, Cecilia Lobo; UE-Manila, Aquilino Abenojar (replaced by TIP-QC, Sonny Boy Manalo); CEU, Victoria Baleva; Ateneo de Manila University, Matet Villanueva; San Juan De Letran, Carolyn De Jesus; and, Global City College, Christopher Paras, led by newly elected president, Mr. Roderick B. Ramos (DLSU-Manila).

The stewardship of 2011 Board and the success of this year’s activities are primarily centered on what was agreed upon by the group as the Association’s marketing brand: PAARL, Inc., “Fully Engaged, Member-driven Association”.

Last February 18, 2011, the Philippine Association of Academic and Research Librarians, Inc., in cooperation with the Miguel de Benavides Library of the University of Santo Tomas conducted a forum entitled “Face2Face: Finding your Balance in Handling Difficult Library Customers” at the Conference Hall, Miguel de Benavides Library, UST, España, Manila.

The forum aimed on how to establish good library-customer chemistry. It also intended to get a better understanding of Customer Relations Management and to acquire the needed balance prior, during and after a challenging library encounter with library patrons. The speaker was Ms. Anastacia Dalisay Decinal who delivered her lecture in a very interactive manner; involving the participants by sharing their own respective encounters and experiences with library clients.

Prior to the forum proper, the participants viewed the major book exhibit entitled “Lumina Pandit: an Exhibition of Historical Treasures”. It showcased the UST library’s precious and significant compilation of books and other materials. The exhibit was prepared in celebration of the 400th year founding anniversary of UST.

PAARL would like to extend its gratitude to Fr. Aparicio, to Ms. Decinal, to the participants and all the persons who made the forum a complete success.

Developing more professional competencies is a must for continuing professional education. This does not exclude upgrades in writing, organizing and publishing. After gaining language proficiency skills, library personnel’s aptitude and competence while expressing thoughts and ideas should have been demonstrated in speech and in writing as well.PAARL held another forum entitled “Organizing & Publishing @ The Fort: Professionals’ Best CPE” last March 18, 2011 at Fully Booked Store, Bonifacio Global City, Taguig. The forum allowed every participant to be trained; to receive practical tips; hints and experiences; discover style and art for writing; acquire some disciplines; be coached on how to write with confidence; love composing more, organize and enable to publish, wired or not web-based.The session started at 1 o’clock in the afternoon with an invocation and singing of the National Anthem. After which, Mr. Ramos, PAARL President, gave his opening remarks. Mr. Jaime Daez, Managing Director of Fully Booked delivered his welcome remarks. Ms. Rosaurito Suatengco, a professor from Philippine Normal University shared her expertise on the current roles of librarians as writers, organizers and publishers.
